Terms of Reference

The Post Tsunami Agricultural and Fisheries Rehabilitation Programme (PTAFRP) is funded by the International Fund for Agricultural Development (IFAD). The project focuses on the restoration of agriculture and fisheries sector to pre tsunami levels and its return to sustainable long term growth while aiming to reduce the vulnerability of the sectors to natural disasters. The Ministry of Fisheries, Agriculture and Marine Resources is looking for experienced individuals that could support PTAFPR to set up and implement an effective M&E system to monitor the results of the programme. In particular, in this initial phase (Phase 1) the focus should be in designing a sound M&E system for the programme build the M&E capacity of programme staff, and conduct the baseline assessment to collect benchmark data on programme areas. Therefore, the Ministry is inviting applications from individuals for the following consultancy:

Monitoring and Evaluation Specialist Phase 1

Objective: The overall objective of the assignment is to: Design, pilot test, and support the set up of a Monitoring and Evaluation (M&E) system for PTAFRP using IFAD M&E guidelines and in line with RIMS reporting requirements Train staff of the PIU on the M&E system Tasks to be carried out 1. Review and Revise the Programme Logical Framework (LogFrame) a. Review the programme design documents, pre-implementation documents, and recent AWPB. b. Working closely with programme staff, revise PTAFRP LogFrame in line with programme objectives and targets. Identify specific, measurable, realistic and time-bound indicators at the output, outcome, and impact level to be agreed with MOFAMR for the project M&E using IFAD Results and Impact Management System (RIMS) guidelines as a basis 2. Design PTAFRP M&E System and draft M&E plan a. Using the revised programme LogFrame as starting point, identify data collection needs for the programme and develop simple and flexible procedures for data collection and reporting. This should include Sources including secondary data sources - and qualitative/quantitative tools and methods for data collection at the output, outcome, and impact level including activity tracking forms, household level survey questionnaire, training courses evaluations, topical outline for qualitative studies etc. At the impact level, the suggested framework shall serve to inform programme assessment during baseline/benchmark, midterm, and completion. Design data reporting formats and systems for data gathering, management, and flow at various level of data management;

Define frequency and responsibilities for data collection and reporting at various level of results Suggest methods and approaches for data processing and aggregation, analyzing, report generation and dissemination of M&E results b. Develop an action plan for setting up and implementing the M&E system, including the formulation of the benchmark, midterm and completion assessments for the programme; c. In line with the designed M&E system, draft PTAFRP M&E Manual - following the attached M&E Plan Outline. 3. Baseline Assessment a. In line with the M&E system designed and the programme information requirement, work closely with programme management to set up the arrangements including a detailed timeframe- to carry out the baseline assessment; b. Review at the on tools and methodologies for conducting the baseline assessment including RIMS Impact Survey. Fine-tune the complementary PTAFRP household level questionnaire to respond to the needs of the baseline assessment; c. Train PIU staff and local staff (local supervisors) and enumerators in impact assessment methodology including sampling approach and conducting the RIMS survey. The training should include field practice and pilot testing of the tools to familiarize project/survey staff with survey methods and the use of the equipment and procedures; d. Train project staff on the RIMS impact survey software, and provide assistance during the installation of the software. Assist project staff in developing a data entry template for data processing and analysis for data and indicators that are not covered by the RIMS software

4. Develop a training programme for the overall M&E system a. Assess requirements vis--vis capacity of project staff at different levels and
identify areas where M&E capacity building is needed; b. Based on needs, provide necessary training to staff to increase capacity and skills in M&E operations, including training for the computer operators, and recommend further training if needed Reporting and Deliverables The Consultant will report to Programme Manager IFAD, PTAFRP, Ministry of Fisheries, Agriculture and Marine Resources And Project Director, IFAD, PTAFRP, Ministry of Fisheries, Agriculture and Marine Resources At the end of the Consultancy, the Consultant is expected to provide the following documents: (1) Report on the activities undertaken during the consultancy, highlighting lessons learnt and required follow up including needs for further M&E training and support;

(2) M&E Manual for PTAFRP developed accordingly to the attached M&E Plan
Outline. The M&E manual should include a detailed action plan for responsible personnel of the PIU for executing the tasks outlined (3) Report on arrangements to initiate the programme baseline assessment. The report should include the description of the process and tools suggested for conducting the baseline (i.e. RIMS survey questionnaire, PTAFRP household level questionnaire), time frame for data collection and analysis, and methodologies for data processing, analysis using RIMS software and other tools, and preparation of baseline report. Facilities to be provided by the Client Office Space and office facilities at the PIU Duration of Services This first phase of the M&E consultancy will last a total of 40 days, tentatively divided as follows: Days 2 days 18 days Activity Programme Logical Framework Revise PTAFRP Logical Framework, define indicators Design PTAFRP M&E System and draft M&E plan Design PTAFRP M&E System and draft M&E Manual Pilot test data collection tools Define training needs of programme staff for M&E capacity building, design necessary training material Baseline Assessment Fine-tune and pilot test tools and approaches for Baseline Assessment Set up arrangements and define timeframe for baseline assessment Prepare training package for staff and enumerators involved in conducting baseline assessment M&E and Baseline Assessment Training Conduct M&E training for programme staff at MOFAMR and field staff in targeted islands at to familiarize with the M&E system (4 days) Train PIU staff and local staff (local supervisors) and enumerators in impact assessment methodology including sampling approach and conducting the RIMS survey. The training should include field practice and pilot testing (4 days) Train project staff on the RIMS impact survey software (2 days)

Qualification and Experience Post graduate degree/ Bachelors degree in economics, development studies or equivalent or 4 years experience in survey methodology (including anthropometry) Familiarity with basic evaluation standards and principles Familiarity with results-based management concepts and logical framework approach

Knowledge of data collection tools and methods of analysis of qualitative and quantitative data Knowledge on report writing Knowledge of English
