DEPARTMENT OF ECONOMIC DEVELOPMENT & TRANSPORTATION ARTS & CRAFTS DEVELOPMENT PROGRAM POLICY

POLICY STATEMENT The Department of Economic Development & Transportation is committed to the implementation of Sanaugait: a strategy for growth in Nunavuts arts and crafts sector and to the priority set out in Tamapta: Building Our Future Together to increase support for culture and the arts. The funds available through the Arts & Crafts Development Program will assist projects that encourage and strengthen the arts and crafts sector in Nunavut. PRINCIPLES This policy is based on the following guiding principles: Cultural Integrity: Nunavummiut participate in the global arts economy while maintaining their culture and traditions, according to the values and principles of Sanaugait: a strategy for growth in the Nunavut arts and crafts sector. Determination and realism: Funding must compliment existing funding structures and deliver effective support to the arts sector. The process and results of arts funding must be measured and reported. Self-reliance: Self-reliance of individuals, families and communities depends on the development of the artists talents and skills. Community control: The development of the arts sector will be led by the artists themselves. Cooperation and coordination: The growth of the arts sector depends on a shared mission and commitment among partners and partner organizations. Sustainability: A sustainable arts sector is one that motivates youth the future generation of artists to become involved with the arts and to develop and grow within their communities. PURPOSE The Arts & Crafts Development Program Policy establishes the general terms and conditions by which the Department of Economic Development & Transportation will fund the implementation of Sanaugait through: Investing in Artists Fund (Schedule A) Investing in Artists Organizations Fund (Schedule B)

DEFINITIONS The following terms apply to this policy: Artists Organization Artists organization only includes societies registered under the Nunavut Societies Act, cooperatives registered under the Cooperatives Act, not-for-profit corporations registered under the Canada Corporations Act, municipal corporations and for-profit organizations committed to furthering the interests of artists in Nunavut. This program accepts applications from educational institutions (schools, college) and youth organizations under Schedule B-4. Conditional Contribution Agreement A contractual agreement between two parties, which outlines the value of the contribution, the obligations and reporting responsibilities of the parties involved. Department The Department of Economic Development & Transportation. Applicant Contribution to Project Costs A minimum contribution to a projects total costs (expressed as a percentage) that the applicant must provide in order to be eligible for a contribution under this policy (sometimes referred to as equity contribution). Artist An individual who has specialized training (traditional and/or academic) and practical experience in making sanaugait meaning things made by hand; has made a serious commitment to his/her arts practice and considers it a major part of his/her working life; and, is recognized by peers or experts in his/her area of arts practice as an artist. This includes all types of arts and crafts producers. Individuals must be Nunavut residents and aged 16 or older in order to be eligible for funding under this policy. Nunavut Resident An individual who has maintained her/his primary residence in Nunavut for at least one year. Projected return on investment The estimated increase in sales made possible by the contribution. In many cases the increase can occur over several years.

ROLES AND RESPONSIBILIES Minister of Economic Development & Transportation The Minister is accountable for the overall program funding and results, and will table annually in the Legislative Assembly, or otherwise make available to the public, a summary of contributions detailing the name of each successful applicant, amount of each contribution, the type of investment being supported, and community. The Minister will also table or otherwise make available to the public the outcomes of completed projects, including performance relative to indicators identified in the Conditional Contribution Agreement. Department The department head, or their designated lead senior official, establishes and communicates clear and transparent procedures and criteria for allocation of funds under this policy. This will include guidelines that address: Application Process Evaluation Criteria Terms and Conditions At any time, the department may request that applicants submit additional information appropriate to the nature and amount of the requested assistance. The department will establish review committees (and engage third-party expertise as required) to assist in selection and review of submitted applications. The department may: i) conditionally approve multi-year projects, subject to the availability of funds in subsequent years. ii) establish limits for maximum and minimum funds available to any one applicant under this policy for single-year and multi-year projects. iii) where not specified in a schedule, set minimum levels of applicant contribution to project costs. These applicant contribution levels may vary according to the community in which the applicant business operates. iv) set aside funds for selected program areas for a specified period of time within a fiscal year. This requires a communication plan to announce a predetermined amount of funding will be reserved for a specific event and there is a deadline by which to apply for this special funding.

