Would a President Hillary Clinton have made more progress on LGBT issues over the course of her rst term as opposed to what weve seen under President Obama? The secretary of state certainly stole the spotlight on LGBT issues earlier this month when she gave a highprole speech in Geneva calling for an end to antigay abuses overseas and emphasizing her previously stated belief that gay rights are human rights and human rights are gay rights. In our lifetimes, attitudes toward gay people in many places have been transformed, Clinton said. Many people, including myself, have experienced a deepening of our own convictions on this topic over the years, as we have devoted more thought to it, engaged in dialogues and debates and established personal and professional relationships with people who are gay. Clinton had a strong LGBT following in 2008 when she was competing against Obama for the Democratic nomination for president. There were many high-prole LGBT Clintonistas, although many of them became Obama supporters after he won the Democratic mantle. Former members of Clintons 2008 LGBT steering committee praised her speech in Geneva, but noted that it took place as part of a coordinated effort under the Obama administration. Elizabeth Birch, former executive director of the Human Rights Campaign and a Clinton backer in 2008, said the Clinton speech was bold and historic, but wouldnt have taken place if President Obama didnt want it to happen. It was as deeply thoughtful and intelligent as Secretary Clinton herself, Birch said. But we all know that the secretary of state serves the president and our nation. Results Gym owner seeks support for Haiti charity

The gay owner of Results Gym, a popular D.C. tness facility on Capitol Hill, is calling on city residents and businesses, including members of the LGBT community, to contribute to a charitable organization he created to assist those in need in Haiti. Doug Jefferies, founder of the charitable group Mission: Results, organized a campaign earlier this month to obtain donated household and building supplies as well as cash donations, which he arranged to have delivered by cargo plane to Haiti on Dec. 14. The aftermath of the 2010 earthquake in Haiti devastated the region, spurring an outbreak of homelessness, starvation, and disease, Mission: Results said in a statement. Right now, 55 percent of Haitis 9 million people live on less than $1 U.S. a day, the statement says. Jefferies says his organization has established a community center in the Haitian town of Santo and is calling on the D.C. community to donate tents, sheets, school supplies, building tools, generators, laptop computers, DVD players, clocks, and childrens clothes, among other items. We are making arrangements to bring more supplies to Haiti, said Jeffries, who added that he has traveled to Haiti at least once a month for the past 18 months to coordinate the organizations relief efforts there. He said potential donors can bring the supplies to Results Gym at 315 G St., S.E., or they can contact the organization to arrange for someone to pick up the items from the donors home or business. U.S. Attorney drops charge in D.C. gay drug bust case

The United States Attorneys Ofce on Dec. 6 dismissed a charge of possession with intent to distribute methamphetamine against a gay man who was arrested Nov. 23 during a police raid on his house in the citys Shaw neighborhood. A spokesperson for the U.S. Attorneys Ofce said the ofce never comments on its reasons for dismissing charges but added that the investigation into the case is continuing. A police arrest afdavit led in D.C. Superior Court says police arrested Nicholas H. Fittro, 27, and his roommate and boyfriend, Justin W. John, on Nov. 23 after entering their rented house at 901 S St., N.W., and conscating just under 14 grams of a white crystal substance that eldtested positive for methamphetamine. The afdavit says police also conscated two digital scales, $2,511 in cash, and an undisclosed amount of foreign currency and money orders. Court records show the U.S. Attorneys ofce dismissed the charge against John a short time after his arrest. William Miller, a spokesperson for the U.S. Attorneys Ofce, declined to disclose the reason for the dismissal of the case against John. But court records show that at the time of his arrest, Fittro waived his Miranda rights to remain silent before consulting with an attorney and claimed ownership of the contraband which was recovered from inside his home. Miller said this week that the dismissal of the charge against Fittro on Dec. 6 appears to have been issued without prejudice, a legal status that allows prosecutors to reinstate a charge at a later date. Fittros attorney, Marie Haldane, declined to comment other than to say she was delighted the government dismissed the case against her client. Dale Edwin Sanders, an attorney who practices criminal law in D.C. and who reviewed the court records in the Fittro case, said a decision to drop the case while the investigation continues could mean prosecutors need more evidence or they are expanding the investigation with the intent of making more arrests. Continuing the investigation in a case like this usually means they are going after bigger sh or they need more evidence in this case, Sanders said. It would be a safe assumption to make that the investigation is broadening in scope. In a joint news conference on Monday, D.C. Police Chief Cathy Lanier and ofcials with the federal Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF), the FBI, and the Drug Enforcement Administration announced the arrest of 70 suspects for the possession and distribution of narcotics and rearms in D.C. They said the drugs and arms seized in the operation had a street value of $7.1 million. The ofcials said city and federal authorities seized, among other things, about 80 pounds of methamphetamine in the crackdown. It could not be immediately determined whether the Fittro case was linked to this investigation.

Rehoboth moves to extend hours for outdoor bars

REHOBOTH BEACH, Del. The Rehoboth Beach Board of Commissioners preliminarily voted on Dec. 16 to extend the hours of operation for businesses with patios to 1 a.m., to make those hours comply with end of serving times inside those establishments. Four commissioners and Mayor Sam Cooper voted in favor, one was absent, and Commissioner Stan Mills recused himself from the vote. Mills was cited by the states Public Integrity Commission for personally urging the police and mayor to crack down on businesses that he felt were violating regulations regarding restaurant patios. The issue arose in September 2010, when several business owners were arrested and cited for noise violations, including at LGBT favorites Aqua and Blue Moon. Charges ended up being dropped when the city realized that it could not effectively enforce this regulation, and in one case, when an establishment proved it did not fall under this regulation. The Commission discussed and debated for several months into the spring, when it voted in March on a moratorium until Jan. 1, 2012, on enforcement of the regulations involving patios. It was noted during the Commissions meeting that there were only ve complaints led this summer about patios and noise, a considerable drop from more than 100 last year. The vote set in motion a procedure to change the regulation, with a public hearing on the proposed change to be held Jan. 20, 2012, followed by a vote by the commissioners.
LGBT community invited to march in King Day Parade

At the suggestion of gay and Ward 8 community activist Phil Pannell, organizers of D.C.s Martin Luther King Jr. Holiday parade, set to take place Jan. 16, 2012, are inviting members of the LGBT community to take part in the event. Lead organizer Denise Rolark Barnes, publisher of the Washington Informer, the citys African-American community newspaper, said a parade organizing committee has been reaching out to all communities, including the LGBT community, in an effort to boost participation in the parade. She noted that 2012 will mark the rst time in seven years that the King parade will take place on the Martin Luther King Day holiday, which commemorates Kings birthday. Organizers in 2005 changed the parade date to April, saying the weather would be better in the spring. But according to Barnes, community activists this year called for returning the parade to the King Day holiday, which takes place each year on the third Monday in January. Pannell said he is encouraging LGBT organizations to march in contingents in the parade. He said he had hoped the citys LGBT marching band, the Different Drummers, would participate. But Barnes told the Blade on Monday that a representative of the band said the band doesnt perform in January and February. The parade is scheduled to kick off at 11 a.m. on Jan. 16

