SCOPE
I ! 1.1 This practice covers the purchase of firefighting equipment, including foam proportioning truck, foam concentrate truck, fire equipment truck, trailer mounted firewater pump, portable/auxiliary firefighting equipment used with firewater or foam systems (such as nozzles, monitors, fire hose) and other auxiliary firefighting equipment (such as extinguishers, loudspeakers, lighting equipment, firesuits and blankets). An asterisk (") indicates that a decision by the Purchaser is required or that additional information is furnished by the Purchaser.

1.2

SUMMARY OF ADDITIONAL REQUIREMENTS

The standards specified for use with this practice, and the equipment descriptions given herein, apply to equipment installations in countries with no comparable standards. Where compliance with any code or standard by a local jurisdiction is mandatory, the requirements prescribed therein shall also be met. Motor vehicles shall comply with all local rules and regulations, as specified by the Purchaser. Fire hose couplings selected for a particular plant location shall be compatible with mutual aid and local fire protection facilities.

2.3

FOAM PROPORTIONING TRUCK


S 3.1 The foam proportioning truck shall comply with NFPA-1901 and NFPA-11C and shall be designed to operate with low, intermediate, or high back pressure foam systems, as specified. The foam proportioning system shall be of the balanced pressure inductor type. The piping and equipment arrangement shall be per Figure 1 and the additional requirements given herein.

The foam concentrate tank shall be designed to carry 1000 gal. (3795 L) of foam concentrate. Other size tank may be specified. Carbon steel, stainless steel or plastic (FRP) tank material is acceptable but must be compatible with the specific foam concentrate selected. Material selected shall be approved by the plant Fire Chief. The foam concentrate tank shall be furnished with the following appurtenances: a. b. Internal baffles to prevent excessive surging of the fluid. The baffle system shall be designed such that all parts of the tank are accessible for inspection. A hatch, minimum size 8 in. (200 mm), with a hinged and latched cover to permit manual gauging and inspection of the concentrate.

c. d. e. Additional openings as required, with bolted covers shall be provided for inspection and cleaning of the tank. An expansion dome of approximately 2% of the volume shall be located on the top of the tank. The horizontal crosssectional area of the dome shall not exceed 300 sq in. (0.19 m2). A sediment sump, approximately 15 in. (380 mm) in diameter and 6 in. (150 mm) deep, shall be provided at the bottom of the tank directly below the expansion dome. The following connections shall be provided. 1. The sump shall be connected to the suction line of the concentrate pump. 2. The connecting pipe shall extend through the sump and terminate 1/2 in. (13 mm) above the bottom of the tank. 3. A separate size 2 in. (50 mm) valved drain shall be provided on the sump. 4. The suction line valve and the drain valve shall be located adjacent to the sump. All fittings and attachments shall have gas-tight closures. Installed on the top of the expansion dome on a riser which shall be baffled to prevent splashing of the foam concentrate on the seat of the vent valve when the truck is in motion. Set to open at 1 psig (6.9 kPa) pressure and at 1/2 oz/sq in. (0.22 kPa) vacuum. Sized to permit filling and pumping out of the foam concentrate at 100 gpm (22.7 m3/h) and 37.5 gpm (8.5 m3/h), respectively.

FOAM PROPORTIONING SYSTEM S 3.6 Balanced pressure between the discharges of the water pump and the foam concentrate pump may be achieved by either: A pressure regulator in the recycle line from the foam concentrate pump back to the foam a. concentrate tank, or b. A variable speed foam concentrate pump driven by a hydraulic motor with automatic control of the discharge pressure to equal water pump discharge pressure, equivalent to National Foam Servo Command TM" proportioning system. The balanced pressure system (used in the foam system to maintain foam pressure equal to water pressure) shall be provided with a manual bypass valve/controls to permit the operation of the system in the event of malfunctioning of the automatic system. The foam concentrate shall be supplied to inductors fitted to the individual hose outlets through variable percentage proportioning needle valves. The valves shall be locked in position to prevent movement after the system has been calibrated for 3% foam pick up. The system must be capable of supplying either foam solution or plain water through all of the hose outlets. Other proportioning systems may be specified, but shall be approved by the plant Fire Chief. Where the need for proportioning at different concentrations has been defined by the plant Fire Chief, the proportioning valves shall be calibrated at all the defined concentrations. In addition, the required position of the needle valve to achieve the different concentrations shall be clearly labeled and be capable of being locked in position.

