Rather than going out and catching child molesters the police and the FBI commit computer crimes by assuming the fake identities of young girls on state owned computers to sexually entice otherwise innocent people into committing sex crimes, which is not at all the same thing as getting out of the ofce and catching an actual child molester. The police and the FBI use these agent provocateur entrapment tactics, which are illegal in many other nations, and which require the police and the FBI to rst engage in illegal activities themselves, in order to set-up otherwise innocent peoples in order to entice these people to engage in activities which, in themselves, are not actually illegal, as when no child is actually involved in these online minor child sex stings. Yet these otherwise innocent peoples are said to have been willing to participate in these illegal activities once they have been enticed to do so by participating in the illegal operation the agents provocateurs had set up. But while case law and scholarly literature dwell at length on entrapments what (what constitutes entrapment; the legal test to be applied), and sometimes on its who (who should rule on entrapment, judge or jury; who qualies as a state actor), they have comparatively neglected its whythe underlying justication for a defense that, on further examination, seems to violate some of the most basic principles of criminal law jurisprudence. Have these people committed these crimes before? Possibly. Might these people commit these crimes Of course. But you cannot arrest people without evidence that they have or are actually planning or committing - on their own - actual crimes. Its certainly easier for the police and the FBI to entice people into their snares than it is for them to get out of the ofce and do the hard work of catching a person who is actually committing a crime; but easier, as in these in these cases, does not make for law and justice properly enforced and administered. Small-town Georgia mayor facing child sex charges The mayor of a small northwest Georgia town who believed he was meeting a minor for sex was instead met by FBI agents and arrested. Cary Rhodes, 57, of Taylorsville, was arrested Thursday by FBI agents on charges of attempted aggravated child molestation and violation of the Computer Pornography and Child Exploitation Act. Cary Wayne Rhodes, 57, of Taylorsville, was arrested Thursday in Chatsworth by FBI ofcers and booked into the Murray County Jail, Brian D. Lamkin, special agent in charge, said Friday afternoon. Rhodes was denied bond at an 11 a.m. court appearance, a spokeswoman for the jail said. FBI Special Agent Stephen Emmett told the Atlanta Journal Constitution: "There was no minor child," and yet Rhodes faces charges of attempted aggravated child molestation. But how is one guilty of attempted aggravated child molestation when there was no minor child involved? The pre-crime unit at the FBI is very hard at work, again.

Possibly. Even probably. But he still cant be charged with attempted aggravated molestation of a child when no child was ever involved. Perhaps we need to develop some new charges? Like, instead of charging people with attempted aggravated child molestation in these cases, we should call it what it is: agreeing to meet with a law enforcement ofcer who was pretending to be a minor with sexual intent. "Some arrived alone, some car-pooled and some arrived in taxis, bringing along their children, condoms and STDs," Polk County Sheriff Grady Judd said in a statement. "Detectives targeted online escort services who promote prostitution. Detectives saw a 15-year-old run-away who brought her infant child along, a pregnant woman, a school bus driver, gang members and pimps." Deputies arrested the runaway from Chicago, who came to the undercover location with her pimp and 2-month-old child. The alleged pimp, Jonathan Padilla, and the baby stayed in the car while the girl went to meet the undercover ofcers, authorities said. Padilla was arrested and the infant was handed over to the care of the Department of Children and Families, deputies said. Undercover federal agents set up a phony website in 2009 for a tour company that purported to arrange trips through Cleveland to Canada for pedophiles to have sex with children. [It is illegal to operate an online tour company for the purposes of seeking customers who wish to engage in illegal sex with minors. The FBI, here, broke the law.] The website, "Precious Treasure Holiday Company," received more than 140,000 page views, and attracted four customers -- two Ohioans and two Germans -- who paid more than $1,000 to travel to Cleveland, where they were arrested. One of the German citizens, a 49-year-old physician Peter Beichl, arrived in Cleveland expecting to rendezvous with an 11-year-old girl, according to an afdavit. Beichl brought a bottle of sedatives, a bag full of sexual aids and stuffed unicorns -- which he was led to believe were the girl's favorite toys. U.S. Attorney Steven Dettelbach, speaking at a press conference, said no children were used in the sting operation.

"Someone who lived in this dark world would recognize these things," said Brian Moskowitz, special agent in charge of the U.S. Immigration and Customs Enforcement's Homeland Security Investigations. "It's a closed community and difcult to inltrate." One of them, Zachery Casey, 38, of Millersburg, is serving 20 years in prison after pleading guilty to four charges earlier this year. The others are Beichl, of Albstadt, Germany; Otto Linzenbach, 63, of Leipzig, Germany; and Jonathan Waltman, 25, of Nashport, Ohio. All three have pleaded guilty to attempted sex trafcking of children and related charges, and are awaiting sentencing. Waltman also thought he was going to have sex with an 8-year-old girl. He was on probation at the time of his arrest for molesting his girlfriend's 10-year-old sister. Brent Allred said. The special operation was conducted in response to a surge in the number of human trafcking cases in Wichita over the past couple of years, he said. It was a pro-active assignment due to the issues and problems that we have with child sexual predators in our community, Allred said at a brieng held by police. I'd like to say it's successful, but it's really not, because when you get this many people, it's kind of a sad commentary of what's in our community. When you arrest this many people, you know it's a problem. Five of the men are from Wichita, one from Garden Plain and one from Hays, he said. They range in age from 25 to 59. All of them communicated electronically that they were interested in having sex with an underage girl, Allred said, and six of the seven made an attempt to meet with a girl for sex. Another four people are under investigation and could be arrested later, Allred said. He declined to offer many details about how the operation was conducted because authorities plan to do more of them. The Garden Plain coach and teacher has been suspended from all duties, school district superintendent Tracy Bourne said today. Although he would not release the coach and teacher's name, arrest records show that it was Puetz, 39. We did have an incident over the weekend one of our staff members was arrested, Bourne said. That staff member has been suspended pending the outcome of the investigation. The teacher/coach is on administrative leave with pay, Bourne said. Because he is a teacher, Allred said, authorities will be looking into whether he was engaged in human trafcking in Garden Plain. A relative of Puetz, who asked that her name not be used, said his family is very supportive of him.

All of the suspects, except one who took a taxi, drove to the undercover house with the intent to perform these sexual acts with the children. A total of 25 men ages between 18 and 56 were arrested during the week-long operation when they arrived at the home. They were questioned by police and subsequently charged with a number of felonies such as using a computer to solicit parental or guardian consent to have sex with a child or use a computer to seduce, solicit, or lure a child Kelly said ofcers were surprised to nd so many eager participants from the immediate Pensacola area. We expected to have more violators traveling from outside the area. What this tells me is that these violators do not have to travel far to nd their victims. They are much closer to home than we imagined. Most of them were not reluctant or frightened to approach the door of a strangers house. They literally pulled up to the house and walked quickly to the door eager to meet the child, Kelly said. The large child sex sting follows a similar operation in central Florida earlier this month, in which a total of 32 men were arrested. Both operations were similar to that of NBCs To Catch a Predator, a popular but highly controversial television series in which potential sex predators were lured to a home under the pretense of having sex with a child. The operations in Florida were conducted by law enforcement alone. In the operation in Lake County earlier this month, one of the men arrested was armed with a handgun which was concealed in his pants. Another suspect drove from Georgia with his two children ages 8 and 6 still in the car. These suspects came to that house with the intention of having sex with a child. Lets get them off the streets by catching them committing an actual crime. And lets start teaching minors how to better avoid becoming the victims of such predators.