Va. votes to allow discrimination in adoption

Agencies may refuse foster parents based solely on their sexual orientation

The Virginia State Board of Social Services voted 5 to 1 last week to allow licensed adoption agencies to refuse to approve adoptions or foster parents based solely on a would-be parents sexual orientation as well as six other characteristics. The board took that action by rejecting for the second time this year an adoption related rule change rst drafted in 2009 by state social services ofcials under former Gov. Tim Kaine. The proposed change called for banning discrimination in the states adoption and foster care system solely because of someones sexual orientation, religion, age, gender, disability, political beliefs or family status. Virginia Gov. Bob McDonnell and the states controversial attorney general, Ken Cuccinelli, who took ofce in 2010, opposed the changes. Cuccinelli told the board in a letter that it lacked the authority to add a sexual orientation non-discrimination provision in adoption rules because sexual orientation is not a protected status under state law. Politics once again trumped child welfare in Virginia, said Joe Solmonese, president of the Human Rights Campaign. How many times can you let the 1,300 children in Virginias foster care system waiting for a loving, forever home down? Solmonese called on the Virginia Legislature to pass legislation that makes the best interest of the child the sole basis for adoption, not whether someone is gay or whether two caring adults are able to be married. Virginia law limits adoptions to married couples and single parents. Unlike some states, it does not prohibit gays from adopting. It prohibits adoptions by unmarried couples, gay or straight. The proposed change that the board rejected did not call for legalizing adoptions for unmarried couples. The Family Equality Council, a national gay rights group, says as many as 6,700 adopted children are being raised in Virginia by same-sex couples, with one member of the couple having obtained the adoption. Equality Virginia, a statewide LGBT advocacy group, also condemned the boards action, saying it would have an especially harmful impact on large numbers of LGBT youth awaiting adoption or placement in a foster home. Today, the State Board of Social Services told the people of the Commonwealth, who they represent, that it is OK for agencies licensed by the state to discriminate in making their services available to prospective adoptive and foster care parents, the 1,200 children waiting for a loving forever home and the 6,000 children in foster care, said Claire Gastanaga, Equality Virginias legislative counsel. In its action on Wednesday, the board left in place the states current nondiscrimination policy for adoption and foster care, which bans discrimination based on race, color and national origin. Gastanaga, who attended the meeting in which the board voted, said the vote came after a Cuccinelli representative told the six board members that expanding the rules to include sexual orientation discrimination and the other categories could subject board members to personal liability. She said legal experts supporting the expanded non-discrimination rule have disputed Cuccinellis claim that the board doesnt have the authority to make the change. A spokesperson for the Virginia chapter of the American Civil Liberties Union told Reuters News Service that the ACLU was considering ling a lawsuit to challenge the boards action. The board has said that during a 30day public comment period on the proposed rule change it received 1,611 comments in support of expanding the non-discrimination protections and 1,154 comments opposed to the expanded protections. Among those speaking out against the expanded protections was Krystal Thompson, CEO of Commonwealth Catholic Charities, one of several faithbased organizations licensed by the state to facilitate adoptions and foster care placements. We have the right under federal and state law to make decisions consistent with our religious beliefs, the Richmond Times-Dispatch quoted her as saying. Gastanaga said some faith-based adoption agencies as well as non-religious agencies routinely approve adoptions and foster care placements to lesbians and gay men in Virginia. Equality Virginia believes that best interests of the child should be the sole basis for child placement decisions, she said in a statement. Discrimination based on any of the factors stripped from the nal rules has no place in the decision by the state or its licensed agencies whether to provide adoption or foster care services to children or to prospective loving parents. Aradhana Bela Sood, professor of psychiatry and chair the Division of Child and Adolescent Psychiatry at Virginia Commonwealth University, serves as chair of the State Board of Social Services. She was the one board member to vote against the decision to reject the expanded nondiscrimination rules. The science really doesnt substantiate the notion that that is the only way children should be raised, the Times-Dispatch quoted her as saying in referring to the assumption that children do better when raised by a married heterosexual couple.

On Dec. 17, in the 1200 block of C Street, N.W., a man and a male suspect who are in a domestic relationship, had a heated argument that escalated into an assault. The victim reported that the suspect hit him about the face and body with a closed st and furniture. The victim received lacerations to his head and nger and was treated by the DCFD ambulance. The suspect ed the scene before the police arrived. A report was taken. On Dec. 16 in the 1200 block of Raum Street, N.E., two complainants who are in a relationship and reside together got into a verbal altercation. Both complainants became engaged in a physical altercation and reportedly assaulted each other. Both were placed under arrest. On Dec. 16 in at 11th & M streets, S.E., a complainant was found falling on the ground and unable to answer basic questions. The complainant appeared to be highly intoxicated and was transported to a local hospital for medical assistance. A report was taken. On Dec. 9, a complainant was reported missing by his mother. The complainant is an adult and there is no foul play suspected at this time. A missing person report was taken. On Dec. 10, a complainant who was reported missing on Dec. 9 from the 400 block of M Street, N.E., returned. The complainant is an adult and there is no foul play suspected at this time. On Dec. 9 in the 400 block of 34th Street, S.E., members of 6D and the GLLU received a call in reference to two students possibly engaged in sexual activity in the bathroom stall. The students were juveniles. The investigation revealed no criminal activity. On Dec. 8 in the 2900 block of MLK Avenue, S.E., a complainant reported being approached by a suspect who began using homophobic slurs and threatening to hurt the complainant. The suspect then struck the victim causing a fall. An assault report was taken. On Dec. 8, while in the 100 block of 42nd Street, N.E., a man reported that he was in the residence he shares with the suspect. The suspect assaulted the victim with a closed st after the suspect accused him of cheating. The two are involved in a relationship and live together. The suspect was arrested. On Dec. 8 in the 1600 block of W Street, S.E., a woman reported she was in a verbal altercation with her girlfriend. The suspect struck the victim in the head with a cell phone causing a laceration. The suspect was arrested on the scene. The victim received medical treatment. On Dec. 7, GLLU ofcers attended the Special Liaison Division Open House for 4th District. On Dec. 7 at the D.C. jail, an inmate reported that he was sexually assaulted by another individual. The case is being investigated by detectives of the Sex Branch. On Dec. 3 in the 2100 block of P Street, N.W., a man reported being involved in a verbal argument with suspect who is his boyfriend. The suspect slapped the victims cell phone out of his hand and then proceeded to bite him. The suspect then ed the location on foot. The two have been dating for two years. A report was taken and the victim was given resource agency information.

Menendez is 32nd co-sponsor of DOMA repeal

WASHINGTON Though he voted for the law in 1996, Sen. Bob Menendez (D-N.J.) is now co-sponsoring the bill to kill the Defense of Marriage Act. Joining 12 other colleagues that once supported DOMA and who are now cosponsoring its repeal, called the Respect for Marriage Act, last week Menendez became the bills 32nd co-sponsor. Since my vote in favor of the Defense of Marriage Act 15 years ago, like tens of millions of Americans, I have reected deeply and frequently about this issue, Menendez wrote in an editorial for the New Jersey Star-Ledger. For me, this comes down to the principles I learned as the child of immigrants and that I cherish as an American: that we believe in equality for all people under the law.
Lawyers say Manning struggled with gender identity disorder

Accused of leaking thousands of U.S. classied documents

Attorneys representing Pfc. Bradley Manning, a 24-year-old Army private previously identied as gay, startled observers at a pre-court martial hearing on Saturday by saying allegations that Manning leaked classied U.S. intelligence information could be linked to a personal struggle over his gender identity. Revelations that Manning created a Facebook page under the name Breanna Manning, that he dressed in womens clothes, and he told an Army supervisor that he was suffering from gender identity disorder surfaced on the second day of a military proceeding known as an Article 32 hearing at Fort Meade, Md. An Army witness testied at the hearing that investigators learned that Manning kept a collection of articles about gender identity disorder in his personal living quarters. Authorities have accused Manning of orchestrating the largest intelligence leak in U.S. history while he worked as an Army intelligence analyst in Iraq. He was arrested in May 2010 on 22 counts of violating military codes pertaining to intelligence. He faces a possible sentence of death or life in prison if convicted on all charges. Among other things, hes accused of turning over more than 250,000 classied Pentagon and State Department documents through attached email les to the organization WikiLeaks, which published most of the documents on its website. News that Manning reportedly was experiencing gender identity disorder comes at a time when the American Psychiatric Association is in the process of eliminating that term from its diagnostic manual and replacing it with the term gender dysphoria. Jack Drescher, a gay psychiatrist and Clinical Associate Professor of Psychiatry and Behavioral Sciences at New York Medical College, is a member of an APA working group that has recommended replacing the term disorder with gender dysphoria. Drescher said both terms refer to a transgender persons self-identication with a gender other than what he or she was born with biologically. He said the change, which transgender activists and their supporters in the APA feel would end unnecessary stigmatization caused by the term disorder, is expected to be put in place in 2013. According to Reuters News Service, Mannings attorney, David Coombs, and Mannings brigade chief, Captain Steven Lim, told the Dec. 17 Article 32 hearing that Manning informed an Army intelligence
Prop 8 repeal group to gather signatures

SACRAMENTO, Calif. The California Secretary of State has approved language for signature gathering to a group seeking to overturn by ballot Californias Proposition 8, which banned marriage rights for same-sex couples in that state. Los Angeles-based Love Honor Cherish formed during the original Proposition 8 ght in 2008, and has pledged to take Prop 8 back to the ballot in 2012. The group will have until May 14 to collect 807,615 valid signatures in order to qualify for the November ballot. Equality California decided against supporting a 2012 ballot measure due to optimism surrounding the Perry v. Brown federal trial and worries about the ability to raise enough cash to fund another ballot battle.

