advisor who left a family
essentially homeless has been ordered
to pay $35,000 and been struck off the
licensed immigration advisers register.
Four complaints were made to the
Immigration Advisers Authority against
Artika Archina Devi for her conduct as
an immigration advisor in 2009 and 2010.
Devi misled her clients into believing
they had secured work permits, student
visas and a teachers registration by
failing to provide them with the correct
information and documentation, the
Immigration Advisers Complaints and
Disciplinary Tribunal said.
She had told one couple that they had
secured jobs at a Marlborough vineyard
but when the couple arrived they
discovered the jobs didnt exist.
They looked for jobs elsewhere but
were told by a number of vineyards that
there was little work available and their
licenses to employ seasonal workers
under the relevant policy were about to
expire.
Brendon and Vanessa Barry and their
three dependent children were forced to
live in a tent. They were essentially put
into the position of being homeless, the
tribunals decision said.
The incident occurred in 2009 and a
decision was made by the tribunal on
September 5.
The complainants and their three
dependent children suffered financial
hardship as a result of relying on
the advisers conduct. That was the
result of relocating in reliance on the
understanding they had obtained work

Immigration advisor ordered to pay $35,000
permits and work and having to meet
travel and accommodation costs, the
decision said.
The advisers conduct has been at best
reckless. She presented an employment
contract to vulnerable migrants, and had
her clients execute it.
The Manukau-based adviser was ordered
to pay $16,789 to the family, including
refunding $3,400 they had paid her in
fees, $1,076 in travel costs, $2,513 for
accommodation and $9,800 for income.
Devi was ordered to pay a total of $35,000
to four unrelated complainants.
The other complainants include Maureen
Raj Singh, who spent weeks waiting to
hear back from Devi after paying her more
than $2000 in fees. Singh complained
about the lack of communication,
documentation and management of her
case.
Rozina Rozmeen Nishas application
for residency was being handled by
Devi and the immigration adviser was
also contracted to apply to the Teachers
Council on Rozinas behalf. Devi failed
to tell Nisha that the application had been
declined.
Zaim Zamil Nabi also complained
about Devi after he discovered his visa
had expired while he was still in the
country. The Tribunal ruled that Devi had
failed to provide advice to Nabi on the
consequences of not having a visa.
The tribunal ruled that Devi caused
serious harm through incompetence
and failing to provide adequate advice,
failed to fulfill a professional engagement
and her behaviour was inexcusable and
delinquent.
Devi was the director at Universal
Immigration Services NZ Ltd, formerly
known as Fast Track Immigration
Services Limited and Sunita Immigration
and Employment Services Limited.
She has now had her license cancelled
and is banned from reapplying for a full
license for two years.

Fiji will be introducing a race-free
electoral system to lead the country
forward towards 2014 general elections
says Prime Minister Commodore Voreqe
Bainimarama.
Speaking during the high-level meeting
of the General Assembly in New York to
commemorate the tenth anniversary of
the adoption of the Durban Declaration
and Programme of Action Commodore
Bainimarama said race based electoral
system have clearly divided the people
of Fiji over the years.
We are removing electoral provisions
that were based on race and Ior the frst
time our people will have common and
equal suffrage, he said.
Commodore Bainimarama said his
government has rejected special
measures based on race, particularly
those that suppress the rights and dignity
of the people.
In order to achieve our aspirations,
my government has now put in place
appropriate laws and policies that
reject racial discrimination in all its
manifestations, he said.
Commodore Bainimarama reiterated
electoral system and the education
system are two areas under which Fiji
has had reservations listed under the
Convention (ICERD).

The Prime Minister is seeking greater
value-added processing of mahogany in
Fiji prior to export.
Gibson Guitars, one of the worlds largest
and most prestigious producers of guitars
and pianos, sources mahogany for its
guitars from Fiji.
Commodore Bainimarama is in the United
States this week to attend the General
Debate at the United Nations 66th Session.

Tikolevu said they are determined to make

and fervently believe it is possible for new
opportunities to integrate with the local
community.
Investment Fiji website currently has
218 approved investors and 66 approved
exporters registered.
From January 2011 till September 20 it
had 30,373 visitors from 169 countries
including 1,249 from China, 313 from
Japan and 147 from South Korea.
Given my governments priorities and
commitment on these issues, Fiji will be
closely examining these reservations with
a view to removing them.
He believes examining the reservations
would provide the institutional
commitment to ensure the recognition,
justice and development for victims of
racial discrimination.
As noted ten years ago in the
Durban Declaration, racism and racial
discrimination, xenophobia and related
intolerance constitute a negation of the
purposes and principles of the United
Nations, and with national action by all, we
can contribute to eliminate the scourge,
Commodore Bainimarama said.
He also urged all states to exert concerted
efforts towards achieving this goal.
Fiji looks forward to working with the
international community through the
Convention and the Durban Declaration
in the efforts to eliminate racism,
Commodore Bainimarama said.

