INTRODUCTION
Concept of contract labour:
Contract labour is abroad and complex contemporary issue. When work is performed pursuant to a contract employment, employer-employee relationship is established through a contract of service (or employment).Contract of service could permanent (regular, direct employment), temporary (persons supplied for temporary periods), intermittent or seasonal.Labour laws govern contract of service. It is not unusual of some persons to perform work or services for a fee, rather than salary; such people work under a contract for service and referred to as self employed person or independent contractors. Contract for service is also known as job contract and is governed by commercial and contractual law.

A workman is deemed to be employed as contract labour in or in connection with such work of an establishment when he is hired in or in connection with such work by or through a contractor, with or without the knowledge of the principle employer.
The National commission on labour (1969 ) observed that employers derive the following benefits from the engagement of contractor labour: a) b) c) d) Production at low cost Engaging labour without having to extend fringe benefit General reduction of over head cost and administrative burden, and Sheer economics of forming out contract for manufacture of components e) Non-perennial f) Maintaining infrastcture(security,gradening,claning,catering,preventive and breakdown maintains etc)
APPLICABILITIES: a) Every establishment in which or more workmen are employed or were employed on any day of the preceding 12 months as contract labour. b) Every contractor who employs or who employed on any day of the preceding 12 months 10 or more workmen. The obligations of the contractors: a) To obtain license if the number or workmen propose d to be employed on any day is 10 or more b) To provide amenities as applicable(section 16 to 18) c) To make payment of wages before the expiry of prescribed date(Section 21) d) To maintain the prescribed registers (Rule 80) e) To provide first aid facilities. f) To make payment of wages in the presence of the authorized representative of the principle employer {section 21(3) }
CONTRACT LABOUR PROVIDES: Flexibility Better utilization of human resources More productivity Lesser cost A competitive edge UNIVERSAL PRACTICE:Company concentrates on core activities, Anciliary services and peripheral activities are obtain through job contracts and high remuneration is paid to such contract services.
BUT IN INDIA:This turned out to be a controversial & complicated matter . BECAUSE:Regular labour with low productivity is paid much higher wager and more perks. Contract labour with higher productivity is paid much less wages and no amenities

Eligibility
In DPL any person who is employed for work of an establishment or employed through contractor in or in connection with the work of an establishment
Applicability
Every establishment which is a factory engaged in any industry specified in schedule 1 and in which 20 or more persons are employed Any establishment employing even less than 20 persons can be covered voluntarily u/s 1(4) of the act
Benefit
Employee s contribution of 12% of basic salary is totally deposited in provident fund account whereas out of employer s contribution of 12% 367% is contributed to provident fund and 8.33% is deposited in pension scheme. The sum is payable normally on retirement or death. Other Benefits include Employee s Pension scheme and Employee s Deposited Linked Insurance scheme.

Durgapur today assumes a s gnificant position in the industrial map of West Bengal. It has a whole gamut of manufacturing units-from steel to power and from cement to mining machinery. In the growth and e pansion of this industrial base Durgapur Projects Ltd, the multi-utility company, wholly owned by the West Bengal Government, has been playing a pivotal role since early 60s.DPL-Set up in 1961-is primarily a power utility organization but it has already made a mark in the market also as a manufacturer of world standard coke for various metallurgical application. It also produces coke oven gas, which is being supplied to the neighboring district of Kolkata. It produces another by product, namely, crude coal tar. Its rich human resources of 450 highly skilled engineers and professionals besides around 5000 trained work force. A 11-memberbord of director acts as a watchdog of the organization. DPL today is renovated and upgraded power utility .A total of six units of different capacities have an aggregate410-mega watt of installed capcity.After fulfilling total requirement of its command area customers,DPL surplus power goes to the West Bengal State Electricity Board (WBSEB .DPL is the only power supplier within Durgapur.
One of the biggest advantages for DPL to serve its clients is its production facilities being logistically linked with all the three major modes of transportation - rail, road and sea. Besides, Kolkata and Haldia in the east, ports like Vishakhapatnam, Chennai in the south and Mumbai in the west also handle DPL products. Cutting across the states - from east to west and south to north - DPL is also gearing up to spread its marketing wings abroad. The proposed list of countries includes Sri Lanka, Bhutan, Dhaka and Qulin. To ensure quality in every step of the product proce ssing, DPL has a well equipped laboratory having sophisticated and computerized instruments such as GSR, CRI, Gas Chromatograph, Spectro photometer etc. Environment is a key concern to the DPL authorities. The Environment laboratory is equipped with bacter iological testing kits, ambient air quality testing instruments, stack monitoring instruments, gas analyzers etc. The sprawling township with adequate infrastructure facilities speaks for DPL's concern for its most valuable resources-its employees. Besides adequate accommodation facilities, the company runs a hospital and an educational institution to take care of its employees

Coke Oven
DPL's Coke Oven Complex is India's largest Merchant Cookery producing Coke of global uality. The current installed capacity of the CO Complex is 0.5 million tones of Gross Coke per annum, 20,000 tones of Crude Tar per annum and 90 million NM 3 of Coke Oven gas per annum. The DPL plant has Rail/Highway/Road linkages to cities of Kolkata, Siliguri, Dhanbad and Delhi and sea port at Haldia.

Water Works
To supply industrial and drinking water to the residents of DPL township, the company maintains its captive water storage facility. It has its own water treatment plant. While water pumping capacity remains at 35 million gallon per day (MGD), the water treatment capacity has been augmented by 6 MGD to 41 MGD. Power Plant
Durgapur Projects Limited's total power generation capacity after the recent renovation and up gradation today stands at 401 megawatt (MW). It is engaged in all the three functional areas of a power utility -Generation, Transmission and Distribution. It generates and distributes power in an uninterrupted mode at grid frequency. It has a cluster of six generation units of different capacities. The largest unit is of 110 MW capacity followed by three of 77 MW each and two of 30 MW each. Two boilers are of B&W, UK make, two of B&W, USA make. The remaining two boilers are of Mitsubishi and ABL. Except one of BHEL makes, all other five generators are supplied by Siemens. The coal input for all the six units taken together is 6669 tones per day. The power tariff it offers to all its end users, is reasonably cheaper than many other power utilities in the country.
The growth in power in the DPL command area is around 20% per annum, the current demand being around 120 MW which is about 30% of the total power generation capacity of the utility. It meets local demand through its captive transmission and distribution networks.

To feed its six thermal power generating units, Durgapur projects limited re uires about 6670 tones of coal per day. Six units together have an aggregate generation capacity of 401 megawatt per day. Of the total coal re uirements, about 28% is re uired by the sixth units alone which are so far the biggest one with110 mw capacity. Three units of 77 MW each consume 19%-19.5% total coal re uirement .The remaining two units of 30 mw each re uire about 7.5%-8% each of power plant total coal re uirement. In terms of tonnage, average daily coal re uirement of the largest unit (110MW) IS 1848 FOLLOWED BY 1260-93 TONNES BY THREE UNITS OF 77 MW each and 504 tones each by two units of 30 MW each
COKE
The coke oven plant produces o.5 million tones of coke per annum.Coke produce by DPL has already attained global standard. There are in all 100 ovens. Hard uality coking coal re uired for coke ovens is sourced to china and for soft uality coking coal is procured from china to Australia.) Five type of coke are produced at DPL s coke ovens .They include foundry Grade( 80 mm);BF Grade (25-65mm) ;Nut (15-25mm); Pearl (6-12mm) and Breeze (0-6mm).While in foundry and BF Grade the ash content is 12.5%, in Nut it is little higher at 12.8%. In pearl and Breeze types of coke, the ash content is 13.5%