Orlando approves domestic partnership registry

ORLANDO, Fla. Last week, the Orlando City Council voted unanimously to approve a domestic partnership registry, becoming the rst city in central Florida to do so, according to the Orlando Sentinel. The registry opens to both same-sex and unmarried opposite-sex couples on Jan. 12, and will allow couples to register for $30, giving them the ability to make health decisions for one another, end of life decisions and visit one another in the hospital and in jail all rights automatically granted to married couples. Same-sex couples in Florida are denied marriage rights due to a voter-approved constitutional amendment.
Mich. seeks to void anti-bias ordinances

LANSING, Mich. Republican state representative Tom McMillan introduced a bill in the Michigan House that would undo LGBT-inclusive non-discrimination ordinances around the state. HB 5039 says that a state agency or local government cannot adopt ordinances or regulations protecting classes not specically listed in the states list of protected classes, the Elliot-Larsen Civil Rights Act. Currently Ann Arbor, Lansing, East Lansing and Kalamazoo bar employment and housing discrimination based on gender identity and sexual orientation. Efforts to add LGBT Michiganders to the statewide list of protected classes have failed in the past.
Govt drops deportation case against couple

SPRINGFIELD, Mass. Michael Thomas and John Brandoli now know they will be spending this holiday together, and likely many more in the future. U.S. Immigration and Customs Enforcement has stopped seeking deportation for Thomas who is ghting his order to leave his husband and return to his native Trinidad. Upon the insistence of Sen. John Kerry, I.C.E. has agreed to join the motion to stop the removal. Brandoli and Thomas were legally married in Wilbraham, Mass., on March 28, 2010. The 1996 Defense of Marriage Act prevents the federal government from recognizing legal marriages performed in states like Massachusetts that occur between members of the same-sex, which creates hardships for married bi-national couples.

Lim also testied that Mannings email included a photo of Manning dressed as a woman. Coombs stated at the hearing that Mannings self disclosure that he was struggling over his gender identity was a sign that he was emotionally unstable and may not have been in a position to handle highly classied documents, Reuters reported. The news service said Lim testied at the hearing that the supervisor who received the email did not report the information to her superiors until after Manning was arrested a month later for allegedly leaking the classied documents. Observers of the case have speculated that Mannings defense may be laying the groundwork for a less severe sentence if Manning is convicted in a court martial. Observers say the defense may argue that Manning showed warning signs of instability that should have prompted his supervisors to revoke his high-level security clearance and cut off his access to classied information before the alleged wrongdoing took place. In addition to the gender identity issues, information surfaced at the hearing that Manning got into trouble earlier for allegedly assaulting a female supervisor. In a separate incident he reportedly ew into a rage and overturned a table, sending a computer crashing to the ground, Reuters reported. In yet another incident, an Army intelligence ofcer testied at the hearing that she saw Manning curled up on the oor with his arms around his knees, according to Reuters. Manning, who is from Maryland, has been seen at gay community events in Washington, D.C. in 2009. On the publicly viewable section of his Facebook prole he listed several outside websites as being among his favorites, including that of the Human Rights Campaign; the website of Rep. Barney Frank (D-Mass.); and the Washington Blades website.

Takano on path to make history in Calif. race

Dem would be rst out gay person of color in Congress
Mark Takano is poised to make history. The openly gay congressional candidate is the only Democrat running in a newly created Democratic-leaning district in California. And if he wins in November 2012, the 51-year-old Japanese-American would become the rst openly gay person of color elected to Congress. The signicance of that achievement is the unique voice that an openly gay member of Congress of color can bring to the House oor and the House committee rooms, Takano said in an interview with the Washington Blade. Its a double-awareness of what it means to be vulnerable. Takano said this double-awareness comes as a result of the discrimination that both Japanese-Americans and LGBT Americans have faced in this country. In 1942, President Franklin Roosevelt issued an executive order placing an estimated 110,000 Japanese-Americans in internment camps as the United States battled Japan during World War II. Takano interned and their heirs. Takano said he believes the LGBT community will achieve a similar victory in reaching full legal equality. They were able to right the wrong by passing the Japanese-American redress bill, Takano said. Watching that example gives me faith that the LGBT community is also going to prevail in their quest for full inclusion and full equality. Because Ive watched it happen. Takano said he expects to take the Employment Non-Discrimination Act over the nish line during his tenure in Congress. He also said he wants to work toward repeal of the Defense of Marriage Act and passage of the Uniting American Families Act. His election to Congress would also help maintain the level of LGBT representation in the House. Rep. Barney Frank (D-Mass.), the longest-serving openly gay U.S. House member, announced in November that he wont seek a 17th term in ofce. Lesbian Rep. Tammy Baldwin is leaving the House to pursue a run for U.S. Senate. That leaves Reps. Jared Polis (D-Colo.) and David Cicilline (D-R.I.) as the only incumbent openly gay U.S. House members. Mark Pocan, another openly gay candidate, is seeking to win the seat that Baldwin is vacating. Reecting on Franks retirement, Takano said he feels a tinge of sadness that he wont be able to serve alongside the Massachusetts Democrat. I really hoped as the rst openly gay member of Congress who is a person of color that I get to serve with the openly gay member of Congress whos the most colorful, Takano joked. He said Franks departure should instill a sense of urgency in the LGBT community in the upcoming election to maintain the number of openly LGBT people in Congress. If were going to move the agenda forward, its going to mean that were going to have to ensure that we keep the members there and increase our numbers this year, Takano said. We have an opportunity to do so. But the No. 1 priority for Takano if hes elected to represent Californias 41st congressional district is addressing what he calls the disastrous unemployment situation in the country. According to the Labor Department, the national unemployment stands at 8.6 percent, which is down from recent months but still a high rate of joblessness. Takano said that has been the top concern of the donors hes spoken to including LGBT donors as he makes the case for his candidacy.

Gay Survivor winner sees judicial system as corrupt

Richard Hatch became the rst winner of the hit CBS show Survivor in 2000, but in the 11 years since, hes had to survive more than backstabbing teammates, physical challenges and meals consisting of insects. In 2006, Hatch, who is gay, was sentenced by a judge in Rhode Island to 51 months in federal prison on tax evasion charges, and was freed on probation in 2009. Prosecutors argued that Hatch failed to report his $1 million in winnings from Survivor, and money from subsequent public appearances. Hatch denied all charges. Earlier this year he was back in prison on charges of violating his parole after prosecutors claimed the 50-yearold reality TV star failed to re-le his 2000 federal income tax returns, a charge that Hatch denies. The prosecutor in this case is nothing short of a bully, and what Ive been subjected to is nothing short of institutionalized bullying by the prosecutors, the probation department and the judge involved, Hatch told the Blade just days after his Dec. 12 release from prison. Thats provable, thats observable by any objective viewers. Im absolutely innocent and have been since day one, Hatch said. Since winning Survivor, Hatch has been in and out of legal trouble, including a short arrest in 2009 as a result of granting several interviews with media outlets that were seen as a violation of the terms of his probation. Since his legal woes began in 2005, Hatch has maintained he never intentionally broke the law. Its 2011 and they havent yet determined if something is owed for 2000, Hatch told the Blade. And all the prosecutor has done is prevented us from getting to the truth by lying to the court and claiming that my arguments arent valid when the IRS agents have veried everything Ive claimed all along from day one. He continued, They convicted me of attempting to evade taxes in 2006 that to this day have never been determined to be due, Hatch said. I led that return in 2002 at the instruction and direction of the IRS using the numbers that they told me to use, Ive been working with them through a tax attorney and a CPA ever since, and they have yet to complete the assessment for that year, 11 years later now. Hatch says hes fully complied with the terms of his probation. When I was on probation, Survivor created a show for me this Redemption Island they invited me back to face Russell [Hantz], Hatch said. Id completed my entire sentence, was on probation, perfectly compliant with anything and everything they ever asked, and probation fought the return of my passport, and prevented me, basically, from going on Survivor. Thats twice now that Ive been invited and theyve refused to give me my passport while hypocritically lying, claiming I owe taxes which I dont and arguing with the court that Im refusing to pay them, he continued. So theyre blocking my ability to earn an income, and at the same time telling the court that I wont pay. And none of its true. Hatch said his jail time is the result of bias. Ive learned how absurd these courts are. The original judge, who was biased against me, and held off his retirement to hear the case because hed been admonished in an earlier case of mine for overstepping his bounds, he should have recused himself and didnt [Earnest C.] Torres and this current judge, his mentee, his protege, William Smith, know so little about taxes they just dont care. They listen to the prosecutors lies, and do whatever they tell them to do. That in itself is reprehensible, he said. Hatch declined to answer questions about whether hes found a job and a place to live after several media reports claimed that Hatch was homeless after his stint in prison. Its just nobodys business where Im living and what Im doing. I have much on my plate, I have some really fascinating opportunities that Im working on. Im not interested in talking about it. When asked whether he is homeless, Hatch said, Again, report whatever youd like, Ill give you the same answer, I dont know where Im staying. Hatch views the American justice system as deeply awed. Its not just because of my notoriety. Its mostly because of my unconventionality, part of which is because Im gay. Hatch said that unconventional people like himself gay people, women and African Americans are unfairly targeted and bullied by a broken justice system. When you have people who want to take advantage of you, abuse you, persecute you, continue to feed the media caricature of this negative image, just because Im an unconventional guy, thats what theyll do. Hatch said the homophobia he claims he faced during his ordeal was not in prison, but in the court system. In prison I didnt face anything signicant thats worth talking about as far as negativity from my peers, he said. I faced the same variety of subtle indignities that are brought by people in positions of power who dont respect those positions and are insecure and otherwise mentally ill. And do things to abuse people who arent able to defend themselves.

