Fiji's New Emergency Regulations Puts Firm Lid On Freedom

Fiji's military regime is tightening its grip on power despite lifting emergency regulations only days ago. The military dictatorship has given itself huge powers under a public order decree which cannot be legally challenged. Under the new rules, anyone who takes part in what is considered a meeting with no permit - even if it is in a private home - faces up to five years in prison. Soldiers can take on the role of police officers, and if there is a meeting and they feel public safety is at risk they can use whatever force necessary including the use of arms. Any decision made under the public order decree cannot be challenged in court. The Fijian Government says the laws have been designed to prevent dangerous elements from threatening the promised elections in 2014. "This modernization is necessary to effectively address terrorism, offenses against public order and safety, racial and religious vilification, hate speech, and economic sabotage," said Commodore Frank Bainimarama But New Zealand Law Society says the new rules are draconian. "When any legislature, any lawmaker tries to oust the jurisdiction of the court, they do that for only one reason because they know their conduct wont stand scrutiny," said Law Society president Jonathan Temm. says he is disappointed this decree reproduces restrictions on freedom of expression. He said he hopes the regime understands the international community is watching for signs that public consultations due to start next month happens in an environment where there can be genuine political debate. Pacific news correspondent Barbara Dreaver said the controls are "extremely drastic." "When I was reading through the act today it gave me huge concern," she told the NZ media. "I've known it's a military dictatorship, but when you see the powers that this military regime now has, it is cause for huge concern. "If the police kill someone under this act, which they can do - they're allowed to use arms at a meeting if they're trying to break it up - they cannot be held accountable in court." Controls under the decree include: - The minister can prohibit the manufacture, sale use display or possession of any flag, banner, badge, emblem, device, picture, photo, uniform or distinctive dress. - Commissioner of Police or a Divisional Police Commander can prohibit or put conditions on processions, meetings or assembly in any place. - Anyone who takes part in a meeting,

Temm says New Zealanders going to Fiji should be aware of the new rules. "They are moving into a regime where the rule of law is not being abided by as they would expect in Australia and New Zealand." Former Lieutenant Colonel with the Fijian army Ratu Tevita Mara said the new decree is further evidence Frank Bainimarama is trying to tighten grip. "He has no intention of giving up power," Mara said. Foreign minister Murray McCully

said in a statement. "The international community will now be watching closely to see whether public consultations are able to take place in an environment in which there is freedom of expression for all parties. That will go to the heart to whether elections are free and fair." The Australian government also registered its disappointment. Parliamentary Secretary for Pacific Island Affairs Richard Marles said the move had dashed his hopes that Commodore Bainimarama - who seized power in a 2006 coup - was ready to start restoring democracy. "There has been a history in Fiji since 2006 of the interim regime making promises and not honoring them." Mr Marles said it was clear the Fijian regime had to be judged on its actions, not its words. He said the new laws did not leave him with much hope that the regime's planned consultations for a new constitution - scheduled to begin next month - would be credible. Consumers now have the option to purchase environmentally friendly toilet tissues that have been made by recycling waste paper. A local businessman invested close to $4.5 million in South Pacific Waste Recyclers to set up a waste recycling plant in Laucala Beach Estate in Suva. The company is a subsidiary of the Charan Jeath Singh Group of Companies and takes on mass production of toilet tissues, called Nambawan, through recycling. Director of the company Charan Jeath Singh said right now the product is available only in a few supermarkets, but this would change soon. We started supplying the smaller supermarkets because it isnt easy to supply in large quantities but by the end of the month we plan to hit all major supermarkets, he said. Mr Singh said it was an environmentally friendly option. We also help those large organisations such as the University of the South Pacific and Government institutions that usually have a lot of waste paper. We recycle the paper to make these tissues thus making what we do not

Fiji's Broken Promise 'Disappointing'

Fiji's return to a state of clampdown just days after lifting public emergency laws is "disappointing", says New Zealand Foreign Affairs Minister Murray McCully. The international community would be watching closely to see if the South Pacific nation could proceed with free and fair elections, planned for 2014, Mr McCully said after Fijian Prime Minister Frank Bainimarama enacted new laws giving him many of the same powers he had under emergency rule. Commodore Bainimarama drew cautious international praise when he announced earlier this month his intention to lift draconian public emergency regulations that had been in place since April 2009. But that now appears to have been little more than a publicity stunt. "Having welcomed the announcement that the Public Emergency Regulations would be lifted, we are disappointed to see the Public Order Decree introduce new restrictions on freedom of expression and assembly," Mr McCully

only helpful to the public; because they get to buy a product that is locally made and is cheap, but we also help the environment and businesses too, he said. Mr Singh said the company bought leftover papers from the two major daily newspapers in Fiji. He added all the local printers had been very keen to supply the company with waster paper as well. Work on the factory started in January 2011 and took a year to build but six months before this the company had already begun collecting waste paper. On a daily basis the factory processes 2.5 tonnes of waste paper which in turn produces two tonnes of usable good paper. We also discourage consumers from burning or throwing rubbish. If they have waste paper lying around their home or office then they can bring this paper to our warehouse at Laucala Beach. We would soon distribute large bins for businesses to use for their waste paper which will make it easier for them to deliver these to our factory, he said.

Voting help sought by Government

The Government has written to all the diplomatic missions in the country, seeking their help with financial contributions towards the electronic voter registration (EVR) system for the 2014 general elections. This was revealed by the AttorneyGeneral, Aiyaz Sayed-Khaiyum. Mr Sayed-Khaiyum said the Government had briefed all diplomatic corps and other agencies in the country last September regarding the flaws of the 2006 elections, which had been identified by the European Union. He said they had received a number of applications from various companies who had shown interest in providing Fiji with the electronic voter registration equipment. Two days before the Christmas holidays, we called in all the diplomatic corps and other agencies again and gave them a thorough presentation of all companies applied and told them about the one preferred by us, Mr Sayed-Khaiyum said. He further revealed that the vendor which the Fijian Government has deemed most suitable has 20 years of experience in electronic voter registration internationally. Few days ago, we wrote to all the diplomatic corps and asked them if they wished to contribute financially towards the EVR. We have given them 14 days to respond to the letter, Mr Sayed-Khaiyum said. Close to $6 million has been already allocated for in the 2012 budget to start the electronic voter registration process. In terms of how much has been asked from each diplomatic corps, Mr SayedKhaiyum said, it was an open letter and the Government would now wait for their response. Mr Sayed-Khaiyum said the total cost of the entire process would be determined after final consultations. The company has given us an indicative cost of the entire process but the actual cost will be determined after final consultation with the preferred vendor. More details about the company and the costs involved will be revealed soon.

Ministry of Women has partnered with the town councils to ensure that these facilities are provided not only in the central division but is replicated around the country. The establishment of Women Resource Centres in each province is also a commendable move by Government to open up economic opportunities for women," Mrs Vulaono said. She said development of this nature motivates the NGOs to do more to advance national development. It encourages us to do more and to put our words into actions to make a difference, to come and work together with Government in eradicating poverty, Mrs Vulaono said. This year, she said NCW is looking forward to strengthen its network with Ministry of Women alongside Ministry of Agriculture to promote the role of women in food security. This is one of the areas, which needs more focus as it holds the key to poverty reduction. Since we are all working for one target which is the economic empowerment of women in poverty alleviation, we need to pool all the resources together, she added.

NGO Fond Of Govt Programs

The National Council of Women Fiji (NCWF), one of the strongest Non-Government Organizations (NGO) advocating womens issues in Fiji has applauded the move by the Fijian Government to empower the disadvantaged and poor in the country. The Councils president Mrs Tauga Vulaono has reiterated that Governments programs in the last two years have reached out to the people in rural areas who were, thoughtless of in the past. She said two of the development areas that received significant boost are those targeting economic empowerment of women and that of creating of an inclusive society for the senior citizens in the country. NCWF has been working since 1968 to raise the profile of women. And we are glad to see that this government is people oriented, it has come up with policies especially to look after the welfare of women, senior citizens and disabled into our communities. One of the significant developments we have been waiting for years is the night shelter and market booths for women market vendors. We are happy that

Be Honest In Your Work, PM Bainimarama Tells Soldiers

Fijis Prime Minister and military commander, Commodore Frank Bainimarama has called on all soldiers to be honest with their work. During the Commanders parade, Commodore Bainimarama said soldiers need to work hard and be honest in everything they do. Bainimarama said soldiers are not liars and they should always stand up for their right and justice. Militarys duty is to always fight for anti-corruption and this has seen the lives of many soldiers been taken away so we should also keep our lives safe, he said.

More than 2000 military officers including those who held government posts were present at Queen Elizabeth Barracks, Nabua. Meanwhile, the Methodist Church of Fiji has been told by police to apply for a permit before holding any meeting. This was discussed in a meeting between the Assistant Police Commissioner ACP Henry Brown and Methodist Church assistant general secretary Reverend Tevita Nawadra. Rev Nawadra said the police have confirmed that all meetings held within the Methodist Church whether at the district, sector or divisional level will still need a permit and approval from authorities. He said after the removal of the Public Emergency Regulations (PER) last Saturday the church thought they would be able to have meetings without permits but we were wrong. At the moment we have not applied for any permit but we will soon, he said. Under the new Public Order Act 2012 all public meetings need to have permit and application needs to be lodged seven days before from the event at any police station.

Fiji's decision to lift state emergency regulations is a step in the right direction, the United Nations human rights chief says. Navi Pillay, the UN High Commissioner for Human Rights, says she remains concerned by recent developments which have seen critics of the interim government face criminal charges or arbitrary detention. "The emergency law has seriously restricted the right to public assembly and freedom of expression, and given the authorities broad powers of arrest and detention," she said in a statement. "I welcome the cancellation of the emergency law and encourage the government to build on this positive momentum with concrete steps to ensure full respect for the rule of law and human rights." Pacific representative Matilda Bogner told the media that her office was following several cases. "We have been concerned that the government has used heavy handed measures which are a breach of international human rights standards in emergency regulations."

Former Fiji Resident Charged With Abduction Suspect Awaits The woman charged with abducting a Narayan's lawyer Heeni Phillips said "Obviously we have to strike a balance Case Transfer baby from hospital has been suffering her client had been pregnant to her in the maternity unit, between the
mentally after recently losing her unborn child, says her lawyer. Fiji-Indian Neha Narayan, 24, has been charged with abduction after she allegedly tried to leave Middlemore Hospital with another Indian couple's newborn last Wednesday. It is understood she told her partner she was overdue and asked him to take her to hospital to be induced. Once inside and "patrolling the baby unit", Narayan was spoken to by several staff members who noticed her suspicious behaviour, said Counties Manukau police spokeswoman AnaMari Gates-Bowey. Narayan allegedly tried to take a twoday-old baby girl out of the hospital to her partner who was waiting in a car, but was stopped by a nurse and the child's parents. The police arrested her and charged her with abduction of a young person. partner of six years but lost the baby last year and has been "suffering tragically and psychologically". She was holding the baby belonging to another couple for reasons connected to "her previous predicament with her baby", but there had been a misunderstanding, she said. "She didn't have any intention of running out with any child. "She was there with her partner and had gone out to talk to the partner with the baby - there was a total misunderstanding." Speaking from her south Auckland home Ms. Narayan said she was struggling to deal with the events of last Wednesday. "I don't want to talk about it right now. I've been through hell these past few days," she said. She is receiving medical help, said Ms Phillips. Middlemore Hospital has admitted it has a gap in security following the alleged abduction. Spokeswoman Lauren Young said she was not aware of any other attempted baby-napping, and the hospital took action on the day of the incident. "We are reviewing security processes to identify if there are any gaps, and clearly there was a gap because this could happen." Ms Young said the hospital wanted to make sure it didn't happen again. Middlemore Hospital's deputy chief medical officer David Hughes said a provisional investigation showed staff followed clinical and security procedures. The hospital was now conducting a wider investigation of policies and procedures of the clinic and security, which was likely to take several weeks, he said. safety of the babies and mothers, and the rights in bringing close family in to support them. "It's a serious event and the safety of our babies and mothers at the maternity ward is a primary concern. Our staff is generally vigilant and certainly since the incident has been on high alert." He declined to explain exactly how Narayan gained possession of the baby, but said a high level of "planning and subterfuge" was involved. Visitors have to identify themselves to staff during the restricted visiting hours of the unit, and security staff routinely patrolled the hospital, he said. Mr Hughes said earlier reports of a staff member handing over the baby were incorrect. Dr Nick Baker, a pediatrician with 25 years' experience, said he has heard of at least two other attempted abductions of hospital babies through medical literature. "It's always something that neo-natal services are aware of, and we do our best to reduce those risks. But if you have a very determined person, who seems plausible, these things can happen." He said some people were driven to such lengths by desperation for a baby of their own: "That can lead to kidnapping, and some of them will have mental health issues, some of them will have lost a baby." He said this incident should serve as a "wake up call" to baby facilities, and he expected all hospitals across the country would take notice. Narayan was remanded on bail at a court appearance last week and will reappear in the Manukau District Court this month. High tension in a community in Nausori has forced the further remand of a welder who was alleged to have murdered a 35-year-old taxi driver in Nausori in December, last year. Police prosecutor Subhan Ali filed for a transfer of the case to the High Court and he would be handing over the file to the Director of Public Prosecutions. Devendra Naicker appeared in a full court sitting before Magistrate Waleen George facing one count of murder, one count of unlawful use of motor vehicle and one count of driving a motor vehicle without a licence. Inspector Ali also objected to bail because of the seriousness of the offence and the tension at the Korociriciri community in Nausori. Naicker is charged with the death of taxi driver Vishal Mishra whose body was found abandoned in Lakena. Mr Mishras body was found at the Irrigation Road in Lakena, Nausori with visible wounds to his neck and chest. Magistrate George remanded Naicker and his case will be called again on January 20 when his case will then be transferred to the High Court.

The clinical training and courses of study of pharmacists, pharmaceutical chemists and pharmacy technicians will now be approved by the newlyestablished Fiji Pharmacy Profession Board (FPPB), in liaison with the Ministry of Health and local universities. The board will also regulate the pharmacy practice in the country, in the publics interest. It is established under the Pharmacy Profession Decree 2011, which was gazetted on November 29, last year and comes into effect from April 1. Minister for Health Doctor Neil Sharma said this was done to improve pharmacy services in Fiji and for professional development in all areaspublic and private. Dr Sharma said the board would have the authority to grant, revoke and suspend the registration of pharmacists, pharmaceutical chemists and pharmacy technicians. This has been done to pinpoint professionals who are not holding the necessary qualifications. Under the decree, the registrar will be keeping records of all pharmacists and others who have satisfied the board that they have the required qualifications and

they will be given a licence. Furthermore, the board will be checking up on the qualifications of all pharmacists and technicians and those found to have falsified their qualification, will be taken to task. Dr Sharma also revealed that under the decree, a person cannot own more than two pharmacies in Fiji. Moreover, a person must not own or have a proprietary interest in a pharmacy business unless the person is authorised to do so under this decree. Failure to comply with this submission would result in a maximum penalty of $20,000 in fine. Also, to ensure that the right people are providing this essential service, only a registered pharmacist can now own or have proprietary interest in a pharmacy business. In the case of a company, all directors need to be registered pharmacists as well. Dr Sharma said their research in the past two years revealed that there were some locals who owned two or more pharmacies. He said this needed to be addressed and dealt with and the new decree would give the board and the ministry the power to deal with the issue.

