Title: Orientation and Training on Project Technical Standards Design Venue: Villa Caceres Hotel, Naga City Date: September 29 and 30 to October 1 and 2, 2011

The activity was spearheaded by RPMO and attended by 80 participants from the partner LGUs from the provinces covered by the Kalahi-CIDSS Makamasang Tugon: Camarines Sur, Camarines Norte, Catanduanes, Masbate, Sorsogon and Albay. The overall purpose of the forum is to ascertain the LGUs capabilities and readiness to take on the role as key project implementers of the KC-KKB MT modality; Ascertain LGUs readiness to take on the role as lead implementers of the project.

Day 1 September 29, 2011 The activity started at 2:30 PM with the singing of National Anthem and Opening Prayer. After the preliminaries, RTA Marianeth Bisona facilitated the introduction of participants and presentation of house rules. Participants expectations were introduced in a form of a workshop. The plenary was divided into five subgroups and they were tasked to individually answer the questions and sharing will be done after. The group assigned a secretary and a reporter, reporting and presentation of output followed.

Session started with input on KALAHI-CIDSS, principles and objectives of KC CDD-LPP Harmonization Initiative, Makamasang Tugon and the MPIP presented. After the discussion and input from CPS, RIE presented a workshop. The participants were asked to identify in what particular sub-project they are most experienced and knowledgeable, Water System, Building, Farm to Market Roads, Irrigation and others. The exercise was done in order to categorize the various expertise of LGU staffs in sub-project implementation. After the workshop the Area Coordinator of Balatan questioned about the area of assignment of Roving Deputy Area Coordinator and the specific tasks assigned to them. To answer the inquiry, RCIE presented the TOR of RDAC. Question: Kamo na ba mismo ang gumawa ng criteria para sa SP prioritization Answer: CPS Odette- The LGU can adapt Criteria Setting process introduced in KC ensuring that the concept of Participatory, Transparent and Accountability is integrated. We cannot imposed the criteria since dai kami taga duman mas appreciated kang barangay kung sinda ang mag iidentify kang mga crtiteria kasi sila ang nakakaalam. Pwede din balikan ang ELA and consider the identified projects listed provided that the MIAC is involved during CSW. Sa pag identify ng mga beneficiaries there should be focus on the SET results para maging patas ang result ng prioritization Engr Arizala shared that the Strategy on prioritization must be based on the expanded MDC

Answer: Ate Mitch- Opo pwede na po i-include un at kung may equipment na property ng municipality if may available na private contractor with equipment need din syang maiaccount at mailagay sa SI para malaman na meron un sa munisipyo Question: Ung matrix po ng registered suppliers lalo na sa kahoy baka po hindi na un pwede? Answer: RIE- Kung walang registered supplier sa barangay pwede na rin as long as nakainclude ung list ng suppliers sa SI at upon purchase Acknowledgement Receipt will be provided and certification. Eugene- For MCC available materials within the community AR can be considered provided that the supplier is within the community, if procurement will be done outside the barangay OR is needed. Question: Engr. Maano Sa Balatan maraming non-registered supplier pero ang nearest registered supplier meron naman sa Iriga. Answer: RIE Myke- Sa MCC hindi pwede coco lumber lang and pwede pero dapat may permit sa PCA RIE Mitch- Ang supplier ung hihingi ng permit sa PCA Bahala na ang supplier na mag comply sa mga supporting documents na nirerequire natin at dapat lahat ng mga tinda nila ay registered. Question: Should all aggregates be tested? Answer: RIE Mitch- Yes, please ensure that all aggregates are tested. Question: Garchitorena- How about po pag nag fail ang aggregates mi, do we need to procure materials outside the municipality? Answer: RIE Mitch Municipal Engineer should give certification mag design mix at isubmit sa RO for review to provide justification on the higher cost of materials Question: Pioduran- How much po ang maximium na pwede ilagay sa AR? Answer: RIE Mitch- Depende sa packaging at cost ng materials

Continuation of SI FORM..