Paul latest to surge as Iowa caucuses approach

Romney, Gingrich remain at top of national polls
The GOP presidential race continues to twist and turn two weeks before the Iowa caucuses as libertarian Rep. Ron Paul surges and hopes to win the rst in the series of contests that will determine who will take on President Obama in 2012. Paul, whos represented Texas in the U.S. House since 1997, has risen to the top of the pack in the most recent polls asking Iowa Republicans which candidate they prefer as the caucuses approach on Jan. 3. According to an InsiderAdvantage/ Majority Opinion Research poll published Sunday, Paul has support from 23.9 percent among Iowa Republicans who say theyll vote in the caucuses. Former Massachusetts Gov. Mitt Romney comes in second with support from 18.2 percent, followed by Texas Gov. Rick Perry at 15.5 percent and former U.S. House Speaker Newt Gingrich at 12.9 percent. A victory for Paul in Iowa could complicate matters for other Republican presidential candidates who are enjoying support nationwide. According to a national CNN/ORC International poll published on Monday, Romney and Gingrich are tied for the lead at 28 percent, while Paul comes in third at 14 percent. Pauls record is distinctive among other Republicans in the race as being more pro-LGBT than others. The lawmaker voted on two separate occasions in 2004 and 2006 against a Federal Marriage Amendment that would have banned same-sex marriage throughout the country. Paul was among the ve Republicans who voted for Dont Ask, Dont Tell repeal on the House oor in May even before the Pentagon released its report in November 2010. Paul has also been unique among his fellow GOP candidates on the issue of same-sex marriage by saying the federal government should get out of the business of regulating marriage in keeping with his libertarian views. He is one of a few who hasnt signed the National Organization for Marriages pledge to oppose samesex marriage as president much to the consternation of the organization. According to the Boston Globe, Paul articulated his thoughts on marriage on Wednesday while speaking to students at Straight A Academy, a small non-traditional private school in Manchester, N.H., in response to a question from the audience. Why should the government be telling you what marriage is all about? Paul was quoted as saying. You might have one denition. I have another denition. Paul reportedly said he personally believes marriage is between one man and one woman, but said regulations involving marriage should be up to the states. as they choose without the government impeding on that, Cooper said. But Jerame Davis, interim executive director of the National Stonewall Democrats, said Pauls constant refrain of states rights is what is most troubling about his candidacy. States dont have rights in and of themselves they are just another division of government that derives their power from the people, Davis said. The states rights argument has been used to perpetrate some of the worst aspects of American history. It scares the hell out of me to hear someone running for president use this refrain, especially when you consider Ron Pauls opposition to the Civil Rights Act was based, at least partially, on this notion. Anti-gay Iowa leader endorses Santorum In related news, a leading anti-gay activist in Iowa threw his support behind Republican presidential candidate Rick Santorum in an endorsement on Tuesday a decision that may give the trailing candidate a boost in the polls. Bob Vander Plaats, CEO of FAMiLY LEADER, said during a news conference that Santorum could be the Huckabee in this race, referring to the former Arkansas governor and social conservative favorite Mike Huckabee who won the Iowa caucuses in 2008. I saw him as a champion for the family in the U.S. House, I saw him as a champion for the family in the U.S. Senate. I saw him as a champion for the family on the campaign trail, Vander Plaats said. So today, I, as an individual, am going to endorse Rick Santorum. Im going to mobilize whatever resources that I have at my disposal to advocate for him. Vander Plaats, who ran unsuccessfully for Iowa governor in 2010, has been working against marriage rights for same-sex couples in Iowa since the State Supreme Court ruled in favor of such rights in 2009. The activist led the successful effort to unseat three justices who ruled in favor of marriage equality during a 2010 referendum. Chuck Hurley, who heads the FAMiLY LEADERs Iowa Family Policy Center, also endorsed Santorum. These endorsements are personal and not on behalf of FAMiLY LEADER, they both have said. During the news conference, Vander Plaats said the board reached unanimity that the organization wouldnt endorse any particular candidate during the Iowa caucuses. Troy Price, executive director of the proLGBT group One Iowa, said Vander Plaats endorsement of Santorum comes as no surprise and demonstrates hes out of touch with what voters want. Both Santorum and Vander Plaats have built their careers attacking loving and committed gay and lesbian couples, and the fact is that Vander Plaats caved to the extreme social conservative agenda, Price said. With poll numbers lagging, it is clear Rick Santorum does not have a chance against President Obama in November, and Vander Plaats has endorsed a losing candidate. According to the Des Moines Register, Santorum was eating a cinnamon roll in Pella, Iowa after a campaign stop when he found out about Vander Plaats and Hurleys endorsement. Theres a lot of good people out here running, and Im sure it was a tough decision. I think it shows that were the candidate right now that has the momentum, that has the message thats resonating to the people of Iowa, Santorum said. Santorum has had a long history of anti-gay views and positions, even during the course of his time representing Pennsylvania in the Senate from 1995 to 2006. Santorum was one of the architects of the Federal Marriage Amendment. In an interview with the Associated Press, Santorum made notorious comments equating homosexuality to bestiality and pedophilia. In every society, the denition of marriage has not ever to my knowledge included homosexuality, Santorum was quoted as saying. Thats not to pick on homosexuality. Its not, you know, man on child, man on dog, or whatever the case may be. It is one thing. And when you destroy that you have a dramatic impact on the quality. Following the remarks, Dan Savage, a Seattle-based gay activist, launched an effort to coin the word santorum as a sexual neologism. That denition remains the No. 1 result of santorum when the word in entered into Google. Over the course of his campaign, Santorum has been emphasizing antigay views and his opposition to same-sex marriage perhaps more than any other presidential candidate. In addition to pledging to reinstate Dont Ask, Dont Tell, Santorum said our country will fail as a result of same-sex marriage. He also raised eyebrows in August when he said same-sex marriage is like saying this glass of water is a glass of beer. Santorum is also among the candidates who has signed a pledge from the National Organization for Marriage committing himself to, among other things, backing the Federal Marriage Amendment and defending the Defense of Marriage Act in court. Despite Vander Plaats endorsement, Santorum trails the other candidates. The CNN/ORC International poll revealed Santorum has support from just 4 percent of Republicans nationwide. The candidate is one of only a few candidates in the Republican eld who hasnt experienced a surge sometime over the course of his campaign. The polling results are similar in Iowa, despite the strong presence of evangelical voters in the state. The InsiderAdvantage/ Majority Opinion Research found that Santorum has support from just 3.8 percent of registered Republicans who are set to vote in the caucuses.

He then advocated creating a secular agreement for relationship recognition in which, you can go to court to resolve the differences and the arguments over it. A Paul spokesperson later claried no federal benets would be conferred as a result of these contracts such as tax benets. But Paul has expressed support for the Defense of Marriage Act and has been been critical of the Obama administrations decision to no longer defend the antigay law in court. Paul issued a statement condemning the announcement when it was made in February. Todays announcement that the Obama administration will abandon its obligation to enforce DOMA is truly disappointing and shows a profound lack of respect for the Constitution and the Rule of Law, Paul said in a statement at the time. The lawmaker has also voted against hate crimes protections legislation. Paul didnt vote on a version of the Employment Non-Discrimination Act when it came to the House oor in 2007. R. Clarke Cooper, executive director of the Log Cabin Republicans, said Pauls positions on LGBT issues are founded on his perspective of states rights. For him, its more of the principle that people should be able to live their lives

