Residents lined up to testify at the continued zoning hearing Monday for Chief Gathering LLCs application to build a metering station about 1,300 feet away from the Dallas schools. Prior to the start of the hearing, zoning Solicitor Phil Gelso began to explain the process to residents wishing to speak. After more than half a dozen hearings and five witnesses presented by Chief, residents were prepared to state their case. We know the drill, said resident Diane Dreier. Seven residents offered testimony at the hearing, and their concerns included the proximity of the facility to the four schools, logistics of evacuation if an emergency arose and whether the Transco interstate pipelines age will cause an increase of danger at the site. Chief is proposing to build a
natural gas metering station off Hildebrandt Road about 1,300 feet from the Dallas School District campus. The facility would include buildings to host metering equipment, various valves, a smart pig receiver and other equipment. The purpose of the facility is to measure gas flowing from wells in Susquehanna and Wyoming counties to the 53year-old Transco interstate pipeline to be sent to market. Through hearings that have been ongoing since February, Chiefs plans have changed dramatically. The company agreed to downgrade the site from a

members at a meeting on September 12 that a subcontractor had incorrectly set the track and it needed to be redone. Galicki said the track will need 15 days to set once the rubber is laid before it can be used by the public. Nesbit also mentioned a building inspectors concerns about the high schools compliance with the federal Americans with Disabilities Act compliance. Galicki said materials have been purchased to correct issues in art and science labs and work will be completed soon. The board approved several construction change orders for the high school project that total $48,481. Those change orders cover costs for work, including materials and labor for the track resurface, removal and replacement of curbing at the middle school, eliminating a grass area near bus drop offs, creating a larger building dedication plaque, adding electrical work to cafeteria doors, relocation of a dryer and air handling unit and other work. A formal dedication of the building will be held at 5:30 p.m.

Hawaiian Day was held at the Dallas Senior Center at 22 Rice St., Dallas. Members dressed in Hawaiian shirts, grass skirts and leis and practiced the hula during the event. Pear Tree Lane will be closed to all traffic entering or exiting the Dallas School District campus beginning on Sept. 26, officials announced at a meeting Monday. Superintendent Frank Galicki said he and Supervisor of Buildings and Grounds Mark Kraynack met with Dallas Township supervisors, engineer and chief of police and a representative from K&W Engineers on Monday morning to discuss and observe traffic patterns at the fourway intersection where Pear Tree Lane meets the campus from a neighboring development. Galicki said it was evident that traffic at the site, which leads to the high and middle schools, had become difficult to manage in a safe venue. Parents will now need to utilize the entranceway off Hildebrandt Road to access school grounds. Galicki said the middle school student drop-off route will also be revamped. Parents should take the access road and continue towards the high school instead of turning left at the Pear Tree Land intersection. He said parents can drop off students at the lower end of the bus pick-up area. Pear Tree Lane will be closed until officials can further study its effects on campus traffic, Galicki said. Construction is ongoing on campus. Galicki said paving will continue and projects such as the middle school track will need more time to be completed. Farmers eligible for loans

Sheryl L. Potocek, Farm Loan Manager for USDAs Farm Service Agency in Bradford, Sullivan, Wyoming, Susquehanna, Lackawanna, Wayne, Carbon, Monroe and Luzerne counties, announced that farmers in these counties are eligible for low-interest emergency loans from USDA because Pennsylvania was declared a Presidential Major Disaster area due to losses caused by Tropical Storm Lee. According to Potocek, emergency loans can be used to restore or replace essential property, pay all or part of production costs associated with the disaster year, p ay essential family living expenses, reorganize the farming operation and refinance certain debts. Potocek says loans for crop, livestock and non-real estate losses are normally repaid within one to seven years, depending on the loan purpose, repayment ability and collateral available as loan security. In special circumstances, terms of up to 20 years may be authorized. Loans for physical losses to real estate are normally repaid within 30 years. Foods that have been submerged not safe to eat