DEFENCE Minister Joketani Cokanasiga
has met Azerbaijan Foreign Minister Elmar
Mammadyarov, in the margins of the 66th
session of the UN General Assembly in
New York.
A statement said the meeting provided an
opportunity for Fiji to thank Azerbaijan for
the fnancial support given towards Fiji`s
UN Guard Unit (UNGU) in Iraq in May.
The Government of Azerbaijan gave
$US25,000 ($F44,964) to the Fiji
Government to cover the cost of R&R
facilities for Fijis UNGU personnel. The
ministers gave lengthy consideration to the
possibility of further Azerbaijan funding
assistance to UNGU.
Mr Cokanasiga was able to formally
advise the Azerbaijan minister that the
Government here had decided to support
the candidature of Azerbaijan for the
Eastern European seat on the UN Security
Council to be contested on October 13 in
the UN General Assembly.
Mr Cokanasiga was accompanied to the
meeting by Ambassador Peter Thomson,
Fijis permanent representative to the UN.
More than 700 students of three schools in the
Western and the Central division will have a
reason to smile as they will soon receive new
computers, furniture and walkways.
The Canada Fund in the Pacifc Program
has provided a total of $25,000 to address
the immediate needs of school and uplift
the standard educational services provided
to the children.
The project facilitated by Fiji Council of
Social Services National Volunteer Centre
will provide Balata High School, Nadi Special
School and Nakasi High School with fnancial
assistance for procurement of resources.
Project OIfcer, Neil Maharaj said that the
schools have very frm budget which does
not allow much development in such areas
and stepping in of Canada fund has solved
some of this challenges.
PRIMARY schoolchildren nationwide
have been invited by Save the Children
to participate in its 2012 calendar design
drawing competition.
Save the Children chief executive Chandra
Shekhar said a calendar is produced
annually and instead of using camera
photographs, the organisation would use
drawings done by children.
The 12-page calendar is distributed to
corporate, Government, international and
local community members.
Mr Shekhar has requested heads of schools
and teachers to encourage and guide their
students to submit their drawings on white
photocopy paper before October 21.
Each drawing used in the calendar design
will be awarded $25 as prize money, he
said. The theme for next years calendar
is Protect child from violence, corporal
punishment and all other forms of abuse.

ethnicities and denominations rocked up
Ior the three-day Pasifka Voices open
audition which ended yesterday.
Head of Performing Arts at the University

audition included a stream of interested
artists from Vanuatu, Tonga, Samoa and

There was a cross-section of those who
came from the Bahai and Hindu faiths
in what promises to be an all-embracing
choir.
And 70 per cent of participants said
they learnt about the auditions through
Facebook a social network website.
Pasifka Voices has secured an oIfce which
operates out of USP.
Government and the Vatukoula Gold
Mine (VGML) announced trustees
would be established to open an
account to receive the first payment of
the $6 million VGML commitment for
workers of the mine made redundant
in 2006.
Permanent Secretary for Lands and
Mineral Resources Filimone Kau said the
frst payment would be to the amount oI
$1.5million and would be made over the
next three months.
The balance of the $6 million dollars will
be paid annually over the next fve years,
said Kau.
He said the trustees committee would be
chaired by the Permanent Secretary for
Lands and Mineral Resources.
The trustees will be tasked with
identifying and implementing assistance
that will be sustainable and will have long
lasting impact on the redundant workers,
said Kau.
He said though the payment was good
news for the redundant workers, it
would still not be able to change the
circumstances of the past.

Whittle said the mine would work to
ensure a transparent outcome of the
payments.
The audition is an opportunity for those
with the passion to sing and the ability to
do the same, Ete said.
Auditions served the purpose of regrouping
Pasifka Voices Ior productions and
concerts in the year ahead, he said.
Its open to the community no longer
confned to just those at USP, Pasifka
Voices music director Eroni Dina said.
People between the ages of 1835 years old
turned up to try out their vocals, he said.
Some of them said they were so inspired
by our performance during the Malanga
Production last year that they wanted to
enter. For us, it means we have to be better
than our best this time, Dina said.
The Malanga Production will feature in
Suva in December.

