PROPOSAL FOR THE RECONSTRUCTION OF HAITI A modernized Police National DHaiti

Security Concerns and Recommendation (ShotSpotter SST, TriTech VisiCAD )


As a member of the diaspora leaving abroad, we all have an obligation to participate in the reconstruction of Haiti. I am writing to express my interest in participating in that process in the following manner. As indicated by President Martelly some of most pressing security concerns currently include the IDP camps, it is a known fact that they are creating a safe heaven for criminals who pray on the helpless population who are attempting to live a normal life. A number of well organized armed gangs have infiltrated these camps and are operating without the fear of apprehension. In international law as we know, protecting your own population is the responsibility of the government. Another recognized security concerns are Kidnapping and the use of motorcycles by criminals, since the population uses them the most for public and private transportation. Currently most gun crimes occur using motorcycles during and after the commission thereof. Using commonly use and effective police crime prevention and management programs such as the placing of both, random and fixed checkpoint / chokepoint operations in and around the Port-Au-Prince metro and surrounding area, the government and PNH attempts to deter and make contact with criminals using motorcycles are a mode of transportation. In addressing these concerns, PNH with the assistance and support of UN / MINUSTHA assets and personnel have as part of their mission, special units to deter, protect and enforce laws that are in place to protect its citizens. Crime and violence are woven into the fabric of everyday life in Haiti, particularly in the capital. The fear felt by residents of Port-au-Prince is in marked contrast to the relative safety of rural life in Haiti. According to a 2006 report on issued by the World Bank, 60% of those living in the capital report that they feel unsafe in their own homes often or most of the time, compared to 14 % in the rest of the country. In Port-au-Prince, 25% of residents report having been the victim of theft, robbery, or burglary in the two last years, compared to 16 percent of those in other areas of the country. In that same report, the World Bank made the following Policy Recommendations for Security and Judicial Reform to be part of the elaboration of a comprehensive medium-term growth strategy for Haiti. On page 2 of this document, I will attached the recommendations below to specific actionable plan for accelerate reform of PNH (police), incl.

Establishing new rules and operating standards Vetting and training personnel, and improving Oversight arrangements and career management. Pilot slum upgrading projects with a focus on violence prevention. Sustain police reform efforts, with elements to improve the relationship between the PNH and citizens, including greater accountability of police officers for areas under their jurisdiction and professionalization and training of the forces members. Using common use law enforcement techniques and strategies couple with modern tools and technology, it is my opinion that we can reach such a goal. Having work and studied law enforcement practices in the US and work as a Public Safety professional working in a law enforcement agency inside one of the busiest section of the city of Boston MA, I understand and experience first hand the challenges of a police department (i.e. Boston Police) to fight gun violence. Recommendation 1 Establishing new rules and operating standards

In order to enhance this ongoing effort, as an active participant in the reconstruction of Haiti I respectfully request and opportunity to present to you an acoustic surveillance tool that will give our PNH the ability to be proactive in the monitor and quickly response in any sections of a Port Au Prince where gun shots and violence is occurring. This technology is base on SAME TIME detections and report of gun violence as theyre happening. For the past 14 years this tool has been in use across the United States and many cities in Latin America, South America and Mexico to combat all crimes being committed by the use of gun violence Currently PNH does not have the ability to rapidly respond to emergency situations with a robust solution for single or multi-agencies (police, fire, ambulance) response using a computer aided dispatch commonly use by modern law enforcement. Such ability that includes a records management systems for create electronic files for anyone whom made contact with police (including prisoners and suspects stopped by the police). A computer aided dispatch is reliable and will captures all major data points throughout each call to provide comprehensive data immediately to enable rapid decisions in situations when every second counts thus improve and modernize our Police Department.

Recommendation 2 Pilot slum upgrading projects with a focus on violence prevention

The tool and advance technology that Im referring to combat gun violence is SHOTSPOTTER. The tool and advance technology Im referring to modernized the way PNH would effectively respond to emergencies is TriTech VisiCAD

If submit to you that if my friends at Shot Spotter and I have an opportunity to FORMALLY present to you this technology, we will leave no doubt that its presence in high crime sections of Port-Au-Prince such as Cite Soleil, Bel-Air, and the Tabarre District, couple with sound a good community policing strategy by our PNH (supported by MINUSTHA) will result in the guarantee reduction of crime and increase arrest of offenders. Were all mindful that Armed Gangs have a vested interest in maintaining gun violence and the status quo, which stands in the way of Haitis economic/social/political growth and keeping the Diaspora and potential investors away. I have no doubt that returning security in the homeland seats at the top of President Martellys agenda. ShotsSpotter specialist understand the challenges that deploying this tool in countries like ours in Haiti, and were prepared and willing to offer pre-sales demonstration and onsite support and surveys and quotations. Using a commissariat by commissariat approach, we can begin modernizing our PNH to enable to effectively respond, document, prevent and fight crime in our city and neighborhood. The Haitian population has demonstrated resilience and creativity in the face of severe challenges. Marred by political instability, economic mismanagement and natural disasters, Haiti has suffered negative economic growth in three decades of the last forty years.

Contemporary Haiti lacks a strong Nationale Police capable of carrying out the basic state functions in an effective, responsive and accountable fashion having lost resources and not modernized their procedures in recent years. This inability and strength greatly reduces PNHs capacity to guarantee citizen security within a rule of law. Building a stronger PNH I submit is an incremental process, the Government will need both a medium term strategy and a short term program of priority actions. Ensuring public security and the rule of law is the area where state failure is currently most critical in Haiti, with both direct consequences and indirect impact on the population. Indeed, ensuring a dramatic improvement in security will be critical for the success of any other intervention in the country. I would therefore respectfully recommend that short term actions focus on: 1. Modernize and re-enforced our Police Nationale

2. Improving coordination between MINUSTAH and the Police Nationale 3. Targeting high crime areas with multidimensional development interventions.
Investment in modern tools such as ShotSpotter and/or TriTech VisiCAD is not only a proactive approach to fighting crime but also a possibly lifesaving tool. A tool such as ShotSpotter that allows police to be alerted and respond to shooting prior or without receiving a call, is evidence. With budget plan equal to the yearly salary of a law enforcement officer in the United States, investing in this technology will allow the PNH with the current amount of officers it has deployed to effectively respond to gun violence related crimes without having then drive around and waste time.