Fresh fruits and vegetables that have been partially or completely submerged in flood water or that might have come in contact with contaminated water are not safe to consume. There is a high health riskofbecomingsickfromconsuming these products. Flood water may be contaminated with sewage, animal waste, heavy metals, pathogenic microorganisms or other contaminants. These contaminants are not only onthesurfaceofthefruitsandvegetables but may move into plant tissues. The Food and Drug Administration considers these products adulterated and not fit for consumption. (Note: Pooled or standing water after a rainfall that is not likely to be contaminated should not be considered flooding.) Produce from flood-damaged gardens should not be used or sold at the farmers market or farm stand. Produce should also not be used for home canning, freezing or other types of preserving. Ifagardenisincloseproximityto a flooded area but has not come in contact with flood water, prevent cross contamination by cleaning equipment, including shoes, before going from contaminated area into garden or fields. If an unplanted field or a section ready for replant has been partially or completely flooded, treat soil as if it was treated with fresh manure. Do not harvest produce grown in field for 120 days. This will give timeforbacteriatobreakdownand anycontaminantstobeleachedout of the soil. As always, proper food handling methods in the kitchen are important for food safety. They include washing hands while preparing food, cleaning and disinfecting work surfaces, equipment and supplies; using potable water; and following the if in doubt, throw it out way of thinking. Whereplantsareinwaterlogged soil, but were not exposed to flood water, they may wilt. They also have a high chance of developing Phytopthora root rot and fruit rots (Buckeye rot of tomatoes and Phytophthora on peppers, eggplants and all cucurbits) will be promoted. Boros disaster response praised; motions passed

Council approved several motions at a meeting Wednesday evening in response to Tropical storms Irene and Lee, which caused significant damage in Dallas Borough in late August and early September. A state of emergency for both events was declared, but Borough Manager Tracey Carr said she felt the borough was wellprepared to weather the storms. The power outages, downed trees and washouts caused by Tropical Storm Irene were issues the borough really never experienced before said Council President Lee Eckert. Borough officials had to manage road closures and flashing traffic lights, but Carr said the response from the Back Mountain Regional Emergency Management Agency was excellent. The Back Mountain Regional Emergency Management Agency had their ducks in a row days in advance, she said. Council approved the purchase of two additional generators in the amount of $800 each. Carr said the borough was able to handle some traffic light outages, like at the five-corners area and near Friendlys restau-
rant on Route 309, but officials were unequipped to maintain power at other areas, such as the Dallas Shopping Center intersection and the intersection of Route 415 and Center Hill Road. We usually borrow some (generators) from the fire department, but in this situation there just werent enough to go around, she said. We want to make sure were prepared if this happens in the future. Carr was also named the boroughs agent to file applications to the Pennsylvania Emergency Management Agency. She is working to account for all the expenses accrued during the storms in order to recoup costs. Carr is also keeping track of residents who have sustained damage during the storms, but she currently does not have applications for residents to complte. Resident Cathy Casey told council about a water problem at her house that happened before the storms.
She said in early July, soon after she purchased her home on Lackawanna Street, she found there were problems with sewer drainage and water entering her home through her toilet, bathtub and bathroom sink. Casey said a manhole cover in the street outside her house was spewing water five feet high and her yard, which is the reason she purchased the house, is now a swamp. She said the local fire department and municipal authority helped to pump out water on several occasions for hours at a time, but asked council if the situation can be resolved in another way. Council member Robert Edgerton said the borough engineer, Brent Berger of Quad 3 Engineering Group, would visit the site in a few days. In other news, council Hired Mark Joseph Liparela as a part-time police office at an hourly rate of $13.78.

Rock Solid Academy directors to meet with Christian leaders

Group invites more than 100 church leaders of different denominations to breakfast.
The Rock Solid Academy Board of Directors and Committee members met on September 19 to discuss the bylaws, mission statement and statement of faith for the school. The school has officially adopted the following mission statement: The mission of Rock Solid Academy is to partner with parents to provide students with a superior education consistent with Christian principles. The statement of faith, which mirrors the Association of Christian Schools International statement of faith, consists of seven points that open the door for the school to be truly interdenominational. With the mission statement and statement of faith in place, we now have the foundational documentation to build a caring Christian school that breaks down denominational walls and lifts the name of Christ, stated Mark A. DiPippa, President/ Head of School for Rock Solid Academy. The school will host area pastors and Christian leaders at a breakfast on Tuesday, Sept. 27 at Leggios in Dallas. An invite was sent to over 100 church leaders from different denominational backgrounds. The school has opened a registration link of www.rocksolidacademy.org/regform/ for the Christian Leadership to register for the breakfast and comment about Christian Education and Rock Solid Academy.