The water pump shall be of a centrifugal type, driven by a power take-off from the truck transmission. In addition: a. The pump materials of construction shall be suitable for the plant firewater. b. A priming system shall be provided. The pump shall have a minimum 1000 gpm (227 m3/h) capacity and be designed to operate over a range of inlet pressures from 10 ft (3 m) suction lift to 125 psig (860 kPa). A larger capacity pump may be specified. The pump performance shall comply with NFPA-1901 requirements. c.

FOAM CONCENTRATE PUMP S ! 3.10 The foam concentrate pump shall be a rotary or gear type, driven by either a variable speed hydraulic motor, by a direct drive auxiliary engine or by a power take-off from the truck transmission. In all cases, the drive system for the foam concentrate pump shall be independent of the drive system for the water pump, so that the foam concentrate pump can be run without the water pump. In addition: a. The foam concentrate pump shall be suitable for pumping foam concentrate at the full range of temperatures experienced at the location. b. The foam concentrate pump rated capacity at 250 psig (1725 kPa) discharge pressure shall be sufficient to proportion foam at the highest required concentration at the maximum water pump capacity, but shall not be less than 37.5 gpm (8.5 m3/h). c. The foam concentrate pump maximum discharge pressure shall be 300 psig (2100 kPa) as limited by the pump pressure relief (PR) valve. d. The foam concentrate pump shall be capable of providing sufficient concentrate when the water pump is running at low speed. A 90 gpm (20.4 m3/h) pump is usually required. e. To protect the pump, a PR valve, sized for pump blocked outlet, shall be provided on the discharge side, bypassing back to the pump suction. f. A valved blowoff strainer shall be installed on the foam concentrate pump suction, to protect this circuit from scale and foreign particles.

MONITOR NOZZLE S 3.11 The monitor nozzle shall be a combination foam-water nozzle equivalent to National Foam Systems, Inc., Model PC-50, for delivering a minimum of 500 gpm (113.5 m3/h) of solution at 150 psig (1035 kPa) as a straight stream or in spray form. The monitor shall be permanently connected to the water and foam concentrate circuits entirely with pipe, except that a short permanent hose section is permitted. The monitor shall be located on top of the truck, aft of the cab in an area accessible for manual operation. This monitor shall be omitted on trucks with an elevating platform or water tower.

OPERATING PANEL AND OTHER CONTROLS S ! 3.12 The operating panel is mounted on a single position on the truck to house all controls required for this proportioning system. The location of the operating panel shall be on the side of the truck unless a different position is defined by the plant Fire Chief. The panel shall be as follows: a. The controls shall be shown on a simple graphic panel or flow diagram, and shall be suitably labeled to indicate their functions. b. The graphic panel shall be either part of the operating panel or mounted adjacent to it. c. The operating panel shall be provided with illumination to permit operation and reading of gages at night. Alternatives to the above shall be approved by the plant Fire Chief. The operating panel shall include the following: a. b. c. d. e. A duplex indicating pressure gage, 0 to 300 psig (0 to 2500 kPa), to indicate water and foam concentrate pressure. The taps for the duplex pressure gage shall be located as close as practical to the inductors. A dual-scale, indicating pressure gage, 30 in. Hg vacuum to 0 psig (-100 to 0 kPa), and 0 to 300 psig (0 to 2500 kPa), to indicate inlet water pressure to the pump. Extensions to operate the block and bypass valves around the pressure regulator or hydraulic motor, and the size 2-1/2 in. (65 mm) hose outlets. Standard controls and instruments for engine and pump operation.

WATER AND FOAM SOLUTION PIPING AND CONNECTIONS S 3.14 The foam concentrate tank fill line piping shall permit re-filling while the proportioning system is in operation

Inlet water piping shall be provided with two suction connections, one located on either side of the truck, as follows: a. Each connection shall terminate in a mating coupling with a pressure cap, consistent with the plant coupling standard. b. The pipe size shall be suitable for drafting with a suction lift of 10 ft (3 m) with hard suction hose. c. The piping and pump suction fittings shall be suitable for 150 psig (1050 kPa) maximum pressure. Water strainers, flat plate type with 1/4 in. (6.35 mm) maximum openings, shall be fitted in the inlet water line and shall be accessible for inspections and cleaning through the couplings. Discharge piping for water and foam circuits shall be suitable for 300 psig (2100 kPa) maximum pressure. The size 1-1/2 in. (40 mm) valved washout connections shall terminate in mating couplings. Hose connections on the vehicle shall be as follows: a. b. c. Three, minimum size 2-1/2 in. (65 mm) valved connections shall be located on each side of the truck. The valves shall be quarter-turn ball valves.

