Dear Mr XX Please find enclosed a new issue of your CAO 100.66 Maintenance Authority. You may be aware that CAO 100.66 has recently been amended to totally align with the scope of maintenance provided by the EASA licence categories B1 and B2. Historically the Civil Aviation Regulations and thus CASA, categorised maintenance for AME licensing as being electrical, instrument, radio, airframe or engine, with some cross privileges. The EASA maintenance scope is very much based on the concept that the aircraft is comprised of various systems with those systems being designated as being avionic, electrical, mechanical, powerplant or structural. The information and table (the table is a replication of an Appendix within CAO 100.66 and contains some content that needs to read in conjunction with the CAO) below details the effect of the way EASA defines maintenance scope. 1. The certification of completion of maintenance for aircraft systems designated electrical is a maintenance scope allowance shared equally between the B1 and B2 authority holders. 2. The certification of completion of maintenance for aircraft systems that are designated structure, powerplant, and mechanical is a maintenance scope that, in the main, is the purview of the B1 authority holder. Where a B2 holder has also been issued with a limited B1 authority, then certification of completion of maintenance of instrument or electrical within aircraft systems designated structure, powerplant or mechanical is also allowed. CASA has also introduced the intent of EASA NPA 7-2007 to expand the scope of B2 authority holders to include the following B1 authority certification of completion of maintenance scope: Pressurisation, Air-conditioning & Equipment Cooling Systems (ATA 21) - limited to electrical test and electrical defect rectification only. Fire, Smoke, Overheat Detecting and Extinguishing Systems (ATA 26) limited to electrical test and electrical defect rectification only. Fuel Systems (ATA 28 ) limited to instrumentation aspects only. Ice and Rain Protection Systems (ATA 30) - limited to electrical test and electrical defect rectification only.

3. The certification of completion of maintenance for aircraft systems designated avionic is the purview of the B2 authority holder; but where the certification of completion of

maintenance for avionic aircraft systems can be carried out via replacement of an avionic line replaceable unit (whose correct functioning and serviceability have been demonstrated by using a simple test) the B1 authority holder also has certification of completion of maintenance scope allowances.
Note: simple test means a test: 1. To verify the serviceability of the avionics system of an aircraft using: a. An on-board aircraft system; or b. External test equipment whose use does not require specialist training; and 2. The outcome of which does not require interpretation.

The holder of a CAO 100.66 B2 combined with a limited B1 category maintenance authority, has exactly the same certification of completion of maintenance privileges that the holder of a CAR31 licence holder has with a combination of CAR31 electrical, instrument and radio categories licence. When gaining aircraft type ratings to add to the CAO 100.66 categories, a candidate who attends a combined EASA style B1/B2 category type course will get the type rating attached to both the B2 category and limited B1 category. A candidate who attends a straight EASA style B2 course would only have the type rating attached to the B2 category. A type rating attached to only to the B2 category rating (ie not also attached to the limited B1 category) would mean the holder would not have maintenance scope for instruments and electrical on systems designated mechanical, powerplant and structural except for those systems which have the expanded EASA privileges outlined above (ATA 21, 26, 28 & 30).