MEMBERS of the public have the
opportunity to invest in the teak industry by
buying Future Forests (Fiji) Ltd shares.
The initial public offering, which was launched
on Wednesday will close on October 28 and is
being managed by Kontiki Stockbroking Ltd.
A statement from KSB said the investment
opportunity allowed investors to choose
between two instruments shares at $0.80
and converting notes (Notes) at a $1.
Notes pay a 7.5 per cent per annum. Interest
rate Ior up to fve years beIore converting
into shares on a 1:1 basis, the statement said.
Note holders also have the option of
converting their notes into shares earlier
than fve years. Both oI the instruments
will be listed on the South Pacifc Stock
Exchange once the offer closes.
Fisheries and Forests permanent secretary
Commander Viliame Naupoto praised FFFs
perseverance in developing the project and
plantation forests over the last six years.
Plantation forests, he said, were potentially a
big step towards building a better Fiji for all.
FFF chairman Kaliopate Tavola, speaking in a
podcast from abroad, said that while FFF was
focused on maintaining world-class operations
and commercial success, the company also
saw a wider role in the community.
He emphasized how establishing teak in
rural areas gave rise to rural development,
employment and entrepreneurship, and
also brings cohesion to rural communities.
This, he said was a very direct way of
addressing poverty alleviation.

A bilateral meeting was
held between the Republics
of Singapore and Fiji in
the margins of the United
Nations (UN) General
Assembly in New York.
Representing Singapore was
K Shanmugam, the Minister
for Foreign Affairs and Law,
while Fiji was represented
by the Minister for Defence
Joketani Cokanasiga.
Mr Cokanasiga expressed
Fijis desire to work closely
with the Association of
Southeast Asian Nations
(ASEAN) and in this regard
reiterated Fijis request for
observer status at ASEAN.
Mr Shanmugam welcomed Fijis greater
attention to ASEAN and reported that
the request for observer status was being
considered at official level along with
other applications for ASEAN observer
status.
The Ministers acknowledged the news
that the recently-opened Fiji Embassy
in Jakarta would be cross-accredited
to represent Fiji in Singapore. Fiji is

wider audience. So we had some discussion
with the ACT Party leader, Dr Don Brash. He
does feel that New Zealand should engage in
a more productive way with Fiji and this is an
area wed like to explore further.
Sharma says although they are now
residents of New Zealand they still have
strong ties to their country of birth.

Fijis engagement with the Asian countries
has raked in approximately $300 million
through investments reveals Investment
Fiji chief executive Ravuni Uluilakeba.
He said the fgures are Irom the last seven
months up to July.
Uluilakeba said the government is targeting
more than $600 million for the remaining
of the year as Asian investors continue to
show interest in investing in Fiji.
And with Investment Fijis new website
launched in Korean, Japanese and Mandarin
languages, more investors are expected to
show interest meaning more money to the
coffers of the Fijian government.
Uluilakeba said for the Asian markets they
are targeting potential investors in areas of
tourism and agriculture.
He said Asian countries are not the only
countries they targeting but there are plans
to get investors focking in Irom India as
well.

Australia and New Zealand should listen to
the opinions of the Fiji Government instead
of distancing themselves totally.
This is the belief of the Chinese government
in light of the two countries stand against
Fiji and her leadership.
Chinas Ministry of Foreign Affairs
deputy director general of the Information
Department Hong Lei said to the reporter
in Beijing.
He said dialogue was what was needed
between the countries.
The opinions of the Fiji Government
should also be considered by the two
countries, Mr Hong said.
More dialogue is needed instead of totally
shutting out Fiji.
Australia and New Zealand have tried to
isolate Fiji internationally and imposed
so-called smart sanctions. China,
however, has played an important assisting
role to the Fijian Government; directing
assistance after aid was withdrawn by
Australia and New Zealand.
Mr Hong said China stood ready to cater
for Fijis needs in the trade market.
He said the fast-growing economy of China
and her market value were something Fiji
should take advantage of and Fiji should
grasp these opportunities.
A Rarawai man is admitted at the Lautoka
Hospital Intensive Care Unit following an
accident in Ba early Tuesday morning.

Sokomuri said the victim Parduman, 48,
was driving along Bas Main Street when
he collided with another private vehicle
driven from a side road by Agha Khan at
5.45 am.
Sokomuri said accidents could be avoided

Former AIrportS FIjI StAFF reunIon
Former Civil Aviation Authority of Fiji
and Airports Fiji Limited staff who worked
at the Nadi International Airport since its
inception in 1939 will have their three-day
reunion next week.
Planning committee member, Bobby
Tikaram said the reunion would be a great
place for those who had left our shores for
greener pastures to return and witness the
major developments that have taken shape
over the years at the airport.
The idea of the reunion for all former
Nadi Airport staff was brought about by
some former staff who currently resides in
Brisbane, Australia, Mr Tikaram said.

circuit in the battery terminal of the vehicle.

