I have reviewed an internal inquiry of an alleged violation of the Jacksonville Police Department Policy and Procedure Manual: General Order 25.2.1 - Secondary Employment- Non Departmental General Order 31.1 - Written Directive I have determined that just cause exists to support the allegation that you acted in a manner that is contrary to conduct expected of a Jacksonville Police Officer. . Specifically: 1.) You failed to submit a request for secondary employment and you were in fact being paid for performing a secondary job. 2.) You failed to sign a Special Waiver Form to work secondary employment as directed in a memo you received from the Chief on 03-25-2011.

You are advised that any future violations of departmental policy will lead to progressive discipline. To avoid future problems concerning this specific violation you need to conduct yourself both on and off duty in accordance with the directions spelled out in the Jacksonville Policy and Procedure Manual. This memo will act as a letter of reprimand and will remain in your personnel file for one (1) year. After the year has passed you may submit a written request to have it removed from your file.

On Wednesday, April 20, 2011 I was involved in a discussion with Deputy Chief Tim Shea and Chief Anthony Grootens in the supervisor's office at the Jacksonville Police Department, The topic of the discussion was secondary employment involving Ptl. Jared Degroot being an instructor of mixed martial arts. At 4:35pm I spoke to PtJ. Degroot about his secondary employment. I informed Ptl. Degroot he would have to cease any instructing until his secondary employment request was submitted and approved/denied. Ptl. Degroot requested to speak to DIC Shea. Ptl. Degroot and I met with DIC Shea in his office. DIC Shea informed Ptl. Degroot any activity in which an employee receives compensation for said employee must have that employment approved through the proper channels. I explained to Ptl. Degroot there was a clear liability to the City of Jacksonville since some of his training has been paid for by the City. Ptl. Degroot stated he is very picky about whom he instructs and will kick out any subj ect he thinks will cause a problem. It was clarifi ed with Ptl. Degroot even self-employment would need clearance. Ptl. Degroot stated he understood and would follow proper protocol. DIC Shea and I also discussed the liability waiver an employee must sign before working any secondary employment. Ptl. Degroot stated he had no issues at all with signing whatever documentation was needed. I directed Ptl. Degroot to fill out the proper form and turn it in to me. I also gave Ptl. Degroot the Policy and Procedure section covering secondary employment. I have had recent discussions with Ptl. Degroot about his self-initiated activity. I have told Ptl. Degroot his activity wil1 be evaluated on a monthly basis. At any point it appears Ptl. Degroot is inattentive to the needs of the City of Jacksonville, the privilege of secondary employment will be revoked. I have given my approval to this request pending the final decision by the Chief of Police.