The hose connections shall be of the hydrant coupling type, furnished with suitable caps or plugs held by safety chains. Additional connections shall be specified by the Owners Engineer after consultation with the plant Fire Chief. TRUCK AND AUXILIARY EQUIPMENT S 3.19 Truck Body and Equipment. The truck body shall be equipped with and designed to accommodate the equipment listed below, with economical use of space. Any space left over shall be designed for the storage of 2-1/2 in. or larger fire hose.

Truck Engine and auxiliaries. The engine furnished to drive the truck and pumps shall be of standard design for fire truck service, and shall have a certified net power output at the recommended full load equal to 110% of the power requirements of the pumps at the design outputs. The engine radiator and radiator fan shall be sized to maintain satisfactory engine jacket temperatures during full load operation at the specified maximum ambient temperature of the site where the unit will be operating. The engine exhaust shall discharge away from the proportioning system operating panel.

ELEVATING PLATFORMS AND WATER TOWERS S

If specified, the truck shall be equipped with an elevating platform or a water tower per NFPA 1901, and the following: a. b. The platform or tower maximum elevation shall be approximately 55 ft (17 m). Higher elevations may be specified. A 750 gpm (170.3 m3/h) (minimum) capacity combination straight stream fog nozzle shall be furnished. In addition, a 500 gpm (113.5 m3/h) (minimum) capacity foam nozzle shall be furnished which is interchangeable with the combination straight stream fog nozzle. Waterways shall be designed for the following conditions: A foam solution flow rate of a minimum of 500 gpm at a minimum pressure of 150 psig (1035 kPa) at the foam monitor inlet and a minimum of 750 gpm (170.3 m3/h) at a minimum pressure 100 psig (700 kPa) at the water monitor inlet. Interlocks shall be furnished to prevent operation of the elevating platform or the water tower without having the outriggers in position. Heat shielding shall be provided for elevating platforms. Either permanent or removable types are acceptable if not otherwise specified. The use of fresh water or salt water will be specified. A telescopic boom shall be furnished. Alternative proposals to use an articulated arm design shall be submitted to the Purchaser for approval by the Owner's Engineer.

S 4.1 The piping and equipment arrangement shall be per Figure 2 and the requirements given herein.

The foam concentrate tank shall be designed to carry 2000 gal (7570 L) of air foam concentrate. A larger capacity may be specified. The foam concentrate tank shall be furnished with the following appurtenances. a. b. c. d. Internal baffles to prevent excessive surging of the fluid. The baffle system shall be designed such that all parts of the tank are accessible for inspection. A manway and several openings with bolted covers shall be provided for inspection and cleaning of the tank. A float type liquid level gage shall be mounted at a readily visible place to indicate the quantity of fluid in the tank. An expansion dome of approximately 2% of the tank volume shall be located on the top of the tank. The horizontal cross-sectional area of the dome shall not exceed 3 sq ft (0.28 m2). A hatch, minimum size 8 in. (200 mm), with a hinged and latched cover, shall be provided on the top of the expansion dome to permit manual gaging and inspection of the foam concentrate. A sediment sump, approximately 15 in. (380 mm) in diameter and 6 in. (150 mm) deep, shall be provided at the bottom of the tank directly below the expansion dome. The following connections shall be provided: 1. The sump shall have a 4 in. (100 mm) cleanout opening at its bottom with a 4 in. x 2 in. (100 x 50 mm) flanged or screwed reducer and a 2 in. (50 mm) gate valve with a plug. 2. The sump shall be connected to the suction line of the concentrate pump. 3. The connecting pipe shall extend through the sump and terminate 1/2 in. (13 mm) above the bottom of the tank. 4. The suction line valve shall be an OS & Y gate valve, located adjacent to the sump, and shall be provided with an extension so as to be operable from the side of the truck. All tank fittings and attachments shall have gas-tight closures.

