The following is a memorandum detailing a two question automated/robo poll survey answered by 1,268 voters in the City of Troy. Gramercy Communications conducted the poll on behalf of the Troy Record. The poll was designed to gauge the publics attitude about the race for Mayor and the general feeling about which major party should control the City Council. The poll was conducted Thursday, September 15, 2011 and Sunday, September 18, 2011 between 6:30 PM 8:30 PM. The margin of error for the survey results is +/- 2.8%. To ensure authentic results, the poll was conducted as a simple random sample of the voting population, meaning each individual in the active voting population had an equal chance of being called. The total size of the voting population contacted was 7,867. With 1,268 total responses the survey had an exceptional response rate, making the results both reliable and accurate. -------------------------------------------------------------------------------------------------------------------THE FOLLOWING QUESTIONS WERE ASKED AND RESULTS WERE GIVEN: 1.) If the race for mayor were held today for whom would you vote? On September 15th the automated call listed Lou Rosamilia before Carmella Mantello. This order was reversed on September 19th to stunt any potential recency effect. For this survey, we added third party candidate Jack Cox, whose name currently is on the ballot. For this survey, we also added a choice of undecided. 2.) Do you think the City Council should be controlled by the Democrats or the Republicans? While not specific to individual council races, this question provides information about the general attitude of voters toward the major political parties. KEY POINTS The race between Rosamilia and Mantello is a toss-up with the results being within the margin of error. This is a major shift from the initial results when Mantello held a 20-point lead over then-candidate Clem Campana and voters identified the issue of voter fraud as being important. 23.3% of voters are undecided. 37.0% of respondents would vote for Lou Rosamilia, 35.1% for Carmella Mantello, and 4.6% for Jack Cox if the election were held today.

Rosamilia now has a slight lead (37.8% - 31%) over Mantello among voters with no party affiliation (blanks), an important Troy voting block. 26.4% are still undecided. Mantello leads over Rosamilia amongst Republicans 50.7% - 28.3%, with 17.8% undecided Rosamilia leads over Mantello amongst Democrats 43.3% - 26.8%, with 24.5% undecided. 56.7% of voters think the City Council should be controlled by Democrats; Over 80% of Democrats think the Council should remain in Democratic control; 75% of Republican voters think the Council should switch to Republican; 54.4% of voters with no party affiliation (blanks) think the Council should be controlled by Democrats Mantello leads Rosamilia in four of Troys six Council Districts, although two are in the margin of error. Aside from Rosamilias lead in District 6, neither candidate has a commanding lead in any one single district.

OVERALL RESULTS This poll provides a complete projection of the Troy mayoral race with a sample size of 1,268. The margin of error for this poll is +/- 2.8%.
