CALL FOR GRANT PROPOSALS FOR THE DEVELOPMENT OF DIGITAL CONTENT APPLICATIONS

The GOVERNMENT OF KENYA has received a credit from the International Development Association in the amount of US$ 114.4 Million equivalent towards the cost of the Transparency and Communications Infrastructure Project (TCIP). Credit No. 4284-KE; Project ID No. P094103. TCIP will be implemented by the KICTB under the Ministry of Information and Communications This Call for proposals is issued by Kenya ICT Board a State Corporation with office located at (Telposta Tower, Kenyatta Ave, 12th floor) acting in its capacity to administer a Grants Management program for the Ministry of Information and Communications (MoIC). As this grants program is administered by Kenya ICT Board, all inquiries should be directed to Kenya ICT Board. Grant Opportunities 1. Government Open Data Portal This grant will support the development of the existing Government Open Data portal (opendata.go.ke) developed by the Ministry of Information and Communications. There is an increased demand for web and mobile phone applications that allow Government ministries and agencies to offer readily accessible and transparent services and products. Companies and individuals/teams are invited to submit proposals for ideas that use the data available on the Kenya Open Data portal or other datasets within Government to develop innovative new content and applications for urban and rural communities. Successful products and services will be listed under the Community Applications of the Kenya Open Data portal. 2. Private sector content and applications including SMS and IVR and e-Services This grant will support the development, roll out and scale-up of private sector content and applications including SMS/IVR and e-Services. The purpose of this grant is to support individuals/ teams and companies to develop innovative products and services that utilize web and mobile technologies. The grant will cover the expenses for service and content development as well as awareness building. Grant Amount The grant will be limited to a maximum of USD 50,000 for start-up companies and USD 10,000 for individuals or teams. A matching grant of USD 150,000 is also available for established companies in existence for at least 10 years or more. Please visit www.ict.go.ke for more information on eligibility. The single currency for price conversions is Kenya Shillings, the source of official selling rates is Central Bank of Kenya and the date of exchange rates is the date of the Call for Proposal advertisement. Grant Duration The grant period once awarded will be for a maximum of one year. This will be agreed upon during grant negotiation. Grant initiation must be no later than two months from award. Eligibility Start-ups and small companies The company must: be registered in Kenya submit the resumes of the project implementers. The project implementers must have the required skills and qualifications to be able to execute the project to completion have a valid PIN number submit a complete grant application form in English submit a letter stating its capability to see a concept through to completion with reference to similar projects that the company has successfully implemented (added advantage) Individuals and teams The individuals must: be Kenyan Citizen above 18 years of age provide their resume. The project implementer must have the required skills and qualifications to be able to execute the project to completion submit a complete grant application form in English submit a letter stating their capability to see a concept through to completion with reference to similar projects that the individual has successfully implemented (added advantage) Established companies Established companies must: commit to match the grant amount applied for in full to a maximum of USD 150,000 Kenyan registered companies have been in existence for at least 10 ( ten ) years. have minimum of 40 staff members must submit the resumes of the project implementers. The project implementers must have the required skills and qualifications to be able to execute the project to completion must have a valid PIN number complete grant application form in English The Solution The content should be neutral and not prejudicial to any group, race, tribe, age group and should as much as possible be inclusive, that is, accessible to persons with disabilities, non partisan. The content or application must be accessible through web and mobile The solution will be available in both English and Kiswahili.

Judging criteria Innovative Description The content or application must introduce new concepts or technology process in its area of implementation or should be new to Kenya The content must not violate Kenyan or International copyright or patent rights The content or application must demonstrate viability beyond the funding phase The content or application must be sustainable after handover to Ministry of Information and Communications The content or application should be integrated into the Government information portal at no extra cost to the Government The content or applications developed must plug into the existing Government portal and successful grantees must provide training to the Government portal Administrators The grantee must provide a schedule of the annual recurrent costs (submitted together with the budget) The project must have a realistic budget The solution must meet the needs of the target population irrespective of geographic area, literacy level, race and gender The solution should be neutral and not prejudicial to any group, race, tribe, age group and should be inclusive, that is, accessible to persons with disabilities and non partisan The solution must be accessible through web and mobile The solution will be available in English and Swahili The solution should provide mechanisms of collecting usage data and statistics The applicant has successfully complete similar projects Weight 10%

Inquiries and communication The Kenya ICT Board will take written questions about the grant and the application process from July 21 - August 11 (for 21 days after the Call for Proposals) and all the answers will be posted on the website within seven days of receipt. All questions should be submitted via email only to grants@ict.go.ke Application Procedure The official Application Forms and instructions will be available from the Kenya ICT Board website (www.ict.go.ke) from July 21, 2011 - August 22, 2011 (midnight). Completed proposals should be submitted online only by midnight of Monday, August 22, 2011. Emailed or posted applications will not be accepted.