Fijis Ministry of Foreign Affairs and International Cooperation is currently organizing logistics for the countrys first high level visit by the Russian Federations Foreign Minister, Mr Sergey Lavrov. Minister Lavrovs visit to the country next month follows his meeting last year on the sidelines of the United Nations General Assembly in New York with Pacific leaders as well as Fijis Defence Minister, Mr Joketani Cokanasiga. The outcome of that meeting saw Russia expressing its interest in cooperating with the Pacific Small Island Developing States in areas of investment, minerals, energy, tourism, education and medicine. Meanwhile Russias Ambassador to Fiji (based in Canberra, Australia) HE

Vladimir N Morozov this week paid a courtesy visit to Fijis Prime Minister Commodore Voreqe Bainimarama and the Minister for Foreign Affairs & International Cooperation Ratu Inoke Kubuabola to discuss this high level visit to Fiji. Speaking after his meeting in Suva with Ambassador Morozov, Minister Kubuabola said that Russia will continue to build on the discussions we had in New York last year on tackling the major global and regional challenges and further deepening our diplomatic relationship. As part of strengthening bilateral relations between the two countries, Fiji appointed Fijis Ambassador to Japan, HE Isikeli Mataitoga as Fijis first ambassador to the Russian Federation last year.

The repeal of the Public Emergency Regulations (PER) on January 7, 2012 marks an important step toward the public consultations for the formation of a new constitution under which truly democratic elections can be held for the first time in Fiji in 2014. Fiji is now once again guided by the Public Order Act, which has been in force in Fiji since independence (1970), has been modernized through the Public Order (Amendment) Decree 2012. This modernization is necessary to effectively address terrorism, offenses against public order and safety, racial and religious vilification, hate speech, and economic sabotage. Acts of terrorism, racial riots, religious and ethnic vilification and other disturbances have given rise to legal safeguards in even the metropolitan countries such as Australia, the United States, the United Kingdom, Singapore, and Indiato name a few. Fiji experienced terrorism in 2000. However, no element of the modernization to the Public Order Act goes beyond what other countries have currently in place. In fact, as outlined below, Fiji is not as strict as many other countries. Comparisons with Other Countries Many countries have placed limitations on rights where warranted and deemed necessary to safeguard society, to ensure stability and indeed to ensure continued liberties. We in Fiji will not go to such extreme as some of the countries, such as the United States or Australia. For example, for any breach of the

offences under the Public Order Act, a person can only be detained for a maximum of 48 hours and if need be for a further 14 days but only if the Commissioner of Police deems it necessary and with the consent of the Minister of Defence. - No person can be detained for more than 14 days without being brought before the court. - In Fiji, we will also not allow tracking devices being installed on individuals. The requirement of permits for public assembly is not new. In addition, in almost every countryincluding Australia and the United States permits are required for public gatherings. In the United Kingdom, a person can be detained on the grounds of suspicion of terrorism for 14 days and the period of detention can be extended with the consent of the court. In Singapore, a person can be detained for up to 2 years without trial if national security is concerned. In Australia, a persons movement can be restricted for preventative measures or tracking devices can be installed on the person to monitor his or her movements. In United States, the President and Attorney General can authorize the detention of persons for undefined periods for suspicion of terrorism. In Australia and other countries, racial and religious vilification in public gatherings and even on the Internet has been criminalized. completed by the end of the week. "We now intend to finalize the template and make a submission to the minister for Commerce - we do hope that the new template will come into force by the end of this month depending on the minister." Dr Reddy says the new template will definitely bring a change in the price of fuel however he will not disclose whether it will increase or decrease.

Consumers can expect a new fuel price by the end of this month as the Commerce Commission nears completion of the new fuel template. The template is what decides the landing cost of fuel in Fiji and the Commission is making its final touches before announcing it. Commission Chair, Dr Mahendra Reddy said the final template will be

Model Farm Project For Remote Island

The Vanuavatu Island Development Council (VIDC) will this year embark on a 2 year development project on the remote island featuring building a model farm and a community nursery on the island. Funded by the United Nations Development Programme, the project is designed to ease food shortage on the island especially during natural disasters. Council member Ulaiasi Tiko said the model farm and the community nursery will be built on 2 acre land which was given by the Basagaidua clan as Vanuavatus contribution to the project. The Agriculture officer has already inspected the piece of land and has chosen the area as the most suitable place to build the model farm because of the soil content and its proximity to the water source, Tiko said. On this piece of land the people of Vanuavatu will be able to learn sustainable farming methods suitable for the island and contribute to the betterment of the peoples livelihood through the production of root crops and vegetables, he said. He said through the project the island people of Vanuavatu will be able to have enough stock of food crops and even turn to more economic opportunities. The project will also cover climate change awareness and adaptation planning. Sustainable agriculture training for youths of Vanuavatu and community training on food preservation will also be part of the project. The 2 year project which will begin this year will also enable sustainable livelihoods and income through an integrated approach to island natural resources management. The newly installed chief of the island the Tui Vanua Semi Tadokai has also acknowledged the funding by UNDP. The committee has commenced the work towards the project this year to improve our livelihood in the future. We are indeed thankful to the UNDP for the funding, Tui Vanua said. dictatorship, he said. Now the crimes decree, if you look at it, in fact has modernized our laws, it's not there to oppress people. Before the public regulations were lifted, Fiji's Prime Minister Commodore Frank Bainimarama urged Fijians not to abuse their new freedoms. Commodore Bainimarama said s the development is an important step towards public consultations to write a new constitution, ahead of democratic elections in 2014. In a speech prior to the lifting of the Public Emergency Regulation, the military leader said a new Public Order decree had been issued to address offences against public order and safety. He said authorities would not tolerate any attempts to disrupt the stability the country has enjoyed over the past three years. Avid Fiji watcher, Professor Brij Lal from the Australian National University said it is a veiled warning from the prime minister. The first thing that the Commodore is saying to the people is effectively this; watch your steps. We are watching you. Don't get too carried away with the prospect of freedom. Yes, public emergency regulations will be lifted but the other decrees that curtail freedom will be in place, Professor Lal said. Commodore Bainimarama has outlined the progress his government has made since the military takeover in 2009, saying he imposed martial law to bring stability. We have sought to empower Fijians, modernize our country and strengthen our economy. We have sought to rid our institutions of behaviour and practices that discriminate - that spread prejudice and misinformation, he said. Matai Akaoula, a local journalist and deputy chairman of the Fiji Media Authority, said the lifting of the regulations will be a welcome change, but there's still progress to be made. We will be glad when we do not have censors in the newsroom. That is first. And secondly, we are not under democratic rule as yet, that's a couple of years according to the Fiji government, until 2014, so we still need to play our cards right since there's no constitution in place. Meanwhile, Fiji union representatives say they're gravely concerned at the removal of a union delegate from the board of Fiji's

The Fijian government says it's taken a step towards democracy, by lifting emergency laws that have banned public gatherings and censored the media. The Public Emergency Regulations were lifted at midnight (Friday), the first step, the government says, towards a new constitution and democratic elections in 2014. But as recently as Friday, the government issued new public order decrees, which critics say provide other ways of oppressing political opposition. Fiji's Attorney General, Aiyaz SayedKhaiyum, has defended the military lead government's record since the 2006 coup. Many people will tell you in Fiji they are a lot more empowered now, they have more access to information, that their wishes are heard a lot more than when we had a parliament, he told the media. He's also rejected suggestions that the recent public order decrees, including that governing the crime of sedition, means any political opposition could result in jail. No it doesn't actually. It doesn't mean that at all. The crime of sedition exists in many countries, it doesn't mean it's a

airport services firm. Rajeshwar Singh had been a board director of the Air Terminal Services for six years. But the government has removed him from the role, saying he'd breached his duty by supporting a union call for Australian tourists to boycott Fiji. In a statement, the Fiji Trade Union Congress (FTUC) said Singh was again unanimously elected by employees at a general meeting in December, and his removal last week by the government is unethical. The Attorney General Aiyaz SayedKhaiyum said s Rajeshwar Singh had been removed from the ATS board because his support of the union's call would directly hinder Fiji's economy, adversely affecting ATS business. Singh has declined to speak about his dismissal. Air Terminal Services provides Fiji's airports with ground handling and catering services. It's co-owned by the Fiji government (51 per cent) and its workers (49 per cent). The FTUC said Singh's removal is the first time the majority shareholder has stepped in to remove a director in the past 30 years.

Council To Spearhead Ageing Policy

The implementation of the objectives of Fijis National Policy on Ageing (2011 to 2015) will be spearheaded by the National Council for Older Persons (NCOP). Ministry of Social Welfare permanent secretary and Chairperson for the Inter-Agency Working Committee Mr Govind Sami says that the NCOP will be established this year to coordinate the objectives of Ageing Policy in instilling an inclusive and caring society for senior citizens in Fiji. The council will be an independent body to implement the policy and we are hoping that by end of first quarter this year we should start the implementation, Mr Sami said. There is urgent need for this council as the number of people in old age category is increasing rapidly and we need to provide a framework to ensure that there is an inclusive society whereby the needs of the elderly are looked after by the government. The Fiji Council of Social Services' (FCOSS) council member, Loraini Tevi said Fijis Ageing Policy will set the benchmark in recognizing the socioeconomic contributions of older persons. It will strengthen the social aspects and responsibilities that we give to the older people. The Council has to solicit the opinion of Non-Government (NGOs) and Civic Society Organizations. The policy calls for a collaborative approach and it is authentic in terms of capturing the views of people at grassroots level. People in different district council of FCOSS have participated and their views and those of the elderly are very well reflected in this Policy, Mrs Tevi said. Tevi said that the FCOSS will continue to work together with Government to see that the goals outlined in the Ageing Policy is achieved. Meanwhile, the National Council of Women Fiji president, Tauga Vulaono said this policy will recognize the rights and values of older women who are neglected in their societies. The Ageing Policy will empower the elderly women especially the widows to know their rights. The NCW will work together with National Council for Older Persons to ensure that needs of the older women in the society are provided and they are assisted to live a dignified life, Mrs Vulaono added.

Desperate Mother Has Baby Induced Early So She Can Meet Her Dying 10-Year-Old Sister
aggressive type of brain tumor there is.' The self-employed upholsterer added: 'To be told our daughter had it, and that it couldnt be operated on, was the worst news we could have heard.' The family has not told Katy that the condition is terminal. Her parents have been told three times that they should say their goodbyes but Katy has pulled through on each occasion. She is now being cared for at Derian House Children's Hospice in Chorley, Lancashire. The family is now pursuing their last hope by trying to contact Dr Charles Teo in Australia who is known for making bold medical decisions. Paula says: 'We are utterly desperate now, and need whatever help we can get. We feel totally helpless as Katys life ebbs away. 'Our beautiful daughter is fighting and astounding medics, so we owe it to her to do everything humanly possible to help her fight. 'If this was a war, and Katy was sent to fight, as a mother I would be right in front of her, protecting her from oncoming troops. 'It is no different now, except I dont actually know what I can do, or how to do it.'

A heavily pregnant mother took the heartbreaking decision to induce her child early so that her unborn daughter could meet her dying older sister. Paula Holmes, from Penwortham, near Preston, Lancashire, asked doctors to deliver baby Scarlet three weeks early to allow cancer-stricken Katy the chance to meet her little sister. Katy, 10, was diagnosed with an inoperable brain tumor in October and as her condition deteriorated Paula and husband David were afraid she would not meet the new addition to their family. Paula said: 'The realization that I was pregnant and that Katy might not get to see the baby was terrifying. My consultant agreed to do it without hesitation.' And she added: 'Katy loves Scarlet, and seems to have a special way with her. All we have to do is put Scarlet in her arms and she starts smiling.' Until a few weeks before her diagnosis Katy had been a happy and healthy child, but it was a mother's instinct that led Paula to take Katy to the family doctor. As Paula and David watched a normally beaming Katy receive a school certificate they immediately noticed that something was amiss with their usually smiling little girl. Paula added: 'Katy is the type of child who always has a smile on her face, and has a happy nature. 'But when the head teacher gave her the certificate, she did not smile or even flinch. She just looked sad, which

Youre going to think Im mad, but I Katy was given between six and nine am really worried as Katy isnt smiling months to live. David said: 'It is the worst and most anymore.' Katy first began to mention that she had been suffering from blurred vision and headaches shortly after starting Year Six at St Mary Magdalene's Primary School as head girl. Paula explained: 'We have a history of headaches in the family, so did not suspect anything abnormal. But we took Katy to the GP straight away just in case. The little girl then left for a few days on a school trip but when she returned a teacher expressed concern that while taking a photograph of Katy she had noticed that something didn't seem right with one of her eyes. Paula rushed her daughter to A&E where doctors performed an MRI scan revealing a brain tumor. Further investigation revealed that the tumor was embedded in the brain stem which was why it had not appeared on the first scan. Capacity Building Through PSC Scholarships And Student Loans

With the release of the Form 7 results last Friday, the Public Service Commission is now conducting the second phase of the scholarship application process. The first phase included data entry and verifications. The second phase - after the Form 7 results are entered into the E-Scholarship system- allows for the screening of all applications, so that those who qualify can be identified, before a final merit analysis is conducted. Public Service Commission permanent secretary Parmesh Chand emphasized that before the number of new awards are confirmed, the Commission firstly determines the cost of continuing students. Subsequently, the number of new awards will depend on the funds remaining. Emphasising the prioritising of building up the capacity of Fijis human resources by Government, the public service permanent secretary said this reflected in the budgetary allocation for that sector. The importance of building up the capacity of Fijis human resource continues to be one of the major priorities of Government. Accordingly, in 2012, the Public Service Commission has been allocated a budget of over $15 million for scholarships and student loans, Parmesh Chand said. The Commission administers four different programs that provide financial assistance to tertiary students. These include the PSC Overseas Scholarships, the PSC Local Scholarships, MultiEthnic Scholarships and the Student Loan Scheme. For the four programs, the approximate number of new awards, in 2012, will be as follows: 1. PSC Overseas Scholarships With a budget of $2,564,200 provided for Overseas Scholarships, it is anticipated that 12 new awards will be offered this year. 2. PSC Local Scholarships The Local Scholarship program has a budget of $6,199,200, and as such, a total of about 480 new awards will be provided. 3. Multi-Ethnic Scholarships The Multi-Ethnic Scholarship program has a budget of $5.5million, and it is anticipated that 900 new scholarships will be awarded this year. 4. Student Loan Scheme The Student Loan Scheme has a budget of $1million and approximately 100 new awards will be provided. Mr Chand said upon completion of all necessary administrative work by the Secretariat, the Fiji Government Scholarship Committee will then make the final decision on those who will be awarded new scholarships. New awardees should receive their offer letters before the beginning of the academic year in all the tertiary institutions. Mr. Chand emphasized that all applications will be processed strictly in terms of criteria and awards would be given to the most deserving candidates.