Ate Mitch- Please ensure that all the structures present in the community are recorded on the SI form and the inventory of qualified sources of aggregates, possible suppliers, equipment and other components which will be useful during the SPI. The inventory of prevailing cost of materials in the community shall also be included. Social investigation is needed to ensure that the projects will be successful particularly on lot donations for buildings. Water supply- for pump driven dapat may test drill for the propose source. Question: Engr. Maano Who will shoulder the expenses for material testing? Answer: Ate Mitch: Charge to LCC because MT is LGU led and all pre-construction expenses shall be charged to LCC. Question: Pioduran-Kelangan din po ba ang water potability tests? Answer: RIE-Opo, lahat ng social investigation process should be undertaken by the LGU including expenses such as testing, permits, and other documentary requirements related to the proposed sub-project.

What avout sa mga Geodetic Engineers? Answer: RIE- No rate established it would bebetter if we negotiate and explain to them that this is not a profit oriented organization. Plans will be the basis of implementation and program of works for review of proposals. Question: Kung mahal pwede ba mag hanap ng mas mura? Ang tanong may mahahanap bang mas mura? Answer: RIE- There is a maximum limit of (1:5) one service provider is to five projects to facilitate the quality outputs and on time submission of results. Question: Can we utilize the TAF for pump drill test? Answer: RIE Yes pero mahal sya, TAF is an augmentation for the budget needed.

Session 4 Environmental and Social Safeguards by Arnel M. Loria Regional Infrastructure Assistant (Refer to the Power Point Presentation) Additional Information: All environmental safeguards certification must be complied before the SPI See to it that we have water permit certification.for water system project Parameters.Will the vulnerable group be affected? CNC----within 1 day processing P100-500.00 Fee Social Safeguards---- IPs, women, children and persons with disabilities.

Lot donation BLGU provides certification for the utilization of lot for SPI for barangay site Question: Are those topics discussed are subject for the requirements for SPI? Answer: RIA-Lahat ng permit kailangan macomply before magstart ang implementation. RIE-Water permits are usually issued after the project completion, therefore the application for water permit to the MWRB is enough for the meantime but ensure that water permits are submitted even after the construction. Permits are for sustainability for the operation of the water system and BWASA should be organized as the O and M group. Water system is for domestic use only. The LGU/BLGU should apply and follow up the processing of the water permits. P500.00 processing fee. Question: What about the potability tests? Answer: RIA- Potability test should come first before the application of water permits as (SOP) RIE- If the result of the water test did not passed to the requirement there is a need to look for other sources adjacent barangays and non-prio barangays since they are part of the implementation . After the session Infrastructure Assistant Jeb Ricardo G. Rebustillo introduced the checklist and tracking of reports submission.

Day 3 Session October 1, 2011 Started at 8:46am

Morning prayer led by Ms. Marianeth followed by the recapitulation facilitated by the group 2 host team leader , Engr. Abelardo Pertez Jr., Municipal Engineer of Donsol, Sorsogon, and Mr. Luis Matza, AC of Libon, Albay summarized the discussion during the day 2. Engr. Mike Templado, RIE, the resource person discussed the session 5 topic on KC Technical Standards of sub-projects. This includes the negative lists or the sub-projects non-eligible for KC Funding. The speaker emphasized the avoidance of duplication of sub-projects funded both by KC and other agencies existing in the municipality. The sub-project categories: Public Goods, Enterprise, Human Resource Development and Environmental Protection and Conservation. Examples were given on how to classify projects into improvement or repair and construction. (see presentation) After the discussion the following queries cropped-up which was answered and responded by the resource person accordingly: Question from Engr. Pertez, Municipal Engineer of Donsol, Sorsogon:

Q: During the previous KC implementation, construction of Farm-to-Market Road (without PCCP component) was funded by KC. However, due to typhoon it was destroyed, can the barangay propose the same project but with road concreting? A: Considering of critical sections with slope of 12 15 % only is necessary for concreting. If the section that was destroyed by typhoon falls below the slope section, it cannot be concreted. However, projects with the same item of works included in the original POW cannot be funded and it is also belong to negative list. If above the 12% slope, it can be concreted and can be funded again. Question from Engr. Alvarez, Municipal Engineer of Manito, Albay: Q: What if line canal is needed as prevention of road that was previously funded by KC but not included in the program of works, can it still be funded? A: If on the original POW, there is an existing line canal, it is considered as duplication and part of the operation and maintenance of the sub-project. As long as it is not part of the original program, it can be funded. Query from Engr. Ramos, MDAC of Pasacao, Cam . Sur: Q: Repair is part of the Operation & Maintenance. However, repair of projects is stated in the projects non-eligble for KC Funding. Where can the funds be used? A: Repair is eligible for Funding as long as it is not considered as projects which were previously funded by KC. Clarification from Engr. Matza, AC of Libon, Albay: C: What if the previously funded project had an earth canal and the community is proposing for a concrete canal with different length, can it still be funded? A: Upon Completion of the project, it is assumed that it is already functional and the community is in charge of O&M then. But as long as the proposed project is not within the same are, it can still be proposed to KC for funding. Question from Engr. Pertez, Municipal Engineer of Donsol, Sorsogon: Q: What if the slope is lower that 12% but area is considered as critical, can it be funded? A: (The question was parked and will be answered and discussed further on later discussions). Question from, MPDO of Pio Duran, Albay: Q: What if the PLGU implemented road project with concreting and base course but was not fully implemented and the community of Brgy. Tagbak want to have pavement and construction of pathway as access road, can it be proposed for KC Funding? A: (The question was parked and will be answered and discussed further on later discussions). Clarification from Engr. Alvarez, Municipal Engineer of Manito, Albay: C: The School Buildings in one of the brgy in Manito need repair since the windows, roofing and other structures were already dilapidated. However, according to the Municipal Monitor

assigned in the area, these projects cannot be proposed and included in the negative list thus the community come-up with a proposed Multi-Purpose Hall and covered court. Why do we have to put another structure where in fact plenty of rooms that need to be repair and improved, becomes eyesore? A: Projects funded by KC cannot be subject for repair because it is part of the O&M. However, projects funded by different agencies and needing repair, further technical assessment is required. If the remaining structure can be still be used or can cause no harm and during the assessment there were evidences of deterioration like cracks, separation to main bars, etc. projects can still be funded as repair. Clarification from Engr. Barba, Roving DAC of KC: C: What if more school buildings in one brgy needs repair? A: It can be funded provided that it is included in the PSA Result and the number of beneficiaries should be obtained to justify the need for repair of the existing structures. After the answering the questions and clarifications pertaining to projects eligible for KC Funding, discussion proceeded. Topics discussed were about the Rural Roads: Small Scale access road (low volume) and the minimum selection criteria. (see presentation) The resource person emphasized that the road to be constructed must be identified as access facility. If ever the proponent brgy will have accessible road and the adjacent or nearby barangay lacks access point, the project will be useless. Construction of FMR should be in reality Farm to Market that will be advantageous to all and not road to my farm that will benefit only one person. Project Beneficiaries must also identified and mobilized. Like for example the Technical Assistance Fund (TAF) which is used for augmentation and base on the criteria, if it is a need by the community they should be willing to invest even in pre-engineering activities and negotiations like negotiation of right of way to land owners, etc. Clarification by the Resource Person: Road development/improvement confusion on 10 % or 12 % slope limit: If there are sections with limestone, soggy soil or clay type of soil that even a base and sub-base will be in place, it will be washed out. Depending on the type of soil, the 10% can be considered. However, the concreting component still has limit. Example if road sections have more than 12% slope, 300 meters limitation to concreting will apply. But if the road needs concreting in excess of 1,200 meters, it needs justification provided that it is shown in the plans and in excess of 200 meters, it can be allowed. Question from Engr. Pertez, Municipal Engineer of Donsol, Sorsogon: Q: If pwede iconvert yung 1200 m into a 2 meter road with 6 m length. A: If the easement or right of way from KC is 8 meters and the road way is 6 meters, meaning the carriage way 60 meters bibigay ang road if daanan ng malalaking trucks at

mbibigat na vehicles, di maganda sa slope ng road section na 2 meters lang ilalagay dahil masisira at di na sustainable.