THE Korean Government and the Pacific
Islands Forum Secretariat have signed
a Memorandum of Understanding for
the new Korea-PIF Co-operation Fund
(KPCF) Project.
According to a statement, the project will
be implemented with a grant of no less
than $US300,000 ($F539,568) annually
from 2011 to 2013 for the implementation
of primary health care training for Pacific
Island countries.
The project will be managed by the
Forum Secretariat and the primary health
care training will be implemented by the
College of Medicine, Nursing and Health
Sciences of the Fiji National University,
in co-operation with Seoul National
University Hospital.
The first training is expected to start next
month, focusing on non-communicable
diseases.
Korean Ambassador Cheong Hae-wook
reaffirmed his governments commitment
to an increase of annual contribution to
the project and to the continued support of
capacity-building activities of forum island
countries, especially in the areas of health
and education.
The Korean government has been annually
contributing $US300,000 ($F539,568.35)
to the KPCF for the capacity-building of
the PICs since 2009.
It has been announced, during the First
Korea-Pacific Islands foreign ministers
meeting held in Seoul on May 31, that the
Korean government would increase the
KPCF to $US1million ($F1.79m) annually
to expand the scope of project.

Anti-Filariasis tablets will be distributed
once more by the Ministry of Health in
a bid to eliminate filariasis in Fiji. The
2011 Mass Drug Administration (MDA)
will begin from September 26th and the
health ministry teams will visit homes to
deliver and ensure that people take the
tablets.
The tablets will also be available at
designated health facilities (Health
Centres and Nursing Stations) within
the Central, Eastern and Northern
Divisions. This year the Central, Eastern
and Northern divisions will undergo a
further (9th) round of MDA scheduled for
September 26th to October 7th.
Lymphatic Filariasis (LF) affects at
least 120 million people in more than 73
countries worldwide.
A major cause of physical, economical,
social and psychological suffering to
people living in both rural and urban
centers, the asymptomatic stages of the
disease is associated with altered immune
systems, damaged lymphatic systems and
damage to kidneys.
At least half of the people infected with
lymphatic filariasis show no signs of
the disease (asymptomatic). However
the chronic signs of lymphatic filariasis
often seen in adults are elephantiasis,
hydrocele (scrotal swelling) and
lymphoedema (disfiguring swelling of
arms and legs). Men are usually more
severely affected by chronic symptoms
of Lymphatic Filariasis.
The lymphatic filariasis program in Fiji
started in 2001 with a baseline survey
and from 2002-2005 where Fiji carried
out its first 5 year round of the Mass
Drug Administration (MDA) of anti-
filariasis tablets.
BANK of Baroda opened its 10th ATM at
Tappoo City in Suva.
Chief executive Pabitra Kumar Das said
the bank was aiming to have another five
automated teller machines by the end of
the year.
The latest ATM was launched by the Indian
High Commissioner Vinod Kumar.
Mr Das said the bank was now looking
forward to linking with other banks in the
country.
Soon, our customers would be able to use
BSP ATMs or EFTPOS machines across
the country.
Mr Das said their ATMs are expected to be
located in Savusavu, Ba and Lautoka.

THE Fiji regime says it is "bafed" by
claims by a former government minister
that he was tortured and forced to ee to
Australia.
Kenneth Zinck, Fiji's labour minister in the
deposed Qarase government, is in Brisbane
seeking protection.
The politician says he was beaten by
the military, and his car was chased by
balaclava-clad soldiers as he tried to leave
dressed in disguise.
But Fiji's Permanent Secretary of
Information, Sharon Smith Johns, says Mr
Zinck's claims are puzzling.
Mrs Mataikabara was until her new
appointment the Permanent Secretary
for Industry and Trade. She replaces Mr
Solo Mara who has been appointed Fijis
new High Commissioner to the United
Kingdom and Ireland which is accredited
to Denmark, Egypt, Israel, the Holy See
and Germany.
Mrs Mataikabara is no stranger to the Ministry
of Foreign Affairs having served in 2008
as the Director External Trade and Acting
Deputy Secretary/Ambassador at Large.
She has held other senior Government
positions including Chief Economic
Planning OIfcer (Policy Analysis Unit,
Prime Minister`s OIfce), Director
Development Services (Chief Economic
Planning OIfcer) in the Ministry oI
Provincial Development, Director Biofuel
(Ministry of Transport, Works & Energy),
Director Water Reform (Ministry of Works,
Transport and Public Utilities) etc.
Mrs Mataikabara was also the Senior
Economist (Domestic Economic Conditions)
at the Reserve Bank of Fiji in 1998.
She holds a Master of Science (MSc) in
International Trade and Finance from
Lancaster University in the United
Kingdom, a Postgraduate Diploma in
Management from Central Queensland
University, and a Bachelor of Arts
(BA)Double Majors Economics and
Management from USP.
Mrs Mataikabara has assumed her new
appointment as Permanent Secretary for
Foreign Affairs and International Cooperation.
Meanwhile Mr Shaheen Ali is currently the
acting permanent secretary for the Ministry
of Industry and Trade.

