EFFECTS CASUALTIES - 1 Injured and 11 Missing One (1), fisherman, identified as Ronnie Tablante, 38 years old, of Brgy.

. Hitoma, Caramoran, Catanduanes, Region V was reported injured and is currently confined at the hospital for medical attention. He was reported missing on July 24, 2011 and was found alive on July 25, 2011. Eleven (11) fishermen in Eastern Samar, Catanduanes and Albay were reported missing since July 24, 2011: Brgy. 01, Lawaan, Eastern Samar (Pepito Gapol, Jade Gapol, Isagani Gapol, and Coloy Gayda) and from Brgy Taguite, Lawaan, Eastern Samar (Antonio Gamalo, Flor Gamalo and Romeo Robles, 39 years old) - Brgy Agban, Baras Catanduanes (Romeo Balamban, 37 years old) - Brgy Sta. Barbara, Rapu-Rapu, Albay (Salvador Dunganan, Jr. and two (2) unidentified persons since July 24, 2011) - still for verification Six (6) of the 7 missing fishermen in Eastern Samar, were rescued alive this morning at 8:00 AM, 26 July 2011 STATUS OF STRANDEES As of 8:00 AM, 26 July 2011, a total of 630 passengers, 17 trucks, 9 cars, 8 vessels and 12 passenger buses were stranded at the ports of Matnog, Pilar,Tabaco and Pioduran, all in Albay and in Pasacao, Catanduanes STATUS OF DAMS As of 6:00 AM, 26 July 2011, current levels of water in the following dams are still below spilling level, to wit:

REGIONAL SITUATION Region V The provinces of Camarines Norte, Catanduanes, and Masbate have been experiencing continuous rainfall accompanied by moderately strong winds Sorsogon has no electric service since 2:40 AM, 26 July 2011 due to power shutdown by NAPOCOR for precautionary measure Some areas in Camarines Sur and Albay are flooded due to continuous heavy rains II. EMERGENCY MANAGEMENT NDRRMC Disseminated NDRRMC Advisories on Severe Weather Bulletins; Gale Warnings; and Flood Bulletins to all regions affected through SMS and facsimile, uploaded the same at the NDRRMC Website, Facebook, and Twitter accounts for further dissemination to their respective local Disaster Risk Reduction and Management Councils (LDRRMCs) from the provincial down to the municipal levels Directed RDRRMCs concerned through the OCD Regional Centers to undertake precautionary measures in their respective areas of responsibility (AOR) and subsequently advised local DRRMCs to initiate pre-emptive evacuation of families in low-lying and mountainous areas if situation warrants MEMBER AGENCIES PCG PCG Unit Commanders in various ports are closely monitoring and rendering assistance in coordination with local port authorities and shipping companies to ensure the security and safety of stranded passengers and vessels Pursuant to Memorandum Circular No 01-09 (Guidelines on the Movements of Vessels during Inclement Weather) are as follows: PSWS No.1: Vessels of 1,000 gross tons or below shall not sail, except to take shelter, when the PSWS No.1 is hoisted within its point of origin or route or point of destination. On the other hand, movement of vessels above 1,000 gross tons is left to the discretion and responsibility of the ship owner and master when PSWS No 1 is hoisted within its point of origin or route or point of destination Coast Guard District Bicol is presently conducting SAR operations on the reported missing fishermen in Baras, Catanduanes DSWD The Disaster Response Operations Monitoring and Information Center(DROMIC) is closely coordinating with DSWDField Offices (FOs) concerned for significant reports caused by this weather disturbance DSWD-FOs along the typhoon path were alerted and advised to closely monitor the situation, particularly those flashflood and landslide prone areas within their jurisdictions, and to provide reports on any eventualities, status of their standby funds and stockpile

effectively ensure public safety; and alerted disaster response units/teams for possible deployment if need arises Coordinated with 901st BDE, PA TOG5-PAF, NAVFORSOL re the request of Hon Joey Salceda for the availability of M35 trucks with personnel and equipment to be on standby at PDRRMO Albay and relayed various requests for assistance from the LGUs for immediate actions of concerned agencies PDRRMC-Albay issued Advisory 2 for disaster avoidance which states that all DRRMCs are hereby advised to closely monitor river systems and prevent residents from crossing swollen rivers and artificial pools of water PDRRMC-Catanduanes issued a no sailing policy and disseminated the same to all coastal Barangays and municipalities in their AOR
