Muhammad Amjad Saqib My answers to your two questions are as following: 1) Can zakat be given as QH? There are two opinions on this. Some scholars say zakat can be given for subsequent use as QH while others say it can not be used as QH because once zakat is given it should not be taken back. The counter argument is that in Akhuwat's case zakat is not taken back by giver. It is given to Akhuwat once for all, which later revolves it among the needy and continues to benefit the poor and entire society on continuing basis (Allah Almighty knows the best). We however as policy request the donor to make his own decision after research and due consultation. We have never issued any fatwa or decree in this regard because we are not eligible to that. This is the donor's decision to use his zakat for QH or not. We present both view points for his due consideration and only provide facilitation in his decision. Akhuwat has some other projects as well like Widow's Support Programme, Make a Dream, Health Services and Paying outstanding loans of those borrowers who die before returning their loans. According to our best knowledge these programmes are eligible for zakat. Even then it is the prerogative and duty of the zakat giver to satisfy himself about the right use of his zakat. Hope it will explain your concern. For more details you may like to have a meeting with our staff or myself. 2) Your second question is how a borrower can become a donor. It is so simple. If some one earns Rs 500 a day, can he not become a donor by giving one or two rupees out of his income. We do not coerce or force any one to donate to Akhuwat. This is entirely voluntary and as per one's own sweet will. If you have some doubt please come to our office and meet those donors who choose to donate for a noble cause instead of giving their money as doles to beggars. You will appreciate that Giving is a cardinal principle of every religion and every one, rich or poor, is required to pay in way of Allah according to his resources and capacity. Tariq Javaid Dear Doctor Sahib, This not the case of Just clarifying Zakat or any Aspect of for our understanding....Zakat is one of the Major RUKAN of Islam and you have turned a major rukan of Islam according to your own strategy by the scholars of your organization. In future you will change an other rukan by interpreting that a few scholars allow you to do this....If every body turns Shariat according his own benefit saying that a few scholars allow me to do that, what will the face of Principles of Islam....Dear Doctor Sahib First you turned a Rukan of Islam into Qarz e Hasna then you started getting document charges on Qarz e Hasna and again you started collecting revenue from your borrowers on the name of donations...Borrower has to pay his debt first and become able to earn a handsome earning in sustainable manners than he comes under the payment of Zakat but you are taking from them when they are in worst condition. 37 minutes ago Like
