KeyFindings
Illinoisremainsinthemidstofanaffordablehousingcrisis.Ashousingcostsescalate andhouseholdincomesstagnate,moreIllinoisfamiliesstruggletosecuresafeand affordablehomes.Between2000and2005,theFairMarketRentfora2bedroom 1,2 apartmentinIllinoisrose11.4%,whilemedianIllinoishouseholdincomefell9.8%. Duringthesametimeperiod,theportionofIllinoisfamilieslivinginpovertyincreased 3 from10.3%to11.9%. Exacerbatingthiscrisisisthefactthathousingassistanceprogramsfaceconsistent shortfallsorreductionsinfundingthatpreventthemfrommeetingtheneedsof thousandsofIllinoisfamilieswhorequirehelp.Continuingdeclinesinfundinglevelsfor housingassistanceprograms,combinedwithnewrulesthataffectthefundingand flexibilityoflocalPublicHousingAuthorities(PHAs),haveresultedintheperpetuationof longwaitinglistswiththousandsofeligibleIllinoisfamiliesunabletogetthehousing assistancetheyneed.

OverhalfofIllinoishousingauthoritiesthatofferhousingchoicevouchers havevoucherwaitingliststhatareclosedmanyfamiliesinneedofrent assistancecannotevengetontowaitinglistsforsuchassistance.


Asof2006,therearecurrently about92,521housingchoice IllinoisPHAsOfferingHousing vouchers(formerlyknownas ChoiceVouchers Section8certificates)approved foruseinIllinois,and approximatelyanother52,969 ClosedWaiting householdsareonvoucher Lists 44% waitinglistsacrossthestate.Of 56% the75IllinoisPublicHousing OpenWaitingLists Authoritiesthatofferhousing choicevouchers,42have waitingliststhatareclosed,23 ofwhichreportednoplansto reopenwithintheyearinwhich thedatawerereported.Thefactthatsomanyhousingchoicevoucherwaitinglistsare closedforlongperiodssuggeststhatactualdemandforvoucherassistanceismuch higherthanwaitinglistnumbersindicate.Inaddition,itshowsthattheturnoverratefor vouchersisverylow,withveryfewhouseholdsonthewaitinglistactuallyreceiving vouchers.Thismeansthatcountlessfamiliesinneedofrentassistancecannotevenget inlinetoreceivevouchersinthefuture.

TherearefarmorehouseholdsinIllinoisonwaitinglistsforpublichousing thanthereareexistingpublichousingunits.
Approximately63,810public housingunitscurrentlyexistin EstimatedSupplyandDemandfor Illinois.Thenumberofunitshas PublicHousingUnits declinedbyabout5,000since 2003,largelyduetothe demolitionofdistressedpublic 140,000 housingprojects.Thedemand 120,000 forthesepublichousingunits 100,000 remainshigh,howeverabout Householdson 65,184Illinoishouseholdsareon 80,000 WaitingLists waitinglistsforpublichousing,a 60,000 ExistingPublic numberthatexceedsthenumber HousingUnits 40,000 ofexistingunitsbyover1,300. 20,000 Thatis,thedemandforpublic housingunitsinIllinoisismore 0 thantwicethatoftheavailable Demand Supply supplyforeveryunitofexisting publichousing,thereareatleast twohouseholdsinneedofsuchassistance.
Households

Increasesinthenumberofallocatedhousingchoicevouchersdonot necessarilyrepresentmoreIllinoishouseholdsreceivinghousingassistance.
Thenumberofallocatedhousing choicevouchersapprovedfor NewVouchersApprovedforIllinois, useinIllinoishasincreased 20032005 significantlysince2003,butthis increaseissomewhat ConversionVouchers misleading.Onereasonfor 67% concernisthatvoucher utilization,ortheportionof OtherVouchers approvedvouchersthatare actuallyputinusebyPHAsto 33% assisteligiblehouseholds,has declinedinrecentyears.Ofthe 92,033vouchersapprovedfor usein2006,onlyanestimated 4 75,522willactuallybeusedundercurrentfundingformulas. Thisshortfallofvoucher utilizationisinparttheresultofchangesinhowthefederalgovernmentfundsvouchers. Additionally,mostoftheapprovedvoucherincreasessince2003canbedirectly attributedtoconversionvouchersusedtocompensateforthelossofothersubsidized housing.OvertwothirdsofnewvouchersapprovedforIllinoissince2003were 5 conversionvouchers. Thesetwofactorscombinetoshowthatfederalgovernmentis notintroducingnewresourcestoaddressthepressinghousingneedsoflowincome families.