Heard a suggestion from Borland about taking advantage of federal and state funds to clean up Trout Brook, a tributary of Toby Creek, which he said is clogged with debris after Tropical Storm Irene and Tropical Storm Lee swept through the region. He said local government workers could also help in the debris removal. Brennan said he is under the impression that municipal workers arent allowed to do such work, but given the state of the area after the two storms, he said other organizations might like the extra help.

A curb side pick-up of flood damaged items from homes and boathouses has been arranged with JP Mascaro and Sons for Monday, said Francis Kopko, Harveys Lake council chairman. Tropical Storm Lee left its mark on much of the Wyoming Valley, including Harveys Lake Borough when the lake water rose to abnormally high levels, flooding many homes, boathouses and the majority of Grotto Pizzas parking lot. To assist residents with their clean-up efforts, Kopko said JP Mascaro and Sons will conduct a curb side pick-up for flood damaged items. Kopko added the service has no limitations, but asked residents to only put out flood-damaged items. This is the second time the
waste disposal company scheduled a pick-up service of this nature in the borough. Just a few weeks ago, the borough arranged for a similar pick-up service for debris from Hurricane Irene. Kopko said it cost the borough about $455 at that time, but was well worth it. The final cost of damages to the borough from the two storms is still being calculated, he said. Residents asked the council if the dam at the lake outlet could be opened the next time the lake rises to such high levels to prevent flooding. Kopko said the dam is controlled by the Department of Environmental Protection, not the borough, and added that council will contact DEP to see if this is an option for future situations. Also storm related, Council approved overtime for Police Chief Charles Musial in accord-
ance with his contract. Kopko said the contract allows Musial to receive overtime pay of $34.19 per hour during emergency situations. Musial applied for the councils approval for $376.09 in overtime pay. In other news Council approved a bid of $55,944 from American Asphalt, Shavertown, for a paving project on Lewis Avenue and Perrego Street. Work will begin soon, weather permitting. Residents Ken Kale, Taft Truska III and Rick Amy were appointed to the boroughs newly-formed Board of Appeals. The Board of Appeals will hear dispute cases of residents not accepting the decision of Pasonick Engineering, the boroughs third party engineer. The next borough council meeting will be held at 7:30 p.m. on Tuesday, Oct.18 in the municipal building.
The Lake-Lehman School Board approved several personnel changes at a meeting Monday evening, and Superintendent James McGovern commended the community for its aid during recent tropical storms. McGovern said the district received a letter from the Lehman Township Fire Department with accolades for the district and its support of evacuees during the flooding that occurred in early September. McGovern said the school had only between 20 and 25 evacuees at the junior/senior high school, but the American Red Cross prepared the schools gym with more than 300 cots for families in the flood plain to utilize. He said once administrators got word of the seriousness of the situation, officials pleaded for help on the districts Facebook page. Within 15 minutes, we had 55 volunteers, said McGovern. For three days, the district maintained a 24-hour staff to help those in need during the flooding caused by remnants of Tropical Storm Lee. Its a testimony to the people in our community, he said. The board approved a raise for Administrative Assistant to the Superintendent Mary Jo Casaldi in the amount of $0.55 per hour, retroactive to July 1, 2011. BAUERLE - Leslie W., 83, of Cedar Knolls, N.J., died Wednesday, September 14, 2011, at the Wilkes-Barre General Hospital. He had been residing in Dallas with his daughter, Lorna Chin, and her husband, David, since last November because of illness. He was born March 22, 1928, in Cleveland, Ohio, received his Master of Arts in Teaching degree from Columbia University, N.Y., and taught high school science in several New Jersey school districts for over 30 years, the last being Chatham Township. He retired 24 years ago. He was a founding member of the Morristown Unitarian Fellowship in New Jersey. Surviving, in addition to his daughter, are his wife of 60 years, the former Elizabeth Bigelow; one granddaughter. Carrier, Meshoppen; four sons, Roy Jr., Jenningsville; Matthew, Meshoppen; Michael, Meshoppen; Timothy, Forkston; two sisters, Barbara Huff, Tunkhannock; and Ramona Harvatt, New Jersey; nine grandchildren; a great-grandson; nieces and nephews. KASARDA - Karen Ann, died unexpectedly Sunday, September 11, 2011, in her home at Harveys Lake. She was born in WilkesBarre, and graduated from Coughlin High School. She has resided at Harveys Lake for almost 50 years. She was the owner and operator of Horsemans Supply, Harveys Lake. She was a member of Our Lady of Victory Church, Harveys Lake. By Samantha Weaver It was noted American wit Groucho Marx who made the following sage observation: Theres one way to find out if a man is honest - ask him. If he says Yes, you know he is a crook. When the city of Los Angeles was founded, it was given the name El Pueblo de Nuestra Senora de los Angeles de Porciuncula, which translates to The Town of Our Lady of the Angels of Porciuncula. Back then, in 1781, there were just 52 settlers to start what is now the second most populous city in the country. When speaking of dead languages, Latin is the one that probably comes to mind most often. Its not quite dead, though; its the official language of Vatican City. Those who keep track of such things say that a professional ballet dancer goes through about 130 pairs of toe shoes in a single year. The yo-yo became popular in the United States after it was marketed by Donald F. Duncan Sr., a businessman from Chicago, but he didnt invent the toy. In 1928, Duncan was on a business trip to San Francisco when he saw Philippine immigrant Pedro Flores, who had gotten financing to manufacture the yo-yos and had trademarked the name, demonstrating how to use the toy. Duncan realized that the toy had the potential to be a huge success, so he paid Flores $5,000 for all the rights. The History Channel On Oct. 9, 1635, religious dissident Roger Williams is banished from the Massachusetts Bay Colony by the General Court after speaking out against the right of civil authorities to punish religious dissension. Williams established a settlement called Providence in Rhode Island, open to those seeking freedom of conscience. On Oct. 6, 1866, in Indiana, the Reno Gang carries out the first robbery of a moving train, making off with $10,000. This new method of sticking up moving trains in remote locations low on law enforcement soon became popular in the American West. On Oct. 3, 1917, the U.S. Congress passes the War Revenue Act, increasing income taxes to raise money for the war effort. A graduated tax system was introduced, with rates starting at 1 percent and rising to 7 percent for taxpayers with income above $500,000.

