HISTORY & ITS DEVELOPMENT

Umingan is where the rolling hills and verdant plains over peace-loving Filipino with tranquil mind and reverential abode. Located smugly of the foot of Caraballo Mountains it lays at the East-South Eastern most part of Pangasinan. It borders the town of Lupao on the east and the town of Cuyapo on the south. Both bordering towns are in the province of Nueva Ecija. Umingan is also bordered in the north by the town of San Quintin and by the town of Balungao on the west. Umingan is some two hundred kilometers from Manila and eighty and six kilometers from the Provincial Capital of Lingayen. Its population of 54,398 as shown the by 2000 Integrated Census is regularly settled and spread in its vast area of 27,083.70 hectares. With farming as the mayor industry of 90% of the people, the municipality does not experience much prolonged period of scarcity and want in in-between regular harvest season. The soil composition is clayed to sandy loam which is favorable to rice, corn, tobacco, sugar cane, peanuts, camote and cassava. Ninety-seven (97) percent of the town populations are descendents of the sturdy Ilocano stock thereby explaining this is an Ilocano town speaking the Ilocano dialect. Three (3) percent of the people are either descendant family from the central and coastal town of Pangasinan. Others are from the Tagalog and Pampango origins. There are sprinkling of tongues too but all these minor ethnic groups have now lost their ancestral identity as they all now have been absorbed and melted the Ilocanos way of life. It is in Umingan where nearly all kinds of religious sects are presented, but despite of the different religious beliefs or faith of the people, it has been noted that 85% of the population have true to the Holy Mother, the Catholic Church. This big percentage of the faithful believers and flowers of the Universal Church is momentously the studying manifestation of the Apostolic Zeal of lay brethren and devoted adherences. EARLY SETTLERS: According to narrative of prominent old residents of the town, Umingan was once covered by dense forest and very ideal haven of outlaws, coming from different places. It was hazardous during those early years to enter the thick forest of these outlaws, there were fierce carabaos or simarons, and wild bears venomous snakes and even cannibals. It was this perilous environment that the early settlers made their forest clearing of caingin. The first settlers of Umingan were from different places in the Ilocos Region although there were some from the coastal towns of Pangasinan, some from the Tagalog Regions and from Pampanga. The pioneers came from Umingan on foot carrying with them their meager belongings. They brave to perils of the leech-infested muddy roads and trails. Not minding the lurking wild animals and head-hunting in their immediate environs, the felled big trees 3

with their axes and bolos to make for their cleanings. The reaped bountiful harvest from their new clearings The rivers, the brooks the creeks, and streams provided then with pliant of mud fish. The first settlers were the Umingan family who came from the coastal town of Mangaldan. They had their clearings on both sides of river now bears their name. During harvest time many of their relatives and friends came to help them their crop of rice and corn. Admiring the place some of them decided to stay and made their cleanings too. The settlement of Umingan becomes known far and wide not only of the bountiful harvest but also because of the generosity of the family. The bearded old man and patriarch of the family was very kind to his visitors to whom he gave much as they could carry dried and fresh meat of wild pigs and deer free. Visitors going home from the Umingan settlement carrying rice and corn when asked where they got all those food stuff readily answered. From the village of the Umingans. In time the populations of the place increased and soon the criminals and outlaws got tired of their depredations made peace with the settlers and started making clearings, too. HOW UMINGAN GOT ITS NAME: One day after harvest time, the early settlers got together and held a thanks giving feast to thank the almighty for their harvest, their good health, and the cessation of lawlessness. Friends and strangers who attend the feast were hilariously happy because there was plenty of food. Besides, intoxicating drinks of Basi and Nipa wine from far away Mangaldan flowed freely. In the midst of the happy gatherings, a man of consequence stood up from among the celebrations and exclaimed. Peace be with us for the blessings of the Lord Almighty come from us. Abundance is with us and lawlessness has stopped. In the Ilocano tongue their acclamation is interpreted this way: Wen, wen nagsardengen iti panagdakdakes, ti riribuk Umingan. The non-Ilocano in the group were bewildered. They thought that the people were shouting the name of the place. Since then, Umingan became the name by which the early settlement came to known even unto this day. The name too is a fitting remembrance of a kind and generous old bearded man, UMINGAN, the patriarch of the settlement. Not long after, many more settlers came to Umingan, in due time villages and barrios, then called barangays were established: and finally a government of the municipal level was organized. Umingan was once a town belonging to the province of Nueva Ecija. As then decreed, all towns east of Agno River belonged to Nueva Ecija. Therefore all revenues and reports from those towns thus situated therein were submitted in Cabanatuan, the capital. During those years traveling to and from Cabanatuan was perilously difficult as there were robbers who waylaid travelers on the day. Later, the municipalities east of the Agno River became incorporated into the Province of Pangasinan.