A pressure-vacuum vent shall be provided as follows: a. b. c. Installed on the top of the expansion dome on a riser which shall be adequately baffled to prevent splashing of concentrate on the seat of the vent valve when the truck is in motion. Set to open at 1 psig (6.9 kPa) pressure and at 1/2 oz/sq in. (0.22 kPa) vacuum. Sized to permit filling and pumping out of the concentrate at a rate of 100 gpm (22.7 m3/h).

FOAM CONCENTRATE PUMP S 4.5 A foam dispensing pump shall be provided, driven by an auxiliary engine or a power take-off from the truck transmission. In addition: a. b. c. d. e. The pump shall be capable of delivering at least 100 gpm (22.7 m3/h) of foam concentrate through 100 ft (30 m) of size 1-1/2 in. (40 mm) rubber-covered, rubber-lined hose. An indicating pressure gage showing the pump discharge pressure and a tachometer shall be provided on the dashboard. To protect the pump, a PR valve shall be provided on the discharge side, bypassing back to the pump suction. A valved blow-off strainer shall be installed between the suction line shut-off valve and the pump. A throttle shall be provided in the cab, and shall be capable of maintaining the required pump speed when left unattended.

PIPING AND CONNECTIONS S O 4.6 4.7 All piping shall be suitable of 150 psig (1050 kPa) maximum pressure. Fill-line piping shall be of 1-1/2 in. (40 mm) diameter and connected to the discharge side of the dispensing pump. The pipe shall extend inside the tank to within 2 in. (50 mm) from the tank bottom to permit subsurface filling of the tank. The line shall be valved to prevent bypassing into the tank during normal operation. All piping shall be designed to permit flushing and complete draining. Hose connections on the vehicle piping shall be compatible with the plant standard and shall be furnished with suitable caps or plugs held on by safety chains.

If specified by the plant Fire Chief, the water pump shall be centrifugal type designed to operate over a range of inlet pressures from 10 ft (3 m) suction lift to 125 psig (860 kPa), and shall be capable of delivering 4000 gpm (912 m3/h) at 150 psig (1035 kPa) when drafting from a 10 ft (3 m) suction lift. In addition: a. The pump materials of construction shall be suitable for the site firewater. b. The pump shall have a priming system and shall be provided with pressure gauges on the suction and discharge sides. c. The pump shall be driven by a diesel engine complete with fuel tank, starter, battery, generator, jacket water cooler and any other necessary accessory. The engine shall be provided with oil pressure gauge, tachometer, fuel gauge, and other standard accessories. The pump suction piping and fittings shall be suitable for 150 psig (1050 kPa) and shall be fitted with a suitable number of large diameter hose outlets, size not less than 4 in. (100 mm). A larger size may be specified, as defined by the plant Fire Chief. In addition, a. The suction piping shall be suitable for operation when drafting from a 10 ft (3 m) suction lift, using hard suction hose. b. The outlets shall be hydrant coupling type with pressure caps.

The pump discharge piping and fittings shall be suitable for 300 psig (2100 kPa) and shall be fitted with suitable number of large diameter hose outlets, size not less than 4 in. (100 mm). A larger size may be specified, as defined by the plant Fire Chief. In addition, the outlets shall be hydrant coupling type with pressure caps. Trailer mounting: The water pump and piping shall be mounted on a two-axle trailer with pneumatic tires. In addition: a. A towing connection shall be provided to permit hauling by the plant fire equipment truck or other plant trucks. b. A suitable number of 10 ft (3 m) hard suction hose and strainer, as defined by pump capacity and design, mounted on a rack shall be furnished with the trailer. c. A suitable number of rolled lengths of large diameter hose, size as defined by the plant Fire Chief, stored on a designated location shall be furnished with the trailer.

All vehicle exteriors shall be painted consistent with all other site emergency vehicles, using the manufacturers' standard automobile paint system. Where there are no site standard, the vehicles shall be painted fire department" lime-yellow. Other colors may be specified. A two-way radio shall be installed on each motor vehicle. Radio type or performance requirements will be specified.

INSPECTION AND TESTING


I S 8.1 8.2 The term Inspector, as used in this practice, refers to the Owner's Representative. Performance and calibration tests. Mobile firefighting equipment covered by this practice shall be tested at the vendor's plant in the presence and to the satisfaction of the Inspector.

