Rural Transformation Fellowship Strategy Paper of Project Krishimitra Villages: Jadvasha Khurd,Jadvasha Kalan and Morda,District:Ratlam Madhya Pradesh Context: .Madhya Pradesh has the highest proportion of Indias dry land districts within its area. Twenty-three per cent of Indias 177 dry land districts occupying 19 per cent of Indias dry area are in MP. Also 89 per cent of districts in MP covering 81 percent of the area are dry land [Shah et al 1998]. According to the comprehensive classification of the National Bureau of Soil Survey and Land Use Planning (NBSS and LUP), 76 per cent of Madhya Pradesh is situated in semi-arid and dry sub-humid agro-ecological subregions (AESRs).3 MP has a growing period (the period in which soil moisture is adequate for supporting plant growth) of 150 to 180 days. At present 24 per cent of the cropped area in the state is irrigated. Even if the ultimate irrigation potential from surface and groundwater sources were realised, over 55 per cent of the cropped area in MP would still remain rain fed. Given the overwhelming importance of agriculture in the state economy, a breakthrough in rain fed dry land agriculture can be said to hold the key for development of Madhya Pradesh. Within the overall picture of MP, the performance of the AESRs within the state has been highly variable. This adds another dimension to the unique significance of MP in the national scene. Encompassing as it does a wide variety of ecological conditions, MP can be said to typify the two most important development experiences in Indias rain fed agriculture the near stagnation of the relatively high rainfall eastern region and the increasingly unsustainable tube well-led agricultural development in the hard rock regions of the country. Total production in Madhya Pradesh Approximately 49.03% of the geographical area is under cultivation. Of the total gross cropped area Crop group Cereals covers 38% , Crop group Pulses 22% and Crop group Oilseed 31% and the remaining is covered by Crop group Commercial ( cotton & sugarcane etc.), vegetables, fruit, fodder and medicinal crops. Ratlam Known historically as Ratnapuri, is a city in the Malwa region in Madhya Pradesh of central India. .and its comes under the Malwa region is also famous for the vegetables production Here on the basis of the data of agricultural production what I felt that is because of the new economic policy of liberalization, privatization and globalization lead to the commercial crops where farmers only focus on the cash-crops. But now the problem is arise is that big farmers and merchants (middle man) are able to access the market easily because of the quantity of production and influence on the market but what about the small and marginal farmers who grow less quantity of the crops and what if their crop will fail also they Krishimitra

are not that much educated they can use the government schemes??This question comes to my mind . But here what I felt Is that I need to focus on both small as well as the big farmers so that we can influence the market of the agriculture and for that vital thing is cooperation and for that I need to focus on government schemes for over all transformation of the village. Purpose of the programs:
Increase the economic sufficiency through create more options for the financial capital accessibility for the 40% farmers also for organic farming and for purchase of milk animal(through help of cooperatives)

Create diverse options for selling their crops and involve more people for crop insurance. Create the link between Dairy Union for selling of milk or link cooperative with the local dairy(Sanchi Dairy) Program components (outcomes/outputs): When I think about the three villages of Ratlam districts that time I feel that the components of program will unite the people of the village and create the new future the villagers on the base of sustainable livelihoods and prosperous and dignified life of the farmers. Outcome 1: economic sufficiency of the farmers and risk reduction in rural agriculture sector(in numbers) Objective: increase in sufficiency and risk reduction and reduction of despair through the increase in diversification of income source, increase in agricultural income, reduction on external dependency, and integration of livelihood options Outcome :for 40% of small and marginal farmer increase income by 50% by establishing organic ,multi cropping ,creating dairy unit in 2 villages. This objective will be achieved through the following outputs 1. Create new co-operatives: Intervention: enterprise development in the areas of agriculture inputs ,value addition and markets; that are co-operatively managed and addresses the concerns of farmers ;of the poorest increases the skills and competence in managing agriculture sector; enhances sufficiency and are economically sustainable . Output:create and support 2. Direct Market Access: Intervention: direct market access of agriculture produce that ensures fair price for organic agricultural produce ;that is non-exploitative and easily accessible to farmers.(use of the Radio for creating the awareness of the crop price )

Introducing the Crop Insurance Schemes: Intervention: Find out the Insurance schemes for crops and create the link between farmers, government officials and Insurance Company. Output:20% farmers will able to access the crop insurance. 4. Creating bulk sms service for current rate of the crops: Intervention: creating the bulk sms service in Ratlam Mandi with the help of government department which provide everyday recent updates of the crop price on cell phone. and information of other market options. Output: Creating bulk SMS system in 1 Ratlam mandi and other tools for market information 5. Accessibility of financial capital: Intervention: creating link with the financial institution with Farmers and create new sources for that. Outcome B: Well being and social security Objective: ensure peoples well being and social security through financial inclusion particularly 3 villages. 1. Adhar Card: Unique Identification Intervention: inclusion in civic entitlements, particularly governance and development schemes Output: ensuring 100% of the people in 3 villages have UID registration 2. Finacial inclusion: Intervention: financial inclusion wherein all people are financially literate ,have bank accounts and can operate them, and are able to access and use credit easily from fair and accountable mechanisms for their well-being . Output: 100% of people in 3 villages have functional bank accounts; 5new credit mechanisms that ensures easy access and accountable credit easily from fair and accountable mechanisms for their well being Output: 100% of people in 3 villages have functional accounts; 5 new credit mechanisms that ensure easy access and accountable credit are established. Operational strategies: A four pronged operational strategy will be adopted for the implementation of the programs. the four parts of the strategy include fostering transformational leadership, partnering with champions who support risk takers; ensuring access and use of relevant information ,and creating an enabling environment to achieve the programs purpose and objectives. Government and corporate officials who will support equal accesses and use of capital and markets for sustainable agro-enterprise Government officials who are informed and competent, and are committed to administering mandi accountably and efficiently. Media persons with integrity who are willing to speak for the concerns of local communities and marginal farmers. Leaders from various sectors who are committed to the possibility of local living communities and champion this vision.

3. Information: Intervention: wisdom ICT centres will be established to provide easily accessible, current information on rights and entitlements so that communities are entitled to informed action and consent.
Information related to sustainable farming ,pricing, capital and markets Information related to development planning and implementation including social security schemes.

4. Enabling environment: Intervention: the program will create an enabling environment through three outputs: partnership will be established with the following:
Financial institutions to promote easy credit access and accountable credit mechanisms Government and corporate to support equal access and use of capital and markets for thriving and sustainable agro-enterprise Ngos and peoples movements to support program purpose and delivery Media organizations to give voice to rural communities and visibilise their challenges and successes Donor agencies concerned about the challenges of rural communities and marginal farmers for creating technical mechanisms for spreading awareness of prices of the crops.(radio,bulk sms)

Multi-stakeholders engagement: multi-stakeholder platforms will be facilitated that include diverse constituencies and address peer learning, advocacy and collective action for local living communities. Campaigns: Campaigns will be undertaken for advocacy that enrols civil society in the purpose of the program in the following:

Policies: The programs will undertake policy advocacy particularly related to cooperative, Mandi Act.

Operational strategic output:


Leadership programs for 20 bankers who promote easy credit access and accountable credit mechanisms Leadership programs for 20 government and leader to enable them support on creating cooperative. Establish 3 village wisdom (Panchayat center) ICT centres that provide information on financial capital and ,social security and commons. Current information on rights and entitlements is easily accessible in the villages (sustainable farming ,pricing ,capital ,markets and etc) Campaign for agriculture marketing: organic farming, multi cropping and adequate household food consumption.
