I am a Constitutional Citizen per the 14th Amendment to the United States Constitution. I am NOT a statutory citizen of the United States as defined in 8 U.S.C. section 1401. I am a nonresident alien as defined in IRC 7701 (b)(1)(B). 4. I am a foreign sovereign and part of a foreign state with respect to the United States Federal Government, and a nontaxpayer, not subject to the tax imposed in IRC Subtitle A, chapter 1 per 26 CFR 1.871-7, and IRS publication 515. 5. I am not now nor have I been for _______ years an employee of the US Federal Government, nor have I ever been a Public Official of the Federal corporation as defined in 28 U.S.C. part 3002 (15)(A). 6. The IRC parts 7701 (a)(9) and 7701 (a)(10) define the United States as the District of Columbia. I have never resided or domiciled in the District of Columbia, been employed by an employer residing in the District of Columbia, or declared my person to be a Statutory citizen of the United States . I have never had any income connected with a trade or business in the United States , as defined in 26 CFR 1.864-2 and codified as Title 28, Part IV, chapter 97, section 1602. 7. I have never declared myself by election per IRC 6013 (g) or (h) or IRC 7701 (b) (4)(B) to become a resident alien of the United States as defined in IRC 7701 (a) (9) and IRC 7701 (a)(10). I am a Citizen of the State of __________________.

8. I am a national but not a citizen pursuant to 8 U.S.C. 1101 (a)(21) and 8 U.S.C. 1452. I am a nontaxpayer per 26 CFR 31.3401 ( c )-1. Any form W4 ever completed by myself for a Private Employer was forced and coerced by the employer to be completed, under threat of termination, in direct violation of IRC 7434 and IRC 6041. Disclosure of my Social Security Number was also coerced. 9. As a nontaxpayer per 26 CFR 31.3401 ( c )-1, I strongly object to receiving documents addressing me with the term of Taxpayer , and do not accept any such documents as factually valid. The Internal Revenue Service, a Private Company, does not have any authority to bestow the Status of Taxpayer on anyone. Cite: Botta v. Scanlon, 288 F. 2nd 504, 508 ( 1961 ) 10. Federal Statutes Title 28, 28 USC Part VI, chapter 151, section 2201 removes the authority of Federal Courts to declare the status of taxpayer on a Sovereign American of the United States of America.. Cite: CIR v. Trustees of L. Inv. Assn, 100 F. 2nd 18 ( 1939 ). 11. There are no implementing regulations in 26 CFR authorizing any kind of enforcement actions by the Internal Revenue Service, and therefore, the IRS can only enforce statutes against United States Federal employees, and direct Federal contractors. Per 26 CFR 601.702 (a)(2)(ii) failure to publish implementing regulations, and Title 44, 44 U.S.C. chapter 15, part 1505 (a)(1). 12. I am not now receiving any payments or consideration of any kind from the United States Federal government, which could in any way be construed as making me a public official or employee of the Federal Corporation per 28 USC 3002 (15)(A), or IRC 7701 (a)(9) or IRC 7701 (a)(10). Therefore, no agency or court of the United States may exercise any actions at law against my person, for want of Subject Matter Jurisdiction and Lack of Territorial Jurisdiction.