According to the resource person, MDACs must ensure to avoid concreting relatively terrain. Agreement if maputik di pwede i-concrete, if swamp areas di pwede magconstruct mg road. Clarification from Engr. Alvarez, Municipal Engineer of Manito, Albay: C: Engr. Alvarez if existing and road, 0.5 and 0.6 if umulan nagscour pa rin, recommendation to back fill are .5 or .6 meters needs concreting. Dahil sa gilid palaging wet, kaya we need to provide gravel filling, asking if pwede isemento dahil sa ilalaim laging wet kahit may earth-fill dahil laging may tubig na dumadaloy. A: Explore the approrpate design if we believe na it is necessary. The resource person further emphasized that roads cannot cover swampy areas and should not be constructed in flood-prone areas because of sustainability issues. Moreover, Construction/Improvement of Provincial and national roads is also prohibited since the district and provincial engineering offices had funds intended for such. Furthermore, implementers should remember not to put the burden to the community due to limited funds. The community should not be limited to participate due to lack of capacity for counterpart contribution. The Municipal/Province LGUs should augment the community counterpart if needed because by the end of the project, the LCC will be eventually accounted for the municipality as a whole. This will help respond the need-based concept of the project and limiting the proposed projects for reasons of insufficient community funds should not be an option. Question from Engr. Calderon, Municipal Engineer of Del Gallego: Q: Validated SP na may malambot na lupa at sa gilid ng bundok, nasa 200 meters and haba, if gagawa ng canal 200 meters din, flat ba pwede ba recommend for conreting? Malambot dahil saturated and tubig A: danger if maconcrete masaturate and base ng tubig which will cause na madamage din ang project. Explore na improve ng drainage. Question from Engr. Indico, Municipal Engineer of Presentacion, Cam. Sur Q: Before my SP funded by KC, now mahirapan daanan dahil sa 12% na sira sira na, pwede ba ipasok sa concreting. Pwede ba magconcreting sa dating KC project? A: Concreting lang sa above 12% na section. Impression from, MPDO of Pio Duran, Albay: I: The MPDO of Pio Duran, Albay shared to the body regarding the implementation of IMPRES, a foreign funded project in their municipality. There were variations made but eventually, the project was not completed. The community now, wants to propose the project for KC Funding, although he understands that this will be duplication but he is asking for exceptions this time. He added that in other projects, profits can be made but in KC there is a

difference. Projects cannot be made profitable and program of works cannot be cheated. However, he is quite concern and also determine that this community will be funded for road concreting because aggregate base course alone is not appropriate for the said barangay. R: The speaker responded and shared his experience in implementing road project in PioDuran, Albay particularly along Flores High School. He recommended exploring first the alternative designs like replacing the unsuitable materials before resorting to concreting works. Socio-cultural practices and community capacities: Engr. Mike shared to the group the World Bank Report in 1992. According to this report, it is more practical to maintain road rather than to construct road access. It is very important to assess the communitys capacity in terms of maintaining the road before putting-up roads. In this way, projects sustainability will be ensured. In addition, Engr. Mike stressed the need to explore the vehicles that will pass the road to be constructed and those who will utilize it. MDACs should design pathway if the vehicles available in the community are only motorcycles and tricycles. But if there are heavy vehicles, pathway is not an appropriate design and will be eventually destroyed. Construction of pathway must not be a strategy to avoid the slope restrictions Impression from Engr. Calderon, Municipal Engineer of Del Gallego: I: The road projects in the barangays were destroyed not by the vehicles but by the carabao sleds which are usually the facilities used in hauling. R: Barangay Resolution on utilization of road and access for carabao sleds must be made as part of the O&M. Eventually this resolution should be translated to ordinances for strict reinforcement in order to ensure project sustainability. The next topic that was discussed is about social investigation. (see presentation) The resource person mentioned that municipalities planning to implement clustered barangay road projects with 3 to 7 kilometers distance must consider the project time line. Although it is not included in the negative list and is eligible for funding, LGUs must bear in mind the timeline of SPI which is 5 months and also must anticipate the rainy seasons and completion of SP by April 2012. Moreover, project completion on time can also affect the municipalitys performance and evaluation for succeeding KC implementation. After which is the discussion about Surveys. (see presentation) Engr. Mike gave emphasis on the involvement of community leaders and volunteers during the pre-engineering activities. It is very important to involve and consult the community in order to gather truthful data and also to present to them the pros and cons and what to expect in the design of the project. In this way, the technical persons cannot be blamed by the community if unfortunately there are problems in terms of designs, plans, etc. Decisions and inputs from the community through proper consultation is very essential in the planning process.

