Ms. Adeli was a critical leader in the Business Development team, overseeing all proposal responses for solicitations to the federal government. Working directly with VP and C-level executives, Ms. Adeli was integral to crafting bid strategy, pipeline management, and proposal management best practices. On a day-to-day basis, she was responsible for training and managing a proposal team with a combination of in-house and surge consultants on an as-needed basis. Ms. Adeli performed a critical supporting role to the proposal department during a staffing transitional period. This support included working closely with the Department Director to (re)define proposal processes and train existing and new staff. Ms. Adeli was designated as the departments SharePoint point-of-contact and worked directly with the IT department to identify near-term and long-term needs to support the department. Ms. Adeli designed and implemented a SharePoint proposal library structure to improve the effectiveness of the proposal process and to improve content management. Developed staff training and designed and managed SharePoint repositories and document management best practices. Managed procurement pipeline and participated in Executive Review Board (ERB) stage reviews and Bid Decisions Served as Executive representative for proposal reviews and final approval to submit. Managed B&P labor and non-labor budget in excess of $2M, including in-house and consultant surge support. Worked closely with C-level executives to craft procurement strategy and opportunities identification. Designed and oversaw rapid Task Order response process, epitomized by the concurrent submission of 17 BOR Task Orders within 10 days of response.

CONSULTING HIGHLIGHTS
As a business consultant, Ms. Adeli worked with the Federal Government to create Requests for Proposals (RFPs), Requests for Information (RFIs), Requests for Qualifications (RFQs), Statements of Work (SOWs), and Indefinite Delivery Indefinite Quantity (IDIQ) contract vehicles that were solicited to the business community. In this capacity, Ms. Adeli was responsible for collaborating with executivelevel professionals to develop the agencys long-term strategy and translate that strategy into a viable contract vehicle to execute.

Ms. Adeli was a lead consultant for the Centers for Medicare and Medicaid Services (CMS), providing SME-level support on the 1-800-Medicare Helpline Contact Center Customer Service (CCCS) IDIQ contracts. She was responsible for authoring detailed SOWs that encompassed all aspects of contact center operations. Ms. Adeli utilized detailed understanding of Government contracting requirements, including small business 8(a) and JWOD set-asides. She was responsible for working to clarify and define the contract vehicles to fulfill the agencys future vision and technology requirements.

Ms. Adelis role included responding to RFPs for new projects, as well as responding to Task Orders, Contract Extensions, and Re-Competes of existing projects. Her proposal management and coordination responsibilities included: reviewing Government RFPs and making bid/no-bid determinations, writing original proposal content, editing team content, creating compliance matrixes, developing win themes, formatting project plans, designing graphics, producing orals presentations, and delivering winning orals presentations.

Ms. Adeli was a core team member on a professional services project for CMS, providing ongoing support for the agencys national toll-free beneficiary hotline, 1-800 MEDICARE. Her support included call center customer service strategy by utilizing technology such as IVRs, ACDs, CTI integration, and desktop enhancements to improve the quality of service provided to 40 million Medicare beneficiaries. Ms. Adeli participated in responding to RFPs and IDIQs by providing SME-level support in technical writing and editing of key proposal sections. As a consultant, Ms. Adeli developed the CMS call center teams balanced scorecard performance management strategy, which included identifying key performance indicators (KPIs) and appropriate targets and acceptability ranges for each KPI. She was responsible for customizing the balanced scorecard approach to meet the needs of CMS, and conducted training sessions for the agency and subcontractors to rollout the methodology. Ms. Adeli worked with CMS to identified KPIs for each functional area, and worked with teams to gather data for ongoing tracking of the KPIs.

Ms. Adeli provided three types of support to PEAC: government relations, customer service/call center strategy, and student loan default prevention analyst. Her government relations responsibilities included monitoring federal education legislation for impact on client business and regularly attending congressional hearings related to education policy, and briefing clients to remain compliant with federal law. Ms. Adeli was responsible for reviewing the Department of Educations report on student loan default rates for accurate reporting.