General Conditions i) All provisions contained in the Financial Administration Act, Government Contract Regulations and the Financial Administration Manual will apply to the financial administration of all contributions issued by the department. Eligibility for funding under this policy does not guarantee subsequent approval for financial assistance of any kind. Financial assistance will be provided only to the limit and availability of funding allocated to this policy within the main estimates of the budget. Proposals selected to receive contributions under this program may be funded at a level below the amount requested. All recipients of contribution assistance must permit the department access to the project site or premises, to inspect all books and other financial statements related to the project, and to obtain any other information necessary for evaluating the success of the project. Contributions may not be provided if a financial analysis indicates that there is no need for assistance from the Government and the proposed project has a reasonable expectation of increased future net profit without assistance. Recipients who access funding may be required to provide acknowledgment to the Government of Nunavut. Specific terms will vary depending on the project and will be contained in the Conditional Contribution Agreement.

APPEALS (a) An applicant for a contribution has the right to appeal a denial of funding. (b) Appeals will be reviewed by the Assistant Deputy Minister of Economic Development, and should be submitted in accordance with the guidelines for the Arts & Crafts Development Program. PREROGATIVE OF THE EXECUTIVE COUNCIL Nothing in this policy will in any way be construed to limit the prerogative of the Executive Council to make decisions or to take actions, respecting business and/or funding contributions or any other form of business and/or funding assistance, either direct or indirect, outside the provisions of this directive. TERM This policy will be in effect from the date of signature until March 31, 2014.

SCHEDULE A: INVESTING IN ARTISTS FUND PURPOSE The Investing in Artists Fund supports the implementation of Sanaugait goals that relate directly to individual artists including: Providing specific funding for the purchase of arts supplies and equipment. Providing artists with basic marketing training. Developing alternative national and international markets. ELIGIBLE APPLICANTS Eligibility is limited to artists who make sanaugait things made by hand. This is intended to include all types of arts and crafts producers. Applicants must be Nunavut residents and aged 16 or older. Applications for new funding will not be reviewed if the applicant has an open file under the same activity. When the final reporting is submitted for the first project, the second application will be reviewed. ELIGIBLE ACTIVITIES Activity A-1: Purchase of raw materials, art supplies and equipment. Activity A-2: Marketing and promotion projects for artists and their artwork Activity A-3: Travel to retail galleries and art institutions to promote exhibitions, support sales, revitalize existing markets and develop new or alternative art markets. This funding is available for artists who are looking to travel outside of Nunavut. Activity A-4: Artistic innovation. Projects within the world of arts have potential precisely because they are thinking outside the box; yet the novelty and financial risk associated of the project will often make it challenging to secure funding support. Projects that demonstrate imagination and may not fit into existing funding categories are eligible under this activity. REVIEW PROCESS AND TIMELINE The department will review applications and provide a preliminary response to the applicant within 30 working days of receipt. Review of all eligible activities will be the responsibility of a review committee in each region established by the departments Community Operations divisions. Applications for artistic innovation support must also be approved by the Assistant Deputy Minister of Economic Development upon recommendation by the review committee.

PAYMENT Specific payment terms and conditions will be contained in the Conditional Contribution Agreement. In the event that eligible costs are less than that set out in the Conditional Contribution Agreement, the balance will be repayable to the department.