Group sings praises for regional EMAs response

nity Partnership praised efforts of the regional emergency management agency Thursday and its response during the past two weeks of inclement weather. Tropical Storm Irene heavily impacted the Back Mountain area at the end of August, bringing down trees and power lines and wreaking havoc for some communities infrastructure. Members of the partnership and state Rep. Karen Boback, RHarveys Lake, discussed the Back Mountain Regional Emergency Management Agencys response to the storms, and brainstormed about ideas to better support the organization. Mark Van Etten, president of the Dallas Fire & Ambulance Association, said tropical storms Irene and Lee were the first regional emergencies the Back Mountain EMA has handled since its inception. Prior to the formal coordination between Dallas Borough and Jackson, Lake and Lehman townships, Van Etten said individual fire departments would help each other during emergency situations. The regional EMA set up a central command area at the Dallas Fire & Ambulance headquarters on East Center Hill Road and offered residents water, food and cleanup kits during Tropical Storm Irene. Boback was pleased with the communication she received from EMA coordinators and felt the operation was very organized. It was just so much easier to keep in contact, said Boback.
Mark Van Etten, president of the Dallas Fire & Ambulance Association, said tropical storms Irene and Lee were the first regional emergencies the Back Mountain EMA has handled since The Back Mountain Commu- its inception.
Partnership chairman Jim Reino Jr., of Kingston Township, said he spoke with state Sen. Lisa Baker, R-Lehman Township, and devised a plan to apply for a gaming grant, state funds generated from fees assessed at licensed local gambling facilities to enhance host communities, to build a centrally-located command center for the regional EMA in the event of future emergencies. Reino suggested the center also contain supplies, such as generators, sandbags and water pumps, available for use when municipalities need such items. He said it could also contain a meeting room for the partnership, which currently meets at Misericordia University. On the Sunday Irene hit, the only way out of the Back Mountain was through the rock cut (on the North Cross Valley Expressway), said Reino. I think this (command center) would come under a safety clause. Partnership member Al Fox, of Jackson Township, said the center should be located in an area that can expand in order to accommodate other potential regionalization efforts. The partnership is currently looking for more information about a police regionalization study. Were not looking to build a Taj Mahal, said Reino. Were just looking to build a functional supply depot to hold joint meetings to help instill the cooperation we have now and mergers that may take place in
the future. The partnership has until the end of the year to apply for a gaming grant. Joe Chacke of NEPA Alliance said the application would require an architects and engineers plans for the project. In other news, the partnership Discussed municipal contributions to the Dallas School District D.A.R.E. (Drug Abuse Resistance Education) program. Partnership member Kathleen Sebastian, of Kingston Township, said the cost for the program would be split between municipalities and the school district. Dallas Township, Kingston Township and the district would be responsible for 25 percent, or about $3,000, of program costs, and Franklin Township and Dallas Borough would need to chip in 12.5 percent, or $1,500, each. Sebastian also said Kingston Township D.A.R.E. Officer Frank Ziegler would offer his assistance in the creation of a program in the Lake-Lehman School District, which would cost about $7,000 to begin. Announced that a meeting on a proposed police regionalization study offered by the Governors Center for Local Government Services has not yet been confirmed. Members are hopeful the study presentation will be held during the October or November meeting of the Back Mountain Community Partnership. Advanced registration is not required to attend the open house, but residents who have questions may call the Hunlock Creek office at 477-3752 or Tunkhannock at 836-4777.