III. Vision & Mission


 To raise the standard of living and quality of life of the townspeople and ensure them a brighter future by improving the socio-economic conditions in the locality benefiting the constituents as well as transients or visitors.  To create more jobs and more income by achieving sustainable growth in the municipality through agricultural modernization  Industrialization.  Construction/improvement transport of products. of farm to market roads to enhance the

 Continued support to farmers in the construction and repair of irrigation dams and communal irrigation systems to increase production likewise construction of post harvest facilities such as multi-purpose drying pavements, etc.  Assistance to schools by providing modest school building construction and repair program.  Modernization of LGU equipments and facilities for better (systematic) public service.  Utilization of the municipalitys tourism potential.  Sports Development.  Improvement of health and sanitation facilities and services.

Six-Point Program of Governance

- EDUCATION, YOUTH AND HEALTH

First focus of concern is the development of our youth and children, their education and the health of the people of Umingan. Caring for our people, especially the children and the youth, is one way of ensuring their solid future. PLANS OF ACTION:  Upgrading and modifying existing scholarship programs for all bright and deserving students in all levels; 5

 Work for the construction of additional school buildings and repair of existing ones;  Computerization of public schools;  Upgrading of Municipal Library and Reading Center;  Establishment of new day care centers and strengthening of existing centers;  Upgrading of existing health centers, establishment of satellite centers and acquisition and eventual deployment of a Mobile Health Clinic;  Implementation of OPERATION BABASSIT, a monthly feeding activity for our day care children;  Implementation of OPERATION GWAPITO, a libreng gupit project for our children to instill the value of orderliness and cleanliness in them;  Implementation of regular sports activities.

LOCAL GOVERNANCE

This program is a priority concern of the Local Government of Umingan that will surely provide our people fast and better delivery of basic services. PLANS OF ACTION:  Implementation of Umingan Land Information System (U-LIS), a centralized system that will streamline Real Property Tax Assessment and tax collection of business and real property and Umingan Geographic Information System (U-GIS), a data base of all land resources of the municipality;  Implementation of Modified Structural Organization (MSO) for the Local Government of Umingan that will provide effective and stronger workforce;  Establishment of Municipal Action Center (MAC) that will guide people to fast and effective services on official transactions;  Implementation of YOU PRODUCE, BE REWARDED, a system aimed a professionalizing our local government workforce thru regular manpower development trainings and giving incentives to employees;

 Creation of All-Sectors Consultative Council (ASCC) that will include representatives from Non-government Organizations, the professionals, business youth, women, farmers associations, jeepney and tricycle drivers unions and other interest groups; Council shall recommend proposals to be considered by the Executive Office and the Sangguniang Bayan;  Creation of Special Commission on Women, a move that will encourage womens participation in development planning and plan formulation on gender concerns; D - DEVELOPMENT ON AGRICULTURE AND INFRASTRUCTURE

Another priority program which concerns agriculture and infrastructure policies that will ensure sustainable development on trade and business in the municipality. PLANS OF ACTION:  Concreting of roads and bridges and rehab of existing Opening, construction and rehab of farm-to-market roads;  Improvement/Rehab of drainage system;  Construction/Rehab of Small Water Impounding Projects (SWIP), Small Farm Reservoirs (SFR) and Irrigation System (IS);  Construction of post-harvest solar driers and pavements; facilities like multi-purpose courts,

 Establishments of a Central Trading Area (CTA) for major agricultural produce of the municipality;  Establishment of Cattle Trading in Barangay Lauren. R RE-ENGINEERING OF LIVELIHOOD AND EMPLOYMENT STRATEGIES

Modified schemes on livelihood and local employment to suit local conditions and present-day trends will open and facilitate opportunities and will give our people ways and means to improve their lives. PLANS OF ACTION:  Identification and record-keeping of all available manpower resources in every barangay;  Sponsor regular job fairs and solicitations and employment expositions;

 Seek linkages and coordination with concerned agencies on employment documentations, and with government and non-government foundation and institutions on financial assistance;  Support micro finance institutions offering loans with low interest to farmers, small-scale entrepreneurs and the rural poor;  Implement a government policy requiring all investors putting business within the town to admit local residents equivalent to 20% of the total manpower requirement. E ENVIRONMENT AND OUR NATURAL RESOURCES

It is the paramount responsibility of the Local Government to achieve an ecologically-balanced Umingan and its environs. PLANS OF ACTION:  Implementation of efficient garbage and waste collection system with the operation of Sanitary Landfill and Water Facility;  Dredging of canals and rivers, cleanups of waterways and protection of riverbanks;  Massive tree-planting especially on idle lands;  Pursue a Comprehensive Reforestation Program that will allow the Local Government to take authority and control over our natural watersheds;  Initiate the SAVE THE BANILA RIVER MOVEMENT, a joint and collective project of the Local Government and all sectors of society of the town of Umingan;  All-year round cleanliness and beautification projects. D DUTY TO MAINTAIN PEACE AND ORDER

A peaceful and orderly town is the dream of every Uminganian. The program shall make the town safe and secure for everyone; its folks and the people doing business in Umingan. PLANS OF ACTION:  Support proposals to establish satellite police precincts in strategic areas;  Enforce and implement local laws to achieve traffic discipline; 8

 Pursue OPERATION: AGBALIW TAYON, a joint civilian-police project against illegal gambling and prohibited drugs;  Support the establishment of Barangay Defense System.

