Each day, more than 150,000 individuals drive to work in
Mecklenburg County from outlying communities. These commuters
amount to nearly 30 percent of the total Mecklenburg workforce.
Research has shown that the typical worker prefers to have a commute
time of less than 30 minutes for optimization of the work day. For this
reason we have chosen the largest, and most popular, work areas of
the city and commissioned the University of North Carolina Charlotte
to develop drive time studies of these areas. The following maps
indicate the 15-minute and 30-minute drive times for these areas.
For the commuter, this will provide information on areas of the
community where one can live and work for minimum commute
time. For the employer, it will provide significant information on the
labor pool available from specific sites within the community. For
example, the total population for these 16 different areas (30-minute
commute zones) range from 621,000 to nearly 1.2 million people. This
can be an important factor in a relocation decision.
It is important to note these geographies have not been created
by a computer model. These are actual drive times at peak traffic flow.

Access to a suitable workforce is a signifcant
location factor for a business, and the length
of the drive to and from work is an equally
important consideration for employees,
especially since gasoline prices have
escalated so much recently. Trafc congestion
is a major determinant of a work sites relative
accessibility. With a mean commute time
of 28 minutes, Charlottes trafc problems
are no worse than they are for other cities
of its size and obviously are not as bad as
cities like Atlanta (35 minutes), Washington,
DC (41 minutes) or other larger cities, its still
a concern for many businesses and their
employees. The trip downtown may be
rapid because most cities have a radial road
network that focuses on the city center or it
may be diminished by increasing congestion
on that network. Currently over one-quarter
of Charlotte-Mecklenburgs workers commute
in and out daily from another county, a daily
ebb and fow of over 150,000 commuters.
Studies have shown that access for most
people is measured in driving time rather
than in simple distance. Driving time is not
a major concern for most workers for a trip
of 15 minutes or less or even for as much as
30 minutes, and most Charlotte area drivers
travel less than 30 minutes to work. Beyond
that distance, however, in the Charlotte area,
driving time to work does become a issue for
some people.
In addition to time-distance from a site,
the size of the workforce within a given
driving distance of a work place is a
function of the number of people who
live within that distance. The area from
which an employment site can draw its
workers is referred to as a Labor Shed. In
order to determine the extent of some
representative Labor Sheds in Charlotte-
Mecklenburg, the Research Department
of the Charlotte Chamber of Commerce
commissioned a study that was carried out
in the Department of Geography and Earth
Sciences at UNC Charlotte. Sixteen sites in
Mecklenburg County were chosen for study
and the major routes that radiate from each
were identifed. Teams of drivers left sites
at 5:15PM on a normal workday afternoon
and each driver was instructed to drive with
the trafc fow along the designated route.
Locations reached after 15- and 30- minutes
were recorded. Temporary construction and
accident delays were noted and accounted
for. The resulting points were plotted on a
map and boundary lines were interpolated
in between them by examining the road
network. The resulting Labor Shed boundaries
give a general picture of how far a typical
driver can go within 15- and 30- minutes on
an average day after leaving each site during
the afternoon rush hour. In fact, variations in
the weather, accidents, or road construction
projects will cause these times to vary, as will
the driving habits of individuals. Thus, these
travel time boundaries do not represent
every travelers experience on every day but
are simply a rough approximation of relative
travel times.
The resulting drive time boundaries
were then overlaid on Census Tract maps
for Mecklenburg and, as appropriate,
surrounding counties. Nielsen, Inc., (www.
nielsen.com) a national company that
provides detailed demographic data, was
contracted to provide estimates of the
population and the number of households
residing within each Census Tract in 2010,
as well as statistics on the occupational
employment of residents who live in each
Census Tract. Geographic Information
Systems (GIS) technology was used to overlay
the Labor Shed boundaries on Census Tract
maps in order to extract the data from within
each one. The use of GIS allowed the precise
proportioning of the data from tracts that
were cut by the Labor Shed boundary lines.
The following maps show the Labor Shed
boundaries and the associated table shows
the population, households and the number

of residents who were employed in a range
of occupational categories within the 15- and
30- minute Labor Sheds in 2010.
The statistics show that, while there are
substantial diferences among the various
locations, there is a large pool of potential
employees to draw on from each of the
locations. Furthermore, it would be a
mistake to regard any of these numbers as
exact with regard to a specifc employer
because the occupational categories are
broad and the Labor Shed boundaries are
approximate. Nonetheless, the maps and
the accompanying tables provide a useful
measure of the relative employee access to
each location.
The employment statistics are for
occupational categories, irrespective of what
industry a person is employed in. For example
a CEO is grouped together with other CEOs in
the Executive, Administrative, Management
group while a secretary is placed in an
Administrative Support category, along with
all other secretaries, even though the CEO and
the secretary work for the same company.
The occupational groups reported with each
map refect diferent levels of responsibility
and education. The Executive, Administrative,
Management group includes all top-level
business executives. The Professional/
Technical group is comprised of fnancial
specialists, computer and other scientists,
architects, engineers, lawyers, physicians
and the like. In the Basic Services group are
security guards, food servers, and building &
grounds maintenance personnel. The Sales/
Related and Ofce/Administrative Support
groups include salesmen and secretaries/
receptionists, such as the CEOs, respectively.
The Blue Collar category covers construction
laborers, factory production workers,
mechanics, truck drivers and other similar
occupations.
The statistics displayed with each map
measure varying levels of accessibility and
population. At both the 30- and 15-minute
levels, the I-85/I-77 site ofers access to
the greatest population, household and
employment numbers. The fact that this
intersection is relatively close to the most
densely populated part of the city is a factor in
its high totals. This is true for the employment
totals in the various occupational categories
as well, except that the Whitehall Business
Park ofers greater access to Blue Collar
residents within the 15-minute zone.
At the other end of the spectrum, Exit 30 on
I-77 (Davidson) generally has the smallest
numbers within both its 15- and 30-minute
boundaries. This refects a combination of
rush hour congestion on I-77, the relatively
low density of population in northern
Mecklenburg County and restricted access
across Lake Norman..
