Data Storage, Retrieval and Management

• Navy: The Tactical Training Theater Assessment and Planning


Repository (TAPR) is an electronic data repository for the
storage of information and products generated or collected as
part of the TAP program activities
• Provides archive and retrieval functions as well query function
• Includes documents, attribute tables and spatial information
• USMC: Range GIS Database is an organized set of GIS data
layers that describe the location, extent, and properties of Marine
Corps ranges and training areas
• Army: GISR and Regional Support Centers’ (RSC) data
repositories are two SDSFIE compliant geodatabases
• The RSC data repository stores Sustainable Range Program (SRP)
specific data and will feed GISR, the Army’s geospatial database of
record

Army’s Operational Range
Inventory Sustainment (ORIS)

• In response to increasing environmental and


regulatory pressures on Army ranges and
training areas, and numerous Congressional
and DoD reporting requirements the Army
undertook a comprehensive standardized
inventory of all operational (active and
inactive) ranges under Army ownership or
control.
• Worked with CADD-GIS center to update
SDSFIE to hold operational ranges

Range Managers Tool Kit (RMTK)

• Tool to support range management and planning


• In 2004 the Army’s ITAM GIS program jointly
developed the Range Manager’s Toolkit (RMTK) with
digital Surface Danger Zone (SDZ) generation
capabilities with the USMC
• RMTK was approved by Army and USMC safety
offices as a valid tool for SDZ generation before the
tool was fielded
• Current capabilities include automated generation of
surface danger zones (SDZs) and laser hazard areas

• Army and USMC


• A tool that simplifies scheduling
• Provides the capability for a unit to electronically submit
requests for reservations
• Authorized USERS are be able to
• View available and scheduled facilities for approval, disapproval,
and rescheduling of request
• Create two dimensional and three dimensional (increment update)
Safety Danger Zones
• Detect scheduling, environmental, and safety conflicts
• RFMSS tracks, collects, monitors, and displays range specific
information
• RFMSS Graphic Fire Desk – ArcGIS GUI for visualization of
installation range status based on RFMSS scheduling tool

• Air Force and Navy


• SAFE-Range - The SAFE-RANGE program is a
software tool that provides the user the capability to

Model (NASMOD)

• The Naval Aviation Simulation Model


(NASMOD), is based on the FAA-
validated SIMMOD™ airport and
airspace simulation. NASMOD PRO! Is
an enhanced system, which provides a
flexible, PC-based tool for analyzing a
wide range of military aviation
operational alternatives.

Environmental Information
Management System (EIMS)

• EIMS is a Geographic Information System


(GIS)-based tool designed to provide the Navy
with a more effective and efficient means of
fulfilling its regulatory compliance obligations
by leveraging existing technologies and
geospatial data. EIMS addresses
environmental planning, natural resources
management, and encroachment issues for its
ranges and training operations.

Training and Range Encroachment
Information System (TREIS-T)

• An encroachment management tool that will:


• archive and analyze encroachment data
• inform Marine Corps decision makers about range and training area
encroachment
• recommend mitigation strategies
• TREIS-T will be interoperable with and supplement existing systems
that support the management, planning and use of Marine Corps
installations, facilities, and ranges. These systems include:
• Range Management System (RMS)
• Range Managers Toolkit (RMTK)
• Range GIS Database
• TREIS-T is required to integrate into the RMS database and server
environment. TREIS-T will physically reside on TECOM servers in
Quantico, Virginia. TREIS-T will use the GIS database available from
within the RMS. RTAM is coordinating the RMS GIS database with the
GEOFidelis initiative

Navy Marine Corps Range
Information System (NMRIS)

• NMRIS is a web-enabled database and map


publishing system developed to house text
and geographical data pertinent to
Navy/Marine Corps air-to-ground range
planning and the development of RAICUZ . in
coordination with N44’s Air-to-Ground Range
Needs Assessment in September 2000. That
Needs Assessment became the template for
the follow-on Ranges-to-Readiness (R2R)
efforts of CLF and CPF. RAICUZs will become
part of the Theater Assessment Plan (TAP).

• In 2004 the SRP RSCs developed the


Military Installation Map Toolkit (MIMT)
for developing standard Installation
Special Maps, and developed 64 Army
installation specials and 11 USMC
installation specials and standardized
databases

Army Range GIS Training

• The training focus for Sustainable Range GIS Program personnel


at the installation level is on technical knowledge development
for geospatial data requirements: creation, manipulation and
analysis, documentation, and product development. The
Sustainable Range GIS Program centrally funds this type of
training through resident and non-resident (virtual) courses,
making it free to the Sustainable Range Program installation
personnel.
• GIS for Range Control Staff. This course is a four day course co
developed and taught by Army and USMC staff that introduces
participants to the concepts of geospatial data, geospatial
technology, and provides hands-on instruction on integrating
geospatial tools into range operations and planning.
Participants learn how geospatial tools are integrated with ESRI
software packages and explore how this application works to
provide a complete geospatial software solution.

Navy Range GIS Training

• Most Navy range GIS training is


accomplished through ad-hoc
instruction, but is mostly performed on
the Warfighter/Operations elements
under a secure environment (SiPRNET).

Recommendations of Group

• Utilize a standard GIS data model


• Establish a minimum set of GIS data layers which all Services must maintain
to support Ranges
• Issue DoD Policy establishing the Range GIS Group as the Functional Area
Manager (FAM) for Range GIS
• Establish a DoD Range Operations and Safety Group
• defines GIS requirements
• performs validation for GIS range safety tools
• Develop a DoD range GIS training program for using range operations and
safety GIS tools for:
• range users
• range managers
• geospatial support personnel
• planners
• Ensure Service-level GIS Programs support sharing and access to Range GIS
data to facilitate cross-service range use
• Geospatial tools to support cross-service range utilization need to be open,
flexible and interoperable
