The International Congress on Islam and Population Policy heretofore referred to as the "Congress", having convened at Jakarta and Lhokseumawe, Aceh, Indonesia from 19th to 24th of February in the year 1990, corresponding to 23th to 28th of Rajab 1410 H has come to a concensus to issue this DECLARATION for all Muslim Communities the world over to initiate and/or promote a concerted and coordinated effort in the fields of population policies and population programmes. The Congress therefore Starts with the conviction that Islam which has its sources in the Al Quran and Sunnah provides guidance for all aspects of life, including issues of population and family welfare

Emphasizes the responsibilities towards future g e n e r a t i o n s , in particular in the field of population, where the decisions and actions of one generation influences to a significant degree the quality of life of future generations;
* Acknowledges thatpopulation, resources and the environment are inextricably linked and stresses our commitment to bringing about a balanced and sustainable relationship among them; * Expresses concern that while some Muslim countries may afford to increase their population, for most countries, rapid population growth, unplanned migration and urbanization, increasing degradation of the environment threaten the process of their development and the welfare of their people;
* Recognizes that Muslim women are crucial to the process of the development in Islamic societies and that the improvement of their status and the extent to which they are informed and participate in making; family decisions will be essential ih determining the future quality of life and growth rates of the Islamic population. * Recognizes further the need to consolidate the expertise, knowledge and experience in Muslim countries in,forms 1 that are more amenable to practical application at all levels, and through appropriate mechanisms that will bring about sustained self-generating efforts in Islamic communities; * Underscores the fact that the improvement of the quality of life can best be achieved through integrated and balanced efforts which encompass the social, economic and spiritual dimensions of development within the context of Islam; * Acknowledges that for the successful realization of these development measures, the initiative should come from the Muslim community itself, and, in this regard, Islamic leaders and scholars are entrusted with the profound responsibility of providing the leadership which must now be rendered with the deepest sense of humility and selfless dedication. * Recognizes the souvereign right of each country to establish in the context of Islam its own population policies and programmes responding to country-specific needs while mindful that national action or inaction in population may have effects that extend beyond national boundaries; * Notes that the progress made by population programmes in the past d e c a d e s , notably the increased awareness of population issues throughout the world, and throughout Muslim communities, yet access to proper information and quality services for maternal and child care and family planning, including management of infertility, is still lagging and needs to be strengthened.
With these considerations in mind, and recognizing that the conclusions and recommendations emanating from the Congress offer an excellent opportunity to reflect on past activities and to chart an optimal course of action for the immediate future and the beginning of the remainder of the /jfnd century of Hijriah, the Congress hereby issue this Declaration.
ISLAMIC VALUES ON POPULATION ISSUES Emphasizing the firm conviction that Islam is a religion of the present and the future, and cognizant that Population Issues are both related to the present as well as the future, the Congress stresses the relevance of Islamic guidance to population issues to the extent that these are aimed towards the betterment of human life, and the elimination of hardships to Muslim countries and communities. Specific immediate action to be taken therefore is the propagation of Islamic values on population issues among and within countries and communities through information, education and communication including the eradication of misconception of Islamic attitudes towards population issues. ISLAM AND THE QUALITY OF LIFE Reaffirming that Islam teaches optimism in viewing life in general, and that Islam also emphasizes human responsibility towards current world problems as these determine one's destiny in life and hereafter. Specific recommended actions to be taken are as follow. The Congress appeals to all Muslim communities throughout the world to assume their responsibilities to seek appropriate ways and means within the realm of the Religion of Islam to enhance and improve the quality of life both for the present and future generations. THE DEMOGRAPHIC CONDITIONS OF ISLAMIC WORLD The Congress notes with concern the unfavourable demographic conditions of Muslim countries and communities.
The Congress urges all Muslim countries to immediately initiate and/or intensify firm policies and programmes to rectify these adverse conditions. The Congress further urges all Muslim countries to formulate population policies according to countryspecific needs, and integrate these policies into development plans and giving them high priority.
THE STATUS AND ROLE OF WOMEN IN ISLAMIC SOCIETIES The Congress reaffirms that an improvement in the role and status of women is central to the development of their own potentials in society, as well as that of their families.
In this interest that the Congress endorses the following actions to be taken: 1. 2.