FOAM PROPORTIONING TRUCK S 8.3 Proportioning system. Calibration tests shall be conducted on proportioning systems. The proportioning shall be at the required concentration with a tolerance of 10% at the rated capacity of each inductor. Water pump. A pumping test shall be conducted per NFPA 1901 for three hours running at rated capacity from draft.

FOAM CONCENTRATE TANK TRUCK S 8.5 Foam Concentrate Pump. The pump shall be tested for five minutes running without undue overheating with discharge line closed. The pump shall also be tested for a delivery of 110 gpm (25 m3/h) of water through 100 ft (30 m) of hose at a pump discharge pressure of 100 psig (700 kPa).

FIREPUMP TRAILER MOUNTED S ! 8.6 Water pump. A pumping test shall be conducted for three hours running at rated capacity from draft and with a discharge pressure of 150 psig (1050 kPa).

PORTABLE EQUIPMENT
HOSE S 9.1 Hose, trade size 1-1/2 in., 1-3/4 in., 2-1/2 in. and 3 in. (40 mm, 45 mm, 65 mm and 75 mm) shall be furnished in 50 ft (15 m) lengths or 100 ft (30 m), if specified, and with expansion ring type couplings (at 1-1/2 in. or 2-1/2 in.). The hose shall be neoprene lined, and covered with an oil and abrasive resistant neoprene or plastic coating which shall also protect the carcass against deterioration from solar radiation and mildew attack. The hose shall be rated for at least 400 psig (2800 kPa) factory proof test pressure. Hose, trade size 1-1/4 in. (32 mm) unless other size is specified, shall be the firm type, covered and lined with natural or synthetic rubber, rated for at least 400 psig (2800 kPa) factory proof test pressure. The hose shall be furnished in 100 ft (30 m) lengths, and with 1-1/2 in. (40 mm) size couplings. Note: The hose shall be suitable for use with hose reels, and being put into service without complete unwinding of the hose from the reel. Soft large diameter suction hose, trade size 4 in. (100 mm) and larger shall be provided in lengths of 10 and 25 ft (3 m and 7.5 m). It shall be neoprene lined and suitable for 150 psig (1050 kPa) operating pressure and a factory proof test pressure of at least 300 psig (2100 kPa). Larger size hose in 5 in. (130 mm) or 6 in. (150 mm) size, if required, will be specified. Large diameter hose length shall be provided with Storz locking couplings, unless otherwise specified.

HOSE ACCESSORIES S 9.4 Hose jackets for emergency repairs to small diameter hose in 2-1/2 in. (65 mm) or 3 in. size hose shall be consistent size Cooper Type or equivalent, with replaceable rubber liner, and aluminum or non-ferrous alloy body. Hose control units for holding the hose in place shall be similar to Elkhart Hose Control Unit No. 286 for 2-1/2 in. (65 mm) or 3 in. hose, consistent with size used at the plant. Hose spanner wrench shall be universal type, for hose with pin lug or rocker lug threaded couplings, and it shall fit hose couplings for both the 1-1/2 in. and 2-1/2 in. (40 and 65 mm) size hoses. Hose spanner wrench for large diameter hose used at the plant shall be provided.

NOZZLES S 9.7 Shutoff nozzles for 2-1/2 in. (65 mm) hose, shall be similar to Akron Brass, Style 1128, polished brass finish, with 1-1/8 in. (28 mm) tip. Inlet connection shall have mating couplings. Other material, such as aluminum or Pyrolite, may be specified. Combination straight stream fog nozzles shall be the type that produces a solid cone spray pattern. The inlet connection shall have mating couplings. The nozzles shall be furnished in polished brass or Pyrolite and in accordance with the following: a. Nozzles for use with unit hose reels or for storing in yard fire equipment cabinets, shall be constant flow nozzles, 60 gpm nominal capacity, similar to Akron Brass Style 1717 for 1-1/2 in. (40 mm) hose and style 1727 for 2-1/2 in. (65 mm) hose. b. Nozzles to be carried on the equipment and fire trucks shall be equipped with a shutoff nozzle feature and be constant flow nozzles with pistol grip similar to Akron Brass Style 1720 for 1-1/2 in. hose and style 1736 for 2-1/2 in. hose Portable monitor nozzles for deluge sets shall be similar to the Akron Brass Apollo," Style 3420 (or Omega Style 3526), monitor with two hose connections for 2-1/2 in. (65 mm) hose (or single large diameter hose connection, size consistent with plant standard) and clapper valves; discharge pipe Style 3488; adjustable flow master stream nozzle Style 1755 as specified.