Pathway To Protect Dalo Industry

being exported, the normal procedure is for that product to have a pathway and that hasnt been the case for dalo. In all these years that we have been exporting dalo, we have never had a pathway. What that means is when there is a pest interception overseas we are not able to identify where the dalo came from so that the problem can be rectified, she said. A pathway would enable the Biosecurity Authority of Fiji to trace back if there is a problem in the overseas market. Staff went through all the stages on various dalo farms that were identified on the island from harvesting of dalo right up to the packing stages until it reached the exporter who sent the dalo to Australia. The experiment included the use of plastic field bins or crates for the storage of dalo instead of the sacks that are currently being used. According to the reports received

Work is underway in Fiji to develop a dalo pathway to try to reduce the number of pests being intercepted in our markets overseas. This is in a bid to protect Fijis million dollar dalo industry. The Department of Agriculture along with the Pacific Horticulture and Agricultural Market Access (PHAMA) and the Australian Centre for International Agricultural Research (ACIAR) are working on this. This has been confirmed by the Ministry of Primary Industry in a statement. The PHAMA programme is a new trade facilitation programme by AusAID to assist the Pacific Island countries and territories to address market access issues. Chairperson of the dalo Pathway Development Committee Losalini Leweniqila said the pathway is also aimed at improving the quality of dalo that is being exported. For commodities or products that are

from the exporter, the experiment carried out by the team in Taveuni with the consignment of dalo was pest free. We are saying that problems arise in our overseas markets because the product was not handled in the right way from its initial journey from the farm to the market. Of course everyone in Taveuni knows that the bag of dalo is thrown into a four-wheel drive and is transported down a very rough road or its rolled down to a certain place where it is then collected and loaded onto a truck. So those are things that we call postharvest handling and the pathway should be able to improve how we handle the product after its harvested, until it reaches the market, she said. The same experiments would be conducted in Naitasiri and Namosi in early 2012 before data is gathered and a submission made to Cabinet for the endorsement of a dalo pathway.

Australia will need to see real change in Fiji before it considers lifting targeted sanctions on those responsible for the 2006 coup and senior interim government appointees. Australian Foreign Minister Kevin Rudd said while the lifting of Public Emergency Regulations (PER) was welcome, more concrete changes are needed. "What we have is a whole pattern of behaviour on behalf of the regime towards its church leaders, trade union leaders, political opponents and the media," he said. Mr Rudd said Australia's sanctions were aimed at the regime, not the people of Fiji, and he hoped the lifting of the PER would result in actual changes. The comments come amid renewed concern in Fiji about the new Public Order Decree, which was brought in just before Public Emergency Regulations were scrapped. The decree allows people to be arrested without warning and held for 14 days if they are suspected of offences against public safety. They also permit soldiers to make arrests. The Citizen's Constitutional Forum, a Fijian non-government group, said restrictions listed in the new decree do nothing to improve people's human rights. The group's chief executive, Reverend Akuila Yabaki, has called for aspects of it to be reconsidered. "It's doubtful that PER have been lifted and we'd like to talk to them [the interim government] to clarify, so we're asking them for clarification," he told the media.

The Fiji Revenue and Customs Authority has clarified that children and spousal allowance will remain for 2011 tax returns claim. The authoritys chief executive officer, Jitoko Tikolevu said there was confusion among members of the public as to the filing of tax returns claim. They (taxpayers) can still claim allowances for spouse, children and the like. That is still available for 2011, he said. However, in 2013, when filing for tax returns for 2012, this allowance will no longer be there because of the Pay As You Earn refund tax. The $400 interest on mortgage for housing will no longer be applicable as per the 2012 Budget.

So for the exception of that (mortgage interest), all the other allowances remain, the spouse and the superannuation, Mr Tikolevu said. FRCA also wants to inform the public, particularly accountants, that they will no longer be printing the income tax (PAYE) tables because they can access it on their website. We used to print tax tables the accounts section will be very familiar with this but we will not be printing this anymore. Please access our website for all those tax tables for both Fiji residents and non-residents, he said. Mr Tikolevu said tax rates had changed for individuals. This has been reduced from 31 to 20 per cent, therefore they must check it with the tables provided on their website.

was gazetted on November 29, 2011. Minister for Health Doctor Neil Sharma yesterday that the decree will ensure quality drugs were available to people. With this decree in place, we will see tighter control of the drugs and the standard of drugs sold in Fiji. Most importantly, we will be able to crack down on counterfeit drugs, poisons and narcotics, Dr Sharma said. This has been important in order to improve the quality of health services and drugs being made available to members of the public. Section 29 (1) requires all medicinal products to be registered with the board and no person is allowed to import, manufacture, export, store, sell , distribute or advertise any medicinal product which

If you are selling counterfeit drugs to members of the public, then you better stop now, the Ministry of Health sent a warning. From April 1, all medicinal products available in Fiji including those imported and manufactured locally will be required to be registered with the Fiji Medicinal Products Board. Those found selling counterfeit drugs will be fined $5000 or face up to three years in jail, or both fine and sentence, depending on the severity of the case. This has been done to provide the health ministry with tighter control over the standard of medicine available in the market. The board has been established under the Medicinal Products Decree 2011 which

is not registered with the board. The board will also have the authority to suspend or cancel the registration of status of a medicinal product. However, herbal medicine does not come under the decree, as yet. Dr Sharma said Fiji had people from many different ethnicities, who have used herbal medicines for thousands of years and there needed to be wider understanding and consultations before herbal medicines were included in the decree. The World Health Organisation last year instigated a 10-year programme to evaluate the plausible effects and uses of herbal medicine. We want to proceed with caution, keeping in mind the Pacific cultures and the ethnic background of people in

Fiji, Dr Sharma said. The decree also makes it an offence for any person to sell, import, manufacture or export a poison or medicinal product that is not registered with the board. Moreover, a licence will also be issued for importing, manufacturing or exporting any medicinal products. Advertisements will also be monitored and authorised personnel would be allowed to examine any medicinal products at any reasonable time. The board will consist of 12 members appointed by the Minister and will comprise the Permanent Secretary for Health, the chief pharmacist, government analyst and representatives from the Fiji National University and Fiji Medical Association.

outlining the facts said the duo entered the USP car park on December 17 at around 3am with intent to steal the rim from a car whose owner was away abroad. The car had been parked there for a year. Constable Lutunauga informed the court that the two, while still trying to steal, were approached by a security officer who asked them what they were

doing at the car park that time of the morning. The two replied that they were waiting for passengers. The security officer then alerted police who came to the scene an hour later and arrested both of them. Magistrate Bandara adjourned the matter to February 9 for sentencing.

Marshall Islands New President PNG'S Deputy PM Namah Denies Carrying US$250 Million Names Cabinet
government at last weeks parliament election provided Notes group with the two top posts in parliament, which went to Speaker Donald F. Capelle and Vice Speaker Tomaki Juda, and two cabinet positions. These two posts have gone to Michael Konelios, who steps in as minister of resources and development, and the most outspoken member of the parliament Rien Morris, who is the new transportation and communications minister. Both Morris and Konelios were in cabinet during the Note government from 2000-2007. Hilda Heine, the only person in the Marshall Islands who holds a PhD and the only woman in the 33-seat parliament is the new minister of education. In an interesting twist for two freshmen senators, Wilbur Heine and Thomas Heine who are cousins will be placed in the top positions in ministries that they have had long association with. Wilbur has been permanent secretary of internal affairs until his recent election and now takes over as minister, and Thomas has been deputy police commissioner and chief of the countrys sea patrol that operates an Australianprovided surveillance patrol vessel. He will take over as minister of justice. Dennis Momotaro, beginning his second four-year term in office, was named minister of finance, David Kabua, who was re-elected unopposed from Wotho Atoll, is the new minister of health, and Hiroshi Yamamura, re-elected after a four-year hiatus, will be the minister of public works. Yamamura was a four-term incumbent before he lost in 2007. Papua New Guineas deputy Prime Minister Belden Namah has denied carrying US$250 million on the Air Niugini Falcon Jet flight to Port Moresby as claimed by the Indonesians. Namah said it was a joke and a shame for the Indonesian intelligence to say that he was laundering huge sums of money into the country. If they are talking about moneylaundering, they need to look further and find out which country tops the list of money-laundering in the world. Not PNG. It is the first time to learn that someone in PNG was bringing a lot of money into the country and I deny that. I have never handled US$250 million, Namah said. This is an outrageous defamation of my character as a vibrant young leader of this country. This is poor and rubbish intelligence, he said. Namah, who is a former PNG Defence Force captain, said he was a graduate intelligence officer and, for the Indonesians to say and act in an aggressive manner and use their military jets is an act of intimidation and aggression on a civil plane owned by the government of PNG. He said the plane and the passengers belongings had to go through customs clearance, a requirement for all international flights in and out of a country.

Newly elected Marshall Islands President Christopher Loeak announced his cabinet Monday, naming 10 senators including three who are in their first week in elective office. Veteran politicians Tony deBrum and Phillip Muller were named minister in assistance to the president and foreign minister, respectively. DeBrum has been a foreign, finance, and health minister in earlier governments, while most recently Muller was the countrys United Nations ambassador where he dramatically raised the countrys climate change profile by co-hosting an international climate change conference that broke ground on the legal rights of countries that could disappear from rising sea levels, and by joining other countries in attempting to simplify climate change donor aid for small nations. DeBrum and Muller served in the parliament from 1984 to 2000. DeBrum was re-elected in 2006 and Muller was elected in November following earlier unsuccessful attempts at re-election. The deal that brought together the opposition group led by President Loeak and a smaller group led by former President Kessai Note to catapult the opposition into control of the

Trawen - Do Not Corrupt PNG Elections

The integrity of the 2012 general elections will depend entirely on the honesty, respect, loyalty and commitment of Papua New Guineans towards its success. This is according to Electoral Commissioner, Andrew Trawen, who called on all citizens to take ownership of the process and not to tarnish and corrupt the elections. Trawens official call follows reports reaching his office that the electoral roll updates in some council wards in Southern Highlands and Hela Provinces had not been properly carried out to enroll eligible voters. Southern Highlands provincial electoral coordinator, Jeffrey PinOllo Kobol and the Member for Koroba-Lake Kopiago, John Kekeno, recently claimed that oversight and fraudulent activities by enrolment officers had denied eligible voters chances to be enrolled and numbers in certain wards inflated. The electoral roll is the pillar of democracy and cornerstone in any democratic country including PNG, Trawen said. If the electoral roll is corrupted in one way or another then the conduct of elections will be deemed not free and fair. He said the Commission was engaging 42 data processing officers who will work along checkers and roll auditors to process all elector data on a 24-hour basis. All elector data collected and sent in from the provinces are now going through very thorough quality checks before they are entered into the electoral roll data base here in Port Moresby and the Commission is ensuring that, Trawen said. He expressed confidence in delivering the preliminary electoral roll by the end of the month for public verification and objection in all provincial electoral offices, district offices, LLG offices and council wards. This is opportune time for those eligible voters who had missed out on enrolment or whose names are not on the roll to register by filling in a new claim for enrolment form, Trawen said.

King George Tupou VA move by the Tongan parliament to reduce penalties for possession of firearms has been stopped by Tonga's king who has withheld his Royal Assent, Matangi Tonga Online reports. King George Tupou V notified parliament in December that he had withheld his Royal Assent to the Arms and Ammunitions (Amendment) Act 2011 because it was considered to be inimical to the welfare, well-being and safety of His subjects. On October 11 parliament voted to bypass public consultation on the amendment bill, before passing it,

to reduce the penalty for the illegal possession of firearms from $5,000 (US$2,850) to $1,000 (US$570) and the imprisonment from five years to one year. It comes at a time when some members of parliament, including the Speaker, are facing charges in the courts under the Act. After bypassing public consultation, the Bill was passed with votes of 108. Voting in favour of the bill were Sangster Saulala, Hon. 'Isileli Pulu, Hon. Viliami Latu, Lord Tu'ivakano, Lord Vaea, Hon. Fe'ao Vakata, Hon. Clive Edwards, Hon. Indonesia's participation in the ASEAN-Australia-New Zealand Free Trade Agreement (FTA) presents opportunities for local importers and exporters, HSBC says. The bank said Indonesia, which will became part of the FTA, is set to become one of New Zealand's 10 fastest-growing trade corridors. "With Indonesia on our back doorstep, the country is far closer to New Zealand than some of our larger trading partners including China, the USA, Japan and the UK," the bank said. "When this is coupled with the fact that Indonesia's GDP growth is forecast to be 6.1 per cent in 2012 and 6.5 per cent in 2013, this is an opportunity that Kiwi businesses, particularly those in the food and agriculture sector, cannot ignore," the bank said. Cath Henry, head of global payments at HSBC New Zealand, said trade with Indonesia was set to grow at an annualized rate of more than 7 per cent, and by 2025 at an annualized rate over 5 per cent. "The fact that Indonesia is set to join the ASEAN-Australia-New Zealand Free Trade Agreement suggests that A global airline industry magazine has named Air New Zealand the world's top airline for the second time in three years. The United States-based Air Transport World (ATW) gave the New Zealand airline top honours in its annual awards, which have been running for nearly 40 years, picking it as the best airline in the world in the past 12 months. The judges described Air New Zealand as an industry trendsetter in a number of areas, including product innovation and social media, and praised it for its staff motivation. The airline was also commended for its efforts in helping communities affected by the Christchurch earthquakes. Air New Zealand also won the airline of the year award in 2010, and chief executive Rob Fyfe said another win was a huge thrill. "Winning ATW Airline of the Year in 2010 was, in my view, one of the greatest accolades that had ever been bestowed on Air New Zealand - in our industry it's equivalent to winning an Oscar. To pick up the award again this year is simply outstanding." Fyfe will accept the award at a ceremony in Singapore on February 13. New Zealand property values extended gains in December, though government valuer Quotable Value says the outlook is a mixed bag for 2012. National property values rose 2.4 per cent at the end of 2011 from a year earlier and are 3.5 per cent below the peak in late 2007, QV said in a report. Values in Auckland were 4.3 per cent better than a year earlier, and underpinned the nationwide gains as a lack of new listings and good housing for sale stoking demand for quality properties. "Despite national values moving upwards during the year, the property market continued to be characterised by lower-than-normal sales volumes," research director Jonno Ingerson said. "First home buyers came back into the market in 2011, encouraged by low interest rates, while investors were largely on the sidelines." The property market spent much of last year in decline as households used record low interest rates to focus on repaying debt rather than take out a new mortgage, keeping a damp on the number of properties sold and encouraging owners to hold off selling. Ingerson said the outlook for 2012 is mixed. Auckland will probably see values further increase amid a growing population, weak building activity and

limited new listings. Christchurch values will depend on the timing of the city's rebuild and whether there are any more earthquakes, while Hamilton and Tauranga values are expected to be stable. "The property markets in the provincial and rural areas are heavily dependent on the strength of the local economies in those areas," Ingerson said. "A strong rural sector typically has a positive impact on the property values in towns supporting those areas, likewise the coming or going of large local industries can have a significant impact." Auckland's average sale price in the three months ended December 31 rose to $597,032 from $513,792 in November. Wellington area property values were 0.4 per cent lower than in December last year, slowing the decline through the first half of 2011. The average three-month sale price of $483,160 rose from $421,778a month earlier. Christchurch property values were 4.3 per cent above the same month a year ago, with the average sale price at $371,885, down from $372,040, and Dunedin property values were 1.6 per cent higher than in 2010, with the average sale price at $265,210 in December, up from $257,951 in November.

trade growth could increase even further," Henry said. New Zealand's top exports to Indonesia include milk powder, cream, frozen meat, malt extracts, butter, cheese, fish, and, interestingly, chemical wood pulp and ferrous waste and scrap. Indonesia's biggest export to New Zealand is crude oil. HSBC expects to see strong economic growth from Indonesia, sustained by domestic demand being fuelled by factors such as demographics, rising incomes and urbanization, Henry said. But trade with Indonesia can be difficult, because the Indonesian rupiah is a restricted currency which can't be remitted outside of the country. In addition, the documentation required to support payments can be challenging, she said. HSBC has a bullish view of New Zealand's trade prospects in general. In a report released late last year, the bank said New Zealand's trade over the next 15 years looks set to grow by 83 per cent, outperforming world trade growth. As it stands, Australia is New Zealand's largest trading partner, followed by China. Emirates last year and Korean airline Asiana in 2009. Prime Minister John Key, who is also Tourism Minister, congratulated the airline, saying the award was an acknowledgement of the hard work staff and management had put into the company. "Air New Zealand is a vital part of our tourism infrastructure. Often, the first experience incoming visitors have of New Zealand is with the national carrier, and those first impressions count." Tourism Industry Association New Zealand (TIA) chief executive Tim Cossar said it was an exceptional achievement for the airline to win the award twice in three years. "It also highlights to New Zealanders the innovation and quality of our multibilliondollar tourism industry," he said.

