SECTION I Invitation for Bids 1. This invitation for Bids is for :Establishment of Aaykar Sampark Kendra (ASK), a Taxpayer Information and Services Center of the Income Tax Department as per the Scope of Work provided in Section V Schedule of Requirements of this document. 2. Tenderers are advised to study the Tender Document carefully. Submission of Tender shall be deemed to have been done after careful study and examination of the Tender Document with full understanding of its implications. Sealed offers prepared in accordance with the procedures enumerated in Clause 1 of Section II should be submitted to the Director of Income-tax (Systems) not later than the date and time laid down, at his address given in the Schedule for Invitation to Tender under Clause 6. All bids must be accompanied by a Bid Security of Rs. 5,00,000/- (Rupees Five Lakh Only)

This Tender document is not transferable. Schedule for Invitation for Bids : a) Name of the Purchaser: President of India acting through Director of Income-tax (Systems). b) Location where the Aaykar Sampark Kendra (ASK) has to be provided : Call Center Premises of the Selected Tenderer in NCR Delhi. c) Addressee and Address at which Bids to be submitted : Director of Income-tax (Systems), Directorate of Income-tax (Systems), A.R.A Centre, Ground Floor, E-2, Jhandewalan Extension, New Delhi 110055. d) Latest time and date for receipt of Bids : On or before 13.00 hours on 04th August, 2005. e) Place, Time and Date of opening of Letters for pre-qualification of Tenderers: Office of the Director of Income-tax (Systems), Directorate of Income-tax (Systems), A.R.A. Centre, Ground Floor, E-2, Jhandewalan Ext., New Delhi 110055 at 15.00 hours on 04th August, 2005.

Place, Time and Date of opening of Technical Bids : Office of the Director of Income-tax (Systems), Directorate of Income-tax (Systems), A.R.A. Centre, Ground Floor, E-2, Jhandewalan Ext., New Delhi 110055 at 15.00 hours on 04th August, 2005. The date, time and venue for opening financial bids will be intimated to those successful in technical bids.

g) Date till which the Bids are valid: 180 days from the date of opening of the Technical Bids. h) Period from which the Aaykar Sampark Kendra (ASK) has to commence operations : Within six weeks of receipt of work order. Note: The Purchaser shall not be responsible for non-receipt/ no-delivery of the Bid documents due to any reason whatsoever.