The next topic is on the Basic Design and Considerations for Roads, Design Restriction and Alternative Designs. (see presentation) Alternative design suggested by the speaker includes use of technology in far-flung areas where there are no aggregates available. The technology used by ARDC using chemicals to stabilize soil can be adopted by the community. The next topic is about the Technical Plans (Road Access), traverse plan or road plan, etc. (see presentation) Work Pay Items for Road SPs Pathways The Resource Person gave emphasis on designing pathway. The design must depend on the utilization because the NPMO worried that pathway were designed only in order to circumvent the policy and restrictions on slope and in order to obtain concreting. The Construction of Pathway as SP Title is only used but the true intention is construction of Barangay Road with excavation for 6 meters and 2 meters concrete pathway on both sides. There were also doubts on making Brgy. Road since dowels are in placed and one lane road is only constructed. Moreover, implementers should remember restrictions that concreting is limited on critical sections only and must avoid circumventing the projects because this time the RPMT will review it further. Impression from Engr. Alvarez, ME of Manito, Albay I: The above-mentioned statement of Engr. Mike is true to some Municipality because it is the strategy of some barangays and have plans to propose the other lane during the next cycle. R: It must not be done because if the road is already accessible, why there is a need for construction of another lane? Remember that KC is only implementing small scale road projects. It should only fall within the width of the proposed pathway. Question from Engr. Calderon, Municipal Engineer of Del Gallego: Q: Can we construct tire-path road in flat terrain? A: Yes, as long as it is not constructed along the barangay road. Question from Engr. Maaoo, MDAC of Balatan, Cam. Sur Q: What if there is an existing tire path, is there a need to demolish it in order to give way to the construction of pathway? A: If the existing tire path will obstruct the construction of pathway, it should be demolished. But if not, there is no need to demolish it since it will incur additional cost for the demolition. Question from Engr. Pertez, Municipal Engineer of Donsol, Sorsogon: Q: Can we construct 2 meters wide pathway with 7 kms. Length?

A: Assess if it is still implementable and if there are other agencies that can further give appropriate intervention. Although the implementers understand the Mayors priority projects but it will be detrimental on the part of the municipality if the project will not be finished on time. LGU should meet half way and remember the timeline to be followed. LGU should understand that the project completion is one of the basis during the evaluation of municipalitys performance in the next funding cycle. The next topic is on Bridge construction. (see presentation) The resource person cited an example that in Del Gallego, Cam. Sur there are 4 Cable Bridges (2 were funded by KC) that is constructed 3 meters above highest flood level but just recently this year, these were washed-out by flood. This can be an effect of climate change and therefore during the design, use of historical data should not be only the basis but must consider at least 1.5 meters more to increase factor of safety. Question from Engr. Indico, ME of Presentacion, Cam. Sur Q: Is there a need to use topographic survey & soil investigation even simple foot bridge & box culvert? Is there a standard plans to be followed? A: No need to use topographic survey and soil investigation. For Box culvert the 3 meters by 3 meters design of the DPWH will be adopted.

Social Infrastructure Building Projects. (see presentation) Reminders on the design restrictions: The resource person cited an example on one of the Buildings in Garchitorena, Camarines Sur that was visited by the Commission on Audit (COA) and had an Audit Memorandum because theres erosion at the site where the building is constructed. That is why there is really a need to observe the design restrictions and consider it during the planning and project implementation. For Catanduanes area, concrete roof slab design can be implemented provided that community can ascertain data on why there is need for the slab design. Furthermore, historical data that G.I roofs were flown away by typhoons should be established. Clarification from Grace Penetrante, AC, Mobo, Masbate C: Confusion on the DCC design & plans used in Aroroy, Masbate, especially on the elevated flat form which is detrimental to the children and there is only 1 door on the C.R. A: Use the standard plans from the respective Bureau with an existing elevated flat form. The body reached an agreement to provide one door for each C.R. and the lavatory must be located outside. It was also agreed that all suggestions and inputs will be properly taken by the