Eldred P.Tumbocon, CE-GE Human Resource Management Permits and License Section Public Information Section Public Assistance and Complaints Unit Civil Security Unit Traffic Operations Unit FUNCTIONAL STATEMENT OBJECTIVES: To give an efficient and productive administration and to accomplish as much as possible within the limited resources of the programs of national government. ACTIVITIES:  The Municipal Mayor, as chief of the municipal government, shall exercise such powers and perform such duties and functions as provided by the Code and other applicable laws. For efficient, effective and economical governance the purpose of which is the general welfare of the municipality and its inhabitants pursuant to Section 16 of the Code, the Mayor shall:  Exercise general supervision and control over all programs, projects, services and activities of the municipal government.  Enforce all laws and ordinances relative to the governance of the municipality and in the exercise of its corporate powers provided in Rule IX of these Rules, implement all approved policies, programs, projects, services, and activities of the municipality.  Initiate and maximize the generations of resources and revenues, and apply the same to the implementation of development plans, program objectives and priorities as provided in Section 18 of the Code, particularly those resources and revenues programmed for agroindustrial development and countryside growth and progress.  Ensure the delivery services and the provision of adequate facilities as provided in Rule V of these Rules, in addition thereto, and repair of roads and highways funded by the National Government shall, as far as practicable, be carried out in a spatially contiguous manner and in coordination with the construction and repair of the roads and bridges

of the municipality, and in the case of component cities, of the municipality and of the province.  Exercise such other powers and perform such other duties and functions as may be prescribed by law or ordinance. Office of the Vice Mayor Hon. Alain P. Rabang POWERS, DUTIES, AND FUNCTIONS The Municipal Vice Mayor shall:  Be the presiding officer of the Sangguniang Bayan and sign all warrants drawn on the municipal treasury for all expenditures appropriated for the operation of the Sangguniang Bayan;  Appoint all officials and employees of the Sangguniang Bayan, except those whose manner of appointment is specifically provided under these Rules, subject to civil service law, rules and regulations; and  Assume the office of the municipal mayor for the unexpired term of the latter in the event of permanent vacancy as provided under these Rules;  Exercise the powers and perform the duties and functions of the municipal mayor in cases of temporary vacancy as provided under these Rules.

Office of the Sangguniang Bayan FUNCTIONAL STATEMENT Enactment, revision and amendment of ordinances and issuance of regulations necessary to carry out and discharge the responsibilities conferred upon it by law. OBJECTIVES: To enact ordinances and regulations as shall be necessary for the physical and moral upliftment of the inhabitants of the city and ensure the protection of the property therein. ACTIVITIES The Sangguniang Bayan, the legislative body of the municipality, shall be compose of the municipal vice-mayor as presiding officer, the seven (7) regular Sangguniang members, the president of the municipal chapter of the Liga ng mga Barangay, the president of the Pambayang Pederasyon ng mga Sangguniang Kabataan, and the sectoral representatives, as members; In addition thereto, there shall be three (3) sectoral representatives: one 12

(1) from the women; and, as shall be determined by the Sangguniang Bayan within (90) days prior to the holding of the local elections, one (1) from agricultural or industrial workers; and one (1) from the other sectors, including the urban poor, indigenous cultural communities, or disabled persons; The regular members of the Sangguniang Bayan and the sectoral representatives shall be elected in the manner as may be provided for by law. The elective members of the Sangguniang Bayan must be at least eighteen (18) years of age on Election Day. In addition, they shall possess the same other qualifications as that of the Municipal Mayor and Vice-Mayor; They shall receive such compensation, emoluments and allowances as may be determined by law or ordinance; The Sangguniang Bayan shall: y Approve ordinances and pass resolutions necessary for an efficient and effective Municipal Government. Generate and maximize the use of resources and revenues for the development plans, program objectives and priorities of the municipal, with particular attention to agro-industrial development and municipal -wide growth and progress. Subject to the provisions of the Local Government Code of 1991, enact ordinances granting franchises and authorizing the issuance of permits or licenses, upon such conditions and for such purposes intended to promote the general welfare of the inhabitants of the municipality and pursuant to this legislative authority. Regulate activities relative to the use of land, buildings, and structures within the municipality in order to promote the general welfare and, for said purpose Approve ordinances which ensure the efficient delivery of the basic services and facilities as provided for under the Local Government Code, and in addition to said services and facilities. Exercise such other powers and perform such other duties and functions as may be prescribed by law or ordinance.