Government Not Considering Quake Public Holiday

The Government is not considering a public holiday for Cantabrians to mark the anniversary of last year's earthquake. There have been reports that Cabinet would make a decision this month on whether to introduce a regional holiday to commemorate the February 22 quake in which 182 people died. However, a spokesman for duty minister Tony Ryall said that the issue was not on the Cabinet agenda, and the Government was not considering it. Christchurch City Council said a memorial service is to be held at North Hagley Park on February 22 . The Christchurch Earthquake Awards will follow the service. Responding to a poll O'Rourke said it was important for Cantabrians to be given the chance to reflect on the events of the past year. He said the "wounds were still fresh" following a number of large shakes around Christmas and the New Year. "I don't believe there needs to be an ongoing public holiday, but I think the first anniversary is important for all in Canterbury to reflect." Jaed Dring said the region's people deserved a holiday on February 22 after all they had been through. "No one but us Cantabrians can possibly understand the way we have had to live since September 4, 2010. 9000-plus earthquakes." The opinion is far from unanimous, with commenters pointing out that New Zealanders have been able to mark other disasters without needing to take a day off. "There needs to be a memorial each year but not a public holiday," said Tracey Maule. Nikki Heath said Canterbury business owners had suffered enough financial loss already without another public holiday to add to the burden. She said asking them to pay staff for "yet another day of zero revenue" would be "completely unreasonable." Cantabrians needed the opportunity to observe two minutes' silence, but didn't need the entire day to stare at their navels. "We should be building new Christchurch, looking forward."

Doctor Accused Of Overbilling Surrenders License

A California doctor accused of fraudulently overbilling the state is surrendering his license. Dr. David Hoban allegedly billed the state for 242 hours while he was chief psychiatrist at Salinas Valley State Prison in Soledad, the Monterey County Herald reported Tuesday. In November 2008, an indictment was filed against six doctors, including Hoban, in Monterey County Superior Court. It alleged the state prison was overbilled by $160,000. The indictment claimed that the 68-year-old doctor falsified prison exit logs on 15 occasions in 2007. He allegedly wrote down later hours than the time he actually left the grounds. The charges were subsequently reduced. Hoban pleaded no contest to overbilling the state, paid $42,000 in restitution and completed 300 hours of community service.

The Golden Gate Bridge, the focus of many memories and photographs, will be the center of attention at a sprawling waterfront festival and spectacular fireworks display that will end with a surprise finale over Memorial Day weekend to commemorate its 75th anniversary. But there will be no repeat of the crowded, and potentially calamitous, bridge walk that took place at the 50th birthday celebration. During that event, which closed the bridge to traffic but opened it to people, pets and bicycles, so many people crowded onto the roadways and sidewalks that they created the span's worst-ever congestion - and flattened the bridge deck's slight arching shape. Bridge and public safety officials say it was fortunate that nobody was seriously injured. "There was a sea of humanity on the roadway and sidewalks, and we don't want to create a situation in which people can't move like that again," said Denis Mulligan, bridge general manager. 2-day festival

U.S. Border Patrol agents seized nearly half a million dollars worth of cocaine at a traffic checkpoint in San Diego County, officials said. A 43-year-old male Mexican national driving a light blue BMW sport-utility vehicle pulled up to a checkpoint on Interstate 8 at about 10:30 a.m. Monday and agents noticed he seemed nervous. A K-9 unit smelled something near the driver's side door, where inspectors

found 20 bundles of cocaine concealed inside, authorities said. The cocaine weighed just more than 47 pounds, with an estimated street value of $470,900, according to the U.S. Border Patrol. Officials said the alleged smuggler, who wasn't identified, was arrested and has been turned over to the federal Drug Enforcement Agency for investigation; the BMW was seized by the border patrol.

Instead, bridge officials and civic leaders announced Monday, they plan to keep the attention on the Golden Gate, but lure the crowds away, where they can admire it from a safe distance. They'll do that with a two-day waterfront festival that will stretch from Fort Point beneath the bridge across Crissy Field and Marina Green, and down Fisherman's Wharf to Pier 39. "We think there will be enough activities going on that people won't want to miss," Mulligan said. "If you have a great party somewhere else, maybe people won't want to come and walk on the bridge that day." The Golden Gate Festival - on May 26 and 27 - will include a historic watercraft parade, numerous music and dance stages, art installations, history and educational presentations, historic displays of cars from 1937 to the present and other bridge-related events on Crissy Field and Marina Green. More events will take place at Fort Mason Center, Ghirardelli Square, the San Francisco Maritime National Historical Park, Fisherman's Wharf and other sites.

A man was arrested in San Francisco on suspicion of rape after he revealed his name while flirting with a uniformed female police officer. Capt. Paul Chignell told the media the man approached the officer, who was sitting inside a parked police cruiser. He asked if she was married. The officer said she wasn't available but asked for the man's name. She ran his name through the police system and found an outstanding warrant. The unidentified 26-year-old man was taken into custody over the weekend on a no-bail warrant for rape issued in Hayward.

The bill defines obscene depiction as "a visual depiction of an individual displaying nudity or sexual conduct." The crime would carry a maximum penalty of a $1,000 fine or one year in prison.

Happily ever after: Karam and Kartari Chand married in India in 1925 and moved to Britain in the Sixties That old chestnut about marriages being made in heaven and the golden couple living happily ever afterwards could, indeed, be true. Karam Chand and his wife Kartari from Bradford have been married for 86 years, reportedly making them Britain's longest married couple and an unlikely advertisement for India's arranged marriages at a time many Britons look upon any union not born out of instant chemistry with suspicion as a forced marriage. They insist that the knot they tied in a Punjab village back in 1925 is still strong and describe their long marriage as a blessing. The couple, husband (106) and wife (99) moved to Britain in the first big wave of Indian migration to Britain in 1965 and live with their youngest son Satpal and his family. Enjoying their rare moment in the media glare, they said they were looking forward to another milestone: Ms. Chand's 100th birthday next year when she will receive a letter from the Queen who customarily sends greetings to all her loyal centenarian subjects. Dressed in their Sunday best (the husband in a smart double-breasted suit and wife in sparkling white salwar kameez, head covered with a green dupatta) as they celebrated their 86th wedding anniversary, the Chands said they had lived a good life and had no regrets. We know that being married for 86 years is a blessing, but equally we will be ready to go when it's time, it's all up to the will of God, but we really have lived a good life, Ms. Chand told the reporter.

Moderation

To the inevitable question whether there was a secret behind their long married life, their reply was: no, not really, except moderation. Eat and drink what you want but in moderation. I have never held back from enjoying my life, said Mr. Chand. He said he smoked one cigarette a day before his evening meal and did not shy away from an occasional chhota of Scotch whiskey or a shot of brandy. Ms. Chand stressed the importance of good wholesome food. We have always eaten good wholesome food, there's nothing artificial in our diet but things like ghee [clarified butter], milk and fresh yogurt are what we like,'' she said. The saddest moment of their lives was the death of their eldest son.

Outliving children

My eldest son died and that was hard for us because you don't expect to outlive your own children. We have seen many other close family members depart and that's something we just have to live with, she said. Their youngest son said the family felt blessed that our parents are still here with us and every day is a bonus. Breaking records is not so important to us, it's all about living together as one family and respecting each other's values. If my mother and father are record breakers then they've made us even more proud of them than we already are. They're such lovely people, he said.

The pilots were given oxygen masks and requested an emergency return to Heathrow where the plane landed safely. An airline spokesman confirmed both pilots had become "unwell" and followed procedures by donning oxygen masks and returning to Heathrow.

A Picasso painting, given to the Athens National Gallery by the artist himself was stolen on Monday along with two other valuable works of art. Picasso's Woman's Head was given to Greece in 1949 in recognition of the country's resistance to Nazi Germany. The heist took place shortly before 05:00 local time and took just seven minutes, police added. The thief or thieves broke into the back of the gallery after forcing open a balcony door. All three artworks were stripped from their frames. A guard was alerted by a burglar alarm and caught sight of the silhouette of a person running from the building. He ran after the thief, who dropped another painting - Mondrian's Landscape - as he made his escape. Police said the guard had been distracted by several alarms going off at various points in the building earlier in the evening. When he went to investigate, he found no-one in the gallery. Iran Sentences American 'Spy' To Death

AN American ex-Marine, who also holds Iranian citizenship, has been sentenced to death by an Iran judge for spying for the CIA. Amir Mirzai Hekmati, 28, was "sentenced to death for co-operating with a hostile nation, membership of the CIA and trying to implicate Iran in terrorism", the verdict said, according to the media. Hekmati, who was born in the United States to an Iranian immigrant family, was shown on Iranian state television in mid-December saying in fluent Farsi and English that he was a Central Intelligence Agency operative sent to infiltrate the Iranian intelligence ministry. He had been arrested months earlier. Iranian officials said his cover was blown by agents for Iran who spotted him at the US-run Bagram military air base in neighbouring Afghanistan. But Hekmati's family in the United States told US media he had travelled to Iran to visit his Iranian grandmother and he was not a spy. In his sole trial hearing, on December 27, prosecutors relied on Hekmati's "confession" to say he tried to penetrate the intelligence ministry by posing as a disaffected former US soldier with classified information to give. The United States has demanded Hekmati's release. The State Department said Iran has not permitted diplomats from the Swiss embassy - which handles US interests

"The real battle is not with Apple, it is with all the other vendors coming out with Windows ultrabooks," Bajarin said. "Apple will still do great with MacBook Air, but in the Windows world it is great news that five years after Apple set the tone the industry is finally getting something equal," he continued. Acer also announced plans to launch a free service that will let users of its computers store video, photos, music, and documents in the Internet "cloud" and access files from any Windows 8 or Android software powered gadgets. "We believe Microsoft will take care of Windows devices; Google will take care of Android devices, and Acer will take care of in between," Wang said. "We will make Windows work very well with Android and other platforms too." Bajarin described Aspire S5 as the first viable Windows equivalent of popular MacBook Air laptops built by California-based Apple. Acer Unveils World's Thinnest Laptop

Acer unveiled the world's thinnest laptop computer as an array of "ultrabook" rivals prepared to debut this week at the Consumer Electronics Show in Las Vegas. The Taiwan-based computer titan will begin shipping Acer Aspire 5 models in the second quarter of this year, with prices to be disclosed in coming weeks. "That S5 is quite significant," analyst Tim Bajarin of Creative Strategies said after the Acer press event. "It looks like the thinnest and lightest, and it sets the bar for the rest of the ultrabook vendors," he continued. The Aspire S5 has a 34-cm (13.3-inch) screen and is 15 mm at its thickest point. The ultrabook weighs slightly less than 1.35 kg (three pounds). "We are committed to evolving this technology," said Acer chief executive J.T. Wang. "By the second quarter of this year we will have four models of ultrabook and more to come." Ultrabooks powered by Windows 8 will be released by Acer after Microsoft releases the new version of its computer operating system later this year, according to Wang. He estimated that ultrabooks would make up at least 35 percent of the Acer product line by the end of this year. Since Aspire S5 is Windows based it is not likely to be a direct challenge to MacBook Air laptops, which have been

CHINESE entrepreneur An Yanshi is convinced he has found the key ingredient to produce the world's most expensive tea - panda poop. The former calligraphy teacher has purchased 11 tonnes of excrement from a panda breeding centre to fertilise a tea crop in the mountains of Sichuan province in southwestern China, home to the black and white bears. An says he will harvest the first batch of tea leaves this spring and it will be the "world's most expensive tea" at almost 220,000 yuan ($34,000) for 500 grams. Chinese tea drinkers regard the first batch of tea to be harvested in the early spring as the best and successive batches, regarded as inferior, will sell for around 20,000 yuan. The 41-year-old, who is so passionate about his new project he dressed in a panda suit for his interview, has been

ridiculed by some in China for his extravagant claims of the potential health benefits of the tea. But he insists he is deadly serious, saying he quit his job at Sichuan University to throw himself "heart and soul" into his company, Panda Tea, whose logo features a smiling panda wearing a bow tie and holding a steaming glass of green tea. While An hopes to make money from the tea, which he has planted on just over 2.5 acres (one hectare) of land, his main mission is to convince the world to protect the environment and replace chemical fertilisers with animal feces before it is too late. "Panda dung is rich in nutrition ... and should be much better than chemical fertilisers," Mr An said. "People should make a harmonious relationship with heaven, earth and the environment."

Australian Family Wakes To Croc In House

An Australian family spoke of their fright after waking to find a 1.7 meter (five-foot seven-inch) crocodile lurking in their living room. Jo Dodd said she was first alerted to the reptilian intruder by the frantic barking of their family dog. "We opened the door to our bedroom and looked into our lounge room area and there was a crocodile," Dodd told the reporter from her home in the northern city of Darwin. "It was the freakiest thing -- you don't usually see a crocodile in your lounge room... It was really a very surreal moment." Rangers captured the crocodile and took it to a nearby croc farm. Known locally as "salties", saltwater crocodiles are a common feature of Australia's tropical north and kill an average of two people a year. They can grow up to seven meters (23 feet) long and weigh more than a tonne. They are highly active and territorial during the summer months between December and January and sometimes wander into urban areas.

TSA Defends Confiscating Cupcake At Las Vegas Airport

The federal Transportation Security Administration is defending a decision to confiscate a cupcake from a Massachusetts woman flying from Las Vegas, saying the pastry was packed inside a jar filled with icing. The TSA says in a blog comment posted Monday that icing is considered a gel under a policy designed to secure travelers from terrorists seeking to evade detection by using explosives made of plastics, liquids or gels. The TSA says Rebecca Hains of Peabody was not allowed to take her cupcake into the plane because the icing in the jar exceeded amounts of gels allowed in carry-on luggage. The TSA says travelers can bring cakes, pies and cupcakes through the security checkpoint, but should expect that they might get some additional screening.

