QinetiQs innovative use of passive Millimeter Wave (mmW) technology has created a safe and effective standoff threat detection capability that has been successfully trialled, proven and deployed in many locations in the United States. The latest implementation of SPO-7R, the Mark II variant, benefits from a number of improvements based on our US deployment experience. SPO-7R is flexible enough to be rapidly deployed either overtly or covertly both inside a building or outdoors. It is robust, lightweight and waterproof and has the ability to scan over 300 people an hour at distances of up to 14 metres (46 feet).

SPO-7R is a real-time stand-off people screening security system. It is effective in the detection of concealed objects which could pose a security threat whilst people are stationary or on the move. The system is intuitive and easy to use, requiring no specialist qualifications and can be deployed by existing security staff. The system was developed in the United Kingdom by QinetiQ to identify potential security threats concealed on the human body. It is effective at detecting a range of threat items including liquids and non-metallic threat objects.

The SPO-7R MK II is the latest iteration in the SPO family. Its additional features include: Reduced size Tripod, wall and ceiling mount options Close integration with existing security and IT infrastructure via Ethernet Enhanced range The MK II allows the system to be more easily and flexibly deployed whilst enhancing the existing detection capability of the Mark I by increasing its stand-off range. QinetiQ has worked closely with its customers in the development of appropriate concept of operations (CONOPS). In our experience these are particular to the intended deployment scenario. The system uses an innovative sensing technique to determine the probability of a threat being present on a person. The Sensor Traditionally X ray and metal detection sensors have been used to screen people at security checkpoint locations e.g. airports. However, these methods of screening arent well suited to other public environments where large numbers of people need to be screened. SPO-7R is based on a passive millimetre wave sensor which uses naturally occurring radiation. Therefore SPO-7R emits no radiation and is completely safe. SPO-7R is a selective mass screening device which can scan at ranges of up to 14 metres. This is adequate for most crowded environments. The tripod option is portable allowing flexible deployment and mobility whilst the ceiling mount option provides an unobtrusive and constant surveillance facility. SPO-7R can be used both indoor or outdoors and in all weathers. Operational trials have shown that the sensor can scan more than 300 people in an hour with trained operators. There are no privacy issues because no millimetre wave (mmW) or tera hertz (THz) images of people are captured or displayed, unlike competitor systems.

The output of the sensor is displayed on a monitor with a CCTV image of the individual. The presence or otherwise of a threat is indicated by a red-green threat bar at the side of the image. It is designed to work with industry standard infrastructure, with operators sited either at the sensor or in the CCTV control room. Concept of Operations As with any security device the key to its effectiveness is the response of security personnel to a potential threat. SPO-7R is ideally adapted to operate in a layered security operation. QinetiQ develops a detailed Concept of Operations (CONOPS) with the customer. The CONOPS can be readily modified and adapted to suit different scenarios. Behavioural Analysis QinetiQ can also provide customers with behavioural analysis training in support of SPO-7R deployments. This can be used in combination with SPO-7R either to identify a portion of the population to scan with SPO-7R, or to further assess the threat potential of an individual whom the SPO-7R has identified as carrying a concealed object. Trials SPO-7R has been extensively trialled and proven at over a dozen mass transit locations and has been the subject of extensive explosive screening trials conducted by the American Transportation Security Administration (TSA). This includes screening of passengers boarding the Staten Island Ferry at the St George Terminal in Staten Island, New York.