Activity A-1 Purpose Assistance for the purchase of arts materials, supplies and equipment. Supporting Data Applicants must provide cost quotations for the materials, supplies and equipment they intend to buy. A cost quotation is a document that proves the price of the raw materials and art supplies that an artist intends to buy. It could be an item in a catalogue, an email or a fax from the distributor. Eligible Costs The following expenses are allowed under Activity A-1: Tools used for carving (files, grinders, etc.) Raw materials (including but not limited to stone, fabric, paper, paint, pencils, felt, thread, skins and fur) Safety equipment for use in carving (masks, gloves) Tools used for the creation of wall hangings (sewing machines, needles) Tools used for the creation of prints (brushes) Other materials, supplies, and equipment as proposed by the applicant and approved by the review committee Ineligible Costs The following expenses are not allowed under Activity A-1: Computers and any other equipment that is eligible for funding under other departmental programs. Accountability Applicants must submit a one-page report (minimum) including copies of receipts for the approved purchases by March 31 of the applicable fiscal year. Amount The department will fund up to $2,500, per fiscal year, per applicant, towards the purchase of arts materials, supplies and equipment. The applicant is required to make a 10% cash contribution towards project costs. The department may fund 50% of any costs in excess of this amount up to a total annual contribution of $5,000. The review committee may make exceptions to this maximum on a case-by-case basis. Notes Projects funded under this activity must describe the projected return on investment and how the planned activity makes financial sense.

Activity A-2 Purpose Assistance for marketing and promotion projects for artists and their artwork for revitalization of existing markets or expansion into new or alternative markets. Supporting Data Applicants must present a proposal which shows the short-term and long-term benefits of the proposed project. The proposal must answer these questions: What is the product? Who will you market to? Where will you market the product? When will the marketing happen? How the product will be marketed? Why was this approach chosen? The proposal must show how the funding provided for marketing support will create economic benefit for the artist. The plan should also include sales and profit goals and the projected return on investment to artists. Eligible Costs The following expenses are allowed under Activity A-2: Development of a website Development of promotional items (business cards, brochures, tent cards, information sheets, portfolios) Table fees (trade show, arts and crafts fair) Other marketing activities that are identified by the artist as beneficial and approved by the review committee Ineligible Costs The following expenses are not allowed under Activity A-2: Internet connection fees (cable, wireless) Website hosting Accountability Artists must submit the standard one page follow-up report, either orally or in writing and in a format specified by the department, by March 31 of the applicable fiscal year and include original receipts and a budget of expenses. The Department may also request Progress reports from the applicants. Amount The level of funding will depend on the projects projected return on investment, with a maximum contribution of $5,000. The applicant is required to make a 10% contribution to project costs. The review committee may make exceptions to this maximum on a case-by-case basis.

Activity A-3 Purpose Assistance for travel to retail galleries and art institutions to promote exhibitions, support sales, revitalize existing markets and develop new/alternative art markets. This funding is available for artists who are looking to travel outside of Nunavut (national and international destinations). Supporting Data Applicants must submit a budget for their travel costs, the name of the gallery displaying their art, a letter of invitation, the dates of the exhibition and the date of the specific event being attended. Additional materials like brochures or letters of invitation from the gallery are encouraged. Eligible Costs The following expenses are allowed under Activity A-3: Return airfare to nearest gateway city (less $500) 50% of travel costs from gateway to final destination 50% of accommodation 50% of per diems 100% of travel insurance costs Ineligible Costs The following expenses are not allowed under Activity A-3: Honouraria or artist fees Simultaneous interpretation fees Accountability Applicants must submit a final report, either orally or in writing, from the standard one page follow-up report by March 31 of the applicable fiscal year and include original receipts and a budget of expenses. Amount Applicants or the gallery sponsoring them, are required to provide $500 towards travel costs to the designated gateway city, plus 50% of the costs of travel beyond the gateway city. The following are gateway cities for Nunavuts regions: Kivalliq Kitikmeot Qikiqtaaluk Winnipeg Edmonton, Calgary Ottawa, Montreal

An artists organization, as defined in the policy, may apply on behalf of the artists and will be required to fill out a third-party funding form in order to receive payment. If the artist traveling requires an escort and/or an interpreter, the applicant may include travel, accommodation and per diem expenses in the application. These will be considered on a case-by-case basis by the review committee.

