The Apostille certification arrangement, published online, should be deemed a simulated, illegal public record, and fraud on nations, which are parties to the Hague Apostille Convention (1961). [1] In March 2012, during the course of writing instant submission, and while Freedom of Information Requests, pertaining to the Apostille certification arrangement were denied, or overdue, the Apostille certification arrangement, published online, was altered, in a manner that rendered the arrangement more deceptive than before. [2] So far, the Administration of Courts and the Ministry of Justice have refused to disclose: Who authored this record? Who authorized its publication on the web? Who is the unnamed Minister of Justice, whose authority is invoked? What is the legal foundation for this invocation?

Public Information Page - Authentication of Public Records (Apostille) Authentication of Public Records General Public records are records that have been published by any of the States authorities, such as certificates of marriage by the Ministry of Interior, certificates of education by the Ministry of Education, etc. Authentication of the public records is required for recognition of their validity in a state other than the one in which they were issued. Authentication of public records is under the authority of the Ministry of Foreign Affairs. Details pertaining to authentication procedures, types of records, addresses of the issuing government authorities, are provided in the web site of the Ministry of Foreign Affairs. In the above mentioned process of authenticating a public record, a Notary Public issues an authentication certificate as an attachment to the record. The certificate by the Notary Public is a public record, which requires authentication as well. Authentication of the latter public record, and that public record alone, [bold in the original - jz] is under the authority of the courts. The authentication is executed in certificate, in compliance with agreements between Israel and the target state. Two types of certificates are used for authentication of the signature of the Notary Public by the courts Apostille The Apostille is a certificate, targeted for states that are parties to the Hague Convention of October 5, 1961, for the abolishment of the legalization of public records for foreign use [bold in the original - jz] (herein the Convention). Israel is a party to the Convention. Therefore, the courts authenticate certificates by notaries, which are intended for a state that is party to convention with an Apostille certificate. The Apostille certificate is of the wording and form, which were established in the convention, as follows:

The Apostille certificate is recognized, pursuant to the Convention, as sole, sufficient in states that are parties to the Convention, and the certificate is sufficient for the target state to recognize the validity of the records, which are accompanied by the notary public certification, from the state that they were created in. As published and updated in the web site of the Ministry of Foreign Affairs, the apostille certificate is glued on the back of the notary public certification. Obtaining an Apostille certificate in the Magistrate Court requires payment of NIS 34, receivable by the staff member, who performs that service. The fee is payable by credit card or by government stamps. Other Certificate not pursuant to the Convention Other cCertificate not pursuant to the Convention is issued, pursuant to the Notary Public Act (1976). The certificate authenticates the signature of the notary public on the notarys certificate, attached to public records, which are intended for a state that is not a party to the Convention. The Other Certificate is glued near the notarys certificate, as it is of the following form and text:

Other Certificate not pursuant to the Convention requires consular certification by the Ministry of Foreign Affairs, for it to be recognized in the target state (information regarding office hours of the Ministry of Foreign Affairs). Other Certificate not pursuant to the Convention is exempt from payment of fees to the court. Details of the service in the courts: Employees of the courts across the state have been authorized by the Minister of Justice to authenticate notary public certificates, which were issued pertaining to public records. Each court provides authentication for notaries, whose office address is located in the district of the court. (opening hours, limits of quantity, list of courts)
