From Jan Tucker I have a colleague from my PI Association (California Association of Licensed Investigators, the world's largest PI group)

who is licensed in both NM and CA. She is currently in CA but will be going back for a few weeks to NM shortly. I will put you in touch with her. Here is a basic strategy to combat police misconduct. First, go to www.janbtucker.com and click over to the Ideas/Opinions page. Find the Same Page/Misma Pagina coalition program and download the Model Ordinance for Civilian Oversight of Police Misconduct. Formulate petitions to the city councils, county boards, and state legislature for them to adopt the provisions of the ordinance. ALWAYS HAVE COPIES OF THE PETITIONS WITH YOU AND ANYBODY ELSE WHO'S BEING HARASSED. Also, keep voter registration forms with you at all times. Let's suppose there's a "gang injunction" in effect in a given area and the police roust you for being in the area. They ask you why you're there: "Well officer, I'm here petitioning for the city to adopt the model ordinance on civilian oversight of police misconduct and registering voters in support of our campaign. Would you like to sign our petition? It is a fair law that guarantees representation for your police union on the civilian oversight board and provides protections for honest officers who blow the whistle on corruption." If the officer(s) continues to fuck with you they are at that point violating the Voting Rights Act by interfering with the registration of voters. FBI agents in suits from the civil rights division will have a bone to pick with them over that, not to mention you've got a made to order civil suit. This is also a strategy to pitch to real criminal gangs. My experience teaches me that "gang intervention" doesn't work. What does work is "gang co-optation." You co-opt them to a new agenda of empowerment. Instead of hanging out and doing illegal shit, you show them how they can oppose police hassling by going door to door in their community registering voters and getting petition signatures. They also need to understand the math: if they increase voter registration in their community on a popular program like this to say 90% from 50%, guess who can run for office and win? The leader of the pack. There are examples of where this strategy has actually worked. Another point. I'm looking for experienced organizers to get involved with the newly formed National League of Latin American Citizens. This is LULAC without the poverty pimps and the crooks. LULAC got taken over by the Republican allied forces within it, so the progressive (and radical folks like me) formed NLLAC. I was appointed California State Director and Ruben Botello, another old 70's era Mechista from CSU Northridge was just appointed Pennsylvania State Director. I am attaching our CA Articles of Incorporation and our first leaflet. Here is the link to get application forms:

The first time I was in Albuquerque I stayed over at Reies Tijerina's HQ and woke up with an APD gun to my head at 3 a.m. That was in 1972. Jan B. Tucker J.B. Tucker & Associates, PI-10143 P.O. Tucker Date: Thursday, November 17, 2011, 10:46 AM Jan, I am a former member of La Raza Unida. Currently very active in the community here of Albuquerque. For the past year or so I have been harrassed by police for my activities. I am a member of Copwatch and we are currently in the middle of a campaign to stop police violence. This year there have been 20 shootings - 14 of them fatal. One mentally retarded man brandished a butter knife and was shot dead. An "independent" investigative police source aquitted the police officer. I am 69 years old and have been active politically fo a long time, in Detroit for 30 + years and here since I arrived 10 years ago. I am a member of the I.W.W. I seek your counsel as to what I can do to stop the harrassment. Do you have any legal contacts here in Albuqueque? Thankyou. aztatl aztatlxikano@gmail.com 505 967-1393