Activity A-4 Purpose Assistance for artistic innovation. Projects within the world of arts have potential precisely because they are thinking outside the box; yet the novelty and financial risk associated of the project will often make it challenging to secure funding support. Eligible expenses include pilot projects that demonstrate imagination and may not fit into existing funding categories. Examples of artistic innovation include: The introduction of a new art medium to the arts sector James Houston introduced print making to Cape Dorset artists in the 1950s. Nanook flakes a new product on the market that gained national exposure through an exhibition in Montreal. Supporting Data Applicants must submit a proposal that demonstrates the innovative nature of the project and its expected benefits. Documents should include a detailed project description, budgets, expected outcomes and projected return on investment. Accountability The required format of the final report will be determined based on the nature of the project and the level of approved funding. The report is due by March 31 of the applicable fiscal year and includes original receipts and a budget of expenses. Amount The level of funding will be determined by the review committee based on an assessment of the project, with a maximum contribution of $5,000. The Assistant Deputy Minister of Economic Development may make exceptions to this maximum on a case-by-case basis. The applicant is required to make a 10% contribution to project costs. Notes Projects must not fit within the eligibility criteria for other activities within this program. Applications to A-4 must be reviewed by the Senior Advisor, Arts and Traditional Economy in consultation with the Regional Arts Advisors and external advisors, if necessary. Applications for artistic innovation support must be approved by the Assistant Deputy Minister of Economic Development, based on the recommendation of the review committee.

SCHEDULE B: INVESTING IN ARTISTS ORGANIZATIONS FUND PURPOSE The Investing in Artists Organizations Fund supports the implementation of Sanaugait objectives that will be accomplished by artists organizations, including: Promoting shared workspaces Increasing the ability of artists to benefit from the Internet-based opportunities including direct marketing of artwork, increased exposure of individual artists, and improved information related to the art industry Promoting recognition of Nunavuts artists and art Delivering arts education modules or workshops to youth ELIGIBILITY Eligibility is limited to artists organizations, which include societies, cooperatives, not-for-profit corporations, municipal corporations and for-profit organizations with the purpose of furthering the interests of artists in Nunavut. Schools are eligible applicants for Activity B-4. Applications for new funding will not be reviewed if the applicant has an open file under the same activity. When the final reporting is submitted for the first project, the second application will be reviewed. ELIGIBLE ACTIVITIES Activity B-1: Shared studios to create safe, sustainable and affordable workspaces. Activity B-2: Arts training and/or workshops in Nunavut by arts organizations. Activity B-3: Marketing support for arts businesses including event-specific promotions, web-presence and e-commerce. Activity B-4: Arts education opportunities for young people through projects that involve an artist (or artists) in a teaching or leadership capacity at a school or during extra-curricular activities, such as summer camps, after school programs or youth centre programs, to share their skills and talents with students for the purpose of furthering arts education.

Activity B-1 Purpose To fund the establishment or improvement of shared workspaces. Supporting Data Organizations must present a detailed proposal and/or business plan for the workspace. Proposals should address: the number of artists involved with signed commitments impact on the artists involved (financial, safety standards, productivity) the type of organization (cooperative, society, sole proprietorship or partnership) rental fees for studio space criteria for membership revenue sources start up/on-going expenses start up/on-going confirmed funding from other sources municipal land permits building inspection report (if applicable) floor plan/blueprints

Letters of support are recommended (as appropriate from municipal government, participating artists, etc.). Eligible Costs The following expenses are allowed under Activity B-1: one-time costs associated with renovations, construction, or safety upgrades Ineligible Costs The following expenses are not allowed under Activity B-1: on-going operations and maintenance costs Accountability Applicants must submit a detailed final report describing the outcome of the project, including budgets of revenues and expenses, by March 31 of the applicable fiscal year and include original receipts. Progress reports may also be required at intervals based on milestones of the project schedule. Amount Funding is available up to a maximum of $25,000 per application. The review committee may make exceptions to this maximum on a case-by-case basis. Notes Applicants must demonstrate funding support from other sources and/or agencies. A key consideration for this funding is the self-sustainability of the workspace.

