This month we would like to introduce Mrs. Carolyn Dees as the newest member of our team. We also have a note concerning eligibility for TA180. There are two articles about Civil Service end dates and the new civilian retiree ID card. Lastly, there are a couple of brief notes about same sex marriages and secondary dependents, and information concerning two new Certificate Authorities that were brought online 1 August 2008. Please feel free to contact the Project Office with suggestions or ideas for future articles. SSMs are encouraged to use this bulletin as part of their SSM/VO training program.

Mrs. Carolyn Dees has recently joined the Navy Project Office team to assist with record corrections as we transition all Navy DEERS record corrections to one office. The Navy Project Office now performs all record corrections in DEERS for Navy members, with the exception of Civil Service and contract employees. Welcome aboard Mrs. Dees!!

Transition Assistance benefits, or TA-180, authorizes 180 days of medical benefits and two years of commissary, exchange, and MWR to eligible members. Eligibility is determined by the Separation Program Designator (SPD) code. Attachment 10 of BUPERSINST 1750.10B lists the SPD codes eligible for TA-180. A reservist who has been mobilized in support of a contingency operation may also be eligible for TA-180 benefits. An active duty member who deploys in support of a contingency operation, such as Operation Enduring Freedom, is not eligible for TA-180 benefits. They must be separated with one of the above SPD codes listed in Attachment 10 to be eligible for TA-180. The POC for this issue is the Assistant Navy Project Officer. The ending date for a Civil Service employee should not be changed in DEERS. This date is supplied from a data feed and will normally be marked as unknown. Changing this date will cause the record to go into suspense and will complicate the reissue of a CAC to the member. It is no longer necessary to adjust the expiration date of the CAC for Civil Service employees. The CAC should be issued for three years, or the employment end date for term employees. The previous guidance to change the expiration date of the CAC to the employee's birth date is no longer required. The workload should already be spread throughout the year to avoid a mass reissuance. This article applies to Civil Service employees only. Contractors will continue to have their card issued to the contract end date or three years, whichever is less. The POC for this is the Navy DEERS/ID Card Policy Coordinator. Effective 31 October 2008, RAPIDS will be modified to require the record for DoD Contractors to have a "Verified" status to issue a CAC. The SSM/VO must confirm under the Sponsor Confirmation Tab at the bottom of the RAPIDS screen that the record is "Verified" prior to issuing a CAC. CVS will become the authoritative personnel data source for DEERS on CAC eligibility data for DoD contractors. The RAPIDS SSM/VO can create a record and provide a Foreign Identification Number (FIN) when required, however, the contractor will still need to be sponsored and verified by CVS before they can receive a CAC. RAPIDS 7.3 has the capability to create DoD Civilian Retiree ID cards. This is a new ID card type and will print on chipless, plastic cardstock. The card will entitle the member to MRW privileges only. DMDC is currently pre-loading eligible records into DEERS and should have the entire civilian retiree community status verification completed by the end of December 2008. RAPIDS 7 sites are not authorized to issue these cards until policy and guidance has been promulgated from the Navy Project Office. The POC for this is the Navy Project Officer. Starting 1 August 2008 a CAC may be issued from the new DoD Certificate Authorities (CAs) 19 or 20. Applications such as web servers and domain controllers may not authenticate users with certificates issued by these new CAs. In addition, current CAC users may receive error messages when reading signed email from CAC users with certificates issued by these new CAs. If a member is unable to login to their workstation or access DoD websites, check to see if their certificates were issued from CA 19 or CA 20. If so, then the member's network may not have been updated with the newest DoD Root Certificates to allow certificates issued by these CAs. The member should contact their local IT/NMCI to have the root certificates installed. Directions can be obtained at the DODPKE section on the DKO web site (https://www.us.army.mil/suite/page/474113). Users will be able to obtain the new Install Root executable located under the "Tools" link. Access to the website requires a DoD or ECA certificate and registration for first-time visitors. Server Administrators will also need to update the certificate trust stores on the PK enabled servers. The procedure for adding certificates to the trust store may vary depending on the particular product. Specific procedures can be obtained at the DODPKE site identified above or in documentation for the product. Some states have recently passed resolutions allowing same sex marriages. Although these are legal marriages by state standards, DoD and the federal government do not recognize same sex marriages. As such, a sponsor who marries someone of the same sex can not be entered into DEERS and will not be eligible for any benefits. The POC for this is the Navy DEERS/ID Card Policy Coordinator. Secondary dependents are parents, parents-in-law, stepparents, parents by-adoption, or wards of the court. Secondary dependents must be approved by Defense Finance and Accounting Center, Cleveland (DFAS-CL) before being entered into DEERS. Although a card is issued for four years, secondary dependents must be re-verified every year for pay entitlements. Under no circumstances should a secondary dependent be issued an ID Card without a DD-1172 that has been approved by DFAS-CL.
