CHAPTER 1.0 PROJECT DESCRIPTION


1.1 Introduction M/s Saravana Alloy Steels Pvt. Ltd Company through their Directors having high experience in the Steel Industry promotes the proposed project. The proposed project envisages Steel Melting Plant (72,000 TPA) & Rolling Mill Plant (90,000 TPA) and located at Sy No. 1/3, 1/5, 2/1, 2/2, 2/3, 2/4A, 2/4B, 2/5, 2/6,3P, 6/1,6/2 61, 62 & 96/ 1, Gangadharanapalya Village, Kasaba Hobli, Nelamangala Taluk, Bangalore Rural Dist, Bangalore. 1.2 Raw Material Requirements and Products 1. CHAPTER 2.0 DESCRIPTION OF THE ENVIRONMENT


The proposed project site is at present barren land. The plant location is in the out skirts of Nelamangala Town in Bangalore Rural District. The proposed project envisages the construction of Steel Melting and Rolling Mill Plant. Production and manufacturing processes include Billets from Steel Melting Plant and Rolled TMT Bars from Rolling Mill Plant. The project is proposed to be developed on a total plot area of 44.03 acres (17.81 ha). The promoters after conducting all India surveys, proposed to put up the unit near Nelamangala Town. The location is very well connected with Road, Rail and air ways. Moreover, the unit will add to the Economy of the state and provide employment to the unemployed Technical, Commercial and hard working workers of Karnataka and adjoining areas. CHAPTER - 4.0 ENVIRONMENTAL MONITORING PROGRAMME


4.1 Environmental Monitoring Plan: Regular monitoring in a systematic and standardized manner helps in assessment of current environment and provides information on operational performance of installed pollution control facilities. Following are the Environmental aspects will be strictly considered in conducting routine Environmental Monitoring: Monitoring of Stack emissions for Temperature, Velocity, SPM, SO2 , NOx and CO. This will be carried out once in a month. Monitoring of Ambient Air Quality at plant boundary for fugitive emissions for SPM, RSPM, SO2 and NOX. This will be carried out once in a month. Work Zone Air Quality Monitoring will be carried out in areas like Furnace areas, Melting Plant, Rolling Mill Plant, Loading and Unloading of materials etc., This will be carried out once in a month. Monitoring of ground water quality of surrounding area of dump yard for pH, conductivity, total solids, suspended solids and oil and grease. This will carried out once before monsoon and after monsoon. Recirculation water after Cooling will be analyzed for pH, TSS, TDS, COD, Iron and Oil and Grease. Ambient Noise Level Monitoring near the Steel Melting Plant, Rolling Mill Plant, D.G set areas, Plant boundary, main gate, loading and unloading of raw materials, Near Machinery and equipment areas etc as noticed. This will be carried out once in a month. Monitoring of solid wastes quantity and utilization potential (Slag, accretions, flue dust etc.,)

CHAPTER 5 ADDITIONAL STUDIES


Following are the additional studies taken up with respect to the proposed project: Land use pattern of the proposed project surrounding area determined through using Satellite Imagery for a radius of 10Kms which was procured from the Karnataka State Remote Sensing and Technology Utilization Centre,

Bangalore. Air Quality Modelling studies.

CHAPTER 6 PROJECT BENEFITS


Following are the benefits from the proposed project:

The Proposed project is being developed to meet the raw material requirement for various related Industries and also for New Infrastructure and Construction Projects in the surrounding areas/places.

The proposed project would generate an optimum employment for the local population, direct employment for about 80 people and indirect employment of about 160 people together constituting 240 people.

All the construction workers will be employed from the nearby local villages around 5 kms.

CHAPTER 7.0 ENVIRONMENTAL MANAGEMENT PLAN


7.1 Environmental Management during Construc tion Stage i) During excavation and transportation on roads at the plant site, there is a scope for local fugitive dust emissions. Frequent water sprinkling in the vicinity of the construction activity should be done. ii) There is a likelihood of fugitive dust from the construction activity and material handling from the truck movement in the premises of the proposed plant. The industry shall take up tree plantation program around the plant site. iii) It shall be ensured those construction vehicles are properly maintained. The vehicle maintenance area shall be located in such a manner, so as to prevent contamination water sources by accidental spillage of oil. iv) Proper care shall be taken for storage of LSD etc. Site shall be identified for the storage of such flammable lquids, away from the i main plant. The storage shall be as per institutional safety standards. v) The construction workers shall be provided with sufficient and suitable toilet facilities to allow proper standards of hygiene. vi) Onsite workers using high noise equipment shall adopt noise protection devices. Noise prone activities will be restricted to daytime hours only. vii)

Hazardous material will be stored in proper areas. After completion of construction activities the rubbish shall be cleared and disposed to nearby authorized sites.

Safety devices/equipments will be provided for construction workers depending upon the type of activity.