Horror Film Leaves Censor Board Sunny Leone Walks Out Of 'Jism 2' Horrified Indo-Canadian porn star Sunny Leone That's the kind of start I'd like in
might walk out of Jism 2 due to money issue. It is heard that Sunny is not satisfied with the amount offered to her. However, Sunny has something different to say, Sunny says, "I really liked meeting Mahesh Bhatt and Pooja. But whether I am doing their movie or not, I am not sure yet. It depends on a lot of factors including how my adult-content business in the US reacts to my Bollywood aspirations." However, the actress also said that she loved the part that was narrated to her. "It was deep and enigmatic. And it was for the main lead.

Bollywood. And if things go well I'd like to take up a career in Bollywood." The first poster of Jism 2 that was revealed is very sensuous. It shows a nude girl lying down covering her secret assets with a white visible cloth. Mahesh Bhatt has offered Jism 2 to Sunny at Bigg Boss house. Sunny was very excited to make her debut in Bollywood. Her sudden walk out from the movie would be very depressing for her fans. Sunny raised the mercury level after she entered Bigg Boss house. She was highly searched on net. Her porn pictures, images are highly downloaded.

The on-release Shiney Ahuja starrer Ghost has received the full censorial treatment. Apparently, its excessive gore-content prompted the censor board to make severe cuts. A particularly objectionable scene showing a female ghost's crucifixion has also been censored. Says the film's director Puja Jatinder Bedi, "The censor board cut one of the most important scenes in my film. It's a scene where the ghost gets crucified like Jesus Christ. The scene was very pivotal for the screenplay." However, when contacted J.P. Singh, the censor board's Regional Officer Mumbai said that the crucifixion sequence had only been reduced, not removed. Said Mr. Singh, "That scene is still there in the film. Only its length has

been shortened to reduce the impact of the extreme brutality shown on a girl. The examining committee has given 5-6 cuts. All of them were extremely brutal. There was scene showing a dead body's legs being cut. Another excessively violent scene showed a girl being beaten for a very long time by many people." Finally Ms. Bedi feels the cuts were not unjustified. "The censor board felt that the crucifixion would hurt religious sentiments of the Christian community. Also, the brutality was being perpetrated on a woman. The blood and gore content is high enough for Ghost to be rated as the most violent film ever. So the censors have toned down all the murder sequences."

However, the actress has suddenly become a much sought after actress by event organisers, who are now offering her Rs 50 to 75 lakh to perform at shows. Vidya is also being asked for performances in award shows. Apart from being approached to perform on the Ooh la la and Naaka mukka tracks, shes also being offered a handsome fee, averaging to about Rs 50 lakh per event. Talking about sudden increase in demand for Vidyas performances, Mohammed Morani, one of the top event organisers says, A chartbusting song and a super hit film is what is required of a star for the award functions. However, Morani refuses to talk about money being offered to her. Instead, he said, Vidya is getting good money."

Emraan Hashmi in Karan Johars next??

There were days when Emraan Hashmi did only dark films, loads of love making and that too mainly for Mahesh Bhatts films. But not anymore. If buzz is to be believed, Emraan will be seen in Karan Johar next production to be directed by Rensil DSilva. A source close to the production house says, After Kurbaan, Rensil was supposed to make a film with Salman Khan in the lead role. However, with Salmans 2012 calendar choc-a-bloc with the many projects he is currently filming, the filmmaker has decided to make another film in the meantime. The ensemble cast for this new project will have Emraan Hashmi in the lead role. The rest of the cast is still being finalised. Adds the source, Having delivered a string of hits, it is clear that Emraan has a massive fan following. The producers realise that Emraan is a big star in the industry today. And thus, Karan Johar and Rensil DSilva have decided to work with him in their next project. There hasnt been any formal announcemen and as of now everything else about the film is kept under wraps.

Teach your kid to get along

A day in a pediatrician's office is never quiet -- but last Monday was a particularly noisy one for me. The more one child cried, the more they all sobbed. A toddler was upset because he didn't want a throat swab, a newborn fussed because she didn't like being undressed and a four-year-old was in tears because she was getting a needle. But it was big sister Sonia who was crying the loudest. What's the matter, sweetheart? You're not getting a needle, the nurse asked Sonia. I know, but I don't want you to hurt my sister, Sonia replied.

Hansel and Gretel

How to raise children who care for one another

Not only because it would mean fewer nasty sibling spats, petty jealousies, teasing and friction but also because of the sense of pride she would enjoy. Another equally meaningful incentive, which many of us have learned from our own experience, is that the world can be a big, lonely place without a sibling by your side. Sisters teach brothers about puzzling girl stuff, while brothers teach their sisters about the forbidden world of boys. After growing up surrounded by sisters, Mark, 15, has the gift of gab and is comfortable talking to girls. And Sara, 12, isn't intimidated to voice an opinion in front of boys because with three big brothers, she's been doing so her whole life. Siblings also teach each other about loyalty, conflict resolution, friendships and compromise. And researchers are discovering that siblings also steer each other into, and away from, risky behaviours.

Every parent I know wants her kids to get along and care about each other.

whose recent studies prove that if an older sibling smokes or drinks, a younger sibling is three to five times more likely to pick up these bad habits. Sibling harmony is important for other reasons, too. Whether sibs grow up to become best friends or worst enemies depends on childhood experiences. Early jealousies, grudges and resentments can fester and reduce us to kids whether we're five or 55 years old. So, given the potential impact of sibling relationships, how can you encourage your kids to love each other, become supportive and sensitive friends and collaborative partners and, ultimately, exert a positive influence on each other's budding personalities? Let's begin by examining some of the factors that shape, both positively and negatively, sibling relationships.

More time, more friction

Siblings teach each other

It was still dark outside when Maddy, 7, and Trevor, 9, got up to play. For the next 14 hours they would race from one activity to another -- a hockey game, swimming lessons, a visit to Grandma's, haircuts and grocery shopping. By breakfast the kids were squabbling. By lunch they were throwing punches, and by bedtime they were no longer talking. Sometimes we tend to forget just how much time siblings spend together. Indeed, siblings often have more time together than with any other person, including teachers, parents, friends -even by themselves. And with all that togetherness comes friction.

Favouritism

Sibling harmony

Not long ago, a mother whose children are under my care c said to me: I'm worried sick. It's bad enough that my older daughter is smoking, staying out late, giving me attitude and wearing too much makeup, but now her younger sister is following in her footsteps. Carolyn has good reason to be concerned, according to researchers

Never mind the time mom and dad spent chauffeuring their talented 11-yearold daughter to tennis lessons and tournaments, the financial expense was equally impressive. But the real price they paid was the unspoken resentment the older siblings felt toward their little sister. A professor of human development studied family favouritism and found that 65 per cent of mothers and 70 per cent of fathers had a preference for one child. A psychologist notes that families have limited resources to go around and as a result the most talented child often gets more attention. Continued next week

Continued from last week When they had reached the middle of the forest, the father said, "Now, children, pile up some wood, and I will light a fire that you may not be cold." Hansel and Gretel gathered brushwood together, as high as a little hill. The brushwood was lighted, and when the flames were burning very high, the woman said, "Now, children, lay yourselves down by the fire and rest, we will go into the forest and cut some wood. When we have done, we will come back and fetch you away." Hansel and Gretel sat by the fire, and when noon came, each ate a little piece of bread, and as they heard the strokes of the wood-axe they believed that their father was near. It was not the axe, however, but a branch which he had fastened to a withered tree which the wind was blowing backwards and forwards. And as they had been sitting such a long time, their eyes closed with fatigue, and they fell fast asleep. When at last they awoke, it was already dark night. Gretel began to cry and said, "How are we to get out of the forest now?" But Hansel comforted her and said, "Just wait a little, until the moon has risen, and then we will soon find the way." And when the full moon had risen, Hansel took his little sister by the hand, and followed the pebbles which shone like newly-coined silver pieces, and showed them the way. They walked the whole night long, and by break of day came once more to their father's house. They knocked at the door, and when the woman opened it and saw that it was Hansel and Gretel, she said, "You naughty children, why have you slept so long in

the forest? We thought you were never coming back at all." The father, however, rejoiced, for it had cut him to the heart to leave them behind alone. Not long afterwards, there was once more great dearth throughout the land, and the children heard their mother saying at night to their father: "Everything is eaten again, we have one half loaf left, and that is the end. The children must go, we will take them farther into the wood, so that they will not find their way out again. There is no other means of saving ourselves." The man's heart was heavy, and he thought, "It would be better for you to share the last mouthful with your children." The woman, however, would listen to nothing that he had to say, but scolded and reproached him. He who says a must say b, likewise, and as he had yielded the first time, he had to do so a second time also. The children, however, were still awake and had heard the conversation. When the old folks were asleep, Hansel again got up, and wanted to go out and pick up pebbles as he had done before, but the woman had locked the door, and Hansel could not get out. Nevertheless he comforted his little sister, and said, "Do not cry, Gretel, go to sleep quietly, the good God will help us." Early in the morning came the woman, and took the children out of their beds. Their piece of bread was given to them, but it was still smaller than the time before. On the way into the forest Hansel crumbled his in his pocket, and often stood still and threw a morsel on the ground. Continued next week

Health
It is also used to diagnose the causes of unexplained changes in bowel habits. Colonoscopy enables the physician to see inflamed tissue, abnormal growths, ulcers, and bleeding. For the procedure, you will lie on your left side on the examining table. You will probably be given pain medication and a mild sedative to keep you comfortable and to help you relax during the exam. The physician will insert a long, flexible, lighted tube into your rectum and slowly guide it into your colon. The tube is called a colonoscope (koh-LON-oh-skope). The scope transmits an image of the inside of the colon, so the physician can carefully examine the lining of the colon. The scope bends, so the physician can move it around the curves of your colon. You may be asked to change position occasionally to help the physician move the scope. The scope also blows air into your colon, which inflates the colon and helps the physician see better. If anything abnormal is seen in your colon, like a polyp or inflamed tissue, the physician can remove all or part of it using tiny instruments passed through the scope. That tissue (biopsy) is then sent to a lab for testing. If there is bleeding in the colon, the physician can pass a laser, heater probe, or electrical probe, or can inject special medicines through the scope and use it

to stop the bleeding. Bleeding and puncture of the colon are possible complications of colonoscopy. However, such complications are uncommon. Colonoscopy takes 30 to 60 minutes. The sedative and pain medicine should keep you from feeling much discomfort during the exam. You will need to remain at the colonoscopy facility for 1 to 2 hours until the sedative wears off.

or cancer. A sigmoidoscope (a thin, lighted tube) is inserted through the rectum into the sigmoid colon. Polyps or tissue samples may be taken for biopsy.

Preparation

Colonoscopy (koh-luh-NAH-skuh-pee) lets the physician look inside your entire large intestine, from the lowest part, the rectum, all the way up through the colon to the lower end of the small intestine. The procedure is used to look for early signs of cancer in the colon and rectum.

Your colon must be completely empty for the colonoscopy to be thorough and safe. To prepare for the procedure you may have to follow a liquid diet for 1 to 3 days beforehand. A liquid diet means fat-free bouillon or broth, strained fruit juice, water, plain coffee, plain tea, or diet soda. Gelatin or popsicles in any color but red may also be eaten. You will also take one of several types of laxatives the night before the procedure. Also, you must arrange for someone to take you home afterwardyou will not be allowed to drive because of the sedatives. Your physician may give you other special instructions. Inform your physician of any medical conditions or medications that you take before the colonoscopy.

Sigmoidoscopy. A thin, lighted tube is inserted through the anus and rectum and into the lower part of the colon to look for abnormal areas.

Virtual Colonoscopy

Flexible Sigmoidoscopy

Sigmoidoscopy: A procedure to look inside the rectum and sigmoid (lower) colon for polyps, abnormal areas,

Virtual colonoscopy: A procedure that uses a series of x-rays called computed tomography to make a series of pictures of the colon. A computer puts the pictures together to create detailed images that may show polyps and anything else that seems unusual on the inside surface of the colon. This test is also called colonography or CT colonography.

Beware That Broken Heart After Bereavement

Chances of a heart attack shoot up 21-fold within the first 24 hours after the loss of a loved one.
The risk of heart attack remained eight times above normal even during the first week after the death of a loved one, slowly subsiding, but still remaining elevated for at least a month, according to a new research. "Some people would say a 'broken heart' related to the grief response is what leads to these physiologic changes," says study author Murray Mittleman, cardiologist at the Beth Israel Deaconess Medical Centre. "So that emotional sense of the broken heart may actually lead to damage, leading to a heart attack and a physical broken heart of a sort," adds Mittleman, also associate professor of medicine at Harvard Medical School. Researchers interviewed 2,000 patients who suffered myocardial infarctions, or heart attacks, over a five-year period. While there is widespread anecdotal evidence, a few studies have looked at the acute effect of bereavement and grief on myocardial infarction (heart attacks). Patients were queried about potentially triggering events, including losing someone close to them in the past year. "Bereavement and grief are associated with increased feelings of depression, anxiety and anger, and those have been shown to be associated with increases in heart rate and blood pressure. And changes in the blood that make it more likely to clot, all of which can lead to a heart attack," says Elizabeth Mostofsky, post-doctoral fellow in cardiology at Beth Israel. Mostofsky and Mittleman think that being aware of the heightened risk can go a long way toward "breaking the link between the loss of someone close and the heart attack."

Banks Plans To Slash Thousands Of Jobs

THE nation's biggest banks plan to slash thousands of jobs across the country as they attempt to consolidate their record profits.

Australia A Global Facebook Hit

Tourism Australia has reached two million fans on Facebook, cementing its place as the most popular destination tourism page in the world.
A video of the Sydney Harbour New Year's Eve fireworks - which included clips filmed on fan's iPhones - helped tip the page over the two million mark when the fan base rose by 85,000 people in three days. Photos of Australian animals such as koalas, kangaroos and Tasmanian Devils posted on the See Australia page consistently generate the most "likes'', comments and shares by fans. The See Australia page was launched on Facebook in May 2008 to promote Australian holidays and grew by 855,000 new fans last year. It currently has three times as many fans as its nearest rival, Las Vegas. Tourism Australia managing director Andrew McEvoy said digital marketing was a critical element in the ongoing successful promotion of Australia. "Through Facebook we get real stories about what people are currently thinking about Australia which influences our marketing and makes the platform a primary interaction point with our global advocates,'' he said. In a new initiative, tourism operators will be able to add their company to an online directory on the page which allows consumers to search for experiences, attractions and events across Australia.

Westpac, the Commonwealth Bank and ANZ have all drawn up plans to cut expenses as funding costs soar and mortgage growth rates slow, as reported. Commonwealth Bank has started an internal program code-named "Project 35", hoping to achieve a 35 per cent cost-to-income ratio for its retail banking unit by 2013 - down from 38.7 per cent. Analysts say this will result in axing more than 600 jobs. Commonwealth Bank announced a $6.4 billion record profit in August, NAB unveiled a $5.5 billion record profit in October, Westpac posted a $7 billion record profit in November and ANZ reported a record $5.36 billion record profit in November. Westpac chief executive Gail Kelly has said staff numbers are likely to "trend downward" and, though the bank says it has no concrete plans to offer redundancies, analysts believe it will cut nearly 1600 jobs this year. Sources at ANZ say the bank has started work on a new redundancy program which targets up to 1000 jobs - just four years after 1000 jobs were lost in a similar 2008 restructure. Fat Prophets senior analyst Greg Fraser said it would be a tough year for those in the banking sector. "All the banks are looking at low, singledigit credit growth," Mr Fraser said. "Without that, they need to find another way to boost earnings growth and there are now strong signals that further cost-cutting in labour costs will be the source of some profit growth this year."