Office of the Secretary to the Sangguniang Bayan Mr. Jason C. Aonuevo FUNCTIONAL STATEMENT To assist the Sangguniang Bayan in carrying its multifarious functions. 13

OBJECTIVES y Attend meetings of the Sangguniang Bayan and keep a journal of its proceedings; y Keep the seal of the Municipality and affix the same with his signature to all ordinances, and other official acts of the Sangguniang Bayan and present the same to the presiding officer for his signature; Forward to the Municipal Mayor, for approval, copies of ordinances enacted by the Sangguniang Bayan and duly certified by the presiding officer; Transmit to the Sangguniang Panlalawigan the copies of duly approved ordinances; Furnish, upon request of any interested party, certified copies of records of public character in his custody, upon payment to the Municipal Treasurer of such fees as may be prescribed by ordinance; Record in a book kept for purpose, all ordinances and resolutions enacted or adopted by the Sangguniang Bayan, with the dates of passage and publication thereof; Keep his office and all non-confidential records therein open to the public during the usual business hours Translate into the dialect used by the majority of inhabitants all ordinances and resolutions immediately after their approval, and cause the publication thereof, together with the original version in the manner provided for under the Local Government Code; Take custody of the local archives and, where applicable, the local library and annually account for the same; Exercise such other powers and perform such other duties and functions as may be prescribed by law or ordinances relative to his position.

Municipal Human Resources and Management Office Ms. Bayani B. Sonaco FUNCTIONAL STATEMENT y Takes charge in the administration of official personnel action of the municipal officials and employees, such as leaves, promotions, retirements, change of status, performance appraisal ratings and other related personnel matters; y Advises municipal officials on personnel policy, functions, practices, rules and regulations and problems; Determines qualifications standards of positions, grade and salary allocations that are existing and proposed to be created are in accordance with those prescribed by the Civil Services Commission, Department of Budget and Management and other agencies of the government concerned; Recommends to the Mayor the conduct of training and seminars for the upgrading of personnel skills and performances; Supervises personnel staff. Responsible for the updating of personnel records and safekeeping of all 201 files of employees; Assists in staff training and development; and Exercise such other powers and perform such other duties and functions as may be prescribed by law or ordinance.

Office of the Municipal Treasurer Mr. Isidro II A. Fernandez Cash Section Revenue Collection Section FUNCTIONAL STATEMENT y Advise the Municipal Mayor, the Sangguniang Bayan, and other local government and national officials concerned regarding disposition of local government funds, and on such other matters relative to public finance; y Take custody and exercise proper management of the funds of the municipality; 15

Take charge of the disbursement of all and such other funds the custody of which may be entrusted to him by law or other competent authority; Inspect private commercial and industrial establishments within the jurisdiction of the municipality in relation to the implementation of tax ordinances, pursuant to the provisions of the Local Government Code; Maintain and update the tax information system of the municipality, and Exercise such other powers and perform such other duties and functions as may be prescribed by law or ordinance.

Office of the Municipal Assessor Ms. Glorina T. Trinidad FUNCTIONAL STATEMENT To keep/maintain a correct record of all items for assessment purposes. OBJECTIVES To establish a systematic method of assessment of real property in accordance with the rules and regulations issued by the national government. ACTIVITIES The Municipal Assessor shall take charge of the municipal assessors office, and shall: y Ensure that all laws and policies governing the appraisal and assessment of real properties for taxation purposes are properly executed; y Initiate, review and recommend changes in policies and objectives, plans and programs, techniques, procedures and practices in the valuation and assessment of real properties for taxation purposes; Establish a systematic method of real property assessment; Install and maintain a real property identification and accounting system; Prepare, install and maintain a system of tax mapping, showing graphically all properties subject to assessment and gather all data concerning the same;

Conduct frequent physical surveys to verify and determine as to whether or not at all real properties within the municipality are properly listed in the assessment rolls; Exercise the functions of appraisal and assessment primarily for taxation purposes of all properties in the municipality; Prepare a schedule of the fair market value of the different classes of real properties in accordance with the provisions of the Local Government Code; Issue, upon request of any interested party, certified copies of assessment records of real property and all other records relative to its assessment, upon payment of a service charge or fee to the Municipal Treasurer; Submit every semester a report of all assessment, as well as cancellations of assessments, to the Municipal Mayor and the Sangguniang Bayan; and Exercise such other powers and perform such other duties and functions as may be prescribed by law or ordinance.