RPMT Technical members and it will be incorporated in the standard designs. LGUs will be furnished with the copy after finalization of the plans. Question from Engr. Indico, ME, Presentacion, Cam. Sur Q: Is it okay if the DCC will be constructed 30 meters from the shore line but there is an existing sea wall? Is there a minimum distance required? A: The Primary concern is to establish the safety of the beneficiaries. 50 meters from the shore line during high tide is the minimum distance required. However, as long as preventive and safety measures are properly established, it is allowed then. Reminder on Barangay Health Stations (BHS) Projects: Engr. Mike emphasized that the BHS shall not be used as birthing facility according to the DOH because it has a different design and no labor room, delivery room and room for the infants included in the structure. School Buildings Question from Engr. Vidal of Sta. Elena, Cam Norte: Q: What if the area for the School Building is small, can we build a 2 storey Building? A: Explore all options first, appropriate design and technology before resorting to that design.

Amenities on School Building: Engr. Mike emphasized the following: - Amenities must depend on the PSA Result e.g. it may vary on the number of beneficiaries, etc. - For grades 1-2,the amenities must be chairs and desks and for grade 4 above and High School, arm chair will be used. - Additional amenities can be included but must be part of the LCC and not Grant Fund. Design considerations. (see presentation) Question of Mrs. Balcueva, MM of Siruma, Cam. Sur Q: What if the community proposed 1 pre-school (K+12) and 1 day care at the same time, what should be the standard size and design to be followed? Can a duplex (2-Unit 1 Building) be constructed? A: Yes, a duplex can be made depending on the number of beneficiaries base on the PSA. Input: from Engr. Basilla, DRCIS: As per mandatory by the DSWD during the accreditation it will fail because a Day Care Center must be a single detached structure, and must be followed in order for the DCC to pass Level 1 or one star accreditation.

Cost Parameters (see presentation) Engr. Mike informed the participants that the Central office had set 750,000.00 cost parameter for single room, single storey building. However, community needs to assess the hauling cost of materials. 750,000 TPC include the indirect cost and for any excess, community must submit attached justification why it exceeded the cost parameter. Question from Engr. Ramos, MDAC of Pasacao, Cam. Sur Q: Considering the log ban, what can be used as material for the doors? A: There are pre-fabricated doors in the commercial sale, but imported from Malaysia which can be used. Question from Engr. Saclay, ME of Sangay Q: Can we use concrete door jamb? A: Yes, as long as quality fabrication be ensured because if not, hinges are easily destroyed. Question from Engr. Cardel of Rapu-Rapu, Albay: Q: Can we use concrete roof slab? A: Yes. However, there is a need to establish the need for concrete roof slab and historic data which can be used as justification and provided that it is within the cost parameter.

Impression from Engr. Cardel of Rapu-Rapu, Albay: I: In the case of Rapu-rapu, having only 12 hours supply of electricity, the steel truss design will be more expensive that the Concrete slab roof. Thus, slab design is more appropriate rather than the steel truss. A: You must make a costing using the steel truss (generator machine) and the concrete roof slab and try to compare the cost. If the cost of steel truss is more expensive, then the concrete slab can be considered. Question from Mr. Joseph, AC of Cawayan, Masbate: Q: Considering the log ban, what will be the amenities to be used, like for example, chairs, desks, etc.? A: DepED standard will still be used, wood design, and plastic amenities is not allowed. Question from Engr. Pertez, ME of Donsol, Sorsogon: Q: Are the materials and labor costs for Plumbing and Electrical Works included in the cost parameter? A: Yes. But you must consider the areas with electric and water supply. If there are no existing electric & water supply in that area, there is no need to incorporate it in order to lessen the cost. Question from Engr. Calderon, Municipal Engineer of Del Gallego:

Can we include expenses for the electrical/power connections? No, because it is already part of O&M.

