In the arid and the semi-arid regions of Maharashtra, which fall within the rain shadow of the Sahyadris, massive efforts are being made in this direction by the departments of forestry, social forestry and soil conservation. After three to seven years, the period fixed by Government, its protection is withdrawn, the local people start cutting the trees for fire wood, the fence is breached and cattle allowed to graze indiscriminately and the forest vanishes within months. The only objectives achieved are to demonstrate that a tree cover can be established in such areas and to provide work for three Government departments and to a few local people. Such efforts are doomed to failure for several reasons. The most important factor in the success of a project of this sort is its economic viability. It can never be economically viable to plant trees in barren places which have no soil and probably never had any tree cover. Even in lands which have 30 to 40 cm of soil, tree growth is so slow that barely one tonne of wood gets added per hectare per year. This is not sufficient to cover the cost of seedlings, planting cost, initial watering and protection. Naturally, the people who see these forests will not feel that the effort is worth emulating.