Local farmers have been encouraged by
Government to pursue areas where there
is enormous potential to meet the demand
thats placed in the market.
This follows the announcement by the
Attorney General and Minister for Industry
& Trade, Aiyaz Sayed-Khaiyum on the
revision of the price control list.
Speaking at a press conference, Aiyaz
Sayed Khaiyum announced the various
items that would be removed from the price
control list including masala tea, imported
sheep meat, ghee and Rewa products in the
wholesale area.
Clarifying prices on Rewa Dairy products,
Mr Sayed-Khaiyum said that the retail
prices on Rewa Dairy or Fiji Dairy products
such as milk will remain.

in the dairy industry, the price control on

Sayed-Khaiyum announced the removal
of five products from governments price
control scheme.
The five products are masala tea, imported
sheep meat, locally produced coconut oil,
ghee and the wholesale price of Fiji Dairy
Limited products.
THE main theatre block in the east wing of
the Colonial War Memorial Hospital will
be operational again in a month.
The Health Ministry has confirmed the
theatre block is being renovated at a cost
of $2million.
Ministry spokeswoman Priscilla Govind
said the theatres were being renovated
to Australian standards with appropriate
technology.
The renovations do not mean that surgical
procedures have ground to a standstill.
The ministry clarified four other operating
theatres were still running to ensure
patients are treated.
Ms Govind said the renovations were near
completion and the theatres would be fully
operational by next month.
Meanwhile, there have been delays caused
by the renovation.
Rajesh Sami paid $10,000 to the Suva
Private Hospital for his mothers operation
two months ago after she was put on a
waiting list at the CWMH.
Mr Sami said he had the money and he
wanted his mothers surgical procedure to
be over as soon as possible.
He said he hoped the upgraded theatre
would provide relief to those who need
such procedures but could not afford to
have it done privately.

Interests have been shown by some
companies in Canada, Bangladesh and
Australia to take up the tender Ior the
setting up oI the Electronic Voting System
that is scheduled to be set up by October
next year in line Ior the 2014 Elections.

revealed this in Suva while giving 18
members oI the diplomatic corps a special
general elections brieIing. Mr Sayed-
Khaiyum said Government hoped to have
the interested companies submit their
tenders within six months as they worked
on staging successIul general elections by
2014.
'The members oI the diplomatic corps will
get back to us with regards to electronic
voter registration, he said. This was
highlighted in recent announcement
where Government is looking Ior tenders
Ior the electronic voting system and
had received interest Irom companies
in Canada, Bangladesh and Australia.
'This is a healthy number oI credible
companies, he said.
'For example, electronic voter registration
process was carried out in Gambia and
in only six weeks was able to register
869,000 voters.

government systems.
Mr Sayed-Khaiyum voiced Government`s
commitment to ensuring a credible and
successIul general election in 2014 with

Mr O`Connor said the equipment, which
is linked to the global networking system,
picks the occurrence oI earthquake beIore
transmitting it to the main station at Nabua,
Suva.
The system was built in 2002 but was upgraded
to international standards this year with the
assistance Irom the Japanese Government
through JICA and the Fijian Government.
Similar stations are located in Taveuni,
Kadavu and Yasawa.

The Prime Minister Commodore Voreqe
Bainimarama delivered Fiji`s statement at
the United Nations General Assembly on
the occasion oI the High Level Meeting
on the prevention and control oI non-
communicable diseases (NCDs).
In his address the Prime Minister
highlighted the urgent need Ior action by
the international community to curb this
global health epidemic.
Commodore Bainimarama said that in
the Pacifc Islands, NCDs have been
declared a crisis requiring urgent action
in view oI the development and economic
implications oI NCDs.
He elaborated on Fiji`s NCD Strategic Plan
20102014 which targets both prevention
and control.
The Prime Minister said Fiji`s national eIIorts
to tackle NCDs could be enhanced by support
Irom relevant international organisations and
partners in the Iorm oI technical assistance,
transIer oI technology, capacity building and
access to high quality generic medicine.
Also participating in the two-day UN
High Level Meeting is the Minister Ior
Health, Dr Neil Sharma, and Fiji's National
Advisor on NCDs, Dr Isimeli Tukana.
The NCD High Level Meeting was held at the
United Nations Irom the 19th to the 20th oI
this month. Fiji`s Permanent Representative
to the UN, Ambassador Peter Thomson,
chaired the morning session in his capacity as
Vice Chair oI the 66th session oI the UNGA.