Gingrich signs NOMs anti-gay marriage pledge

Thrice-married GOP hopeful would appoint commission on religious liberty
Republican presidential candidate Newt Gingrich has penned his name to an anti-gay marriage pledge committing him to back a U.S. constitutional amendment against same-sex marriage and defend the Defense of Marriage Act in court. In a statement last week, the anti-gay National Organization for Marriage, the group behind the pledge, announced Gingrich had joined other Republican hopefuls in signing the document. Brian Brown, NOMs president, crowed over securing the former U.S. House speakers name to the pledge. We commend Newt Gingrich for signing NOMs presidential marriage pledge, committing himself to play a leadership role as president to preserve marriage as the union of one man and one woman, Brown said. By signing the document, Gingrich promises upon election as president to undertake several initiatives against samesex marriage: supporting congressional passage and sending to the states a U.S. constitutional amendment that would ban same-sex marriage throughout the country; defending in court the Defense of Marriage of Act, a 1996 law that prohibits federal recognition of same-sex marriage; appointing judges and a U.S. attorney general who will respect the original meaning of the U.S. Constitution; supporting legislation allowing D.C. residents to vote on whether or not to abrogate the Districts same-sex marriage law; and appointing a presidential commission on religious liberty. Other GOP candidates former Massachusetts Gov. Mitt Romney, Rep. Michele Bachmann (R-Minn.) and former U.S. Sen. Rick Santorum already penned their names to the pledge when NOM rst announced it in August. Texas Gov. Rick Perry signed the document later in August after he entered the presidential race. Notably, when the other presidential candidates signed their names to the pledge, the purpose of the proposed presidential commission was to appoint a presidential commission to investigate harassment of traditional marriage supporters. But with the announcement of Gingrich signing his name to the pledge, the pledge has been changed to establishing a presidential commission on religious liberty. NOM didnt immediately respond to a request for comment on why the change was made. Joe Solmonese, president of the Human Rights Campaign, in a statement criticized Gingrich for aligning himself with NOM and said signing the document puts the candidate on the wrong side of history. Newt Gingrichs signature to the NOM marriage pledge is just the latest indicator of how beholden the GOP presidential candidates are to anti-gay groups, Solmonese said. The tenets of the NOM pledge are rooted in hatred against LGBT Americans by signing it, Gingrich and his fellow candidates are distancing themselves from mainstream opinion and taking an astonishingly extremist stance. The Gingrich campaign couldnt be reached for comment on why he decided to sign the pledge. Signing the NOM pledge is perhaps Gingrichs strongest statement against marriage rights for gay couples since his candidacy began, but the former House speaker has long been an opponent of such rights. During his tenure as House speaker in the 1990s, Gingrich helped shepherd DOMA through Congress. Gingrich has been in favor of a Federal Marriage Amendment since at least last year when U.S. District Judge Vaughn Walker struck down Californias Proposition 8 as unconstitutional. At the time Gingrich called on Congress to reafrm marriage as a union of one man and one woman as our national policy. He has also been critical of Obamas decision to drop the defense of the Defense of Marriage Act in court. Just this week, Gingrich sent a letter to the Family Leader, an anti-gay group in Iowa, afrming the mission of the organization and pledging to defend DOMA in court and support a Federal Marriage Amendment. In the same letter, he promises to remain faithful to his wife. Hes admitted to committing adultery before. The letter was in response to the Family Leaders 14-point document known as The Marriage Vow: A Declaration of Dependence upon Marriage and Family. Bachmann, Santorum and Perry have signed the vow. Gingrich said he supports the groups mission with his letter, but didnt actually sign the pledge. Gingrich had initially declined to sign the document, saying some of the language was problematic. The pledge makes a reference to Sharia law and reportedly initially stated children born into slavery in the 1860s were more likely to be raised by two parents than a black child born today. The slavery reference has since been removed. During an interview Thursday with the Des Moines Register, Gingrich said he would sign legislation reinstating Dont Ask, Dont Tell. He also said he believes being gay is a combination of genetics and environment, adding people have a signicant range of choice within a genetic pattern. Asked whether being straight is a choice, Gingrich said, Look, people choose to be celibate, people choose many things in life. Jerame Davis, interim executive director for the National Stonewall Democrats, said Gingrich committing himself to defend marriage is e is about the same as Cookie Monster pledging to protect the cookie jar. He certainly has a lot of experience with marriage with three under his belt now, but that does not make him an expert on the subject, Davis said. Its the height of hypocrisy for someone with his marital history to pledge to deny marriage equality to loving gay and lesbian couples. Gingrich makes these anti-gay commitments as he continues to enjoy frontrunner status among the candidates seeking the Republican nomination to run for the White House. According to a new Reuters/ Ipsos poll published Wednesday, Gingrich leads Romney among Republican voters nationwide by 28 percent to 18 percent.

This is a very dangerous situation for the nation to continue to have this unemployment because it threatens social stability and democratic institutions, Takano said. If it lasts too long, well see the danger of extremist politics. I have concerns that vulnerable minorities will be in danger, so as LGBT Americans, we have a strong interest in making sure that we get all Americans back to work. A public school teacher for 23 years specializing in British literature, Takano also said education issues are of concern to him and he wants to reduce the highschool drop out rate while increasing the numbers of students attending college. He also said his district suffers from air pollution and he wants to be an environmental advocate in Congress. Takano is no stranger to public service. In 1990, he was elected to the Riverside Community College Districts Board of
Trustees and has served on that body since then. In 2001, Takano helped shepherd through the board a measure enabling Riverside Community College employees to have domestic partner benets. The candidate also made earlier attempts at winning a congressional House seat. In 1992, he defeated six contenders to win the Democratic nomination for thenCalifornias 43rd Congressional District. Takano didnt succeed in the general election, but lost by fewer than 550 votes against Rep. Ken Calvert (R-Calif.) in one of the closest congressional elections in California history. Takano made another unsuccessful attempt at running for the seat in 1994. Takano is likely to claim the Democratic nomination in the congressional race. The deadline for ling is March 9, and no other Democrat has yet to enter the race. Odds are also good for Takano in the general election. The 41st congressional district is new, but had it existed in 2008,
President Obama would have won there by 20 points. Still, even though the district is Democratic-leaning, Takano isnt in the clear because hell be up against a Republican opponent. Riverside County Supervisor John Tavaglione has thrown his hat into the race. The Human Rights Campaign, the Gay & Lesbian Victory Fund and gay Rep. Jared Polis (D-Colo.) have already endorsed Takano. During a recent trip to D.C., Takano also secured endorsements from retiring gay Rep. Frank as well as members of the House Democratic leadership, including Minority Leader Nancy Pelosi (D-Calif.) and Minority Whip Steny Hoyer (D-Md.). Jennifer Crider, a Pelosi spokesperson, said of the Democratic leaders endorsement of Takano, She supports Mark Takano because he is committed to reigniting the American dream by getting people back to work, helping
them stay in their homes and building strong small businesses. He will be a great representative of his district as well as the LGBT and Asian-American communities. Additionally, Takano also won the endorsement of fellow JapaneseAmerican Sen. Daniel Inouye (D-Hawaii), the most senior U.S. senator. Takano said Inouyes support is signicant because the senator rarely endorses a Democratic candidate before a primary is held. In a statement provided to the Washington Blade, Inouye said, Mark Takano has served this newly created congressional District as a classroom teacher, college board trustee and community leader for more than two decades. As a member of the U.S. House of Representatives I am condent that Mark will work hard to create quality jobs, improve public education and preserve national security. I have known Mark for some time and I am pleased to endorse his campaign for Congress.

Would President Hillary have done more for LGBT rights?

Democratic activist and 2008 Clinton delegate, noted Clintons speech followed Obamas speech at the United Nations in which he became the rst sitting president to mention gay rights in a speech before the full U.N. General Assembly. I think Hillary made a brilliant, heartfelt speech on LGBT rights but let us not forget that President Obama spoke out rst at the United Nations on the need to protect gay and lesbian people around the world, Rosenstein said. But questions linger among some Clinton supporters over what progress the LGBT community would have seen if she had won the presidency. Clintons LGBT advocacy in her role as secretary of state has been aggressive. Early on during the administration, Clinton instituted a change to offer equal benets to same-sex partners of Foreign Service ofcers. The change allowed same-sex partners to have access to diplomatic passports, use of medical facilities at posts overseas, medical and other emergency evacuation privileges, compensation for transportation between posts and training in security and languages. The Obama administration has no seen no shortage of major advancements for the LGBT community. Notable among them is passage of hate crimes protection legislation, repeal of Dont Ask, Dont Tell and the discontinuation of the defense of the Defense of Marriage Act in court. Clo Ewing, an Obama campaign spokesperson, touted the presidents record in response to an inquiry on whether a President Clinton would have accomplished more than President Obama. President Obamas administration has done more to advance LGBT equality than any other, accomplishing the repeal of Dont Ask Dont Tell, signing the Matthew Shepard and James Byrd Jr. Hate Crime Prevention Act into law and ending discrimination based on gender identity in the federal government, Ewing said. And if hes reelected, that progress will continue. Still, many LGBT advocates are frustrated that Obama has yet to come out in support of same-sex marriage. Obama has said he could evolve to support marriage rights, but more than a year has passed since he made that statement and he has yet to do so. Moreover, one major piece of legislation that Obama backed during his 2008 campaign continues to languish in Congress: the Employment NonDiscrimination Act. Passage would be difcult given the current makeup of Congress, but Obama

