IDM Centre for European & Security Affairs (CESA) has the pleasure to invite you to the Panel Discussion Challenges to Enforce Aligned Legislation in Albania, on Wednesday, 23 of November 2011, taking place at Hotel Tirana International, from 10:00 12:30 h.

Albania has marked in the recent years a satisfactory progress in relation to SAA implementation, particularly in the context of approximation of legislation with the EU acquis and framework policies. Yet, EC progress reports have repeatedly emphasized that the implementation of the aligned legislation and also related strategic documents lack adequate implementation in practice. A wide range of reasons and factors, originating at different stages of the policy cycle, stand behind this major concern. The effects of this serious problem extend dramatically by affecting not only the EU accession process but also the public trust in the governance system and rule of law. Failing to act on this concern might lead to an even bigger challenge than that of recovering the financial and economic costs of non-implemented aligned legislation namely, to a paramount challenge of restoring the societal values and consent on the rule of law. The panel discussion will gather a carefully selected audience of institutional representatives, public and private interest groups, civil society experts, media, academia etc.