BANK oI South Pacifc launched its
91st automated teller machine (ATM) at
the newly-renovated Fiji Broadcasting
Corporation Limited building in Suva.
The ATM had been operating Irom late
last month and has been "conveniently
situated, especially Ior civil servants based
at Government Buildings", a statement
Irom the bank said.
The bank also held its second draw oI
"Switch, Swipe and Win" promotion
giving away $10,000 cash to 10 customers.
"Our aim through "Switch, Swipe and
Win" is to promote usage oI our electronic
banking channels. Every time a customer
perIorms an eligible banking transaction
on any BSP ATM, BSP EFTPOS terminal

claried that selling pieces of butter is
illegal and those caught doing so will be
prosecuted.
The clarifcation comes Iollowing reports
that numerous retail outlets had begun
selling pieces oI margarine.
Council oIfcer Seini Lagilagi says all items
sold to consumers must have proper labeling.
'According to the Food and SaIety
regulation 2009 under par 5 labeling rules
and packaging it is clearly stated there that
all pre package Iood should have proper
labeling, now when the traders are cutting
into halI which means they are giving halI
us halI inIormation and this should not be
the case.
The Council started receiving reports oI
pieces oI margarine being sold to make up
Ior the shortage oI Rewa Butter.
A number oI outlets have been dealt with.
We are urging the public to report to the
council iI they fnd anyone selling pieces oI
margarine.
A month long survey beginning will
determine Fiji`s Oral Health status in the
country with more than 6,000 individuals
to be selected Irom various parts oI the
country chosen to participate.
ChieI Dental OIfcer Dr Joan Lal relayed
this at a press conIerence held in Suva.
The survey which is a partnership program
between the Ministry oI Health and the
Fiji National University will see teams
dispatched to various islands including
urban centers to conduct the survey.
'OIfcers oI the Ministry oI Health and
the academic staII and students oI the Fiji
National University (College oI Medicine,
Nursing and Health Sciences) will be
jointly doing the survey; doing dental
checks and asking relevant questions, Dr
Lal said.
'There will be three teams conducting the
survey in Kadavu, Lau Islands, Ovalau,
Yasawa Islands, and Central & Coastal Viti
Levu and Vanua Levu to determine our
oral health status in all age groups, Dr Lal
said.
Dr Lal said results Irom the survey will be
used to map out strategies and policies to
address oral health issues in Fiji.
'The survey results and fndings will help
the Ministry oI Health, private dental
practitioners and relevant stakeholders
to determine the kind oI interventions
and treatments needed Ior our people,
she said.
Meanwhile, the last Oral Health survey was
conducted 2004 in which dental diseases
and periodontal diseases were identifed as
the major dental problems in Fiji.

Industry and Trade Aiyaz Sayed-Khaiyum
warned against Fiji ratiIying or signing up
to trade agreements that did not beneIit the
country.
Speaking at the opening oI the Top
Executives ConIerence held at the SoIitel
Fiji Resort and Spa in Nadi last week, Mr
Sayed-Khaiyum said past government`s
were quick to sign up to regional and
international trade agreements without
carrying out a thorough investigation on
the merits oI doing so.
'II you go back, even Fiji`s hurried
agreement to sign up to the World Trade
Organisation when many other advanced
economies did not because oI the provisos
in signing up with WTO. Perhaps
governments in the past have been prone
to looking good in Iront oI the public
and the media to please the international
community at the expense oI being able
to control your own destiny to an extent-
whether it be tariII control or whether
it be incentives to direct businesses in a
particular direction, he said.
Mr Sayed-Khaiyum said this government`s
commitment to encouraging regional and

and processing industry to reduce the salt

The Minister Ior Health Dr Neil
Sharma said that despite the numerous

processing companies on reducing sugar
and salt content, no eIIort has been taken
by the latter to heed these warnings.
'We are working tirelessly to get
stakeholders to reduce the input oI salt
and sugar in processed Iood but the
companies are not listening and we have
advised them iI they do not, they will Iace
the penalty," Dr Sharma said.
Dr Sharma said they have approached the
Iood industry stakeholders to reIormulate
and re-label their products adding that the
health ministry is targeting Trans Iat (or
Trans Iatty acids) produced Iood items
which is a major contributor to non-
communicable diseases (NCDs) in the

everything when it comes to keeping the
troops happy.
That is the Iinding oI an employment study
which also reveals that almost halI oI us
are looking to quit our jobs within a year
and only a third would recommend their
employer to others.
The Dream Employers Survey, carried
out by Insync Surveys and workplace
consultants RedBalloon, compared
responses Irom more than 7100 New
Zealand and Australian workers.
It produced some quirky Iindings, including
a general desire among workers, especially

has been charged aIter threatening the
government on YouTube.
The threats, which were made in a video
posted on the social media site, included
claims that explosives had been hidden in

