TransportationElement INTRODUCTION Transportationchoicesarecrucialtotheeconomic,social,andenvironmentalvitalityofourcommunityand neighborhoods.TraverseCitywilldesignandmaintainitstransportationnetworksandpublicrightsofwayto maintainsafe,convenient,invitingandefficientconditionsforallwhousethemtoimprovethequalityoflife foritsresidentsandvisitorsalike.Beingcognizantoftheimportanceofplacemakingwhenplanning, constructingandmaintainingourstreets,theUrbanDesignElementmustbeconsultedwhenconsidering transportationinvestments.Toprovidesafeandefficientaccesstopeopleandgoods,allmodesoftraveland howthesemodesconnecttooneanotherneedtobeevaluated.Inmakingevaluationsofstreets,bridges, publictransit,bicyclefacilities,pedestrianways,freightfacilitiesandroutes,portsandrailroads,alllegalusers ofthepublicrightsofwayneedtobeconsidered.Inaddition,transportationprojectsneedtoreflectand contributetothecharacteroftheneighborhoodtheytraverse.

Toaccomplishthis,TraverseCitywill: STREETFORMANDFUNCTION Providewellplannedconnectionswithinandthroughoutthetransportationnetworkimprovingthe efficientdistributionoftravelthroughoutthenetworkandpromotingreducedmotorizedvehiculartrips andlengths.IdentifyaframeworkofmajorstreetsprovidingconnectivitythroughouttheCityandregion withafocusontheaccesstogoods,services,andpeople.Routinelypromotetheuseofalternativestothe singleoccupancyvehicleinbothtripplanningandcostrelatedcomparisonstothegeneralpublic. o Objectives: Usedesignelementstoincreasemobilityanddecreasespeed(i.e.FrontStreetdowntown) Feweremissions(fumes,noise,roadpollution,etc.) Fewersingleoccupancymotorvehiclemilestraveled Increasedaccessibilityanduseofmasstransit,carpools,andnonmotorizedmodesof transportation Achieveappropriateoperatingcharacteristics(i.e.trafficvolume,speed,typesofvehicles) forallstreets CONNECTIVITYANDVEHICLEHIERARCHY AllcomponentsoftheCitystransportationsystemanditsinterconnectivitywillbedesignedand maintainedtoprovidesafe,convenient,invitingandefficientmovementofpeopleandgoodsinamanner thatisappropriatetothecontextofthecommunityandneighborhoodthroughwhichitpasses.TheCity shallconsideralllegalusersofthepublicrightsofwayinitsdesigns.Whenplanninganddesigningnewor reconstructedstreetstheCitywillgiveconsiderationtothefollowing:(1)publicsafety,(2)pedestrians,(3) publictransitusers,(4)bicyclists,(5)commercialvehicles,(6)carpoolingvehicles,and(7)singleoccupancy vehicles. o Objectives: Redesignstreetrightsofwaytoreflecttheplannedcharacterandcontextofthe neighborhoodtype. Increaseduseonframeworkstreetsthroughdesignationofawellconnectedcommercial network.Frameworkstreetsserveasregularemergencyroutes. Developstrategicplanfortheintegrationandsupportofrailandwatertransportincluding employees,passengers,andgoods.Thisplanwilloutlinespecificcooperativesupportfor theintegrationoflocalmasstransit,taxi,commercial,andshuttlesupportforemployees, passengersandgoodsarrivinganddepartingrailandwatertransportfacilities.
