Council votes on filling Reids position

With the election of Council Member Ken Reid to the Loudoun County Board of Supervisors Leesburg seat, Leesburg Town Council is put to the task of appointing someone to fill his position as of Jan. 1, 2012. Council voted 7-0 to fill Reids position. According to the town charter, council has 90 days to fill Reids position. Virginia Code states that a vacancy on council may be filled within 45 days by the appointment of a qualified voter in the election district, in this case Leesburg. In both the town charter and Virginia Code, the Circuit Court may fill the vacancy if council fails to do so. Town Attorney Jeanette Irby brought up to council for a vote on Nov. 29 for members to work on appointing someone to fill Reids position and decide on a special election date. Irby explained that council must fill the vacancy then hold a special election to fill Reids position that would expire in December 2014. The appointed person would hold their position until a special election is held. The person appointed to council would have to run in the special election to maintain their appointed position. Loudoun County has seen this before in the past year with the passing of J. Warren Geurin who represented the Sterling District on the Loudoun County School Board. Brenda Sheridan was appointed to his position and she ran for election in November to keep that position. According to Irby, a special election cannot occur during another primary election. Those dates include: March 6, 2012 and June 12, 2012. The special election cannot be held 55 days prior to a primary, according to state code or 60 days prior to a general election. The special election could take place on Nov. 6, 2012 - the General Election date. Irby also believes that April 10 and April 17, 2012, any Tuesday in June, July and August, and the first Tuesday in September are available dates for the special elections. Barbara Bayles-Roberts addressed council about having the special election in the new November 2012 town elections. She said the town would see more attendance on that date than one in the spring. I dont think youll get a great attendance with any election that will be held in the spring. I think when they saw that on the ballot they thought they wouldnt have to come out again for a year and that was their intent, Bayles-Roberts said. I just honestly believe that they thought they were saving money and we should hold it off until November. Reports say that if the election is not held in November it would cost the town $18,000. Irby says candidates can start circulating petitions for office no sooner than Jan. 1, 2012, and petitions that are not double-sided will not be accepted. Irby also mentioned that any council member term that ends on July 1, 2012, would be extended to honor the new election date in November 2012. I think it would be better for us to have an election in November, the voters have said that they appreciate November elections, Council member Tom Dunn said. Vice Mayor Kevin Wright pushed for the special election to be as soon as possible. I prefer to get the special election sooner rather than later, Wright said. How to replace Ken Reidumwell, could we just elect a sack-of-crap in abstentia? That would save money and leave us pretty much even with where we were, I think.

Dear Not Laugh: You may think that someone like Ken Reid, who has a shockingly large number of serious traffic tickets, should be held up as an example to be coddled, you clearly are not a decent person. Ken Reid is clearly a danger to the public with the way he drives, and that fact cannot be excused. Clearly, no laughing matter.

Ah, Ms. Bayles-Roberts. Maybe you need to pause for a moment, take a deep breath, and realize just how hate filled you sound. Clearly, you are not honest about why you involved yourself in the town election change. Clearly it was all about your misguided belief that this would allow Ken Reid and Tom Dunn to keep winning elections. The interesting thing is that you no longer have your friend Ken Reid on the Leesburg Town Council, and that leaves Tom I wonder when the FBI will get around to seening my less than honest campaign finance forms from the year 2010 Dunn as your friend. Chilling thought, isnt it. Oh, and by the way, I wonder how Ken Reid and Tom Dunn feel about your statements here that they were on republican sample ballots, when the two had, in the past, hotly denied that. I guess that really now calls into question the honesty of Ken Reid and Tom Dunn, doesnt it. Thanks for that as well, Ms. Balyes-Roberts.

My effort was a grassroots effort, supported by as many Democrats as Republicans. I am not filled with hate, although Laugh and Truth Detector, as puppets of the left, are making it hard on me not to be! That is the truth. Messrs. Reid and Dunn supported my efforts. The people who signed the petition and then cast their votes were from both sides of the aisle, as it were. Get over it, please. The changes are made, it is permanent, and use your votes wisely is all I have to say going forward. It is a wonder to me how the Loudoun Times Mirror does not police itself and get rid of rude characters such as yourselves.

Hi, Mannequin. Buuuuuuuuuuuuut, guess what. Timing isnt everything. Consider the interesting possiblity that great minds think alike, and that just possibly, many have the same view of things, which is that Ms. Bayles-Roberts is truth challenged, and that Ken Reid has a serious driving problem, and that Tom Dunn has an honesty problem, and, oh, I think you can get the picture.
