Joseph Spector Staff writer The law that created the Monroe County Water Authority states simply, "It shall consist of seven members, no more than five of whom shall belong to one political party." If Republicans are in power, one would assume that means five Republicans and two Democrats. Or if Democrats were in control, vice versa. Not so. In recent years, the Republican-controlled County Legislature which appoints members to the Water Authority came up with another idea: Appoint five Republicans and two Conservatives. The law, they argue, doesn't say anything about having Democrats on the board, as long as no more than five members are from one party and at least two are from another. "The law is clear five and two," said Legislator Jack Driscoll, a Henrietta Republican, when Democrats protested the disparity at a Legislature meeting last week. "The law has been met." Democrats, outnumbered 17-12 by Republicans on the Legislature, argued that the law's intent to have majority and minority representation is being skirted. "We have been locked out of representation on that body," said Democrat Paul Haney. To make their case, Democrats tried to hold up the reappointment of board Chairman Anthony Quattrone and member Carol McManus. But Republicans moved ahead with the nominations. Quattrone and Larry Magguilli are the Conservatives on the board. Democrats said it is important that they have a role on the board and will continue to speak about it. Background The Water Authority is one of the 80 largest water suppliers in the country. Created by the state in 1950 as a public benefit corporation, it provides water to more than 600,000 individuals in most of Monroe and parts of Genesee, Wayne, Ontario, Orleans and Livingston counties. It has a budget of $54 million and 230 employees. While its directors are appointed by the County Legislature, the Water Authority is its own entity and not part of county government.
