Updated Amended House ExHilo Articles of Membership

Article I
Membership
I.1 New Members Membership to House ExHilo can be obtained by either invitation or application. Applicants to House ExHilo must be citizens of Avance and invitations may only be extended to existing citizens of Avance or sentients in the process of applying for Avance House Citizenship. Sentients applying for Avance House Citizenship must be successful in their application in order to gain membership to House ExHilo even if an invitation has been extended. All applicants and invitations must be subject to a one (1) week consultation period followed by a vote. I.2 Members Benefits for Membership in House ExHilo grants the following benefits regardless of membership period, position within the House or position within TAC. The right to contribute to House discussions The right to anonymously vote, and abstain from voting, in appropriate vote types The right to an equal share in House profits The right to participation in House investment programmes The right to purchase the products of House production programs The privilege to construct cities on Kunas Tail VI The privilege to use House assets for personal means I.3 Member Expulsion Member expulsion is the highest punishment and disgrace for crimes against House ExHilo or Avance. Expulsion is reserved for the punishment of actions considered to be inexcusable and beyond redemption. House Exhilo will not knowingly harbour fugitives of any organisation aligned or in treaty with Avance including Avance, Avances NATs and other Avance Houses. If a member of House Exhilo becomes a wanted fugitive of Avance or of any organisation aligned or in treaty with Avance, they have the option of working with Avance Leadership to resolve the issue, or risk expulsion from House ExHilo. Expulsion of a member requires a successful Leadership. All membership benefits are revoked and constructed facilities seized by the House ExHilo.

Article II
House Structure
II.1 House Structure House ExHilo is hereby organised into a three (3) Tier structure in order to aid in the operation of House ExHilo and the distribution of responsibilities. All members are bound to obey all articles in these House ExHilo Articles of Membership and to assist the Tier 1 member in upholding these articles. It is, however, noted that whilst members of higher Tiers do not officially hold any command over the members of lower Tiers a culture of mutual respect and duty towards all members and House ExHilo is encouraged. II.2 Tier 1 Members II.2a Chairman (Madam Chairman if female) The Tier 1 member is bound to uphold all articles in these House ExHilo Articles of Membership, failure to uphold all articles results in an automatic Vote of No Confidence and appropriate actions up to and including expulsion from House ExHilo may be performed by a decision from House ExHilo. The Tier 1 member must be a Working or Sworn Avance Citizen, may nominate his or her own successor and call official votes. The Tier 1 member may also assist in any Tier 2 member in his or her duties. II.3 Tier 2 Members II.3a Security Consul The Security Consul is responsible for the security of ExHilo governed territory and the enforcement of TAC and ExHilo law in ExHilo governed territory. The Security Consul may nominate his or her own successor and call official votes. II.3b Infrastructure Consul The Infrastructure Consul has the responsibility to ensure that adequate infrastructure exists in House ExHilo to meet both in-House needs. The Infrastructure Consul may nominate his or her own successor and call official votes. II.3c Economic Consul The Economic Consul is responsible for the economic prosperity of House ExHilo. The Economic Consul may nominate his or her own successor and call official votes. II.3d Speaker The Speaker is responsible for the upkeep of the House ExHilo board on the TAC forums, the induction of new members and diplomatic issues involving House ExHilo. The Speaker may nominate his or her own successor and call official votes. II.4 Tier 3 Members Tier 3 members shall make up the main body of House ExHilos membership. At no point shall there be fewer Tier 3 members then the combined number of Tier 1 and 2 members.