Asked what they most wanted to improve

The Solomon Islands Government has
asked the Australian government to send
home, without penalty, Solomon Islanders
who have been illegally staying in Australia.
Solomon Islands Prime Minister Danny
Phillip made the request to the Australia
Prime Minister Julia Gillard during the
recent PaciIic Islands Forum in Auckland.
Press secretary David Tuhanuku told the
media that his nation is worried Australia's
detention centers may Irighten those who
have overstayed visas Irom trying to
return home.
"The prime minister had seen a situation
where people maybe they went through
some Iormal or some legal arrangement,
but then ended up having to overstay in
Australia and because oI that, they are scared
to approach the authorities and try to return
home, because they would be caught and,
oI course, in that situation, normally people
would be prosecuted," Mr Tuhanuku said.
But Mr Tuhanuku said there is no data on
how many Solomon Islanders may be in
Australia illegally.
"According to the prime minister, the
Australian prime minister was keen to see
what she could do to assist in that sort oI
situation." he said.
"But there are very Iew details available to
us and possibly the prime minister hopes
that inIormation or source oI inIormation
may be because they have some legal
issues and legal questions in relation to it.
"So I am not privy to any details oI how
many people are out there, when did they
go over to Australia except to say that some
oI them have been in that situation Ior the
past ten years."
Auckland is planning to
remain the city with the
world's largest Pacific
community under its new 30-
year plan.
Mayor Len Brown told the
reporter that New Zealand's
largest city is going to retain a
strong PaciIic identity.
It is already working closely
with several PaciIic nations on
trade and cultural links.
"The biggest PaciIic city in the
world, it's Iabulous, getting
more so every day," Mr Brown
said.
They mayor said planners are expecting
about a million people over the next 30
years to move into Auckland to liIt the
population to about 2.5 million.
Big families
PaciIic Islander people will be helping boost
the numbers. "The PaciIic community tends
to have big Iamilies, they love the loving,
so we've got big growth," Mr Brown said.
"We have a PaciIic population in Auckland
something like about 230,000-240,000, with
a little under halI being Samoan heritage
and then about 30,000 Irom Tonga and the
Cook Islands, 15,000 Irom Niue and then
the rest spread around the diIIerent sort oI
Melanesian and Micronesian communities".
Exports in the remaining economies also
contracted. Exports in Samoa declined
18 per cent in June because oI lower
shipments oI miscellaneous items and noni
Iruit. Timor-Leste's exports declined 60 per
cent because oI base eIIects.
Import growth in Papua New Guinea and
Tonga were positive at 3.3 per cent in the
Iirst quarter oI this year and 9.7 per cent
in July 2011, respectively. A Iall in non-
petroleum imports saw total imports in
Samoa decline 13.0 per cent in June, while
Vanuatu's imports declined 11.3 per cent
led by machinery and transport equipment.
Tourism and remittances recorded mixed
results. Australia, New Zealand and the US
continued to be the main source oI overall
tourist arrivals in Fiji, though arrivals
gained only 5.6 per cent in June compared
with a 15.5 per cent rise in May, while
Vanuatu's rebounded to 3.5 per cent in
June Irom a 6.2 per cent contraction in the
previous month.
Samoa's tourist arrivals continued to
contract, Ialling 4.0 per cent in June Irom a
5.0 per cent decline in the previous month.
Remittances in Samoa expanded 23 per
cent in June compared with a 14.0 per cent
gain in May, while Tonga's continued Iall,
contacting 5.9 per cent in July Irom a 7.0
per cent decline previously.

eminent PaciIic nations," he said.
Earlier this month the speaker oI parliament
unceremoniously disqualiIied Sir Michael
as an MP Ior missing three consecutive
sittings.
He went to the National Court seeking
an injunction against his disqualiIication
while he challenged its legality. But Justice
Allen David dismissed the application.
He said many oI the issues raised in Sir
Michael's challenge were similar to those
in another case beIore the Supreme Court.
That case is challenging the constitutionality
oI Sir Michael's removal Irom the Prime
Minister's oIIice last month.
Outside court, his lawyer, Kerenga Kua,
said Sir Michael will appeal against the
decision.