7.2 Environmental Management during Operation Stage 7.2.1 Air Environment: The mitigation measures needs to be adopted during the operation stage to control the negative impacts on air environment of the surrounding of the project area given below: Dense green belt is planted around the dust generation points at surface. Trees are planted on both sides of the roads used for transportation in order to arrest dust. Afforestation around the unit to act as barrier Water sprinkling along the haul road Proper maintenance air pollution control equipment Regular maintenance of vehicles and machinerys in order to control emissions Cabins for shovel and dumpers and dust masks to workmen. A good house keeping and proper maintenance will be practiced in the industry, which helps in controlling pollution. In addition to the above, the following recommendations are made: The air pollution control equipment like Bagfilters and other dedusting equipments shall be operated continuously and provision shall be made for backup power supply for these. Monitoring of stack emissions and emissions from the dedusting equipments shall be carried out regularly to ascertain the performance of the air pollution control equipments. Water spraying shall be adopted at loading and unloading points, storage yards and near solid waste dumping yards which will reduce fugitive emissions due to movement of truck. All the internal roads shall be asphalted to reduce the fugitive dust due to truck movement. Green belt cover shall be provided. For this, the project has proposed to have green belt cover to an extent of 28 % of the total site area.

Water requirement for proposed project will be met by Borewells of about 10 KLD and 15 KLD from Municipal authorities. The water will be used majorly for cooling

purposes. There is no any effluent water in this process. The quantity of canteen
3 wastewater generated of about 9.72 m /day will be treated in the Septic Tank and

Soakpit. Apart from above, following additional measures will minimize operational impacts: There is no any effluent water in this process Use of high pressure hoses for area cleaning Oily waste from the facility will be separately collected and will be disposed off scientifically according to the KSPCB norms. No wastewater will be discharged to any ground water or to the surface water body. Storm water drains shall be provided to avoid flooding in the proposed project site area and provision will be made for runoff get diverted to recharge pits with pre oil and grease trap there by increasing the groundwater table. 7.2.3 Noise Environment: Personnel working near noisy areas shall be provided with adequate personal protective equipment such as earplugs and earmuffs, use of which will be strictly enforced. Sophisticated and low noise generating equipments will be selected. Proper mounting of equipments and providing noise insulating enclosures or paddling where practicable. The equipments will be maintained at all times to ensure permissible noise levels. Appropriate advanced silencers, acoustic barriers; vibration-reducing pads will be provided for all noise generating equipments. The sources of continuous noise generating equipment such as compressors, pumps, motors etc will be designed to have noise level not exceeding 8590dB(A). EHS Consultants, Bangalore. 13

It would be ensured that there would not be any operator near the noise generating equipments on continuous basis. Boundary walls and dense green belt will be erected to act as acoustic barriers. Adequate and appropriate type of green belt would be developed in and around the proposed project site for noise mitigation in the area.

7.2.4 Solid Waste & Hazardous waste generation The proposed Solid waste and Hazardous waste generation from the plant is given below: I II III IV Slag from Induction Furnace Canteen Waste Municipal Solid Waste Hazardous waste - 45 TPD - 40 Kgs/day - 60 Kgs/day - Used Oil from D.G sets 250 Ltrs/Annum - Scrubbed Sludge 1 TPA Slag from Induction Furnace will be disposed within the site itself. Canteen and MSW will be disposed to Nelamangala municipal authorities. Hazardous waste (Used Oil) generated from D.G Sets will be collected and stored in barrels or drums and later handed over to Karnataka State Pollution Control Board (KSPCB) authorized reprocessors. Scrubbed sludge generated from the industry will be collected and stored for later disposal in scientific manner as per the norms of the Karnataka State Pollution Control Board. Any other solid waste generated from the facility will be disposed off by using proper disposal mechanism in a scientific manner. 7.2.5 Greenbelt Development An extent of about 34% of total site area in the plant premises is proposed for greenbelt development.

The following measures are proposed to have minimum impact on ecology of the project area: Zero discharge of wastewater from the proposed project in the operation stage. Continuing greening efforts in and around the project site. Conserva tion of existing vegetation and afforestation covering larger areas near and around existing project area. The dump yard is treated by a gentle gradient and pitching will be done all around the earthen heap will be formed into terraces and it will be stabilized by planting grass sets and also by sowing grass seeds. 7.2.7 Aesthetics Aspects The entire dump yard area will be planted with local tree species of aesthetic value, fodder value, fruit bearing, and birds attracting tree species. 7.2.8 Socio Economic Aspects Local people of Nelamangala Taluk and nearby villages surrounding the site will be employed to the maximum extent. 7.3 Post Project Environmental Monitoring M/s Saravana Alloy Steels Pvt. Ltd. will implement various productivity management programs in the plant to improve the work environment, effective house keeping and environment quality. All the necessary steps shall be taken in the plant to meet standards prescribed by the Karnataka State Pollution Control Board and Central Pollution Control Board and Department of Ecology and Environment, Government of Karnataka.