FOAM PLAYPIPES S S 9.10 9.11 Nozzles shall be suitable for use with low expansion foam at the concentration used by the plant. They shall have mating couplings on the inlet connections. Nozzles for 1-1/2 in. (40 mm) hose used for foam hose stream/spray service shall be similar to National Foam Systems, Inc. Model JS-10 with pistol grip shut off, having a water rate of approximately 100 gpm at 100 psig (22.7 m3/h at 700 kPa) inlet pressure. Nozzles for use on 2-1/2 in. (65 mm) hose shall be similar to National Foam Systems, Inc. Model PC-31A MOS aluminum nozzle having a water rate of 250 gpm at 100 psi (56 m3/h at 700 kPa).

Dry chemical shall be the potassium bicarbonate type unless a different agent is specified by the plant Fire Chief. Dry chemical, hand fire extinguishers, shall be per UL 299; furnished with an initial charge of dry chemical and expellant gas, hose, nozzle, and mounting brackets. In addition, the following shall apply: Extinguishers shall be pressurized type, unless the separate expellant gas cartridge type is a. specified by the plant Fire Chief. Extinguishers shall be fitted for outdoor service, marine type. b. Extinguisher size [10, 20 or 30 lb (5, 10 or 14 kg)] will be specified. c. d. If pressurizing is required for cold climates, nitrogen gas will be specified. Dry chemical, wheeled fire extinguishers, shall be nitrogen expelled type, per UL 299; each furnished with an initial charge of dry chemical and expellant gas, hose, and nozzle. In addition, the following shall apply: Extinguishers shall be pressurized type, unless the separate expellant gas cartridge type is a. specified by the plant Fire Chief. Extinguishers shall be fitted for outdoor service. b. Extinguishers shall be 125 lb (55 kg) to 300 lb (135 kg) size. c. Water-type fire extinguishers, including inhibitor, shall be the stored pressure type per UL 626; each furnished with an initial charge, hose, and nozzle, and mounting brackets. Shells shall be fabricated of either copper alloy or stainless steel. Carbon-dioxide, hand fire extinguishers, shall be per UL 154; each furnished with an initial charge and mounting brackets. Either a squeeze or trigger-grip type is acceptable. Extinguisher size [10, 15 or 20 lb (5, 7.5, or 10 kg)] will be specified.

AUXILIARY EQUIPMENT
LOUDSPEAKERS S ! 10.1 Loudspeakers shall be battery powered, hand portable, with a minimum rating of 14 watts.

LIGHTING EQUIPMENT S ! 10.2 Safety electric hand lanterns for use in classified locations shall be of a type listed by a nationally recognized testing organization such as the Underwriters Laboratory (USA). Hand lanterns shall be furnished with batteries, lamp, and bracket for truck mounting. Floodlight sets shall be provided complete as follows: Generator 1500 watt capacity, gasoline or diesel engine driven, complete with mounting base, outlet a. receptacles, etc. Floodlights - three required - 500 watt size with lamp, mounting base, weatherproof housing, and UL b. listed for use in ordinary locations. Floodlight cable - five required - 100 ft (30 m) lengths; rubber covered with male and female c. connectors suitable for use with the above equipment. Two-way cable junction box, Siamese, one required. d. Ground fault interruptor, one required. e.

FIRE SUITS AND BLANKETS S S ! ! 10.4 10.5 Fire blankets shall be wool, fireproofed, 6 ft x 6 ft (1800 x 1800 mm) size and provided in a container. Fire entry suits shall be constructed to permit direct entry into the flame area with full protection. The suit, consisting of trousers, hooded blouse, and gloves, shall have a liner of fiber glass insulation coated with aluminum foil and outer layer of aluminized fabric. The suits shall conform with NFPA 1976. Proximity suits are for use in the general fire area, but not for direct entry into the flame area. The suit, in a container, shall be the aluminized fabric coverall type with hood and gloves. The suits shall conform with NFPA 1976.