Activity B-2 Purpose Assistance for arts training and/or workshops in Nunavut by artists organizations. It must be of direct benefit to artists by teaching new skills or building upon existing ones. Supporting Data Proposals should include: Description of the training program Goals of the workshop Duration of the training program Credentials of the instructor(s) Economic development benefits/outcomes

Eligible Costs The following expenses are allowed under Activity B-2: Travel, accommodation, per diem and salary costs (up to $25/hr) for instructors Raw materials and art supplies for workshop Equipment rental for workshop Ineligible Costs The following expenses are not allowed under Activity B-2: Travel, accommodation, per diem for workshop participants Registration costs for workshop participants Honouraria for workshop participants Accountability Applicants must submit a final report by March 31 of the applicable fiscal year that includes original receipts and a budget of expenses and other information such as: Photos of the workshop Economic benefits and outcomes Description of workshop activities Participant responses/feedback. Amount The maximum level of funding is $15,000. The review committee may make exceptions to this maximum on a case-by-case basis. Notes Travel, accommodation or per diem costs for workshop participants would not qualify under this fund. Travel, accommodation, per diem and fees for the instructors are eligible expenses as they are directly related to the implementation of a workshop.

Activity B-3 Purpose Marketing support for artists organizations such as event-specific promotions, webpresence, e-commerce, other new technology. Supporting Data Applicants who already have a marketing plan must submit the plan with their application and clearly indicate which aspect of the plan the applicable proposal supports/fulfills. For event-specific promotions, the applicant must submit historical information about previous involvement in and economic success of past events. Other supporting data includes: Dates of marketing period Reach of activities (how far does your message go?) Budget (expenses) Market/environmental scan Projected turnout Calculation of projected return on investment Eligible Costs The following expenses are allowed under Activity B-3: Design and printing costs Hiring someone to create a promotional website Table fees for trade shows or festivals Shipping costs for marketing materials Ineligible Costs The following expenses are not allowed under Activity B-3: Travel costs for the applicant to attend a trade show or festival Accommodations and per diems Accountability Applicants must submit a final report by March 31 of the applicable fiscal year and include original receipts and other information such as: List of expenses and revenues including sales revenue (if applicable) Description of event (if applicable) Samples of promotional materials (if applicable) Amount The maximum level of funding is $15,000. The applicant is required to make a 10% cash contribution. The review committee may make exceptions to this maximum on a case-by-case basis. Notes Funding for this activity will be assessed primarily on projected return on investment.

Activity B-4 Purpose To provide arts education opportunities for young people through projects which involve artists in a teaching or leadership capacity at a school or during extracurricular activities. Activities may include summer camps, after school programs or youth centre programs, to share their skills and talents with students for the purpose of furthering arts education. Youth programming must have significant hands-on work for participants that will directly develop the skills and creativity needed to work in the industry. Supporting Data Applicants must provide a detailed description of the workshop (including the skill being taught, number of lessons, desired outcomes, credentials of instructor, etc), an estimate of enrolment including the minimum enrolment required for project success. A budget of expenses is also required. Artists initiating school workshops must provide a copy of a letter of support from the school. Schools or youth groups inviting artists to participate in workshops must provide a copy of a letter of support from the artist. Eligible Costs The following expenses are allowed under Activity B-4: Raw materials necessary for instruction (for example, carving stone, fabric, ink, paper) Transportation, accommodation and per diem expenses for the instructor(s) Instructor salary costs up to $25/hr Space rental Ineligible Costs The following expenses are not allowed under Activity B-4: Student payments Salary costs over $25/hr Accountability Artists will have to submit a final report, either orally or in writing, from the standard one page follow-up report by March 31 of the applicable fiscal year. Schools or other education organizations must provide a follow up report and documentation on how the artist was employed. The applicant must also provide documentation of the artists time; this may include photos and student feedback. Amount The maximum contribution for this activity is $10,000. The review committee may make exceptions to this maximum on a case-by-case basis.