Office of the Municipal Accountant Mrs. Aurora E. Supnet FUNCTIONAL STATEMENT To install and maintain audit system in the municipal government unit concerned. ACTIVITIES The Municipal Accountant shall take charge of both the accounting and internal audit services of the municipal, and shall: y y Install and maintain an internal audit system in the municipality;

Prepare and submit financial statements of the Municipal Mayor and to the Sangguniang Bayan; Appraise the Sangguniang Bayan and other officials on the financial condition and operations of the municipality; Certify to the availability of budgetary allotment to which expenditures and obligations may be properly charged;

Review supporting documents before preparation of vouchers to determine completeness of requirements; Prepare statements of cash advances, liquidation, salaries, allowances, reimbursement and remittances pertaining to the municipality; Prepare statements of journal vouchers and liquidation of the same and other adjustments related thereto; Post individual disbursements to the subsidiary ledgers and index cards; Maintain individual ledgers for officials and employees of the municipal pertaining to payrolls and deductions; Record and post in index cards details of purchased furniture, fixtures and equipment, including disposal thereof, if any; Account for all issued requests for obligations and maintain and keep all records and reports related thereto; Prepare journal and the analysis of obligations and maintain and keep all records and reports related thereto; and Exercise such other powers and perform such other duties and functions as may be prescribed by law or ordinance.

Office of the Municipal Budget Officer Ms. Lourdes P. Pascual FUNCTIONAL STATEMENT General supervision and control over the Municipal Budget Office. OBJECTIVES To prepare an efficient budgetary plans within the confines of the resources of the municipality. ACTIVITIES The Municipal Budget Officer shall take charge of the municipal budget office, and shall: y Prepare forms, orders and circulars embodying instructions on budgetary and appropriation matters for the signature of the Municipal Mayor; 18

Office of the Municipal Planning & Development Coordinator Mr. Randolph Santos FUNCTIONAL STATEMENT The Municipal Planning and Development Coordinator shall take charge of the Municipal Planning and Development Office, and shall: y Formulate integrated economic, social, physical and other development plans and policies for consideration of the local development council; Conduct continuing studies, researches and training programs necessary to evolve plans and programs for implementation; Integrate and coordinate all sectoral plans and studies undertaken by the different functional groups or agencies; Monitor and evaluate the implementation of the different development programs, projects and activities in the municipality in accordance with the approved development plan; 19

Prepare comprehensive plans and other development planning documents for the consideration of the local development council; Analyze the income and expenditure patterns, and formulate and recommend fiscal plans and policies for consideration of the finance committee of the Sangguniang Bayan; Promote people participation in development municipality; planning within the

Office of the Municipal Engineer Mr. Randolph Santos Project System & Design Section Building and Industrial Safety Section Electrical Section Automotive Equipment Operations Section Construction and Maintenance Section FUNCTIONAL STATEMENT To take charge of all surveying and engineering works of the municipality and perform such services in connection with public improvements. OBJECTIVES To undertake all the activities necessary in the implementation of infrastructure projects. ACTIVITIES The Municipal Engineer shall take charge of the Engineering office, and shall; y Initiate, review and recommend changes in policies and objectives, plans and programs, techniques, procedures and practices in infrastructure development and public works in general of the municipality; Advise the Municipal Mayor on infrastructure, public works and other engineering matters; Administer, coordinate, supervise and control the construction, maintenance, improvement and repair of roads, bridges and other engineering and public works projects of the municipality; 20

Provide engineering services to the municipality, including investigation and survey, engineering designs, feasibility studies and project management, and; Exercise such other powers and perform such other duties and functions as may be prescribed by law or ordinance.

Office of the Municipal Health Officer Dr. Michael T. Trinidad FUNCTION Take charge of the formulation of rules and regulations for the regulations of efficient, effective and economical implementation of a health services program geared to implementation of health related projects and activities. FUNCTIONAL STATEMENT The Health Officer shall take charge of the office health services and shall: y Supervise the personnel and staff of said office, formulate program implementation guidelines and rules and regulations for the operation of the said office for the approval of the Municipal Mayor, as the case may be, in order to assist him in the efficient, effective and economical implementation of a health services program geared to implementation of health-related projects and activities; Formulate measures for the consideration of the Sangguniang Bayan and provide technical assistance and support to the Municipal Mayor in carrying out activities to ensure the delivery of basic services and provision of adequate facilities relative to health services provided in Rule V of these Rules; Develop plans and strategies on health programs and projects and implement them upon approval thereof by the Municipal Mayor as the case may be; Formulate and implement policies, plans, programs and projects to promote the health of the people in the LGU concerned; Advise the Governor or Municipal Mayor, as the case may be, and the Sangguniang Bayan on matters pertaining to health; Execute and enforce all laws, ordinances and regulations relating to public health;