in the interim could issue an executive order preventing federal dollars from going to contractors that dont have their own non-discrimination protections based on sexual orientation and gender identity in place for workers. Lane Hudson, a gay D.C.-based Democratic activist and 2008 Clinton supporter, thinks she would have made more progress on ENDA and marriage if she were president. My gut tells me that Hillary would have evolved to a position supporting full marriage equality, Hudson said. While her speech in Geneva didnt mention it specically, I feel that it is implied in her statement that gay rights are human rights and human rights are gay rights. Hudson went to 10 states including New Hampshire where Clinton won the primary to campaign for the thenDemocratic presidential candidate. He also served as host for LGBT-focused fundraisers in D.C. Clinton, in her role as secretary of state, has continued to support civil unions as opposed to samesex marriage. But, during a speech at the State Department this year commemorating June as Pride month, she praised the marriage law in New York, saying it, gives such visibility and credibility to everything that so many of you have done over so many years. Still, she hasnt endorsed marriage rights even as at least one other member of Obamas cabinet has declared his personal support. Secretary of Housing & Urban Development Shaun Donovan
expressed his support for same-sex marriage last month. Its difcult to say whether ENDA would be further along under a Clinton administration because employment protections havent been under her purview as secretary of state. Still, Hudson said he believes Clinton would have been more aggressive in helping to get ENDA passed into law. Without question, Hillary would have been more successful at legislating, Hudson said. Not only does she have a solid record as a senator, but she would have been far more engaged with the Congress. ENDA didnt even leave the House committee in the last Congress. But many prominent LGBT Clinton backers say theyre pleased with the Obama administration and she and the president have been working closely to advance LGBT issues. Other former Clinton supporters were dubious that the secretary of state would have come out for marriage equality or guided ENDA to passage had she been elected president instead of Obama. Hilary Rosen, a D.C.-based Democratic activist, called herself Hillary Clintons greatest fan, but expressed skepticism that Clinton would have succeeded on ENDA or evolved on marriage. ENDA is stuck in the Congress not the White House and I just dont know if she would have changed her view publicly by now about marriage if she were president, Rosen said. And anyone who tells you they know is making it up. Birch said Obama achieved
tremendous legislative success for the LGBT community counting passage of hate crimes legislation and Dont Ask, Dont Tell repeal as two signature accomplishments and said people should work harder than ever in their lives to re-elect a president that invested in real change. President Obama has achieved what no other president has ever achieved a breakthrough of majority votes in the United States Congress to actually change the federal law of our country, Birch said. He has done it twice. He prioritized us and that is how it happened. Steve Elmendorf, a gay Democratic lobbyist, said he doesnt think wed see any difference if Clinton were president instead of Obama. I was an enthusiastic Hillary backer; I am an enthusiastic Obama backer now, Elmendorf said. In terms of passing of Dont Ask, Dont Tell [repeal] and hate crimes, I think Obama has done a terric job and, I think, the community should be enthusiastic about him particularly if they watch the Republican primary process play out and see what the alternative is. Elmendorf, also a member of Clintons 2008 LGBT steering committee, said the only thing Obama hasnt done is come out publicly for marriage equality, but noted Clinton also has yet to make such an endorsement. The opposition is so horrible, and marriage is just one issue and hes got such a good record on just everything else that it doesnt in any way diminish my enthusiasm for him, Elmendorf said.

For all those who said the sky would fall if Vincent Gray were elected mayor, we now see clear proof that it hasnt. What is clear is that the city is functioning well and economic development is stronger than ever. The mayor continues to make good on his commitment to move forward on education reform and even the Washington Post in a recent article conrms that city services, which have improved dramatically since the 90s, have continued to improve in the past ve months of the Gray administration. It is easy to nd people to give negative quotes and the Post managed to nd one for its story on Gray. That person said, City services are one of those things you dont think about until something doesnt work right, but something that is of concern is reading about all of the difculties thats going on with members of the City Council and the mayor If it continues for an indenite period of time, I think it can impact quality of service. Well, anything can impact city services, including a federal government shutdown, but Mayor Gray and his agency heads are making sure that nothing will stop the improvement from continuing. Michael Niebauer, in a recent Washington Business Journal interview with the mayor, found there are literally billions of dollars of projects afliated with the city that are moving forward. Niebauer included numerous positive quotes from business leaders in the District who are working with the Gray administration. When pressed on whether the ethics issues were having an impact, Peter Corbett, CEO of D.C.s iStrategy Labs, said, As a business leader and tech community guy, I dont pay attention to what politicians are doing scandal or otherwise and I believe my peers are largely in the same boat with me on that. There is much evidence that the busi-

$1 billion City Center project, the agreement with Walmart, a Trader Joes coming to U Street, and an apparent agreement with Microsoft to move to the St. Elizabeths East campus where 127 acres of new development will occur. There are also another $11 billion in projects moving through the pipeline. Mayor Gray has been to more community events than our last two mayors combined. He is out meeting with constituents and welcoming large conventions, and their money, to the District. He has met many times with members of the LGBT community and has directed Police Chief Cathy Lanier to be more responsive to the community resulting in her reengagement on the issue of hate crimes which have been so pervasive over the last few years. Both the police and re/ EMS training academies have reopened and are taking new recruits for the rst time in years. The mayor established a new Commission on HIV/AIDS, strong new testing programs and infection rates are starting to come down. There is a new treatment-on-demand program with rapid response for anyone testing positive. The summer jobs program ran without a glitch and within budget and the citys budget was passed without the use of gimmicks or dipping into the reserve
get input on this issue. This mayor may be more deliberative but in the long run that may make for better decisions. His chief of staff, Chris Murphy, is getting great reviews and recent additions of a well-respected deputy chief of staff and communications director are helping the mayor get information out in a more cohesive way and informing people of what is being done across government. There were the questionable hires of staff and their offspring but both are long since gone. The Sulaimon Brown asco is still being investigated by the U.S. Attorneys Ofce but from all Ive seen, there is no indication the mayor himself was involved and as ethics discussions appropriately take center stage it is important to separate the mayor and his administration from the issues surrounding the Council. The second year of his term will see some crucial tests for the mayor. They include the budget; how he works with Congress; how we maximize getting available federal funds; and how he is communicating with local residents. I believe that the forward momentum we have seen in the past year will continue and those services we all rely on will continue to improve. Now if he can only do something about DCRA.

Private First Class Bradley Manning is a traitor to the United States of America, and his choice to use Dont Ask, Dont Tell as a defense for treason is a betrayal of all gay and lesbian service members past and present. Whatever his reasons or excuses, Bradley Manning does not deserve the sympathy of the LGBT community. Upon enlistment into the Army, Manning swore to defend the United States from enemies both foreign and domestic,
was an emotional outburst, reactionary or immature, but it was a conscious decision made by a trained professional soldier entrusted with a security clearance. Manning not only violated security protocol and the Uniform Code of Military Justice, he violated the trust of his colleagues, the Army and his countrymen. Now that he prepares to stand trial, he has shown himself to be willing to sacrice honorable gay and lesbian service members to avoid responsibility for his actions. Lawyers for Manning are claiming that his struggle with his sexual orientation contributed to emotional problems that should have precluded him
DADT. We all served under the same law, with the same challenges and struggle. We did not commit treason because of it. Log Cabin Republicans have long advocated that ones sexual orientation should not be grounds for discrimination or dismissal in the workplace. As conservatives, we believe in the meritocracy of ones labor. Good behavior and excellent performance come with reward and encouragement. Bad behavior and poor performance come with punishment and corrective measures. To justify misbehavior in the workplace because of minority status is detrimental to the morale and performance of others. For Mannings
legal counsel at Fort Meade to suggest that his orientation and/or gender identity be part of a defense or excuse for his behavior is as unacceptable as the use of a gay panic defense by a murderer. As a combat veteran and current reserve intelligence ofcer, I have testied to Congress that Dont Ask, Dont Tell was a hindrance to service member integrity, readiness, security and was a waste of tax dollars. Members of Congress learned that forcing service members to hide or lie about their sexual orientation undermined service members responsibility and accountability under the UCMJ. I told lawmakers that dishonesty was inherently counter to the long-held Army values of Loyalty, Duty, Respect, Seless Service, Honor, Integrity and Personal Courage. Repeal advocates also warned that dishonesty and lying are security threats. The fact that Bradley Mannings failure may be a predictable result of the corrupting inuence of Dont Ask, Dont Tell does not excuse him from personal responsibility for his crime. Today, sexual orientation is no longer a barrier for one to serve their country with honor. It should never be a defense for dishonor.