HousingAssistanceOverview
PublicHousingAuthorities(PHAs)administerfederalrentalassistanceintwomain ways:publichousingandtenantbasedassistance(primarilyintheformofhousing choicevouchers).Inbothprograms,householdspayrentsthatareapercentageof theiradjustedincome,usually30percent.Thereare109PublicHousingAuthorities inIllinois:34providepublic(lowrent)housing,10providehousingchoicevouchers, 6 and65provideboth. Publichousingunitsaretypicallyownedandmanagedbythepublic agency.Publichousingtakesmanyformsincludingscatteredsitesingle familyhouses,townhouses,andlow,midandhighriseapartments.The numberofpublichousingunitsinIllinoisisdeclining,aspartofapolicyto deconcentratepovertybydemolishingdistressedpublichousingprojects, convertingpublichousingunitstovouchers,andcreatingmixedincome housingdevelopments. Tenantbasedassistanceprogramsprovidedirectrentalassistanceto renterhouseholdstoenablethemtofindtheirownhousingintheopen housingmarket.Housingchoicevouchersmakeupbyfarthelargestportion oftenantbasedassistance.Theamountofavoucherisbasedontherent andutilitycostsoftheunit,thefamilysannualadjustedincome,anda paymentstandardsetbythePHAbasedonthelocalFairMarketRent(the averagerentforstandardqualityhousinginthearea). Conversionvouchersarehousingchoicevouchersthatareissuedtothe tenantsofvariousformsoffederallysubsidizedhousing,includingpublic housing,thathavebeenorwillbedemolishedorotherwiseremovedfrom use. ProjectbasedSection8isaformoffederalhousingsubsidywhereprivate propertyownersenterintoacontractwithgovernmenttoprovidehousingto lowincomehouseholds.Conversionvouchersaregiventohouseholdsthat liveinprojectbasedSection8propertieswhenthatpropertywillnolongerbe affordablebecausetheownerhaschosentodiscontinuethecontractwiththe 7 federalgovernment.

TheU.S.DepartmentofHousingandUrbanDevelopment(HUD)isresponsiblefor thefundingoftheseprograms.Muchoftheshortfallinmeetingthegreatdemandfor housingassistanceinIllinoiscanbeattributedtoHUDsdecliningbudgetauthority forsubsidizedhousingprograms.AsshowninChartOne,HUDbudgetauthorityhas droppeddramaticallysinceitpeakedin1979at$94.4billion,to$28.8billionforfiscal year2006(2002dollars). ThisfactisreinforcedinChartTwo,whichdemonstratesthattheresources committedbythefederalgovernmenttothecreationofnewaffordablehousinghave decreasedsubstantiallysincetheearly1980s.