Recommend to the Sangguniang Bayan, through the local health board, the passage of such ordinances as he may deem necessary for the preservation of public health; Recommend the prosecution of any violation of ordinances or regulations; sanitary laws,

Direct the sanitary inspectors to inspect all business establishments selling food items or providing accommodations such as hotels, motels, lodging houses, pension houses, and the like, in accordance with the Sanitation Code Conduct health information campaigns and render health intelligence services; Coordinate with other government agencies and non-governmental organizations involved in the promotion and delivery of health services; Be in the frontline of the delivery of health services, particularly during and in the aftermath of man-made and natural disasters and calamities; and Exercise such other powers and perform such other duties and functions as may be prescribed by law or ordinance.

Office of the Municipal Civil Registrar Engr. Rodolfo M. Doliente FUNCTIONAL STATEMENT The Civil Registrar shall take charge of the office civil registry and shall: y The civil registry shall be responsible for the civil registration program in the municipality, pursuant to the Civil Registry Law, the Civil Code, and other pertinent laws, rules and regulations issued to implement them; Develop plans and strategies and, upon approval thereof by the Municipal Mayor, implement the same, particularly those which have to do with civil registry programs and projects which the Municipal Mayor is empowered to implement and which the Sangguniang Bayan is empowered to provide; Accept all registrable documents and judicial decrees affecting the civil status of persons; 22

File, keep and preserve in a secure place the books required by law; Transcribe and enter immediately upon receipt all registrable documents and judicial decrees affecting the civil status of persons in the appropriate civil registry books; Transmit to the office of the Civil Registrar-General, within the prescribed period, duplicate copies of registered documents required by law; Issue certified transcript of copies of any certificate or registered documents upon payment of the prescribed fees to the Municipal Treasurer; Receive applications for the issuance of a marriage license and, after determining that the requirements and supporting certificates and publication thereof for the prescribed period have been complied with, issue the license upon payment of the authorized fee to the Municipal Treasurer; Coordinate with the National Statistics Office in conducting educational campaigns for vital registration and assist in the preparation of demographic and other statistics for the municipal; and Exercise such other powers and perform such other duties and functions as may be prescribed by law or ordinance.

Office of the Municipal Agriculturist Mr. Francisco O. Collado OBJECTIVES To provide for the formulation of measures and to ensure the delivery of basic services and provisions of adequate facilities relative to agricultural services. FUNCTIONAL STATEMENT The Municipal Agriculturist shall take charge of the office for agricultural services, shall: y Formulate measures for the approval of the Sangguniang Bayan and provided technical assistance and support to the Municipal Mayor in carrying out said measures to ensure the delivery of basic services and provision of adequate facilities relative to agricultural services;

Develop plans and strategies and upon approval thereof by the Municipal Mayor, implement the same, particularly those which have to do with agricultural programs and projects which the Municipal Mayor is empowered to implement and which the Sangguniang Bayan is empowered to provide; Ensure that maximum assistance and access to resources in the production, processing and marketing of agricultural, aquaculture and marine products are extended to farmers, fishermen and local entrepreneurs; Conduct or cause to be conducted location-specific agricultural researches and assist in making available the appropriate technology arising out of, and disseminate information on, basic research on crops, prevention and control of plant diseases and pests, and other agricultural matters which will maximize productivity; Assist the Municipal Mayor in the establishment of and extension services on, demonstration farms or aquaculture and marine products; Enforce rules and regulations relating agriculture and aquaculture; Coordinate with government agencies and non-governmental organizations which promote agricultural productivity through appropriate technology compatible with environmental integrity; Be in the frontline of the delivery of basic agricultural services, particularly those needed for the survival of the inhabitants of the municipal during and in the aftermath of man-made and natural disasters and calamities; Recommend to the Sangguniang Bayan and advise the Municipal Mayor on all other matters related to agriculture and aquaculture which will improve the livelihood and living conditions of the inhabitants of the municipality; and Exercise such other powers and perform such other duties and functions as may be prescribed by law or ordinance.