Article III
Voting System
III.1 Vote Types III.1a House Votes House Votes may be called by the Tier 1 member or any Tier 2 member at any time. House Votes are open for any Tier 2 or Tier 3 member to vote in, must be open for a seven (7) day period and must then be closed by the Tier 1 or Tier 2 member that called the vote, or the Speaker should the vote pass into an 8th day. The post containing the vote may not be edited (not even for spelling correction purposes). To pass a motion the Ayes must have a majority over the Nays as well as holding a greater or equal number of votes as the Nays and Abstains combined, to fail a motion the Nays must have a majority over the Ayes as well as holding a greater or equal number of votes as the Ayes and Abstains combined. III.1b Leadership Votes Leadership Votes may be called by the Tier 1 member at any time. Leadership Votes are open for the Tier 1 and Tier 2 members to vote in, must be open for a seven (7) day period and must then be closed by the Tier 1 member, or the Speaker should the vote pass into an 8th day. III.2 Votes of No Confidence A Vote of No Confidence must be worded as follows: NAME is unfit for duty. with the proceeding text describing why NAME is unfit for duty. A Vote of No Confidence can only be called by the Tier 1 member or a Tier 2 member and is held as a House Vote, but must be open for a fourteen (14) day period. Should any Vote of No Confidence be passed the Speaker shall call a House vote to decide upon accepting the nominated successor to the ousted member or any other House ExHilo member the Tier 1 member or Tier 2 members wish to put forwards a candidates, this vote must be open for a fourteen (14) day period. Both the afformationed votes must reach a unanimous decision, in addition, starting from the call of the vote of no confidence, the duties of the member in question shall be subsumed by the remaining Tier 1 or Tier 2 members until the issue is resolved. III.3 Hall of Houses House ExHilo Votes Hall of Houses Votes held within House ExHilo decide how the House will vote in a Hall of Houses vote. These votes shall be House Votes but the Tier 1 member will be permitted to have a single vote and will be open for as long as permitted by the voting period for the actual Hall of Houses Vote. It is also noted that any member may raise comments or concerns that they wish to be raised in the Hall of Houses.

Article IV
Asset Management
IV.1 Solid Assets IV.1a Solid Asset Definitions Solid Assets are defined as the following: Facilities, City Slabs, Space Stations, Vehicles, Ships, NPCs, Items, and RMs. IV.1b Solid Asset Ownership All space stations and city slabs constructed within ExHilo governed territory shall be classified as House assets and owned by the Tier 1 member to prevent the sale of the assets to non-House members. All facilities constructed within ExHilo governed territory shall be classified as House or Member assets and owned by the Tier 1 member, Avance, or by a current or retired House member. The following solid assets shall be owned by Avance: any Avance restricted technology granted for house use, any housing facilities (Council Flats, High Rise Buildings, Semi-detached Houses, Skyscrapers, Worker Compounds), any security of defence structures including Power Generators, any Palaces. IV.2 Liquid Assets Liquid Assets are defined as the following: Credits and Stocks. Liquid assets of the House will be owned by the Tier 1 member. IV.3 Asset Protection It is forbidden for the same sentient or faction to be owner, command and operator/pilot of the same House Solid Asset. This simple precaution will prevent the loss of any House Solid Assets through a loss to market event caused by the unexpected death or disillusion of the owning sentient, the Tier 1 member, or faction, Avance.

Article V
House Exhilo Honours and Accolades
V.1Distribution of Honoured Titles For work done in the name or for House Exhilo, members will be given an Honorary Title. This will be given for work done, not current work being performed. This Honorary Title can be maintained by the member even if they leave the House if they leave the House in good standing. The Honorary Title requires a Leadership Vote, as this advance could influence voting and House Policy. The Tier 1 member and Tier 2 members are restricted from earning an honorary title unless bestowed upon them by the Hall of Houses. V.2 Rank of Titles It is the thought of House Exhilo that if the member has earned an honorary title, that member is allowed to decide their titles naming, within reason. A prefix will be added to this titles naming in the increasing order; title High title Grand title. The first tier of an honorary title is singularly the title itself. Once the honorary title level of Grand has been bestowed, a Statue will be erected for the Grand Member in their honour in the House Exhilo city of their choice. V.3 Gifting of House Accolades A House Exhilo Accolade is a financial gift of House Exhilo liquid assets that can be gifted to any person or entity in the galaxy. This gift will be voted upon for both the direction and sum of funds by a Leadership Vote. Members of House ExHilo may suggest people or entities that they feel are deserving of an Accolade for their contribution to the success of House Exhilo.

Article VI
Amendments to the House Articles
VI.1 Amendments Three requirements must be filled for an Amendment to be ratified. First is the general acceptance of the amendment with an extended two week House Vote from the active members. The second gate is bringing the amendment to light among the other Avance House leaders for House Leader insight and input. The third gate is House Leadership unanimous acceptance. The amendment would then be ratified and added to the House Exhilo Articles of Membership. These amended House Exhilo Articles of Membership were passed this way into law over the previous House ExHilo articles of Membership.
