The Indiana Ready Mixed Concrete Association has been busy early this year with educational and training seminars. As well, several new programs are being rolled out. IRMCA held its first Decorative Concrete Certification class in March with a turnout of more than 40 attendees. A dedicated committee worked on this program for several years in order to get it in place. Three NRMCA Pervious Certifications were held in April around the state with more than 75 attendees certified. They were held in South Bend at the St. Josephs County Fairgrounds, at the Indiana State Fairgrounds in Indianapolis, and in Evansville at the University of Southern Indianaalso helping to strengthen our relationships with those organizations. We have some exciting events coming up in June. On Friday, June 12th, we will hold a Technical Educational Committee meeting in Indianapolis, followed up with a baseball game at Victory Field on Friday evening. We have a block of rooms reserved at the Holiday Inn (Pyramids). People who reserve those rooms will also have use of the waterpark for Friday night and Saturday afternoon. On Saturday, June 13th, IRMCA will hold their First Annual Mixer Truck Competition. Please find information on all these events inside this newsletter. We hope to see you all there!
MISSION STATEMENT The Indiana Ready Mixed Concrete Associations stated primary objective is to expand the use of ready mix concrete in the State of Indiana. The IRMCA shall support and promote the use of high quality Portland Cement concrete in pavements, parking lots, structures, and residential construction. The IRMCA shall serve as a marketing and promotional organization for its membership while providing the necessary technical support and informational needs for its members.

With the new vocabulary at work these days, we hear words like shovel ready, stimulus and American Reinvestment and Recovery Act (ARRA). How can we know if this all means anything to us in the concrete industry in Indiana?
ARRA (INDOT) Funds Distribution Whether you agree or disagree with the method or believe or disbelieve it will work, the fact is it is happening. Indiana will receive 4.3 billion dollars from the ARRA some to our road and street programs, some to schools and some to comGroup I Distribution munity development projects. The numbers are a bit deceiving, as some of the 4.3 billion Chicago $ will be in benefit programs and tax cuts as well, and not as Cincinnati $ actual dollars in the form of a check. Evansville $ Fort Wayne $ Nevertheless, we will see projects built in Indiana that are big Indianapolis $ users of concrete such as schools, waste water plants, roads Louisville $ and streets, bridges and even windmills. There will also be SouthBend $ some projects that will not use concrete, but remember, those ARRA dollars spent on maintenance items will free up normal budget funding for use in more construction projects.
So what are the projects and where are they going to be? That Group II Distribution is the question that everyone is asking, and for the most part, Anderson it is still unanswered. Many of you have asked me how my contract with PCA works. I have been asked what is included in that contract and what work is a portion of my consulting business. The answer is cut and dry. My contract with the PCA covers technical support for the promotion of local streets & roads and parking lots which would include conventional concrete and pervious concrete, as well as roller compacted concrete. In addition the PCA contract also affords me the opportunity to help IRMCA by representing you at IRMCA Technical Committee meetings as well as the regularly scheduled meeting with INDOT at Materials and Testing. Also included in the PCA contract is the opportunity to work with our neighbors in Illinois and Wisconsin to promote RCC when called upon. The balance of the work that I do is a direct bill situation with my other customers. I am proud to have PCA as my anchor customer. Let me know if there are any projects I can help you with. Spill Prevention, Control & Countermeasures (SPCC) Plans (Part 1) By: Eric A. Welling, M.S. Senior Project Professional, NTH Consultants, Ltd.
The Clean Water Act of 1972 set forth numerous requirements to protect our nations water resources. As a consequence, Spill Prevention Control and Countermeasures were required for certain facilities as early as 1974. However, in 1989 when the Exxon Valdez released 10 million gallons of oil in Prince William Sound, Alaska, the SPCC program was significantly overhauled under the 1990 Oil Pollution Act (OPA). The USEPA developed regulations to implement this statute under 40 CFR 112. The SPCC regulations apply to facilities that have above-ground oil storage capacity of greater than 1,320 gallons or underground storage of greater than 42,000 gallons. The 1990 regulation required over 400,000 facilities across the US to develop revised and more rigorous SPCC Plans. Interestingly enough, this is one of the few programs where the Indiana Department of Environmental Management (IDEM) does not have primacy. Consequently, SPCC requirements revert back to the USEPA (Region 5 for Indiana facilities), and Indiana facilities must abide by federal requirements. We find ourselves knocking on the door of the 20 year anniversary of the OPA, and the USEPA is once again wanting to overhaul this program. For the last several years, the USEPA has presented revised language under 40 CFR 112, but effective dates for implementation keep being postponed due to public comments, certain industry lobbyists, and political forces. The latest final rule was published on December 5, 2008. However, on January 29, 2009, the USEPA published a notice delaying by 60 days, the effective dates outlined in the December 5, 2008 language. In fact, in accordance with a recent White House memorandum entitled Regulatory Review, EPA has withdrawn the SPCC Compliance Dates Final Rule from their web site and delayed publication in the Federal Register, pending further Agency review. Please keep in mind that this withdrawal does not remove any regulatory requirement for owners or operators of facilities in operation before August 16, 2002. Facilities in operation before that date must maintain an SPCC Plan in accordance with the existing SPCC regulations. Indiana Ready Mixed Concrete Association partners with Regional Groups and Indiana Universities for Programs in April
More than 100 people attended the programs conducted at Purdue Calumet and the University of Southern Indiana in April. The topic was Concrete Pavement and LEED. Attendees received a certificate of completion. These programs were held in conjunction with the OVCPC and Northwest Indiana Regional Promotion Groups.

The IRMCA is committed to excellence in all aspects of our business. This dedication to excellence includes being environmentally conscientious and incorporating green standards in our ready mix industry. Over the next few issues of the newsletter, Im going to walk you through the process of ready mixed concretes contributions to LEED points. There are five main credit categories that concrete can help to obtain these credits. They are, Sustainable Sites, Water Efficiency & Atmosphere, Materials & Resources, and Indoor Environmental Quality. In each credit category I will divide up and outline the intent, the requirements and how concrete can contribute to LEED. A building requires at least 40 points for the basic certification level. The 1st credit is Development Density & Community Connectivity. Development Density & Community Connectivity (Sustainable Sites Credit 2) Concrete is used more than any other man-made material in the world. Credit 2 was developed to channel to urban areas with existing infrastructure and to protect our natural resources and to preserve habitat and Greenfields. Like my dad always states, Land its not like theyre making any more! We need to focus our attention toward preserving our existing infrastructures. One strategy to achieve this credit is to construct or renovate a building on a previously developed site and in a community with a minimum density of 60,000 square feet per acre. How does Ready Mix Concrete tie in for a LEED point? By having a multi-story ICF, Precast or Tilt Up construction application. Its strength, economy and versatility make it ideal for residential and commercial construction applications in urban settings. This credit is worth 1 point.