The memory of Caitlin McGuire was very much alive on Robert Moulton, of Mountain September 18 during the Caits Top, wins the male division. Quest 5K Walk/Run at the Dallas High School track. Organized by McGuires friends Cory Patton, Holly Gumble, Jodi Feldmann and Nikki Gelso, the run was one of several fundraising events held to help McGuires parents, Anne Koes and Kevin McGuire, pay off her student loans. The group raised more than $24,000, doubling its initial goal of $10,000, through several fundraising efforts this year. A Dallas High School graduate, the 24-year-old McGuire was in the process of attaining a graduate degree in psychology from Marywood University when she was murdered in February by her boyfriend before he took his own life.

Mother Nature cooperates for Festivals success

There were plenty of winners at this years Dallas Harvest Festival held Sunday, Sept. 18 on Main Street in Dallas. The Good Gourd Contest, which was changed this year from a baking contest to a pumpkin decorating competition, had several winners place in the event. In the 4-7 age category, Zakary Waslick took first place. In the 8-10 age group, Caleb Waslick earned the top placing. Four winners took home ribbons in the 11-15 age group. They are Madison Ziemba, first place; Michael Sabolka, second place; Bethany Fiorello, third place; and Gianna Musto, honorable mention. The age 16 and older group also had four winners. They are: Rebecca Janrich, first place; Derek Peters, second place; Johnny Burrows, third place; and Sherrie Waslick, honorable mention. Businesses blossomed into winners during the event. The Back Mountain Business Association-sponsored Flower Box Contest winners were as follows: Earth and Wears, first place; Leggios, second place; and Beccanias, third place. Owner Cody Kyttle celebrated winning the best ice cream in the Back Mountain by puckering up to give the festivals new pot belly pig a kiss on the snout. The Best of Open Mic Contest had three finishers compete for stage time at the festival. Everybody wins at Newberry run

The first-ever Newberry Fun Run saw 17 children between the ages of 3 and 13 and several parents running The Ring, including the hill by No. 1 hole, around the scenic pond with quacking ducks and returning to cheers from all at the pavilion. All runners finished and received a 2011 Newberry Ribbon for Excellence! The run began at 8:30 a.m. and featured tables set up with water, orange slices, bananas and popsicles. The pool opened at 9 a.m. for all participants to enjoy after their running efforts. Wyoming Area gridders who spent most of the previous week cleaning up from the historic flooding that devastated their hometown came to Lake-Lehman to play football last Friday night, taking home a 43-10 victory. The game had originally been scheduled to be played at Wyoming Area but was moved to Lehman because of the massive flooding throughout the West Pittston and Exeter areas. Last year, in a game at Lake-Lehman, the Knights rallied from a 26-0 deficit and beat Wyoming Area, 42-39. The Warriors scored twice in the final 75 seconds of the first half and then decisively closed out a victory over the Black Knights. Nick OBrien led the charge for the Warriors, spending most of the game at quarterback but also lining up at tailback for a few drives. At the end of the night, he figured in on five of the Warriors six touchdowns, finishing with 218 yards and four scores on the ground while also passing for 64 yards and another score.

Hetro placed second overall in the mens sprint triathlon race, competing with almost 600 athletes in his division.
