Treasury referred this matter to its Office of Foreign Assets Control (OF AC) for processing. A search of OFAC for documents responsive to your request produced a total of 832 pages. Of those pages, we have determined that 104 pages ofthe records are releasable in their entirety; 310 pages are releasable in part with redactions made pursuant to exemptions, (b)(5), (b)(6) and (b )(7)(C) of the FOIA, and 45 pages are being withheld in their entirety pursuant to exemption (b)( 5) of the FO IA. In addition two pages are releasable in part with redactions made pursuant to exemption (b)(6) of the FOIA and to information which did not relate to "Bacardi," "Havana Club," "HCH," or "Cubaexport" and is therefore not responsive to your request. Pursuant to Treasury regulation 31 C.F.R. 1.5(c), the remaining 371 pages of material have been referred to other Federal agencies for their review, determination of disclosure, and direct response to you as follows: Department of State, 152 pages; Department of Justice, five pages; US Patent and Trademark Office 209 pages, the National Security Council, three pages and the Department of Commerce, two pages.