Dems, GOP should avoid exploiting troops for political gain

Romneys encounter with gay veteran latest in series of opportunistic stunts

Last week, GOP presidential contender Mitt Romneys campaign made a stop at a restaurant in New Hampshire, where a heated exchange between he and a patron made headlines. According to the Washington Post, Romney spotted Bob Garon and, noticing his hat, greeted him by saying, Vietnam veteran! To Romneys surprise, Garon is gay and was eating breakfast with his husband. Garon took the opportunity to ask Romney whether or not he would support repeal of New Hampshires same-sex marriage law and if he thought it was unfair that the spouse of a gay service member cannot receive the same benets as the spouse of one in a heterosexual marriage. Romneys answer was simple and robotic. He said, I believe that marriage is a relationship between a man and a woman. The interaction got a great deal of attention because of its relation to a few political narratives that have been oating around as of late. Since the repeal of Dont Ask Dont Tell, the mainstream media have been paying more attention to the existence of LGBT service members and veterans, and to the disrespect they have received from certain Republican politicians and supporters. Opponents of repeal have been confronted with the fact that the idea of LGBT people serving in the military is not just a theoretical possibility, but that they have always been there. When Mitt Romney approached Garon, he wasnt expecting to be forced to defend his position on LGBT issues. He was after a photo op with a (presumably) straight veteran. Fifteen or 20 years ago, a situation like this might not have gotten the kind of attention that it has, or if it had, many more people would have been sympathetic to Romneys position, rather than Garons. But the media narrative that has emerged since the repeal of DADT is that Republicans are willing to throw the entire military under the bus over ending the policy. Indeed, at the GOP presidential debate on Sept. 22 when Capt. Stephen Hill was booed by audience members for revealing his sexual orientation in his question, it seemed to conrm that the Republican Partys base is more interested in waging culture wars than in accepting the military as it currently stands. Between this incident and Rick Perrys recent, widely panned gays-in-the-military campaign commercial, the question has arisen, are Republicans out of touch with the military and do they really care about the troops? Such a narrative is one that liberals are jumping on, in part as retaliation for an idea that Republicans had tried to spread during the years of the Bush presidency as a way of demonizing their opponents that the Republican Party was the only party that supported the military and that for liberals to speak against the Iraq war meant that they hated American soldiers. It was a shallow argument then and the fact that certain Republican candidates, as well as their supporters, are now so willing to see these service members rst as gay and second as soldiers demonstrates this. Democrats have been doing a great job talking about issues that people in the military have to deal with repeal of DADT, ghting enforcement of DOMA when it comes to those who happen to be gay and, more broadly, defending the VA from budget cuts and privatization (as recently proposed by Romney). But Democrats should be careful not to use the military as a catchphrase or a slogan in the same way that Republicans have in recent years, and it would be shameful and opportunistic to do so. When Americans join the military, they do it to defend the Constitution and protect the rights of their fellow Americans that includes red America and blue America, gay and straight. When Dont Ask Dont Tell was in effect, gay men and women signed up knowing that they were putting service to this country ahead of their sexual identities. Service members put politics, their families, and their very lives to the side in order to defend our rights and it is disrespectful to use them to spin political arguments, especially when their jobs prevent them from defending their own ideological views in the public arena. It would make for a great sound byte to say that Republicans hate the troops, but to say that would be to engage in the very same pseudo-nationalistic hyperbole that characterized the Bush years. While it may be tempting for Democrats to use these recent incidents from the GOP primary campaign to depict themselves as the one party that truly represents military service members as a whole, they should refrain out of respect. Failing to do so would lead to the kind of blatant political opportunism that Mitt Romney showed us on the campaign trail, with his greeting, Vietnam veteran!

D.C.s LGBT non-prots have needs and dreams this holiday season
By now everyones made a wish list whether you want peace on earth or a new at-screen plasma TV, its the season to dream. The Blade asked local LGBT non-prots to share their holiday wish lists in the hope that readers will remember them in their end-of-year charitable donations. They can always use monetary gifts of course, but sometimes its helpful to know specics. We didnt purposefully exclude any organization but neither did we try to make it exhaustive there are many worthy LGBT groups in the Washington area, but these are a few of the smaller ones that are sometimes overlooked. We also asked them to keep it real obviously all of us would like full LGBT legislative rights and multi-million dollar budgets to achieve them, but the needs are often more basic and practical. Anyone wishing to make a donation may contact the organizations directly (contact info included below). Us Helping Us is a local group committed to improving the health and well being of black gay men and to reducing the impact of HIV/AIDS in the black community. Its leaders wish for: 1. A 3,100-square-foot space for a new youth program and the money to help pay for it. 2. A volunteer event coordinator to help with annual fundraiser reception. 3. Every black gay man in D.C. to get an HIV test and see a doctor if positive. Contact uhupil.org. the group through The D.C. Center is a community center for LGBT residents of the D.C. metro area. Its leaders wish for: 1. Ofce space The D.C. Center expects to relocate before the end of 2012. If you would like to help identify the next home for the D.C. Center, please join the Relocation Committee. 2. Business partners Washington is a transient city and for many folks moving to our area, the D.C. Center is one of their rst stops. We recently added a new display board at the Center to share business cards for Realtors, nancial planners, personal trainers and anyone who wants to connect with the LGBT community. Our professional partners program gives businesses the opportunity to display their business cards, advertise in the D.C. Center Newsletter and be listed in our online business directory. Businesses can nd out more at thedccenter.org/ business. 3. Party planners We need volunteers who know how to throw a great party. We will be planning several social events connected to the National Gay Mens Health Summit, which the D.C. Center will host in July and expect several hundred gay, bi and trans men from around the country. Twenty new beds for homeless LGBT youth in the District The District currently has a total of seven beds for homeless LGBT Youth in the District at the Wanda Alston House. That is simply not enough. Center volunteers assemble thousands of safer sex kits each week and we rely on individuals and organizations to make that happen. If your organization (or group of friends) is looking for a great group volunteer activity, schedule a time to come pack safer sex kits at the Center. Find out more about our HIV Working Group at facebook.com/ghthivindc. 6. Fifty new Center associates Center Associates are community members who support the Center by donating $10 or more per month. Kitchen supplies We welcome donations of paper towels, disposable cups and plates, napkins, toilet paper and recycling containers. 8. Techno-geeks Our Cyber Center provides computer and Internet access to the community and many local LGBT organizations. We have top-of-the-line computers that are in need of maintenance from a pro. HOW LONG HAVE YOU BEEN OUT AND WHO WAS THE HARDEST PERSON TO TELL? Ive started coming out to my friends throughout the past year, which has been fairly easy since many of them are queer individuals I met through my obviously gay work at the D.C. Center. I panicked when I told my sister but it turns out she couldnt care less. However, telling my mom was pretty challenging and shes denitely been in denial since. WHOS YOUR LGBT HERO? Every individual who is working to make a difference in the LGBT community (I am fortunate to be surrounded by a lot of them). Also, every one of my friends who is living their life openly and without apologizing is a role model and hero to me.

in a few decades Ill have enough perspective to look back on my life and sum it up in a few words. IF SCIENCE DISCOVERED A WAY TO CHANGE SEXUAL ORIENTATION, WHAT WOULD YOU DO? I would be really concerned for the LGBT community. Our individuality and difference are what make us beautiful and I think such a discovery would have terrifying implications for our social and political progress. WHAT DO YOU BELIEVE IN BEYOND THE PHYSICAL WORLD? That no belief system, not even science, can explain all the mysteries of the universe. WHATS YOUR ADVICE FOR LGBT MOVEMENT LEADERS? The homogenization of the LGBT movement is a problem in part because we devalue our queerness and diversity when normalization becomes the top priority. WHAT WOULD YOU WALK ACROSS HOT COALS FOR? For the people I love, naturally, and for world peace and equality. Though I doubt my walking across hot coals would contribute to social progress much. WHAT LGBT STEREOTYPE ANNOYS YOU MOST? Probably that you have to look, act, dress and fuck a certain way to be a queer woman. In reality, theres unlimited ways to be queer and a woman. WHATS YOUR FAVORITE LGBT MOVIE? My cultural knowledge of lm, gay and straight, is pretty pathetic. Given what I have seen, I have to say La Cage aux Folles. Both the French original and the American remake are fabulous. WHATS THE MOST OVERRATED SOCIAL CUSTOM? Probably weddings. Not because people shouldnt get married if they want to, but because weddings and the engagement process seem to so often be constrained by patriarchal religious traditions. WHAT TROPHY OR PRIZE DO YOU MOST COVET? The Nobel Peace Prize but only if I did something to deserve it. WHAT DO YOU WISH YOUD KNOWN AT 18? That its my life and no one can dictate my decisions or my dreams. I still have to remind myself of this fact every day. WHY WASHINGTON? I moved here for a partner but Im attracted to the beautiful, historic architecture, the free access to some of the worlds best art museums and the citys endless cultural events.