Office of the Municipal Social Welfare and Development Officer Ms. Veronica P. Manas FUNCTIONAL STATEMENT The Social Welfare & Development Officer shall take charge of the office on social welfare and development services and shall:

Fernandez Human Resource Management Messenger / Janitorial Services Section Drivers Pool Section FUNCTIONAL STATEMENT The Municipal General Services Officer shall take charge of the office on general services, and shall: y Formulate measures for the consideration of the Sanggunian and provide technical assistance and support to the mayor in carrying out measures to ensure the delivery of basic services and provision of adequate facilities which require general services expertise and technical support services; Develop plans and strategies and upon approval thereof by the mayor, implement the same, particularly those which have to do with general services supportive of the welfare of the inhabitants of the municipality which the mayor is empowered to implement and which the Sanggunian is empowered to provide; Take custody of and be accountable for all properties, real or personal, owned by the local government unit and those granted to it in the form of donation, reparation, assistance and counterpart of joint projects; With the approval of the mayor, assign building or land space to local officials or other public officials, who by law, are entitled to such space; Recommend to the mayor the reasonable rental rates for the local government properties, whether real or personal, which will be leased to public or private entities by the local government unit; Recommend to the mayor the reasonable rental rates of private properties which may be leased for the official use of the local government unit;

Office of the Municipal Librarian Ms. Mary Gene P. Fernandez FUNCTIONAL STATEMENT The Municipal Library, a service-oriented institution, performs dual functions: that of a municipal library and that of a public library. As a Municipal Library it has continuously directed its efforts towards the development and preservation of its collection, facilities and resources to meet information needs of its clientele. As a public library, it acts as the central point of public library system in the municipality. OBJECTIVES y To provide reference services and resources to the public. y To develop, in cooperation with the local government units, a system of public libraries and information centers throughout the municipality. y To develop resource sharing and wider access of information among public libraries linked as one by PUBLIN (Public Library Information Network) 27

Health Services
Health Facilities Umingan has 2 Rural Health Units, namely RHU I and RHU II. RHU I is situated in the town proper with 7 BHS covering 30 barangays. It has a laboratory which offers routine laboratory examinations: CBC with platelet count, Urinalysis, Fecalysis, Sputum microscopy, blood typing, KOH test, pregnancy test, gram staining and Blood Glucose Exam. There are now 9 Botika Ng Barangay established in different barangays and private drugstores/pharmacies are available in the public market of the municipality. RHU II is located in Brgy. Cabaruan, 11 km. from town proper with 6 BHS covering 28 barangays, it also has a laboratory with the same examinations being offered as that in RHU I. Education
Educational Facilities and Services Umingan with 58 barangays has fifty eight (58) educational institutions disaggregated to eleven (11) primary schools, thirty (30) intermediate schools and nine (9) secondary schools. Tertiary schools are non-existent in the municipality. The existing schools have a total educational land area of 46,850 square meters or 46.785 hectares.All primary and elementary schools operating in the locality are public of governmentowned schools. The eleven (11) primary schools are found in Barangays Calitlitan, Lubong, Mantacdang, Carosalesan, Casilan Luna Este and Weste, Pangangaan, Ricos, San Pablo, and Poblacion. The thirty (30) intermediate schools are found in Barangays Annam, Barat, Cabalitian, Esperanza, Evangelista, Flores, La Paz, Lauren, Lubong, Papallasen, San Leon, Sta. Maria, Bantug, Baracbac, Cabangaran, Cadiz, Concepcion, Diaz, Fulgosino, Diket, Don Montano, Gonzales, Maseil-seil, Nampalcan, Pemienta, Prado, Resurreccion, San Juan, San Vicente and Poblacion. The nine (9) secondary schools are located at Barangays Baracbac, Cabalitian, Flores, La Paz, Maseil-seil, Prado and Poblacion. Two (2) of which are private, the Quezon Memorial Academy and Immaculate Conception Catholic School, both located in Poblacion.

Agriculture
Enhance crop, livestock and fishery productivity thru the delivery of support services in order to alleviate the economic status of farmers in the municipality. The municipality has a total 24,089.78 hectares of agricultural land as per Department of Agriculture Report, which covers 81 percent of its total land area. Being a primarily agricultural based municipality, based on DAR report, major crop farming activities are carried in a total area of 15, 579.5 hectares equivalent to 52.36 percent of the municipal area and 64.67 percent to the total agricultural area. All of this are devoted to agriculture but cultivated in different degrees, due to varying soil condition. About 4,622 hectares are irrigated, most of which is in Barangay San Andres; 6,674.24 hectares are rainfed; and 12,793.54 hectares upland. The major crops cultivated in both irrigated and rainfed areas are palay, mongo beans, mango, squash, onion, sweet potato, cassava, corn and other rootcrops. In irrigated land, the municipality had a total agricultural crop production of 62,976.45 metric tons value at P491,033,600.00 the production and value per major crop. Surplus rice/palay production are marketed through the National Food Authority (NFA). Other products such as corn, vegetables, legumes and rootcrops are sold to local market, mostly by residents from the municipality itself and nearby municipalities of Pangasinan and Nueva Ecija. The Municipal Agriculture Office headed by the Municipal Agriculturist provides technical assistance to the farmers. It conducts demonstration farms, transfer new packages of technology, scouts the occurrence of pest and diseases, assists farmers in availing loans, and campaign for the planting of variety crops and the use of high yielding variety seeds, organic fertilizers utilization, multi-storey intercropping and soil sample collection. The municipality has four (4) irrigation systems, Small Water Impounding Project (SWIP), Communal Irrigation System (CIS), Shallow Tube Well (STW), and Small Farm Reservoir (SFR) which supplies water of farmlands in the identified barangays. All the 58 barangays have portions of their areas with irrigation facilities, an irrigation project of NIA. The rest are serviced through private pumps. Livestock and Poultry As of 2000, the municipality has a livestock population of 16,427 of which 1,769 are carabaos, 4,946 are swine, and 3,836 are goat. Cattle and carabaos 39