ThegreatunmetdemandinIllinoisforhousingassistancecaninpartbeattributedto HUDsdecliningbudgetauthorityforallsubsidizedhousingprograms,whichhas resultedinanextremelylimitednumberofnewunitsorvouchersbeingcreatedinthe pastdecade.Almostallofthe1976budgetauthoritywasspentonexpandingthestock ofassistedhousingthroughproduction,rehabilitation,andrentalassistance,whereasin 2005,mostofitwasspentonmaintainingorimprovingtheexistingstockofhousing assistance,renewingexpiringsubsidycontracts,orfundingnewvoucherstoreplace 8 expiringprojectbasedSection8contracts. Thisshiftisillustratedbythepercentageofnewvouchersthatareactuallyconversion vouchers.Since2003,18Illinoishousingauthoritiesreportedanincreasethetotal numberofvoucherstheyadminister.For14ofthesehousingauthorities,conversion 9 vouchersexplainalloforthemajorityofthisincrease. Morethantwothirdsofthenew vouchersareexplainedbytheallocationofassistancetoreplacethelossofotherforms ofaffordablehousing. Thesedatareflect thegrowingproblemofprojectbasedSection8 properties,andotherformsoffederallyfundedaffordablehousing,beinglostdueto neglect,policychanges,andmarketforces. Moreover,theutilizationofallauthorizedvouchershasbeendrivendownbychangesin thewaythefederalgovernmentfundsthevouchersitpermitseachhousingauthorityto administer.Upuntil2004,housingchoicevoucherswerefundedbasedonthecurrent numberofvouchersallocatedtoagivenhousingauthorityandwhatitcurrentlycoststo housealowincomefamilyutilizingthatvoucher.However,in2004,adollarbased fundingstructurewasinstituted.Thisnewformulabasestheamountofmoneya housingauthorityreceivestoadministeritsvouchersthisyearonwhatitreceivedthe previousyearwiththeadditionofagovernmentestablishedinflationfactor.Becausethe rentsinagivenareamayrisefasterthantheinflationfactoraccountsfor,ahousing authoritymaybeunabletokeepupwithrisingcostsofadministeringitspoolof vouchers.Thisrealityisexacerbatedbyotherrulechangesoverthepastfewyearsthat restrictahousingauthoritysabilitytokeepreservefundstoaddressunexpectedspikes incosts,suchashigherrentsorutilities. Thecumulativeeffectofthesechangesisthathousingauthoritiesmustlimitthenumber ofvoucherstheyutilize.Oftentimes,whenahouseholdleavesthehousingchoice voucherprogram,theirvoucherisnotreissuedtosomeoneonthewaitinglistdueto insufficientfunds.Consequently,waitinglistsremainlongandclosed.

Recommendations

CreateaNationalHousingTrustFund
ANationalHousingTrustFundshouldbeestablishedtoserveasasourceofrevenue fortheproductionofnewhousingandthepreservationorrehabilitationofexisting housingthatisaffordableforlowincomepeople.ThegoaloftheNationalHousingTrust Fundshouldbetoproduce,rehabilitate,andpreserve1,500,000unitsofhousingover thenext10years.

IncreasetheAmountofAffordableHousingAvailableinIllinois ThroughtheRealEstateTransferTaxLegislation
ByreformingIllinoisRealEstateTransferTax,theresourcesfortheIllinoisAffordable HousingTrustFundcouldmorethandouble.Thislegislationwouldalsosetaside specificmoneyforthecreationofsupportivehousingtoexpandhousingoptionsforthe mostvulnerablepopulationsinIllinois.

ProvideAdequateHousingChoiceVoucherFundingtoEnsureUseofAll AuthorizedVouchers
Housingauthoritiesshouldbegivensufficientfundstoutilizealloftheirvouchers.This fundingshouldreflecttherealcostofhousingverylowincomehouseholds.Moreover, housingauthoritiesshouldberewardedforutilizingalloftheirvouchersandbegiven additionalresourcesasavailable.

ExpandResourcesandIncentivesforPreservingExistingAffordable Housing
Thefederalandstategovernmentshouldcontinueandexpandprogramsthatallowfor thepreservationofexistingaffordablehousing.Thoseinpowershouldextendfederal programs,suchasMarkUptoMarket,andencouragetheuseofrelevantstatelaws, suchastheFederallyAssistedHousingPreservationAct.

AdoptaRighttoHousing
Thefederalgovernmentshouldlegallyaffirmthateveryonehastherighttosafe,decent, andaffordablehousing.Inconjunctionwiththisaffirmation,thefederalgovernment shoulddevelopacomprehensiveplanforprogressiverealizationofthisright,setting specificgoalsandbenchmarksandallocatingsufficientresourcesforthosegoalstobe achieved.