Finance Sector Union national secretary Leon Carter said it would be unacceptable for the major banks to deploy programs aimed at lowering "costs". "In our experience, whenever they mention the word `costs' all they do is focus on the staff costs," Mr Carter said. He will seek a commitment from the major banks to categorically state that no jobs will be cut. Staff costs account for nearly 60 per cent of the $32 billion spent by the big banks each year. Analysts say Australia is experiencing the slowest rate of mortgage growth since World War II. There are rising hopes of another interest rate cut as early as next month. Mediocre retail sales in November, reported by the Australian Bureau of Statistics, have raised expectations the Reserve Bank will cut again to stimulate the economy. HSBC's chief economist Paul Bloxham said the retail figures would spur the RBA to build on November and December's cuts. "The report shows further evidence that retail was one of the weakest sectors in 2011," Mr Bloxham said. Macquarie senior economist Brian Redican said it would be some time before the effects of the 2011 rate cuts were felt. "At the moment people will be saving their cash," he said. Australian National Retailers Association chief executive Margy Osmond said two cuts were not enough. "Maybe it takes three," she said.

Australia Deports Pak Student On Security Grounds

A Melbourne-based Pakistani student was on Monday deported on security grounds after being questioned by Australian security intelligence officials over his suspect phone calls to Pakistan. 23-year-old Salman Ghumman has been deported and is now on his way back to Pakistan; The Australian newspaper quoted the Immigration Department as saying. Ghumman was detained last month by immigration officials after several months of questioning by Australian Security Intelligence Organisation officials over suspect phone calls made to Pakistan and why he was in Australia, the paper said. His father Manzoor Hussain Ghumman, a retired Pakistani Air Force officer, was quoted by the paper as saying that the family was concerned about his son's fate if he be picked up and questioned by Pakistani security services. Ghumman said he feared his son had been unfairly targeted because the family had donated money to Jamaat-ud-Dawa, a banned outfit believed to be the charity arm of terror group Lashkar-e-Toiba. Ghumman, who arrived in Australia in July 2010 to study accounting at the Melbourne Institute of Technology, said he was mortified at his situation and was determined to clear his name and return to Australia to complete an accounting degree at La Trobe University "They said I could appeal the decision from here but it could take more than a year and I can't stay in this detention centre. I don't want to go crazy in here," he said, adding he had spent hours trying to determine what might have triggered ASIO suspicions. Department of Immigration spokesman Sandi Logan confirmed that the student had left and had boarded his flight "voluntarily" following the cancellation of his visa after questioning by ASIO. Ghumman was held in Maribyrnong detention centre.

'Chaalis Chauraasi' Tells Tale Of A Freaky Night

Hriday Shetty's new "Chaalis Chauraasi", described as a crime comedy, will bring on screen the happenings of a freaky night when it hits theatres Friday. Produced by MAASK Entertainment Pvt. Ltd. in association with Filament Glo (India) Pvt. Ltd, the "Chaalis Chauraasi" cast features veteran Naseeruddin Shah along with Kay Kay Menon, Atul Kulkarni and Bhojpuri superstar Ravi Kishan. In a surprise, the film doesn't have any female co-stars. The entire plot of "Chaalis Chauraasi" revolves around a police van MH02-A-4084 and four policemen - Pankaj Suri aka Sir (Naseer), Albert Pinto aka Pinto (Kay Kay), Bhaskar Sardesai aka Bobby (Atul) and Shakti Chinappa aka Shakti (Ravi). The foursome sees a big opportunity when they are given a mission to pull off. However, things take a nightmarish turn when another policeman stops their van en-route and uses them as his backup to catch a gangster. The story unfolds through the night where the fine line between law and crime is crossed many times, leading to some thrilling and some funny moments. The four men, who believed themselves to be rough and tough, learn different truths about themselves. "There are two aspects to how 'Chaalis Chauraasi' was conceived - life imitating art or art imitating life? A chance discussion amongst friends one evening on the recent night patrolling of cops reported in the media got us excited and led to the germination of the story idea," said Shetty. "The film falls under the humour crime genre and the four primary male characters have colourful personalities. There is continuous entertainment through the film in the form of humour," he added. With Mumbai at night and dark alleys as the backdrop and a cat and mouse game between gangsters and police, the film is said to be a complete masala flick. Three item songs are like icing on the cake. The music of the film is by Lalit Pandit. Much to the delight of music lovers, Shetty has also incorporated a remixed version of the popular song "Hawa Hawa", which was composed by Pakistani singer Hassan Jahangir. The film is mostly shot in the night. For 25 days, the cast crew shot in the night only and there are very few shooting schedules in daylight. According to Kay Kay, the cast enjoyed working as a team and when together they used to forget about the stress of shooting in night. Usually known for intense performance, Atul would be seen doing some singing and dancing for the very first time, and the actor admits that he thoroughly enjoyed working in the film. After leaving the audience in awe with his performance in "The Dirty Picture", this would be Naseer's first release of 2012.

"The album has an emotional touch in each track which can be related by every individual," he said. Kailash Kher's music is genre in itself, with smash hits in the past like "Teri Deewani" and "Saiyaan" that created the trend of soulful music with elements of folk and traditional music. Farah Khan Refuses To Kiss Boman Irani

Choreographer turned filmmaker Farah Khan has now switched to acting. She is debuting with Shirin Farhad Ki Nikal Padi opposite Boman Irani. The film requires Farah to do an intimate scene with Boman Irani which she shot very comfortably but refused to shoot a kissing scene. Farah is not comfortable doing such smooching scene. She confirms, "Sorry, there are no kisses in the film. I told Boman that my husband wouldn't like it and he understood. We work as a team. Who would want to see middle-aged people kiss? Also I would be very uncomfortable doing such scenes. What we do is try to kiss but it misfires for some reason or the other. It's romance handled in a funny way." Farah adds, "There are lots of such quirky and romantic situations but before we started the film, Boman and I discussed it and thought we would do intimate scenes in a different and goofy way. Keeping our age, looks and comic timing in mind, we will treat those scenes in an aesthetic manner.

Boman has no issue kissing on-screen as he has kissed Shabana Azmi in 'Honeymoon Travels'. It's a film and I am an actor. If there's a reason for the kiss I will kiss. I am not some shy 16-year-old who will feel uncomfortable kissing," he reasons. Farahs comic timing is excellent. Lets see how she entertains her audience this time.

The Girl With The Dragon Tattoo (PG) * * * *

Buried Treasure!
who did what to whom and when. Cast as the rich industrialist Henrik Vanger is Canadian man of all seasons Christopher Plummer (The Sound of Music). Wealthy beyond belief is this Vanger family who many years earlier saw one of their own mysteriously vanish into thin air, presumably killed. Out to solve this seemingly unsolvable case is Blomkvist oh, along with a little help from a friend. Somehow Blomkvist links up with a rather offbeat girl named Lisbeth Salander. Fans of the book and first film will immediately recognize this character and Rooney Mara (The Social Network) shines as the troubled girl with a knack to hack. Together this unlikely pair tries to unravel a mystery shrouded in danger. Tense, emotional and unforgettable performances make The Girl with the Dragon Tattoo must see entertainment for those into crime dramas and consummate acting. Through a stellar cast you see the depths of paranoia and evil members of this rich family engage in. And then theres the humiliation a single woman like Lisbeth must put up with as powerful men will do anything to use and abuse her. Look out for stark performances from Stellan Skarsgard (Mama Mia!) and Yorick van Wageningen (Winter in Wartime) bound to turn a few stomachs. Comparisons to the original classic are bound to surface. Put simply each and every actor rises to the occasion, almost universally surpassing the mastery given off by the original performers. Even Ms. Mara comes close to the grisly portrayal done by Noomi Rapace. Not for the children, The Girl with the Dragon Tattoo is an excellent suspense story and should well inspire remakes of the two remaining films/novels: The Girl who Kicked the Hornets Nest and The Girl Who Played With Fire.

Brace yourself to be lured into a world of deceit and depravity with Columbia Pictures The Girl with the Dragon Tattoo, now smoking out the competition at Empire Studio 12, Colossus and Cineplex Theatres around B.C. Books turned into movies can be hit or miss affairs. By far the most successful books ever to hit the silver screen are the Ian Fleming inspired James Bond adventures, set to return next November. Lead Bond actor Daniel Craig (Casino Royale) gives audiences a taste for revenge in The Girl with the Dragon Tattoo, a full on assault of the senses from Columbia Pictures. Ace director David Fincher (se7en) sets the bar high and overcomes the naysayers as he successfully helms a brilliantly crafted recreation of the original Swedish Tattoo movies that took the world by storm. Based on the hugely successful books by mystery writer Stieg Larsson, screenwriter Steve

Zaillian (Schindlers List) wonderfully weaves a tale of debauchery and intrigue that the great (?) Hannibal Lector would be dutifully proud of. Unless youve been living under a rock by now you should know about the story of The Girl with the Dragon Tattoo. Set in Sweden this 158 minute film looks at two parallel plots: a disgraced journalist and a mysterious death some 40 years earlier. How the two events coalesce is brilliant, worthy of a Sherlock Holmes puzzle solver. Tense from start to finish this masterful piece of cinema is a smart and effective remake of the European original. Down but not out and in a heap of professional trouble is one Mikael Blomkvist. Leopard In Deadly Attack In Indian City Of Guwahati

One person has been killed and several others injured in an attack by a leopard in the Indian state of Assam. The man died after the leopard attacked several people in a densely populated area. The leopard strayed into the Shilpukhuri area of the city and attacked residents, one of whom died the next day of his injuries. The animal has now been released into the Manas Wildlife Sanctuary, forest officials said. For the people of Guwahati, bomb blasts and other terror attacks were not uncommon till recently, because of repeated attacks by the secessionist United Liberation Front of Assam (Ulfa), but a leopard straying into a town is rare, particularly during the day. The leopard was first sighted on Saturday morning near a crematorium in the town. As the funeral of a Congress Party leader's son was going on, the place was full of dignitaries, ministers and other VIPs. Police sent them to a safer place and chased the leopard out, but it turned towards the Shilpukhuri residential area. "First, it jumped across several multistorey buildings, including a bank, and then jumped on to the ground," said Manas Paran. Local people armed with sticks and iron rods tried to chase the leopard away. The enraged animal then started attacking locals, Mr Paran said. Mr Paran kept following the big cat at extremely close quarters to get good pictures for his magazine. Deb Kumar Das, aged around 50, was one of the first people whom the leopard clawed at. He suffered severe wounds to the head, ear and neck. He was treated in hospital but later returned home, where he was found dead on Sunday. Several others suffered the ire of the big cat. One of them, Kripesh Dey, had part of his scalp removed in the attack. Later, when the leopard entered a shop, locals locked it up. Forest officials and vets reached the scene after some time with tranquilizers and were able to capture it.

Chandigarh's Elderly Bank On 100 In Times Of Trouble

When in trouble, dial 100. That's how it has been for Chandigarh's elderly and that's clearly how they want it to be with police saying their special helpline for senior citizens has few takers as most prefer to call the police control room (PCR).
When it comes to voicing their grievances, senior citizens in the city seem to prefer dialing 100, the PCR number, to 1090 -- the special helpline number started three years ago. Police officials here say that even though there are elderly people who are facing problems, especially from their children and families, they do not want to seek help from the helpline but instead want the PCR to intervene. Faced with a situation where the helpline number is not being frequently used, police have started using the number for its women and childcare helpline (1091). "The elderly do not call on the helpline 1090. They prefer dialing the regular 100," claimed a Chandigarh police official, requesting anonymity. "Last year, the helpline received just 26 calls," the official added. Subhash Chander, a retired Punjab government employee and resident of Sector 22, said: "The senior citizens' helpline number is not very popular. In case of need, senior citizens prefer to call the police on 100." Whether 100 or a special helpline, however, most elderly citizens are wary of approaching police with their problems for fear of taint perhaps. The police department and the senior citizens association said senior citizens sometimes do not reveal their problems. Police sources said that none of the callers on the helpline alleged abuse. "They prefer to keep things under wraps most of the time to save their children entrepreneur, said that how the NRIs will exercise the power to vote is still undecided. "The Indian government should provide us clear guidelines on voting rights. I think that the process is still not clear. I strongly feel that the government should make it transparent and corruption free, the voting should be allowed electronically or through internet," he said. Overseas Indian Affairs Minister Vayalar Ravi had said that the objective was to further increase engagements with diaspora. "Our objective is to raise the level of engagement to go beyond mere investment related issues and address a who could be actually torturing them," the police official said. "For regular checks, beat constables have been given the responsibility to visit each and every house where a senior citizen registered with the Chandigarh police resides," Deputy Superintendent of Police Roshan Lal said. Despite the police claims that beat constables have been asked to visit households and check if the elderly are facing any sort of abuse, the scheme has not been implemented properly. Said Keshav Chandra, a member of the senior citizens' association set up in 1996 for the welfare of the elderly: "We have 1,500 members, of whom 200 are from Mohali and Panchkula. Despite all efforts, not many people come forward to join us because they do not want everyone to know that they are a part of our association." "We have also adopted 30 old and destitute women in slum colonies for their welfare. We are constantly trying our best to provide our peers some comfort," he added. However, a senior citizen who has been a victim of abuse by his children said on condition of anonymity: "The policemen only complete formalities by getting our signatures rather than listening to our grievances." "They just come, get their papers signed and leave. They do not even bother to listen to us," he added. Clearly, police need to do more than just set up special help lines to address the problems of the elderly. broader agenda," he said in his address at the conclave Sunday.