Question from MPDC of Batuan, Masbate: Q: Can we propose a Multi-purpose Building which we can also use as evacuation center? A: During the planning, you must consider how often it can be used as evacuation center, because if it will be used only twice a year, there will be a low return of investment and it will not be economically viable. Impression from Engr. Pertez, ME of Donsol, Sorsogon: I: It will be better to use it as livelihood center rather than multi-purpose building which can also serve as evacuation center. R: There will be a need to establish the need for training center, is it feasible and how often trainings will be conducted. It is suggested to make it as school building because it will be more useful and can still be used as evacuation centers. Since there are no other questions, queries and clarifications, the discussion ended at 12:25 pm and paused for a lunch break.

After the discussion on Technical Standards for Access and Building Sub-Project, RIE Mikhail Templado carried on the discussion on the standards for Water Systems. Engr. Templado reiterated that the proposed Water System Sub-projects should be suitable for drinking and cooking only. Water sources *Surface water *Ground Water a. Well b. Springs (See presentation for details) According to Engr Templado there should be a minimum Selection ex. Hand pumps is available in the barangay but there is still a need to proposed water system project there is a need to validate data sources for the identified priority problem in the community. For Water source- Spring source--- easy to measure water discharge while in pump driven water systemsuccess rate is very low due to complicated design and the data gathering is time consuming and Operations and Maintenance is difficult for the community to assume. Level of service Level I point source; protected well or developed spring Level II Communal Faucet or water tap stand Level III waterworks system or individual house connections

A KC water system design prefers level 2 which can serve clusters of households. There are design considerations such as the projected population, growth rate, etc. There should be at least 20 Tap stands in the design and for spring source water system water discharge should be measured during sunny days. Question: Mayroon bang maximum limit pag dating sa mga pipes? Answer: RIE- Based sa design meron naman i-consider ang thickness ng pipe at SDR number. Question: How about filtration? After the relay of question and answers regarding water system project, Engr. Templado specified that for those who have proposed Water Systems the designs should be reviewed by the RPMT staffs to ensure the accuracy of the designs before submitting to the MIBF for prioritization. Program of Works and Detailed Cost Estimates should also be submitted for review and verification. Transmission lines should also be included in the POW of Water System Project. (SDR-size diameter ratio)

The next topic was on the format of Program of Works and Detailed Cost estimates presented by DRCIS Jonathan Basilla. He specified that the proper format should be followed to facilitate the exact computation of the SPI costs. Questions during the presentation on POW and Detailed Cost Estimates surfaced therefore issues and concerns of the LGU were clarified and responded.

Question: For commercial hauling, do we need to conduct pre-canvass? Answer: DRCIS- Opo dapat nakapag conduct na kayo ng inventory of hauling rates from the supplier to the community and it should be stated in the SI form. Question: If incase we will be doing Community Force Account do we still need to cost manual hauling of materials. Answer: DRCIS- Yes you need to indicate it in the SI form and include the point of origin (from and to) Question: How about the distance, sir? Answer: DRCIS- It would be better if the distance for the hauling is indicated. Question: How about ung mga wasted/loss during hauling? Answer: DCRIS Indicate sa material cost at ilagay na din sa contingency. Question: Pano pag may dalawang mode of transportation. Answer: DRCIS- Incorporate ung cost from and to and should be reported sa SI form. Question: Baka po hindi magkasundo ung presyo ng barangay pag maeron manual hauling. Answer: DRCIS-I-separate na lang po kapag supplier ung maghahanap pa ng mag haul pero kng CFA mag lagay ng cost per bag or item na rate sa barangay ng manual hauling. Question: Sa LGU namin ang cost ng hauling ibaiba depende sa location ng barangay, how is that possible? Answer: DRCIS- Opo depende sa prevailing rate sa community, if the community can be reached by boat, motorcycle etc. just indicate the prevailing rate in community of the hauling. Question: Ang computation ng tax, pano po yan? Answer: DRCIS-Dapat po ung tax included na sa quotation ng materials. Question: Ibig sabihin po mag canvass ung tax plus hauling indicated na dapat sa quotation? Answer: DRCIS-Yes po, hindi po kasi pwede I-separate ang pay item ung tax. Question: Anu ang accepted rate sa skilled and labor, iba-iba ang rates ng mga munispyo?

