Findings from the study can be used to improve user guidelines for the rollout of eStar Phase 2 in 2011 in collaboration with OIST. Fully Adopted In 2010, DER began to tap social media for knowledge dissemination. It beefed up the content of ADB's YouTube account, available at www.youtube.com/user/asiandevelopmentbank and first opened in 2008, by hosting two worldwide video contests, i.e., on water and climate change. Supporting the 22 ADB-wide e-newsletters sent to targeted audiences, DER launched ADB's Facebook account, available at www.facebook.com/asiandevbank, in Q2 2010 and Twitter account, available at twitter.com/adb_manila, in Q1 2010 to increase the outreach of news and knowledge products. DER announced the uploading of 340 documents on Scribd, a social media website for publishing large files as e-books. ADB's Scribd channel, available at www.scribd.com/asiandevelopmentbank, now offers more than 30,000 users an easier access to ADB publications. Distributors are being updated and expanded based on synergistic marketing

This progress report complements diagnostic tools that ADB employs to answer the question: Is ADB managing knowledge better? Since 2005, survey findings have been benchmarked annually against the eight recognized MAKE (Most Admired Knowledge Enterprises) knowledge performance dimensions. All reports are available at www.adb.org/documents/series/assessment-adbs-knowledge-management-implementation-framework. Since 2008, the MAKE Survey informs the annual Development Effectiveness Review, available at www.adb.org/documents/series/development-effectiveness-review. However, the number of dimensions is limited and the MAKE Survey focuses on knowledge management. In Q2 2010, RSDD-KM introduced the biennial Learning for Change Survey, a new diagnostic tool that encompasses organizational learning and deepens understanding of progress toward creating and sustaining a learning organization. A report on the findings of the first Learning for Change Survey, available at www.adb.org/publications/2010-learningchange-survey, was finalized in Q4 2010. In Q4 2010, RSDD-KM published the ADB Sustainable Development Timeline brochure, available at www.adb.org/publications/adb-sustainable-development-timeline, which catalogs major sector and thematic landmarks in ADB's journey of promoting sustainable development in Asia and the Pacific. To harness the power of electronic media and further showcase ADB's knowledge agenda, RSDD-KM then made plans to build an interactive multimedia platform based on the timeline to enable users to navigate through linked and highly-dynamic menus and submenus that will direct them to collections of multimedia material anchored by the timeline, e.g., interviews, sounds, B-roll, animations, graphics, archival footage, etc. In Q2 2011, the timeline was enriched by a record of major world events on the subject of sustainable development since 1945; ADB historical milestones since 1966; and critical decisions, events, and activities of ADB-hosted CoPs since 2000. (These were prepared to contextualize and counterpoint the ADB Sustainable Development Timeline.) Work on the platform began in Q4 2010 and will be completed in Q4 2011. 2

(They include economic analyses, poverty analyses, gender analyses, environmental assessments, private sector assessments, priority sector diagnostics and analyses, and risk assessments and risk management plans covering governance priorities.) In Q4 2010, RSDD-KM completed the report, titled Survey of Demand for ADB Knowledge Products Through Resident and Regional Missions, available at www.adb.org/publications/survey-demand-adb-knowledge-products-through-resident-and-regionalmissions. In parallel to this, in Q2 2010, RSDD-CC finalized a study on Using Operational Communications to Strengthen Climate Projects. It suggests there is ample room for that. Opportunities to strengthen on operational communications in other sectors and themes likely abound. The results of the Study of ADB's Knowledge Taxonomy can raise awareness of the need to deliver knowledge-based products and services in support of this activity. Fully Adopted In Q4 2010, RSDD-KM launched the special study to ascertain the uptake of this activity. In Q2 2011, RSDD-KM completed the Study of Information on Knowledge Management and Communication in CPSs, RRPs, and TA Reports. The conclusions and recommendations of RSDDCC's study of Q2 2010 on Using Operational Communications to Strengthen Climate Projects are relevant to TA projects too. Fully Adopted Pursuant to a meeting organized by RSDD and SPD in Q2 2010 and attended by CoP Chairs, new sector peer review procedures were developed and are being applied under the Streamlined Business Processes. Depending on the CoP, these rely on standardized forms and/or informal meetings. In Q2 2010, SPD issued guidelines on the peer review process for loan delivery, based on the principle of seeking inputs from qualified CoP members who will be appointed at the concept stage, follow the process to its completion, and be recognized for their inputs. Partly Adopted In Q4 2009, RSOD and RSDD-KM organized a brainstorming session on the proposed Forum on Learning. The session was attended by CoP Chairs and staff of RSDD. It aimed to establish a firm proposition and internal backing for the Forum, to be conceptualized as a regular and