ROLE PROFILE POST: ACCOUNTABLE TO: KEY RELATIONSHIPS: Head of Finance and Support Services Blackburn Youth Zone

MAIN PURPOSE To lead the development and delivery of quality finance, HR, data collection, facilities management and catering services for Blackburn Youth Zone. To manage a team including the Administration Manager, Facilities Manager, Catering and Reception Staff. CONTEXT OF THE POST An iconic state-of-the-art Youth Zone is under construction in Blackburn and due to open in February 2012. Attracting young people from across the Town and beyond by its fantastic facilities, the Youth Zone will provide positive activities and practical support, especially for those who are disadvantaged. The Youth Zone is modelled on the highly successful Bolton Lads and Girls Club. Once open, it will operate as a stand-alone charity. The Board of Trustees has been formed and is now working with OnSide in the run-up to the opening. The three-storey building will have three dedicated sports halls with a climbing wall, gym, boxing ring, IT facilities, dance and performing arts spaces and a sound studio. Also included are a kitchen, games and social areas and outdoor all-weather pitches. The aim is to attract young people from across the town, to enable them to make constructive use of their leisure time and to raise their aspirations. The centre will be open seven nights a week, at weekends and during school holidays. The Youth Zone will also run other projects to improve the lives of disadvantaged and vulnerable young people in the area. The Youth Zone will employ around 50 staff, some full-time but most of them parttime working on a sessional basis with the young people. Volunteers are a key component in the model and will be recruited to work alongside professional staff. THE JOB Blackburn Youth Zones mission is to Start where young people are and go where young people take us. Provide opportunities for supportive adults to develop positive relationships with young people. Bring the people of the Blackburn area together to support our young people. Main Duties and areas of responsibility:-

Preparing and reviewing detailed budgets with the management team and chief executive for approval by the board of trustees. The maintenance of day-to-day financial control of the charity within budget. The production of monthly management accounts and bank reconciliations Prepare reports as required for budget holders and funders. Maintain the fixed asset register and process depreciation Processing gift aid and give as you earn The maintenance monthly credit control on income receivable, chasing or invoicing where necessary and ensuring actions are made to trigger payment. The maintenance of the purchase ledger including processing of payments to suppliers. The maintenance of the Youth Zones payroll system. Ensuring that appropriate financial regulations and controls are in place and in use at all times. Act as cheque signatory for and authorize expenditure up to limits as agreed by the board of trustees. The recording of all donations, keeping accurate information about the activity for which funders donate Liaison with HMRC and other agencies as required The implementation of year end procedures; prepare draft statutory accounts and audit file; liaise with auditors. Establishing and development of systems to ensure the smooth and efficient running of the youth zone. These will include database system and the use of the latest technology. Performing the HR function and ensuring compliance with all Employment and Safeguarding legislation Promoting and organising staff and volunteer development and training in together with the Volunteer Manager Reviewing and updating health and safety policies and ensuring they are observed ensuring that any work required is carried out to the required standard. To ensure that the Youth Zone complies with its obligations under data protection legislation. To ensure that the safety of the premises is maintained To ensure that maintenance programmes are planned and implemented through the negotiation of service contracts; Project management and supervision and coordination of work of contractors; To ensure that all works deliver maximum value for money; Ensuring that all equipment in the Youth Zone is monitored and serviced; Ensuring all potentially dangerous sports equipment are regularly checked and serviced; Responsibility for maintaining necessary records relating to the operation of the service are maintained, monitored and reported upon in an accurate and timely manner. Management of central services such as security, utilities, maintenance, storage, archiving, cleaning, waste disposal and recycling;

Ensuring the building, including all installations and equipment, meets the latest health and safety requirements; Planning best allocation and utilisation of space and resources; Checking that agreed work by staff or contractors has been completed satisfactorily and following up on any deficiencies; Maintaining record of all key holders and maintaining copy of all keys in the building; Responding appropriately to emergencies or urgent issues as they arise.

PERSON SPECIFICATION Good candidates for this role will be high achievers, with excellent IT and English skills, plenty of initiative and a successful track record encompassing all-round finance and management experience. They will be highly organised individuals with the ability to set up and manage systems within complex organisations to use them effectively. Candidates will need to have experience of Finance, HR and Facilities Management. They will also demonstrate a commitment to the goals and drivers behind Blackburn Youth Zone. It is important that candidates have the ability to cope with multiple demands and deadlines, the ability to work fast and to a consistently high standard and the ability to contribute to the successful development of Blackburn Youth Zone. They must be able to write fluently, to think clearly and to grasp new concepts quickly. Also of great importance is the candidates ability to establish a rapport and communicate effectively with stakeholders - at all levels and from all sectors - because keeping them engaged will be critical for Blackburn Youth Zone to achieve its goals. Knowledge 1. Good working knowledge of IT, spreadsheets, word processing and computerised accounts packages (Particularly new cloud based systems such as google doc, salesforce) 2. Sound knowledge of health, safety and environmental legislation 3. Sound knowledge of fire safety regulations 4. Knowledge of data protection Experience 1. At least two years experience of leading teams and projects. 2. At least two years experience of managing recruitment and HR functions 3. Experience of managing resources and infrastructure including buildings 4. Experience of managing catering services. 5. Experience of building management systems 5. Extensive bookkeeping experience 6. At least two years experience of operating payroll including preparation of end of year returns 7. Experience of budget setting and cost centre accounting 8. Experience of preparing financial reports for budget holders 9. Experience or knowledge of working with charity accounts 10. Experience of operating a fixed asset register

GENERAL The job is full-time and will be located at Blackburn Youth Zone, Jubilee Street, Blackburn when the building is complete. Before that it will be located at temporary premises in Blackburn. Normal office hours are 9 am to 5 pm, but some flexible working will be required to cover out-of-hours meetings, liaison with evening staff and other events In accordance with our Child Protection and Safeguarding procedures, this position requires an enhanced CRB check. REMUNERATION PACKAGE Salary: 30-35k per annum, depending on experience Holidays: 25 days + public holidays Pension: Eligible, after 6 months service, to join the Blackburn Youth Zone pension scheme.