Non-resident Indians have hailed Prime Minister Manmohan Singh's announcement that the government would allow them to vote and participate in the election process, a long-standing demand of the diaspora. Inaugurating the annual diaspora conclave, the Pravasi Bhartiya Divas, on Sunday, the prime minister said the government has issued notifications for registration of overseas electors under the Representation of People Act, 1950, to allow NRIs to vote in Indian elections. "It was long overdue. I am very happy with the government's decision," said P.V. Pillai, a delegate from Dubai. "I laud the government's decision to grant voting rights to non-resident Indians. Though we are a small part and we cannot change anything by voting, but still I strongly feel that right to vote is a basic right and it is a step in the right direction," said Vasu Chanchlani from Canada. Hiro N. Shivdasani from Ivory Coast said: "I am very happy with the decision. The Indian government has finally fulfilled its promise to Indian expatriates. It will give us an opportunity to participate in government formation." "I also request the government to allow dual citizenship. They should also do it soon," he said. However, there were a few who had apprehensions about the process. Rajeev K. Jain, a US-based

Stephen Harper to visit China Canadian Border add to list of Prime minister to meet with Chinese President Hu Jintao 'most wanted' for deportation
Canada Border Services Agency adds 30 people to revised online list
The Canada Border Services Agency has added 30 people sought for removal from Canada to its "most wanted" list. The new names join others from the CBSA's previous "most wanted" lists who have eluded authorities despite last summer's appeal for tips from the public. The updated list contains 42 names, photos and descriptions of why the person is sought for deportation. Since the start of the campaign, the CBSA said, it has received 225 calls from the public to its telephone hotline. Fifteen people in Canada and four abroad have been located, which the agency attributes to the public awareness campaign. To date, seven have been deported. The newly revised website contains only one list for all the persons sought by the agency. In addition to those from the previous two lists - those wanted for war crimes and serious criminality - some of the additions to the list are inadmissible on security grounds or wanted for organized criminality. The agency says the new "consolidated" site now "fully represents the CBSA's priorities for removals," including the categories highlighted by the previous lists. Two government ministers held twin news conferences in Montreal and Toronto Wednesday morning to highlight the latest changes: Immigration Minister Jason Kenney in Montreal, and Public Safety Minister Vic Toews in Toronto. Each was joined by CBSA officials. Lists launched last summer Last summer, Toews and Kenney announced a public campaign by the Canada Border Services Agency to help track down people sought for deportation from Canada but currently eluding the authorities. The first list, published in July, named suspected war criminals believed to be living in Canada, while a second list launched in August identified foreign citizens wanted for deportation after convictions of serious crimes in Canada. Members of the general public were asked to provide tips to help find the fugitives. The media obtained departmental briefing notes about the creation of the "most wanted" lists, suggesting officials had cautioned ministers about the risks of publishing a list with names and photos as part of a public awareness campaign.

Prime Minister Stephen Harper is going to China in February as the government continues to push trade with Asian countries as an alternative to dealing with the U.S. It will be Harper's second visit to the country. His first was in December 2009, on the heels of a visit to India. Chinese President Hu Jintao visited Canada in June 2010. Harper has spoken openly of looking more to Asia to expand trade, in particular for Canadian energy. A decision by U.S. President Barack Obama to delay approval for a major pipeline expansion through the country led to Harper talk about finding other customers for Canadian oil. The prime minister announced the visit at a photo op with China's ambassador to Canada, Zhang Junsai. The prime minister said he is looking forward to the visit. "Your visit will be very important, another highlight in our mutual relations," Zhang replied. Harper chided for delay On his last visit, both Hu and Chinese

Premier Wen Jiabao chided Harper for waiting so long to visit. "Five years is too long a time for China-Canada relations, and that's why there are comments in the media that your visit is one that should have taken place earlier," Wen said. When Harper took office in 2006, his government didn't hold back on criticizing China's human-rights record. When Hu reportedly snubbed him at an Asia-Pacific Economic Co-operation meeting in November 2006, Harper hinted to reporters that the Chinese were trying to put conditions on the subjects that could be discussed during the meeting. "I think Canadians want us to promote our trade relations worldwide and we do that but I don't think Canadians want us to sell out important Canadian values," Harper said. "They don't want us to sell that out to the almighty dollar." Canada exports more than $13 billion to China every year and imports more than $44 billion.

Federal agency issues warning about debt reduction companies

The Financial Consumer Agency of Canada has issued an alert on debt reduction companies. It is warning Canadians to be very cautious of companies claiming they can negotiate a deal with your creditors. This process is often called "debt reduction," "debt settlement," "debt relief" or "debt negotiation" but Executive Director Jeff Schwartz with the Consolidated Credit Counseling Services of Canada says consumers also need to be aware of companies that let you borrow against your home.

Beware of companies that let you borrow against your home

"Even pay-day loans - all of these opportunities come at a cost," he says. "People wouldn't be offering them if there wasn't a significant cost to them. One thing that you want to make sure of is that you are reading the fine [print] before you get in to these obligations." He says you don't want to lose your home. "You don't want to end up with a loan that is costing you over 30 per cent or even worse if you go to a pay-day loan it could cost you well over 60 per cent." He says when it comes to cash there is often no easy way.

The RCMP is confirming that an attempted arson in Surrey from the weekend is linked to the ongoing Justice Institute and ICBC investigation. The incident occurred at approximately 2:30 am January 7 in the 8300 block of 151 Street in Surrey. Police attended immediately after receiving a 911 call about a fire from the residents of the home, says Sergeant Peter Thiessen, spokesperson for the Lower Mainland District RCMP. Fortunately there were no injuries and the fire was quickly extinguished by the residents. Sgt. Thiessen confirms there was arson at this residence in April 2011, as well as a shots fired incident in May 2011. I want to emphasize that in no way are the residents of this home affiliated with any criminal activity, says Sgt. Thiessen. The Justice Institute / ICBC investigation, led by the RCMP, was announced in early September in regard to a connection between a number of arsons to homes and vehicles, and shootings of homes and vehicles

throughout the Lower Mainland. At the time the RCMP indicated some victims were either current or former staff or students of the Justice Institute, while others were only loosely linked to the school. In December the RCMP issued an update on the investigation, indicating that 13 individuals linked to the Justice Institute of British Columbia had been victimized. The investigation had revealed a link to an ICBC employee, who allegedly accessed personal information of 65 individuals, including the 13 identified victims. This investigation remains a top priority for us, and police continue to gather evidence, says Sgt. Thiessen. Police ask the public to be vigilant, and to immediately report any suspicious activity to their local police. Proposal for Sunday opening of BC liquor stores

Few places are open seven days a week
The union at BC's public liquor stores is calling on the government to expand Sunday openings. Only a handful of public liquor stores are open seven days a week, but people outside the BC Liquor Store at Cambie St. and 8th Ave. in Vancouver have mixed feelings about the idea. "It would be handy and convenient, but I don't think I need them all to be open because the alcohol problem you can see in downtown," says one woman. Another woman suggests being open six days a week is good enough. "People in general in North America, and all around the world drink too much anyways," she says. "Why can't you shop on Saturday or on Friday and give the employees Sundays off?" Leaving the liquor store with a bottle under his arm, one man suggests Sunday openings may not be the right approach. "Having liquor available constantly is probably detrimental to our society." Still, the additional availability wouldn't worry this woman. "I think of it as just something that's more convenient for people," she suggests. The BC Government and Service Employees Union is proposing Sunday openings could help pay for employee wage hikes being sought in contract negotiations. A Sunday opening for the public locations would take a big chunk out of independent cold beer and wine store sales. Vice-President of the Alliance of Beverage Licensees of BC Poma Dhaliwal says there's only so much demand for booze, and splitting customers between more outlets will have an impact. "The Sunday shopping is a big part of the private liquor stores' business," he says. "What's really the need for it? I mean the public is being served, there are lots of stores out there that are open on Sundays." Dhaliwal believes a lot of government liquor stores continue to operate even though they're not profitable. "The union is going to put numbers out there that lead you to believe that they're going to bring in this extra revenue, but at the end of the day, really it's probably going to cost them more, the government more money to bring in the same taxes that they're already generating through private Sunday openings."

British passport fraudster to be deported

Using his brothers identity to sneak into Canada caught the attention of police. And not only did Stuart Mark Harnwells elaborate bid to see an ex fail, but he was sent to jail and is now being sent back to Britain. In October 2011, two days after Harnwell arrived in Canada, he was found by Lethbridge police following a complaint he posed a threat to his former girlfriend. Frightened he might find her, the womans relatives called police, hearing officer Chantelle Brown said at a detention review Tuesday. She was scared he might find her to hurt her, Brown said. Locating him at a bed-and-breakfast, police soon learned Harnwell was using his brothers passport. The 30-year-old also had convictions for crimes including theft and making threats in the U.K., which would make him inadmissible to Canada. Convicted of misrepresentation, he served two months in jail and has been ordered deportation. At the hearing, adjudicator Trent Cook, ordered him to stay in custody while waiting for his passport to be issued in upcoming weeks so he can be deported. Despite Harnwell telling the hearing he has a mum, auntie and relatives in his U.K. homeland who could possibly post bond, Cook said he isnt confident he would appear for removal if released. You lied to a border services officer about your identity ... your basis for being in Canada was built entirely on deliberate deception, Cook said. You are the kind of the person ready and willing to engage in deceptive behaviour the law and the procedures do not make a difference, you will do what you want. Im not prepared to simply release you on your word. Appearing at the hearing with no lawyer, Harnwell said hes ready to go. In previous immigration documents, he said he didnt realize how big this country is, that he was running out of money and realized maybe his relationship was over. And it took all of this for me to realize it, he stated. Im lost in a country so big. Im from a little town in England. I dont have a passport which proves that Im not a traveller. I want to go home, sir ... as crazy as that sounds.

TransLink has applied to raise the price of transit fares for buses and trains in the Metro Vancouver area, the first increase in nearly two years. Under the proposal, a one-zone fare would rise by 25 cents and two and three-zone fares would rise by 50 cents. Books of 10 tickets would rise as much as $5 each, and monthly transit passes would increase between $5.50 and $19. Changes would also be made to West Coast Express fares and employee pass programs. The proposed increases still require the approval of the TransLink Commission and would not come into effect until 2013. TransLinks says the increase is part

of a plan to increase fuel and parking taxes to pay for a $150-million annual operating deficit. The fare increase would generate an extra $48 million per year for TransLink, or about 2.9 per cent of its revenue. Transportation Minister Blair Lekstrom thinks it's reasonable. "The reality is with the amount of additional projects that has to be dealt with in the Lower Mainland for enhanced transit I think we're going to have to look at a number of tools in order to be able to fund all of these," said Lekstrom. But NDP critic Harry Bains said the increases were unnecessary because he believes the carbon tax could be used to fund transit improvements. The B.C. and federal governments have agreed to a five-year interestfree repayment schedule for the $1.6 billion harmonized sales tax transition fund, but the deal does not change the province's deficit position. B.C. Finance Minister Kevin Falcon said Wednesday the entire repayment is still being charged to the province's books in the current fiscal year, which ends this spring. Combined with reduced provincial revenues and slightly increased spending, B.C.'s deficit for this year is forecast to be $3.1 billion. The terms of the referendum held last summer where voters opted out of the HST require the province to restore the PST with the charges and exemptions that existed prior to July 2010. A panel of tax experts has been appointed to review the PST for possible administrative efficiencies when it is reinstated in the spring of 2013. When the HST was rejected, the finance ministry estimated that the HST would bring in an additional $600

million in revenues in each of the next two years, based on economic growth and extending the seven-per-cent provincial portion of the sales tax to a variety of services. The total cost of going back to the PST has been estimated at about $3 billion. In addition to the transition fund repayment, B.C. has to re-establish a provincial sales tax administration and audit department. About 300 provincial tax collectors were transferred to the federal payroll when the HST took effect in July 2010. Businesses will have to forgo input tax credits available under the HST, and convert cash registers and accounting systems back to collecting the GST and PST separately. Low-income B.C. residents will lose HST rebates starting in 2013. Transition rules for businesses switching from the HST back to the former provincial sales tax are expected to be announced by March 31, the end of the current fiscal year.

Who says Las Vegas is only good for drinking and gambling? Whether it's a romantic weekend, a family vacation or outdoor adventures, Sin City has it all.

Tying the knot

Voted Best Wedding Chapel by the Las Vegas Review Journal, Chapel of the Flowers will have you pronounced husband and wife for anywhere between US$195 to US$20,000. With both indoor and outdoor settings, the location has its own photo lab, florist and on-call Elvis impersonators. And if you get last-minute guilt for not inviting your mum, she can tune in via Skype.

If opening your eyes to the luxurious surrounds of Bellagio's arc-shaped Cypress Suite isn't romantic enough, glance down as the famous fountain show plays through floor-to-ceiling windows at the foot of your bed. Soak up the sun poolside before heading to Spa Bellagio for a couple's massage. Later, join the ranks of Sandra Bullock and Leonardo DiCaprio with a dusk helicopter flight over the Strip with Maverick Tours, complete with preflight bubbly, then enjoy French and Spanish-inspired fare at Bellagio's Picasso restaurant. 2012 Hyundai Tucson

The 2012 Hyundai Tucson ranks 5 out of 20 Affordable Compact SUVs. This ranking is based on our analysis of 23 published reviews and test drives of the Hyundai Tucson, and our analysis of reliability and safety data. The 2012 Hyundai Tucson doesnt have the most powerful engine in the class, nor does it have the most cargo space, but it does offer shoppers a lot for their money without looking or feeling cheap. Reviewers consider the Hyundai Tucson one of the best values in the class. A base price of slightly more than $19,000 equips the Tucson with basics like air conditioning, a stereo and USB port, but for a few thousand more, shoppers can add navigation, a sunroof, Bluetooth and leather seats. But no matter how many interior amenities shoppers add, theyll be stuck with a few things. One is the Tucsons performance. While reviewers dont complain about the base 2.0-liter engines meager 165 horsepower, they dont offer up high praises for it either. Test drivers prefer the 2.4-liter engine that comes with the two highest trims, but still say its designed for city driving, highway passing and not much else. These engines redeeming qualities is their gas mileage, which is some of the best in the class. The 2012 Tucson has less cargo space than competitors like the Honda CR-V and the Chevrolet Equinox, but in exchange for space for stuff, reviewers say theres a lot of passenger room for tall adults. The Tucson cant compete with the interior space and more powerful engines from its rivals, but Edmunds says, It makes amends with a handsome cabin, an ample list of features, sporty handling and a low price. It's a top pick for a small crossover." Other SUVs to Consider Although it offers a lot of features at an affordable price, there are areas where the 2012 Hyundai Tucson falls short. First, is cargo space. If you need more room for family vacations or golfing, check out the Toyota RAV4 and the Honda CR-V, which offer about 73 cubic feet with the rear seats folded. With these models, youll have more space for groceries and your childrens sports gear, but youll also pay about $1,000 more. Reviewers dont complain about the Tucsons engine options, but none say it is fun to drive or powerful. Those are praises reserved for the Volkswagen Tiguan and the Mazda CX-7. To get an engine with more pep in its step, youll have to adjust your budget because both of these models have higher base prices and get worse gas mileage than the Tucson. Of the two, the CX-7 is cheaper, but the Tiguan has a standard 2.0-liter turbocharged four-cylinder engine, which most reviewers prefer over the CX-7s. Details: Hyundai Tucson The Hyundai Tucson was fully redesigned for the 2010 model year, so there are few significant changes to the 2012 model. The most notable updates are slightly better fuel economy ratings that Hyundai credits to its new Active ECO system, solar glass that reduces the need for air conditioning and increased fuel tank capacity. The Tucson is available in three trims: GL, GLS and Limited

Winter Driving - Be Prepared, Be Safe!

tires, exhaust system, heater/defroster, wipers, and ignition system checked. Make sure your vehicle is mechanically ready for the rigours of winter. Keep your fuel tank sufficiently full - at least half a tank is recommended. Make sure you have sufficient windshield washer fluid in the reservoir that is rated a minimum of -40C temperature range. Keep an extra jug in the vehicle. Clear snow and ice from all windows, lights, mirrors, and the roof. After starting your vehicle, wait for the fog to clear from the interior of the windows so you will have good visibility all around. Have your tires checked before winter begins. Remember to check tire air pressure frequently, as it decreases in cold weather. The condition of your vehicles tires is important. Worn or damaged tires can hamper your ability to drive safely. It is best to replace tires before the tread depth is the regulatory minimum of 1.5 mm. Studies indicate that a 3mm deep tread can stop a vehicle on wet pavement in a 25% shorter distance than a tire with 1.5mm deep tread. Drivers should check the manufacturers wear indicator mark on tires to see if they need replacing. All tires have tread wear indicators, which are small bars of rubber found between the tread blocks of a tire. When the tread is worn flush with the tread wear indicators, the tire has reached its wear limit and must be replaced as it no longer provides sufficient traction in the rain or snow. Regular or "all-season" tires, including wide and high-performance tires, may be adequate in some areas; but may not be suitable for driving in the snowbelt regions throughout the north. If you live

Weather conditions can be unpredictable, placing extra demands on your vehicle and your driving skills. Ensure you are well prepared for winter roads and always adjust your driving speed to existing conditions.

and drive in this area, consider using winter tires. They improve driving safety by providing better traction, braking and handling during frost, snow, slush, and particularly under icy conditions. Installing four winter tires provides greater control and stability. Never mix tires of different tread, size and construction. Also, consider adding traction control and stability control options when purchasing your next vehicle.