President Barack Obama has laid out a $3
trillion plan to cut US deIicits by raising
taxes on the rich, but Republicans rejected
it as a political stunt and made clear the
proposal has little chance oI becoming law.
Vowing to veto any plan that relies solely
on cutting spending to reduce deIicits, Mr
Obama's recommendations set the stage
Ior an ideological Iight with Republicans
opposed to tax increases.
"I will not support any plan that puts all the
burden oI closing our deIicit on ordinary
Americans," Mr Obama said.
"We are not going to have a one-sided
deal that hurts the Iolks who are most
vulnerable.
"This is not class warIare," he continued.
"It's math. The money is going to have to
come Irom some place."
Mr Obama's plan, which will be sent to
the "super committee" oI six Republicans
and six Democrats considering deIicit
reduction, proposes $US3 trillion in
savings over the next decade.
Roughly halI oI those savings come Irom
higher tax revenues.
That would include allowing tax breaks Ior
upper income Americans to expire at the
end oI 2012, capping popular deductions
Ior things like mortgage interest and
tax hikEs For rich in oBama's
$3 TRILLION SAVINGS PLAN
charitable donations, and closing corporate
tax loopholes.
His call to overhaul the US tax code

returns, but White House aides said it

to Immortality." Reciting Irom Bhagavad-
Gita, he proposes to urge Council members
to keep the welIare oI others always in mind.
Hinduism, oldest and third largest religion
oI the world, has about one billion adherents
and moksh (liberation) is its ultimate goal.
A Nevada hunter was mauled to death
by a wounded grizzly bear after shooting
it near the Idaho border in Montana's
northwest.
OIIicials said 39-year-old Steve Stevenson
mistook the grizzly Ior a black bear when
he shot it.

grizzly took oII aIter being shot, but

PRESIDENT Barack Obama has
proposed bailing out the United States
Postal Service, urging that it be allowed
to cut mail delivery to five days a week
and raise the price of postage.
He also proposed allowing the service
to get a $US6.9 billion reIund Irom an

"Bold action is needed," Mr Obama
said. "The administration recognizes
the enormous value oI the US Postal
Service to the nation's commerce and

A 65-year-old man was killed and his
wiIe was injured Sunday morning in a
mysterious shooting outside their Hayward
home, police said.
The shooting happened beIore 8 a.m. on Saint
Andrews Street, in a neighborhood tucked
between BART tracks and Mission Boulevard.
OIIicers responding to 911 calls about
gunIire Iound the man dead. His wiIe
was taken to a hospital with wounds that
were not considered liIe-threatening, said
Hayward police Lt. Roger Keener.
Neighbor Lindsay Gallinger said it
appeared the victims who were not
identiIied were shot while inside their
minivan, which was pierced by gunIire.
Police searched the area but could not the
Iind the assailant. A motive Ior the shooting
isn`t known, Keener said.
Neighbors expressed shock at the slaying,
which they said was unusual Ior the area.
'I`m scared and I`m concerned, and I hope

transgenders to opt out of the gender
category in their passports.
The British Home OIIice`s new proposal
comes under pressure Irom the Liberal
Democrats.
Though the current system allows a
transgender person to alter the sex iI they
undergo sex change, intersex people, who
possess both male and Iemale reproductive
organs, are Iorced to make a choice.
Under the new proposal, the passport
would have a single box marked sex`, and
citizens would have a choice to strike it
out, The Telegraph reports.
Supporters oI the new move argue it would
avoid problems encountered by people
whose appearance does not match the sex
stated on their passport.
But some Home OIIice oIIicials said it
could create more diIIiculties.
'We are exploring with international
partners and relevant stakeholders the
security implications oI gender not being
displayed on the passport, a Home OIIice
spokesperson said.
'The UK Government is totally committed
to creating a society that is Iair to everyone.
We are committed to tackling prejudice
and discrimination against transgender
people at home and around the world,
Liberal Democrat Home OIIice Minister
Lynne Featherstone said.
'We need concerted government action to
tear down barriers and help to build a Iairer
society Ior transgender people, he added.
The decision comes in the wake oI the
introduction oI new passport rules in Australia,
which allow citizens to indicate their gender
as male, Iemale or indeterminate, without
undergoing surgery as prooI oI a sex change.

crashed onto a highway in June, killing
47 people, was drunk.

alcoholic intoxication with a blood

1 tablespoon grated ginger
5 cloves garlic fnely chopped
1/4 cup fnely chopped shallots
Peanut oil Ior Irying
2 cups Asian long beans or green
beans, blanched and chopped into
inch long pieces
1620 large prawns, peeled, tail oII
1 teaspoon Thai red curry paste
4 tablespoons coconut cream
1/2 cup macadamia nuts
1 teaspoon fsh sauce
2 tablespoons chopped cilantro
directions
Stir-Iry frst 4 ingredients in 2
tablespoons peanut oil.
Add blanched beans and Iry an
additional 2 minutes.
Remove Irom pan and set aside.
Reheat pan on high and add peanut
oil.
Saute prawns Ior 2 minutes until
almost cooked through and set aside.
Reheat pan on high and cook curry
paste Ior one minute on high.
Add the coconut milk to the curry
paste, mixing well and bring to a boil.
Toss in bean mixture, prawns,
macadamia nuts and fsh sauce
and stir Iry
1 minute.