Answer: DRCIS- Depende po sa prevailing rate sa munisipyo pero po sa KC parameters ang 227 common labor, 250 skilled, dapat naka indicate sa SI ung mga rates ng labor, hauling, aggregates etc. and it should be attached sa POW ung SI form as basis why there is higher costs. Question: Clarify lang, KC- MT may kaibahan sa PODER implementation hindi na counted ung in kind at fixed na ung cash counterpart. Answer: DRCIS-Minimum 20% cash, 10% kind counterpart all MCC areas, AF 15% cash counterpart. 10% in kind. Question: Pioduran-concern sa labor 227-minimum sagot na ng LGU ung counterpart, bakit pa po kelangan my prevailing rate pa.? Answer: DRCIS-Dapat may prevailing rate talaga, common labor lang ang may dagdag ung skilled fixed na para din mailagay sa POW ung mga rates at ma compute ung detailed cost estimates. At kapag walang standard or prevailing rate, baka maubos ung budget sa labor lang may possibility na maging konti lang ang ma prio sa munisipyo nyo, we just have to set standards kung ilan ang excess un na lang ang icharge sa in kind LCC. Question: Sa process ning barangaan, sa MOA baga between LGU and DSWD man lang panu ta man ma eencourage ang barangay na mag counterpart? Answer: DRCIS- Iba-iba man po ang means kang pag divide kang counterpart depende sa naka indicate sa MPIP budget execution and budget formulation. Question: Pwede mag hire ng additional engineer pag nag avail nang TAF. Answer: DRCIS-Pwede po if may savings pa sa computed cost ng TAF. Question: How about sa safety gear in case po ipapasok na sya sa local shopping? Answer: DRCIS-Required din po ung contractor na mag comply sa mga safety measures ng DOLE, the gears should be surrendered to the O and M group and must be used by the laborers exposed to hazardous condition. Question: Material testing ung cost san naman naming kukunin un? Answer: DRCIS-Specify lang kung ano lang ung pasok sa 5,000.00 we should ensure that there is quality ng mga SPs, minimum testing requirements lang po ang kelangan?

Day 4 October 2, 2011 started at 9:00am with prayer ice breaker.. CPS introduced the format for Action Planning. The workshop will be done per LGU. Critical activities starting from October to December should be indicated in the plan and ensuring that

all the community activities be convened and the targets are met. The target submission of Request for Fund Release (1st tranche) will be in the first week of December.

ACTION PLAN Presentation, Comments and Recommendations Pioduran Question: The LCC requirement of PPDO Albay the counterpart should be deposited directly to the account of the barangay, may we ask for assistance from the DSWD to facilitate this concern since the SPI counterpart will be coming from PLGU, how can we allow to download funds directly to the barangay if there is no POW? Recommendation: CPS Our main concern will be the timely submission of the technical documents to facilitate on time submission of TAF documents and other required documents. The LCC for SPI can be facilitated during the releasing of SPI funds the MFA assigned in the municipality will assist the LGU. Del Gallego MFA conducted barangay orientation on the LCC delivery status and commitment and particularly discussed that barangay funds should be allocated for the KC MT implementation. The Province of Camarines Sur will provide counterpart for the implementation of MT. Recommendation: DRCIS- There is a need to immediately open a bank account upon identifying lead barangay/s specifically for the availment of TAF. Risk assessment of SPI should be part of the Social Investigation. RCIS- True to all, if service providers are identified immediately after signing of contract the surveys should be conducted, our target will be all results must be ready before the procurement training. RDAC Barba- Please ensure that all the comments be included in the action plan. Please revise and enhance action plan should be submitted on Wednesday October 5, 2011. RFR for TAF should be submitted on October 15, 2011. After the presentation of action plan RTO distributed the copy of the handouts per municipality and she also reminded the LGU of the dates for the submission of Action Plans and other documents. Regional Community Infrastructure Specialist imparted closing message and inspires the LGU to jointly partake community undertakings for the KC Makamasang Tugon implementation.