To m o t i v a t e and e d u c a t e r u r a l and d i s a d v a n t a g e d women i n income g e n e r a t i n g a c t i v i t i e s , a n d t o provide training opportunities to u p l i f t their e c o n o m i c c o n d i t i o n s and t o p r o v i d e them w i t h supportive infrastructure for child care, including breastfeeding. To s t r e n g t h e n women o r g a n i z a t i o n s and n e t w o r k s , and to organize special seminars and conferences t o c o n s i d e r i s s u e s of concern t o M u s l i m women.

ISLAMIC INSTITUTIONS
IN
The C o n g r e s s f i r m l y b e l i e v e s t h a t t h e ' U l a m a o f Islam' a r e i n s t r u m e n t a l t o t h e f o r m a t i o n o f norms and t h e s h a p i n g of a t t i t u d e s i n Muslim c o m m u n i t i e s . The C o n g r e s s therefore recommends t h a t the ' U1 a m a s ' b e f u r t h e r e n c o u r a g t i d a n d m o t i v a t e d ; t o m o b i l i z e t h e i r c o m m u n i t i e s i n e f f o r t s and a c t i v i t i e s d i r e c t e d towards the b e t t e r m e n t of the q u a l i t y of l ' i f e and p e o p l e ' s w e l f a r e . COOPERATION AND COLLABORATION AMONG MUSLIM NATIONS AND COMMUNITIES IN POPULATION POLICIES AND PROGRAMMES The C o n g r e s s reaffirms that although national and c o m m u n i t y c h a r a c t e r i s t i c s d i c t a t e a d i v e r s i t y in the a c t i o n s taken to deal w i t h p o p u l a t i o n issues* in the interest of 'Ukhuwah Islamiah', strong international and national commitment towards c o o p e r a t i o n and c o l l a b o r a t i o n must be i n t e n s i f i e d and i n s t i tu t i o n a l i z d . To provide accessible Mother and Child Care throughout with emphasis on rural and disadvantaged areas, especially for the high risk groups, with a view to ensure safe motherhood and child survival. 3. To provide accessible family planning and counselling services available and accessible without coercion, and endorse effective and safe contraceptive methods which are not antagonistic to Islamic Shariah. 4. To motivate and educate rural and disadvantaged women in income generating activities, and to provide training opportunities to uplift their economic conditions and to provide them with supportive infrastructure for child care, including breastfeeding. 5. To strengthen women organizations and networks, and to organize special seminars and conferences to consider issues of concern to Muslim women. THE ROLE OF 'ULAMA' AND ISLAMIC INSTITUTIONS IN POPULATION PROGRAMMES The Congress firmly believes that the 'Ulama of Islam' are instrumental to the formation of norms and the shaping of attitudes in Muslim communities. The Congress therefore calls for increased efforts of the 'Ulamas' to help the development process and to achieve a happy family. MUSLIM COMMUNITIES IN NON-MUSLIM COUNTRIES The Congress notes the sizeable number of Muslims living in non-Muslim countries, and recommends that the population-related issues of these communities should be examined to determine practical solutions and addressed immediately to the extent possible.
COOPERATION AND COLLABORATION AMONG MUSLIM NATIONS AND COMMUNITIES IN POPULATION POLICIES AND PROGRAMMES The Congress reaffirms that although national and community characteristics dictate a diversity in the actions taken to deal with population issues, in the interest of 'Ukhuwah Islamiah', strong international and national commitment towards cooperation and collaboration must be intensified and institutionalized. The Congress finally urges the formation of follow-up committee to promote propagation and implementation of this Aceh Declaration.