Preparing for Driving in Winter

Stay alert, slow down, and stay in control - the three key elements of safe winter driving. Drive according to highway and weather conditions. Keep a safe distance between you and the vehicle in front of you to avoid situations where you may have to brake suddenly on a slippery surface.

Get your vehicle winter-ready with a maintenance check-up. Dont wait for winter to have your battery, belts, hoses, radiator, oil, lights, brakes,

Laid Off - Describing The Reasons You're Looking

Bart was an average employee at his company before being released suddenly without cause. His company was merged with a competitor and Bart found himself with a new manager. Even though he had a good record and positive performance reviews, he quickly found himself laid-off from the company. The following article provides key strategies for responding to one of the most frequently asked interviewer questions, "Why did you leave (or seeking to leave) your company?" references from a former colleague and boss to verify his performance. Demonstrating a confidence and willingness to provide references to support your reasons for leaving is a powerful way to ensure you are believed. to process that anger in another manner before you interview. Throwing light bulbs at the basement wall or hitting a punching bag might work. The interview is the last place to express anger about anything.

Tell the Truth in Balance

Set Your Career on Fire!

Does your career need a shot in the arm? Have you been doing the exact same job for 3 or 4 years (or longer) without any new or additional responsibilities? Have you watched other people in your department get promoted and leave you in the dust? Lets take a look at 5 SIMPLE things that you can do to stand out from the crowd, get you that raise, AND that promotion!

By Aleem Kamal

Be Succinct

1.SpeakUp! Effective communication is key! I once heard a famous CEO of a large company say something to the effect of success is 15% technical skills and 85% communication skills. Think of the last meeting you were in. Who do you remember, the person sitting quietly on the sideline, or the person that asked the great question that was on everyones mind? The long and the short, join a group like Toastmasters or any other Communications Group; not only will you learn to communicate more effectively, but think of the countless networking opportunities!

Describe the reason for your departure directly and succinctly. Do not go into great details unless they ask you for the details. The longer you speak on the subject the more suspicious the interviewer will become. For example: When first asked why he left his former company Bart could succinctly state, "My company merged with another firm and the new management wanted to bring in their own team. Prior to the merger I was a strong performer with positive performance reviews."

If you are questioned further about the details, stay with the facts of what happened, what you did, how you felt and what you learned. Interviewers want to know that you were not the problem and to understand how you handled yourself. Don't just state the circumstances of your departure; also add any facts that positively reflect on your performance.

Tell the Truth

Do not speculate on the motives or feeling of the other people involved in the events of your departure. Focus only on the facts of what happened and what you did.

Look Them in the Eye

What Did You Learn

This is also an opportunity to describe what you learned and how you will handle things differently in the future. Describing what you learned demonstrates that you are a life-long learner and you look on the positive side of most scenarios.

Most of us instinctively sense deception. Look the interviewer in the eyes when responding. This will convey your confidence, communicate that this is the truth and that you have nothing to hide. Write out your response and practice saying it. First, practice responding out loud to yourself and then practice saying it to another person. Ask a friend to practice interviewing with you. Ask them to ask you this question ("Why did you leave your last company?) and a couple other questions you fear most. Practice until you are comfortable with the words you say and how you deliver them. join an association, do a little R and D this evening and find out where and when a local association meets, but COMMIT YOURSELF TO GOING TO A MEETING! Do one this week, one the next, and another one the following week and I can promise you that you will start to see positive changes in your career!

Practice and Conquer Your Fear

Speak Positively

Provide References and Proof

Bart could then say he is happy to provide department heads, learn a new skill set, and flex your muscles in a way that wouldnt have been able to otherwise.

Set Your Career on Fire!

run out and do all of these things the second you are done reading this! My challenge to you is to pick one, any one, and implement within the next 7 days. If you choose to take a class, be registered for it within the next week! If you choose to dress up, pick up a new tie or pants suit this weekend and wear it next Monday. If you choose to

State the facts in a positive manner. Any negativity you express will only reflect negatively on you. If you're angry about the situation, you'll need

2.Dress Up! I believe it was Donald Trump who said, dress for the job you want, not the job youve got. If you have ever seen the movie Boiler Room, Ben Afflecks character gives some great advice and suggests that all the newly hired Stock Brokers go out and get (themselves) at least one good suit. I feel that wearing a tie and/or a sport coat will not only get you noticed, but it makes you FEEL more professional. Translation, you will be more prone to doing higher quality work. 3.Volunteer! If another department (or your own, for that matter) needs additional help on a project, volunteer and step up to the plate! Generally speaking, this is a good way to network with other

4.Learn! Take a class on a topic that you know little or nothing about! If you dont know how to use a certain MS application, perhaps because your department doesnt use it on a daily basis, be proactive and learn it! When someone needs to use it in your department (or your company), guess whom they will call on for help! Also, think of the networking opportunities that the class itself will present! They say there is no wasted learning! 5.Join! Join an association in your field! This is a good way to learn about new products, new companies, and what is going on in the industry as a whole. You could learn about competitors products (translation: learn how to market your own product more effectively and/or what changes need to be made to your product to keep up with the industry), or learn about new technology and what dinosaurs have been shot in the head. I have said it before, and I will say it again, THINK OF THE NETWORKING OPPORTUNITIES! We both know that you arent going to

WEEKLY SPORTS
Gabriel Gonzaga Talks Taking Time Off, His UFC Return and More
I'm confident that I will win. What many fail to realize is that while Gonzaga hasn't fought in the UFC since UFC 121, he's remained active and is coming off one the biggest fights of his career. Gonzaga recently defeated Parker Porter by arm-triangle choke in the third round of action, declaring him the Reality Fighting heavyweight champion. I had a pretty big fight last October when I decided to come back and pursue my dream again. It was for the Reality Fighting heavyweight title. I was able to win by submission and become the new champion at the Casino Mohegan Sun in Connecticut. I was very well prepared for that fight, and I'll be even more prepared for this one. Gonzaga will have more than one opportunity to prove to the world he still has what it takes to make a run towards the top of the heavyweight division, as he recently signed a multifight contract with the UFC. "I just signed a four-fight contract with the UFC, and I'm very excited about my future. I want to focus on Oliveira and go step by step all the way back to the top," said Gonzaga. A key component to Gonzaga's return was finding the right training partners to maintain his focus on his journey back to the UFC. Gonzaga found the support he needed, as he's currently training with Team Link located in Ludlow, Massachusetts. I'm very thankful for the support from my team here in Massachusetts. We're having an awesome training camp, and I'm ready to get back in the Octagon. I look forward to representing Team Link in Rio.

White Says Silva Vs. Sonnen 2 Would Be In A Soccer Stadium

Its no secret that a soccer stadium is on the UFCs radar. The promotion has been rumored to be scouting locations in Sao Paulo, Brazil for early summer, which is coincidentally the time frame for injured middleweight champion Anderson Silvas return to the Octagon. UFC president Dana White hasnt exactly taken a hard stance in deflecting the rumors of a record-breaking show in Brazil. What happens is you guys get all this sneaky information and then I say stuff at the press conference and my whole crew says, What are you doing? White commented following UFC 139, before adding, I dont know if were going to Sao Paulo in June and if Anderson Silva is headlining the card. I have no clue. That would be awesome though, a coy grin plastered across his face. In a recent outtake from the new UFC Tonight series on Fuel TV, White all but confirmed that if Chael Sonnen is victorious over Mark Munoz this month at UFC on Fox 2, a rematch with Silva is on tap for a soccer stadium in South America. Obviously if Sonnen faces Anderson Silva, thatll be a hot ticket. People all over the world will want to see that fight, said the UFC boss. If that fight goes down, it will probably be in Brazil and it will probably be in a soccer stadium. White also discussed the companys plans for Japan and the rest of Asia, and even talked about the possibility of putting on an event in Paris.

Saturday, Jan. 14 will mark the return of UFC legend Gabriel Gonzaga (126) after having been out of the Octagon for nearly 15 months. Gonzaga will be replacing the injured Rob Broughton at UFC 142 in a heavyweight showdown against Ednaldo Oliveira, who holds a record of 13-0-1 with one No Contest. UFC 142 will take place at the HSBC Arena in Rio De Janeiro, Brazil beginning at 7:00 p.m. PT and 10:00 p.m. ET. In a recent interview Garrett Derr, Gonzaga shared how his time away from the Octagon was the best thing that's happened to him. I believe the time away from the Octagon was really good, as it allowed me to take care of some smaller projects in my life. It also allowed me to regain my focus on my career as a mixed martial artist. I'm very happy to be back fighting for the UFC. I'm hungry to get back in there and fight. I want to prove that I can make a big run in the heavyweight division. It's time to focus on winning my fights and getting back to where I

was before I left. With Gonzaga's hectic schedule and constant training, he hadn't had the opportunity to hear directly from UFC president Dana White. Instead, Gonzaga was informed of his return by his manager, Marco Alvan. I actually didn't get to talk to Dana. It was all done and completed through my manager, Marco, and Joe Silva. I just got the great news that I was going to be back in the UFC. The best news was that I was going to be fighting at UFC Rio in front of my home country. Despite being off for a significant amount of time, Gonzaga is confident he will make his return known to all when he steps foot inside the Octagon to take on Oliveira. However, while Gonzaga may be confident, he is well aware and respects the fact that his opponent has never lost a fight. I truly believe that I'm the better fighter. But, I'll need to prove that I'm the better fighter inside the cage, not just by saying it. I'm training extremely hard for this fight against Oliveira, and

Injured Galchenyuk Still Considered Top Talent

Just because Sarnia Sting center Alexander Galchenyuk doesn't have a number beside his name on NHL Central Scouting's midterm rankings for North American skaters, doesn't mean he won't be a top-five selection at the 2012 NHL Draft in Pittsburgh on June 22. Galchenyuk had season-ending surgery on Oct. 27 to repair a torn anterior cruciate ligament in his knee and hasn't played a single minute all season in the Ontario Hockey League. He suffered the injury in a preseason game against the Windsor Spitfires on Sept. 16. "I'm just trying to support our guys from the sidelines, although I can't describe how hard it is to watch," Galchenyuk wrote in a recent blog for NHL.com. "I would much rather be out there with them, but at least I get to spend more time at the rink now. I guess sometimes life throws out these challenges for you and you start appreciating things a lot more after you don't have them for a while. Right now I'm making the most of my situation and I'm hungrier than ever to get back out on the ice. I know that when I do go back that I will appreciate my time on the ice and being with my teammates even more.

Malcolm Subban Projected As Top Goalie In North America

hockey. It was Malcolm who always volunteered to play the position of goalie in a family full of defenders. When he turned 12-years-old, it stuck for good, despite the fact older brother, P.K., and youngest sibling, Jordan, preferred the blue line. "When you're on the ice, in the backyard or in the hallway, I always volunteered to be the goalie," the native of Rexdale, Ont., said." I was a defenseman until I was 12 and I always wanted to play goalie. I love both positions. I wish I could play both, but I just had a passion for goalie watching all the Don Cherry tapes. My dad let me play when I was 12 and I've been happy ever since."

As we gear up for Wrestlemania on April 1, there has been a great deal of news and speculation in recent times about the potential involvement in the event of two huge names: Shaquille O'Neal and Brock Lensar. As most will know, basketball star O'Neal caused a minor stir when he revealed in a radio interview last month that he was currently negotiating with WWE to make an appearance at WrestleMania. O'Neal has previously worked with the promotion before, when he guesthosted an episode of Monday Night Raw in late 2009. The charismatic star's enthusiastic performance on the show (he's said to be a real-life wrestling fan) was generally warmly received by fans and critics, unlike many of the other flat and apathetic celebrities who took on their role of guest host during this time too (Jeremy Piven, anyone?). Former WWE wrestler Lesnar, on Thirty men enter the ring, only one survives; it's the greatest pay-per-view event that the WWE puts on every January, the Royal Rumble. The concept of the Royal Rumble is very simple when you think about it. Two wrestlers start out in the ring, and then every 30 to 60 seconds later another person walks down the aisle and enters the ring. Once you toss your opponent over the top rope, he is eliminated. In the past these five legends have all participated in this match. Some of these men have won the event, but all

News On Shaquille O'Neal And Brock Lesnar's Involvement At Wrestlemania

the other hand, sent shockwaves throughout the MMA world when he announced his retirement from UFC directly after his quick loss to Alistair Overeem at UFC 141. Almost immediately after the fighter shockingly proclaimed his immediate retirement from UFC, the IWC caught fire with gossip and speculation about whether or not Lesnar would return to the company that made him a star in the United States.

Brock Lesnar's last appearance in the Octagon was not necessarily a memorable one especially not for UFC president Dana White. The UFC boss admitted during the post-fight press conference that he was shocked about Lesnar's sudden retirement from the sport. The retirement followed his recent loss to Alistair Overeem at UFC 141. The former WWE star was an instant ratings boost for the company and brought a few attendance records while appearing on pay-per-view cards. However, after having some time to collect his thoughts regarding the former UFC heavyweight champion's departure, White said Lesnar told him privately he no longer had the desire to compete. White said during an interview on The Jim Rome Show that Brock had said it was time to retire. Here's what Brock said to me after his fight (with Alistair Overeem), he said, "After my surgery, I never felt so good in my life. I had the best camp I ever had, no injuries, I was in great shape, but that guy is that much better than me and it's time for me to retire."

'Brock Lesnar Retired Because He Was Beaten So Badly' - Dana White

White recalled Lesnar's presence in the UFC and said he brought a lot of excitement to the heavyweight division. White said he was reluctant to sign Lesnar due to his inexperience, but he was impressed with what the 265-pound South Dakota native accomplished during his time in the company. In retrospect, White was nothing but complementary towards Lesnar's career and applauded him for his efforts. "What he was able to accomplish in the UFC is amazing," he said. "It was fun while Brock was here."

of these wrestlers have made at least one memorable moment. On this list, you will see three Hall of Fame members, three former WWF/E champions and two Royal Rumble winners. Some of the people you will agree with me, and some will have you scratching your head wondering if they could actually make a surprise return at this year's Rumble. Either way, this year's Royal Rumble should rank up there as one of the greatest in the 25-year history of the annual event.