cumulative set of events. Comprehensive minutes of the meeting, containing emerging principles and possible modes, are at hand. However, the session achieved no quorum on the nature of next steps and resources can therefore not be programmed. In Q4 2009, the first-ever Year-End Gathering of CoPs was held. The 2010 Year-End Gathering of CoPs was held in Q4 2010. The annual year-end gathering of CoPs aims to highlight and reflect on CoP accomplishments in a year and explore opportunities for networking and collaboration. Highlights of accomplishments are also posted through the CoP tab on myADB. Fully Adopted Updates and technical enhancements are continuously being made to the external site at www.adb.org/site/knowledge-management/communities-of-practice. In Q3 2010, RSDD-KM launched Intersections, a quarterly e-newsletter available at www.adb.org/site/knowledgemanagement/main, to feature and promote innovative sector, thematic, and other practices in ADB's operations. Since Q3 2010, RSDD-KM, in collaboration with the 14 ADB-hosted CoPs and OIST, have collaborated to develop and maintain web pages in the CoP tab on myADB, conceptualized by RSDD-KM. The C-Cubes of CoPs are also being updated by CoPs continually. In Q2 2011, RSDDKM, with early technical support from OIST, launched the monthly i.prompt.u e-newsletter, an aggregator of CoP knowledge products, news, and events, available on myADB. The Knowledge Showcases that RSDD-KM introduced in Q4 2008, available at www.adb.org/publications/series/knowledge-showcases, continue to highlight innovative ideas from TAs and other knowledge products to promote further discussion and research. Fully Adopted Discussions are underway to incorporate participation of CoPs in the performance review process. The performance review template is being revised to incorporate agreements from these discussions. CoPs will have an opportunity to provide performance feedback about a staff as an "input supervisor". Implementation will take place in 2011. In relation to this, effective August 2010, Administrative Order 2.03 stipulates that relevant CoP Chairs, Co-Chairs, or Practice Leaders will join both internal and external selection panels for international staff positions at Levels 36. In Q2 2011, a memorandum of BPHR identified opportunities for CoPs as partners in recruitment.3 The memorandum on Guidelines on Peer Review for Loan Delivery issued in Q3 2010 states that CoPs are requested to nominate sector-focused peer reviewers. All peer reviewers are recognized through the performance reviews process starting 2010, as stated in the Q3 2010 memorandum on the 2010 performance reviews exercise.

Reports and presentations shared at the Q4 2009 and Q4 2010 Year-End Gathering of CoPs revealed fast increasing collaboration among CoPs in joint research undertakings and knowledge sharing activities. Since Q1 2009, the community of interest in knowledge management and learning, comprising representatives from BPMSD, DER, IED, OAS, RSDD, and some regional departments, meets quarterly to share news of developments in respective offices and departments. In Q4 2010, RSDD-KM facilitated a revision of the roles and functions for knowledge management coordination to bring them in line with the Action Plan on Knowledge Management, 20092011 in the context also of Strategy 2020. The new terms of reference are reproduced at www.adb.org/documents/knowledge-management-action-plan-2009-2011. It then issued a memorandum to heads of offices and departments in Q3 2010 to explain the revision and invite them to rationalize the duties of point persons for knowledge management, IT, web development, and publishing against it. In parallel, SPD is reviewing the status of implementation of strategic MOUs. Knowledge elements are considered alongside other strategic elements. Further progress can be achieved if the Guidelines for Knowledge Partnerships are followed. Largely Adopted Since Q4 2009, SPD has developed a database on partnerships and agreements, available on myADB.5 The development of a new platform to enable bank-wide management and monitoring through decentralized uploading of data and information is under conceptualization. SPD and OIST have held initial discussions. SPD is preparing process cycles and conceptualizing screens for further development with OIST's support. Fully Adopted DER posts this information once available. SPD is a major content owner. The extent to which SPD's ongoing work toward the database of strategic partnerships feeds improved information and profiles the products and services of knowledge partnerships needs further investigation. At the same time, RSDD-KM makes continuous updates and IT enhancements to the web pages on Knowledge Management and Learning, available at www.adb.org/site/knowledgemanagement/main, including the tab on Communities and Networks of Practice to better inform audiences of recent developments among CoPs and regional knowledge hubs. Further, in Q1 and Q2 2011, staff of RSDD-KM acted as resource persons in the context of BPDB's new induction program on the project cycle. In Q3 2011, RSDD-KM also worked with BPDB to plan and facilitate ADB-wide testing by 1520 participants GIZ e-learning programs in Adaptive Organization, Communication and Leadership, Intercultural Communication, International Project Management, and Sustainable Business.