are predominantly used as working animals while goat and swine are raised for meat consumption. Carabaos are rarely slaughtered and sold to the public. Aside from livestock, the municipality has a total poultry of 22,000, of which 11,600 are chicken (native cab.) 10,000 are duck (muscovy), 500 are turkey and 500 are geese. Aquatic Resources The municipality has inland fishponds with a reported area of 16 hectares which includes in the agricultural land, approximately yielding 1.185 metric tons yearly. These are scattered along several barangays. Umingan fishponds derive their water from irrigation and rain. These local fishponds are swampy in nature and are the natural habitat of popular native fresh water fish species like dalag, hito, and tilapia. Surplus fishpond products are usually sold in the municipality and the neighboring towns. Farmers Information & Technology Services (FITS) Center FITS Center Umingan is a joint-project of Ilocos Region Agriculture Research Consortium (ILLARDEC), Philippine Council for Agriculture, Forestry and Natural Resources Research and Development (PCARRD), Department of Agriculture and the Local Government Unit of Umingan was launched on October 22, 2007. This program aims to empower the farmers, processors, traders, and entrepreneurs by making information and technology accessible during critical decision making on production, processing, trading and marketing activities. Effective and efficient access to information and technology improves agricultural productivity and sustains development in the countryside. A one stop information of technologies in agriculture, forestry and natural resources that caters to the needs of the farmers, entrepreneurs, traders, processors and other stake holders. Part of a service delivery system that facilitates the effective efficient provisions of information and technologies to the clientele. and

A dynamic feedback mechanism that packages and provides information and technology services based on the needs and characteristics of its clients. A service resource center which is supported by a pool of experts to provide information and technological services in agriculture, forestry and natural resources.

Police / Fire Station As per current data, the local Philippine National Police (PNP) with office situated beside the Municipal Hall has floor area of 150 square meters. The existing police force has a total strength of thirty (30): one (1) Chief of Police and thirty-one (29) National Central Police Officer (NCPO) yielding a ratio of one (1) policeman per 1,890 persons. Their basic armaments, facilities and equipments includes: three (3) patrol car/jeep, five (5) cal. 9 mm pistol, five (5) cal. 45 pistol, fifteen (15) M-16, three (3) Cal. 14mm, one (1) typewriter, three (3) computers with printer, one (1) fax machine, five (5) tables with chairs and bench, one (1) base radio and three (3) hand held radios. Moreover, two (2) Kabayan Centers have also been established at Barangay Maseil-seil and Sitio Pongwa, Barangay Flores, which is under construction at this time. This is to prevent all forms of crimes and illegal activities especially in the far-flung barangays. The Fire Department located about 100 meters away from the west of the Municipal Hall, with a land area of 100 square meters is manned by six (6) fire officers, one (1) municipal fire marshal and five (5) fire fighting 41

officers. Each fireman serves 9,767 persons. The Fire Department is equipped with one (1) fire truck, one water pump, two fire boots, two fire coats, two fire helmets, two fire hoses 1 x 50 ft, two fire hoses 2 x 50 ft., one fire nozzle -1 , one extension ladder and a hand held radio. b. Bureau of Jail Management and Penology (BJMP) The Municipal Jail is located at the back of the PNP station beside the municipal hall. The department has two (2) cells occupying a floor area of 45 meters. These cells are intended for male and female inmates; both cells have comfort rooms. The department is manned by one jail warden and three jail officers. They are equipped with one (1) 12 gauge shotgun, two revolver cal. 38, a hand held radio and cellphone used for communication purposes.

c. Civic Sector and Community Participation As local counterpart, the Barangays have each organized barangay tanods or civilian volunteers who work hand-in-hand with the Philippine National Police. Civilian Volunteer Organizations (CVO) are tasked in assisting the Barangay Captain and Barangay Council Members in promoting peace and order within their respective barangay jurisdiction. They conduct rondas at night and they are equipped with night sticks and flash lights. Crimes which they could not managed even with the assistance of the Barangay Captain and Barangay Councilors are immediately brought to the attention of the local PNP. Through the use of hand held radios or cell phones. These civilian volunteers are recognized under P.D. 1232 as effective auxiliary elements in the maintenance of peace and order.