Lindsay Tauscher is in that post-college period where shes still guring out how her education will parlay into a career. The 22-year-old Moorestown, N.J., native majored in art history and French and just nished a fall internship at the D.C. Center. She lives in Bethesda and also works at Mustard Seed, a used clothing shop there. Shes also spent time in Paris and Philadelphia and feels the West Coast especially San Francisco beckoning. Im not really an artist, she says. Im intrigued by the idea of taking art, which is traditionally considered elite, and doing something with it that serves a function. Thats what brought me to the D.C. Center. Tauscher, who identies as both queer and bi, has had relationships with both men and women but says its important to her not to just let herself assimilate into straight society even if she is dating a guy at any given time. Its easy if youre queer or bi to just kind of default to heterosexuality, she says. Youre not repulsed by the idea of being with a man, in fact most of my long-term relationships have been with men. And another tough thing is that Im very femme presenting, so people just dont know that part about me unless I tell them. They just assume Im straight. But as I started to wrap up college, I realized how important my sexual identity was to me and my interest in women. I also had a growing sense of urgency for activism particularly from some of the feminist issues I studies in college. Tauscher says her relationship status is complicated but Im available if anyones asking. She enjoys rock climbing, yoga, art museums, farmers markets and reading in her spare time. She lives in Bethesda but spends a lot of time on U Street, N.W.
WHATS WASHINGTONS BEST NIGHTSPOT, PAST OR PRESENT? Im still trying to gure that out myself, but Busboys and Poets (14 and V) often has fantastic, socially conscious events going on. Phase 1 is a lot of fun for the queer lady scene but I wish there were more establishments that catered to that crowd. DESCRIBE YOUR DREAM WEDDING. Im not sure Im on board with the whole marriage thing, but if I had to do it, Id probably want to elope to somewhere quiet and beautiful. My family would be devastated that I didnt invite them, though, so that will probably never happen. WHAT NON-LGBT ISSUE ARE YOU MOST PASSIONATE ABOUT? There isnt a single issue, but top contenders include womens rights (local and global), as well as social equality across the intersections of gender, race, orientation and class. WHAT HISTORICAL OUTCOME WOULD YOU CHANGE? A whole lot of them, but Back to the Future and Family Guy taught me that you cause more problems than you solve when you mess with time travel. WHATS BEEN THE MOST MEMORABLE POP CULTURE MOMENT OF YOUR LIFETIME? Im really bad with pop culture, probably because I dont have a TV and never know whats going on in that arena. ON WHAT DO YOU INSIST? I insist on being treated with respect and on treating others the same way.

Swedish company among rst to target LGBT media

Absolut, the Swedish vodka sold by Pernod Ricard, took a gamble 30 years ago to market to the then-controversial gay market. Jeffrey Moran, vice president of public relations, events and sponsorships at Pernod Ricard, says that being inclusive is part of Absoluts brand. When Absolut rst created its advertising plan for the U.S., it recognized that this community was a vital demographic that we wanted to work with. At a time when no other brands were talking to the LGBT community, Absolut took the initiative and engaged this trendsetting inuencer community in a way that no one had before and few have since. Absolut started advertising to the gay community in 1981 by placing ads in gay magazines the Advocate and After Dark. Todd Evans, president and CEO of Rivendell Media, a company that focuses on the gay market, believes Absolut took a major risk because, There were really no marketing studies on the LGBT community 30 years ago and for Absolut, a big brand company, to dedicate such large resources to an unstudied community is almost unheard of. No other spirit company took that risk. Evans says spirit companies generally target marketing campaigns to people

between the ages 21-25 because that is when people start to form drink preferences. With Absolut focusing on the gay community 30 years ago, think of all the long-term customers they established because Absolut was the only spirit company marketing to the LGBT community. The company is celebrating the anniversary with a year-long campaign theme dubbed Absolut Outrageous that will feature nods to the 30-year campaign. There will be online and outdoor ads, campaign slogans such as Celebrating 30 years of going out and coming out and a contribution of $30,000 to Outfest and the Outfest Legacy Project for LGBT Film Preservation. A print ad will appear in LGBT publications like The Advocate, Instinct and Out as well as mainstream magazines Vanity Fair and Vogue. The marketing budget is estimated at more than $4 million. Loyalty is earned and Absolut understands this, Moran says. Many brands have attempted to duplicate the Absolut success story in the LGBT market, but the brand that helped invent LGBT advertising is constantly re-dening the segment. From Andy Warhol to RuPaul to David LaChapelle, Absolut has maintained relevancy among the spirits clutter by partnering with some of the most notable gay and lesbian icons over the past three decades. In addition, we realize the importance of a multi-platform LGBT campaign: print, digital, social media and experiential components are all part of our outrageous initiative.
Evans recalls that Absolut received a lot of positive response from the LGBT community, thanking them for their support when the ad campaign launched 30 years ago. It was one of their standard ads of the day a halo hovering over the Absolut bottle but its placement in gay publications was unprecedented. The campaign grew over the years as the company expanded by buying more ads, sponsoring events at bars, donating to charities and causes and more. Today, we advertise on Logo, a television station dedicated to the gay community, and sponsor RuPauls Drag Race. The ads are more tailored to the LGBT community, said Moran. Absolut is fully invested in the LGBT community. But could the impact be diluted as more spirit companies market to gays? Evans isnt worried. At that time 30 years ago, we dedicated some marketing resources to the LGBT community and received responses. Today, we spend a lot more on LGBT marketing and receive little responses. Evans believes that for every one letter received, thousands feel the same way. With new generations of customers and their response to ads changing, developing and measuring brand loyalty is becoming more difcult. With Absoluts multi-media campaign, I think it is the right approach to attract customers and to remind them of Absoluts dedication to the LGBT community, Evans says, I think once they have an Absolut product, they will be loyal a customer because it is great product.

Hit-and-miss Elton Johnscored musical has soaring moment, spirit

bad Princess Diana wig) who occasionally wanders on stage, says or sings a few kind words, then makes a hasty exit. Theres also Billys loyal friend Michael (Ben Cook) a self-described poof who likes to dress up in his mothers clothes. After persuading Billy to don a skirt too, their private little drag show explodes into Expressing Yourself, a glittery production number with the two boys tapping their hearts out in silver heels backed by a collection of 10-foot dancing dresses. Despite Elton Johns ardor for the source material, this score is not his most memorable work. But what is unforgettable about the show is Billys dancing (thrillingly choreographed by Peter Darling). He unrealistically transforms from awkward novice to the prince of pirouettes in a matter of weeks, but whos counting? Ishimoto (who performed on press night and shares the demanding role with four other young dancers) sings and acts OK, but he dances phenomenally: Whether back ipping off a table and tap/jump roping in Born to Boogie or leading the shows huge cast in Company Celebration, a spirited dancing curtain call, hes virtually awless. The second acts gorgeous, dreamy Swan Lake sequence pairs Billy with his older self (beautifully danced by Maximilien A. Baud) and he literally soars high above the stage. At more than three hours, its a long evening. Halls book is peppered with F-bombs and groan-worthy, cornball humor. Sometimes the show strains to connect the ongoing strike with dance. Case in point: a well-choreographed but improbable number (Solidarity) involving miners, cops and pubescent ballerinas dancing together in the same small space. In the end, Billys family and the community get behind the young dancer. Prime Minister Margaret Thatcher (represented here in monstrous efgy at the miners Christmas party) has broken the union, destroying their way of life. Its time to make way for new dreams. Though hardly perfect, this Billy Elliot the Musical has a lot of glitz, grit and heart going for it.

When promoting Billy Elliot the Musical, Sir Elton John routinely explains his attachment to the shows title character. Change is in the air

Proper working order modications have impact on local real estate market

This year, when we ring in 2012 with a glass of bubbly, we will also be ringing in a new era of how D.C.-area residents buy and sell real estate. As of the rst of the new year, a new Regional Sales Contract will be implemented in D.C., Northern Virginia and Montgomery County, Md., that will have major changes and new implications for the condition of a property when a buyer moves in or a seller moves out. The contract currently in effect until the end of the year has a paragraph (paragraph seven) in which the sellers warrant that they will deliver all plumbing, heating, cooling, electrical equipment, appliances and smoke and heat detectors to the purchaser in proper working order. All other items in the home (such as structural issues, roof, etc.) are sold as-is. If the purchaser has a home inspection contingency, they can negotiate for the seller to x any items not covered under paragraph seven. In order for the contract to move forward, both parties would need to agree on which additional items would be xed by the seller (again, always assuming that all paragraph seven items would be xed). Unless agreed upon, the sellers are under no obligation to x any items not warranted in paragraph seven. Under the new contract coming down the pike, the old sellers warranty in paragraph seven is removed and all homes will be sold as-is in their entirety. Since sellers are now under no obligation to x any items, all purchasers will be well served to have a home inspection contingency in place and an experienced realtor to help them negotiate the items to be repaired or replaced. The purpose of this change was that there were many disputes between purchasers and sellers regarding what items were required to be xed under paragraph seven. For example, if a 1980s clothes dryer made an extremely loud noise and shook as it dried clothes, but it dried them efciently, was that proper working order? Many realtors believe that this change will alleviate some of these gray areas of what constitutes working order since all items will now be negotiated. So what is the bottom line for how these changes will affect buying and selling property in D.C.? It is more important than ever for buyers to have a home inspection contingency. Both buyers and sellers should use an experienced agent to help them negotiate not only through the sales price of the home, but also through the home inspection contingency to save on costly repairs. Sellers must keep in mind that most purchasers will still expect their new home to have the major items in work-

ing order. If something is broken before putting your home on the market, it is a good idea to x it beforehand or at least agree to x it after the home inspection. Purchasers should be more cautious before putting in an offer on a property. Home inspections can be costly so be sure to take a good look around to see if you see any potential problems before