In support of this activity, also in Q4 2009, RSDD-KM subscribed to the KNOW Network, giving about 100 staff, and from Q4 2010 about 200 staff, unlimited access to Most Admired Knowledge Enterprises studies, the network's e-newsletter, Best Knowledge Practices, proprietary databases, digital library resources, and a link to knowledge management practitioners around the world. In Q3 2011, RSDD-KM began to upload the contents of the primers as e-learning courses to be offered via ADB's e-learning portal. Knowledge Solutions are also advertised regularly in the Working Smarter section of the ADB Avenue tab in myADB. Fully Adopted The platform and on-line questionnaire for this were designed and launched in Q1 2011. Initial assessments were completed in Q1 2011. Further assessments will be made in Q4 2011. The questionnaire remains open to invite readers to share suggestions for improvement of the Knowledge Management and Learning web pages. Partly Adopted OIST should complete the work initiated in 20082009, in consultation with RSDDKM. This probably calls for consultations with BPDB. From Q3 2009, BPDB began independently to develop a searchable Technical Skills Registry to capture, in aggregate, staff's technical skills (that may or may not be directly related to their current jobs) and identify ways to address gaps in development and/or recruitment. The registry may therefore be used for ADB-wide workforce planning. Staff are to generate skills profiles from Q3 2011 and link these to SDPs thereafter. In Q3 2010, BPHR incorporated a People Finder function in myADB. In Q3 2011, RSOD initiated the upload of simple profiles of all its staff in the RSDD tab on myADB. Fully Adopted In Q3 2011, BPHR introduced a new staff exchange modality, simultaneous exchange between hosting and sending institutions, for both international and national staff under its Secondment Program. This will involve short-term assignments of up to three months and longer term assignments of six months to one year. The objectives are to gain exposure and experience, exchange and develop organizational skills and knowledge, acquire specific skills and expertise, and strengthen institutional cooperation and relationship. Fully Adopted The budget allocation for external learning increased from $300,000 in Q1 2010 to $600,000 in Q1 2011. In Q1 2011 BPDB issued new guidelines for external learning support. The guidelines highlight the changes in eligibility criteria for external learning. In Q1 2011, BPDB issued revised guidelines for technical and professional development of staff covering in-house programs, external learning events, staff education assistance, membership in professional organizations, development leave with pay, learning programs in the duty station country, retreats, and e-learning. The guidelines highlight the change in eligibility criteria for external learning and staff education assistance to prioritize staff with regular appointments; an increase in membership fees in 2 professional organizations to $200 per year; support for staff assigned to resident missions for local language classes; an increase in the budget for external learning opportunities to $600,000; an expansion of coverage of external training requiring travel outside the duty station to include national staff; and the launch of ADB's e-learning portal, which gives staff access to learning programs 24/7. Partly Adopted In 2008, ADB established an annual TA Strategic Forum to guide and set priorities for its research and development and knowledge agendas, as well as ADB's research and development TA program. The forum prioritized five key research areas for 20092011: (i) inclusive growth, (ii) response to climate change for sustainable development, (iii) knowledge for regional integration, (iv) response to increasing commodity prices, and (v) demographic changes and implications for urban development. It was expected that over the next 2 years two-thirds of research and development TAs would target these key areas. Validation of progress awaits evaluation of the TA Strategic Forum. Partly Adopted In Q4 2008, RSDD-KM drafted Knowledge Solutions on conducting exit interviews, available at www.adb.org/publications/conducting-exit-interviews, and shared related templates to meet demand. ADB: Reflections and Beyond has been the subject of international interest: it was selected as one of 8 case studies discussed at Origins: Asia Pacific Business Narrative Conference (see www.originsasiapacific.com) held in Q3 2010 and featured before that at prime time on Channel NewsAsia (see http://www.originsasiapacific.com/2010/09/victoria-ward-and-olivier-serrat-interviewedon-channel-newsasia/) on 6 September 2010, when a staff member of RSDD-KM was interviewed on the use of narrative techniques. Elsewhere, the skills of ADB's pool of narrative practitioners may also be tapped to echo learnings from exit interviews to staff of BPHR, as well as other offices and departments, during the mainstreaming process.
