Afterwards Allah ordered the Hijaab upon the women among the Muslims,
He said,
{ , _ _ _ _ _ _ , _
_ _ ' _ z
"O Prophet! Tell your wives, your daughters, and the women of the
believers to draw their cloaks (veils) all over their bodies. That will be
better, that they should be known (as free respectable women) so as
not to be annoyed. And Allh is Ever Oft-Forgiving, Most Merciful."
[Al-Ahzab verse 59]
They were in the beginning of Islam, the women use to uncover their faces,
their hands, and their limbs (i.e. feet and hands). This use to be Mu'bah (i.e.
permissible) in the beginning of Islam. Afterwards Allah ordered the Hijaab
on the wives of the Prophet, as well as the believing (Muslim) women as
a whole, then Allah abrogated what was from before of showing the face,
the hands and so forth; and the Hijaab remind (i.e. an obligation).
It (the Hijaab) by definition is that the Muslim woman conceals all of her
body from Men by that it is regarding her face, her hands, as well as her
feet; because it (those parts of the body) are 'Aura (i.e. private parts) and
Fitnah (i.e. temptation, enticement, and trial).

Therefore, in order to root out the crime (of fornication), and preventing
the means that would lead to the Harm Allah had ordered the Hijaab.
Thus, He the Most High said,
{ _ _ _ _ , _ z
"O Prophet! Tell your wives and your daughters and the women of
the believers to draw their cloaks (veils) all over their bodies."
Therefore, Allah began (the command) with the wives of the Prophet,
and His daughters. He (Allah) ordered them with the Hijaab, because they
are the foremost among the women of being ordered with the Hijaab,
afterwards He commanded the rest of the women among the believers.
Thus, He the Most High said,
{ _ _ _ _ z
"Draw their cloaks (veils) all over their bodies."
The Jil'baab is the Gitaa' (covering) or 'Aba'a (cloak), or Malaa'a (wrap
worn by women) and it is on top of the clothes of the woman for the
purpose of concealing her body. Therefore, she conceals her body with
clothes first, then she conceals the clothing with the Hijaab; because it is
possible that the clothing will have within it Zina (i.e. adornment).

Moreover, it is possible that the clothing has within it a lack of, or
inadequacy from covering the hands and feet. Therefore, the Hijaab covers
whatever becomes visible and covers the Zina that is on her clothing, or on
her hands from jewelry. Thus, the Hijaab within it is a precaution.
Moreover, their came in the Explanation of,
{ _ z
"Draw their cloaks (veils)."
Is that the woman should conceal her face with the outermost points of
her clothing from men. In this manner came the correct Explanation to
this verse, that the woman should conceal face. Moreover, within this
(explanation of the verse) is a refutation against those who say,
"Surely the displaying of the face (of the Muslim woman) isn't
anything wrong with it."
We say,
"Surely the displaying of the face (of the Muslim woman) before
men is Haram (i.e. unlawful) after the revealing of the verse
commanding the Hijaab. Therefore, it is not for a single woman
from the women among the believers to display her face before men
who are not Mahram; and merely this was before obligation of the
Hijaab."

As for when He (Allah) ordered the Hijaab He made it binding that all the
believing women conceal their faces and it is the meaning of,
{ _ _ _ _ z
"Draw their cloaks (veils) all over their bodies."
Therefore, the Hijaab is on the body, starts from the top of her head and
goes as far as her feet. She should draw it (Hijaab) over her face so that it
becomes completely concealed from men.
The face is the place of Fitnah (temptation, enticement, and trial), a place of
beauty, and a place to attract the glances and attention of (others); so how
would Allah make it obligatory upon the women to conceal their feet
before everybody and not make it obligatory to conceal their faces? Which
of the two is more severe in Fitnah ? Is it the feet or the face? The face is
more severe.
{ _ _ z
"That will be better, that they should be known."
That you know that she is a chaste and virtuous woman. That she is
modest and honorable. Therefore, Fussaq (those who do not meet the
requirements of righteousness) would not desire her. As for when those
open sinners see the shameless, barefaced woman they will surely desire
her.

As for when they see the veiled, concealed woman they will surely respect
her and move away from her.
{ , z
"So as not to be annoyed."
Meaning, that the Fussaq and the foolish ones will not turn their attention
to her; as for when she displays her face, hands, and outermost parts of her
body, then surely the people of Fisq (i.e. unrighteousness) will desire her
and say,
"She did not display her face and hands for no other reason except
that she does not care."
Therefore, they will be fond of her and approach her to annoy her. Within
this (command) is clarification of the wisdom for Hijaab that it prevents the
looking at her; and that it gains (for her) respect and honor with the
people.
Therefore, the veiled woman has value, worth, and status. As for the
shameless, barefaced woman, surely, she will have not any worth with the
peopleno worth with the people of good (righteousness) and the people
of evil will desire herrefuge is sought in Allah from that.

"And Allh is Ever Oft-Forgiving, Most Merciful."
Allah is Ever Oft-Forgiving, Most Merciful of what has passed before the
obligation of the Hijaab, however after the obligation of the Hijaab (has
been revealed) it is not permissible for the Muslim woman to go back to
uncovering the face.
{ _ z
"Most Merciful."
Allah is Most Merciful where He did not blame and punish her for what
has passed, this is a more serious rejection against those who annoy and
harm the Muslims; and they are more deserving of His statement,
{ _ _ _ _ z
"And those who annoy believing men and women." [Al-Ahzab verse
58]
They are more deserving of the threat (from Allah). Those who annoy and
harm the Muslims today, they make trouble regarding the command of the
Hijaab and they invite to the Muslim women uncovering their faces. These
individuals are foremost (deserving) of this threatwe ask Allah for safety
and well-being from that.
