400 096 SEEPZ-SEZ/SEC/UNIT/GP/172/04-05/536 CIRCULAR NO. 25/ 2011 The following procedure shall be followed for Entry of Vehicles/Caterer and vendors and for parking of vehicles in SEEPZ-SEZ. I GOODS VEHICLES Empty vehicles entering SEEPZ-SEZ for loading of Export cargo/Scrap Date :04.07.2011

material/debris/internal shifting/material under DTA repair gate pass/local materials etc. shall observe the following guidelines. (i) The unit shall apply to the Security Section either manually at gate No. 2 or on line for issue of gate pass. In case of on-line request Unit can apply for gate pass up to 18.00 hrs. (ii) After 1800 hrs they can apply manually. Applications for such gate passes can be made in advance too. The entry of empty vehicle with gate pass would be permitted as follows; Gate No. 2 (Warehouse Gate) Gate No. 1 (iii) (iv) II : : 9.30 a.m. to 6 p.m. 6 p.m. to 9.30 a.m.

Details of the vehicles would be entered in vehicle entry Register maintained at Gate No. 2. (Ware House Gate) till 6 p.m. and after 6 p.m. at Gate No. 1. Validity of gate pass would be for one entry only and the driver would be required to surrender the same at the gate during exit. VEHICLES CARRYING HAZARDOUS CARGO Movement of vehicles carrying hazardous/dangerous goods such as e-waste, septic tank waste etc. in/out of SEEPZ-SEZ will be permitted only if the vehicle/driver possess requisite license/permission for carrying such goods from the MPCB or CPCB authority. For any violation of Rules/specified conditions unit will be held responsible and would be liable for penalty to be imposed by the Development Commissioner.

TWO/FOUR WHEELERS Employee of units/employers having four wheeler vehicles should stick their vehicle entry pass sticker on the left side of the windshield. All passengers seated in the car should display photo pass/daily pass issued by SEEPZ authority to the Security Guard on duty. In case any person in the vehicle does not possess a photo pass/daily pass, the person would be required to alight from the car and follow the procedure for procuring visitors entry pass at the Gate. Employees/employer not displaying car passes on the windshield of the car shall be liable for action by the authority including entry ban. (ii) Employees/Employers having two wheeler vehicles should display their vehicle Identity card and photo Identity card issued by SEEPZ authority to the Security Guard on duty. (iii) Unit should ensure that they do not issue Red Colour one day vehicle gate pass to their employees. delegates) only. ENTRY FOR VENDORS/CATERERS Vendor pass holders would be allowed entry through Ware House Gate (Gate No.2) only. During holidays entry will be permitted from Gate No.1 from The units would be 09.00 hrs. to 18.00 hrs. Vendors who wish to take their car inside should take one day car pass from the concerned unit. personally responsible for issuing such passes to their vendors. (ii) Milk supplier & Caterers holding valid photo pass, will be permitted as follows:Gate No. 1 Gate No. 2 : 5.30 a.m. to 9.00 a.m. 6.00 p.m. to 11.00 p.m. : 9.00 a.m. to 6.00 p.m. During holidays they will enter through Gate No. 1 only.

No vendors will be permitted to bring bulky materials on two wheelers or in their cars. They should bring such goods in carrier vans/tempos.

(iv)

Unit should ensure that caterers vehicles coming in or going out of the Zone do not carry any goods other than the utensils having eatables. Any misuse of this permission may invite penal action on the caterers as well as the units.

V (i)

CONTRACT BUS Buses entering SEEPZ-SEZ shall follow the following entry/exit routs and timings: ENTRY Coming from Jogeshwari-Vikhroli link road Gate No. 3 Gate No. 3 Chartered buses entering Gate No. 1 through Gate No. 1 Chartered buses entering Gate No. 2 through Gate No. 2/3 Gate No. 3 (ii) EXIT Gate No. 1 Gate No. 2 Gate No. 3 Gate No. 3 Gate No. 2 8 a.m. to 7 p.m. TIME 5.30 a.m. to 8.00 am & 7 p.m. to 10 p.m. 8 a.m. to 7 p.m. 5.30 a.m. to 8 a.m. 7 p.m. to 10 p.m.

The buses will strictly adhere to the above timings and will ensure that the employees/workers alight/board at the Central Road only.

(iii) No standing passengers should be permitted in the bus by the contractors. Buses shall not halt/stop between Gate No.1 and Well point for alighting/boarding the passengers. (iv) Blowing horns/Playing of Music in the bus while in the Zone is prohibited. The maximum speed limit is 20 k.m.p.h and no U turn will be permitted any where within the zone.

ENTRY OF TAXIES/AUTO RICKSHAWS Entry of taxies and Auto rickshaws are not permitted in to the zone. However, till such time as special transport for the differently abled are provided at the gate persons with special needs/differently abled shall be allowed to bring in taxi/rickshaw on obtaining permission from SEEPZ administration. Such permission can be obtained from the SEEPZ Authority after submitting certificates from the Government Hospital through their respective units. The unit shall depute their representative to escort the Auto-rickshaw from the main gate at the time of entry and shall escort back to the main gate in case it is not occupied by the said differently abled person.

ENTRY OF CASH VAN FOR BANKS All banks in SEEPZ-SEZ are advised to take one day car/drivers pass in advance to avoid cash van to be kept waiting at the Gate for issuing the entry pass. Entry of banks cash van shall be permitted either through Gate No. 1 or Gate No.2.

VIII (i)

PARKING OF VEHICLES All vehicles should be parked in the designated parking area earmarked by the authority in the Zone and all units should ensure that the visitors do not park their vehicles in front of the gate. (ii) Any vehicles parked in the no parking area shall be liable for penal action including entry ban. Employees of the unit who need to park their vehicles in SEEPZ-SEZ after 08.00 p.m. due to some exigency, may park their vehicle near their unit after entering the details in the Register maintained at gate No.1 for this purpose. Any vehicle found parked inside the SEEPZ without entering details in the Register will be fined Rs.500/- per day. For repeated offence, the said vehicle will be banned from entering the zone.

(iii) Trucks carrying loaded Containers which are coming into the zone for destuffing can be allowed to halt for one night in the zone, on the unit undertaking full responsibility. Container will have to be de-stuffed and sent out of zone within maximum 2 working days. If any Container is found in the zone beyond the said period, a penalty of Rs. 500/- per day will be imposed on the unit. Action will be taken against the unit for unauthorized storage of goods, if the containers are not moved out in seven days in addition to the daily fine imposed. (iv) No vehicles are permitted to be parked on Central or Cross roads inside SEEPZ-SEZ except contract buses from Well Point to M/s Fine Jewellary Mfg. Pvt. Ltd. IX CHECKS AT THE GATE The Customs Gate Officer posted at the Gates will check all the DTA procurements including those coming under ARE 1. The Security Guards posted at the gates should check the passes of Vehicles/Visitors/Employees while entering and exiting and also check Vehicles at random. This issues with the approval of the Development Commissioner, SEEPZ-SEZ.
