2001 ELEMENTAL started working on housing projects with public funds. 2003 ELEMENTAL organized an International Housing Competition, under the support of the Universidad Catolica de Chile, Harvard University and CONICYT (Chilean Committee for Science and Technology). 2004 First built project in Iquique, Chile (Elemental_Iquique Housing Project, for 93 families). Since then, ELEMENTAL has constructed more than 1.000 units and designed other 2.000. 2007 ELEMENTAL, in partnership with COPEC (Chilean Oil Company) and Universidad Catolica de Chile, became for profit Company oriented to develop projects of housing, public space, infrastructure and transport.

PROFILE ELEMENTAL is a for profit company with social interest, whose shareholders are COPEC (Chilean Oil Company), the Universidad Catlica de Chile, and the Elemental founders. Its field of action is the city: the development of housing, public space, infrastructure and transportation projects that can perform as an effective and efficient upgrade in the quality of life of the poor. ELEMENTAL operates in contexts of scarce resources, using the city as a source of equality, and moreover, as a shortcut to correct inequalities. In order to contribute with professional quality work to urban projects, which may generate public welfare, ELEMENTAL has worked since 2002 under specific principles of operation. Lets consider Housing for example. 1. Social housing tends to be like buying cars: they loose value over time. ELEMENTAL identified a set design conditions that can make units gain value over time, treating housing as an investment and not just as a social expense. 2. In general, in the world, available money to solve the housing problem of the poor can pay only for half of a house. When that is the case, the key question is: Which half do we do? ELEMENTAL takes care of the half that a family will never be able to achieve on its own. 3. One of the 5 design issues that is a key factor in value gain and that cannot be improved afterwards by families themselves is location. The biggest problem of the poor is not the shelter in itself, but the access to opportunities that cities tend to concentrate (jobs, markets, education, health, recreation and social assistance). Those opportunities are not in the outskirts, where land is cheap and where the poor tend to be expelled. Location is much more important than size. Being land a scarce resource, projects have to be dense enough in order to be able to pay for more expensive and therefore better located lots. ELEMENTAL looks for density, without overcrowding, with possibility for expansion. 4. ELEMENTAL develops its projects with a very specific way of participation of the communities, focused on information and communication of constraints before opening the process to collective choice. Being the city a very efficient source of equality, ELEMENTAL is working on inclusive instead of exclusive cities.

HOUSING AS INVESTMENT NOT AS MERE SOCIAL EXPENSE

We identified a set of design conditions that allow housing units to gain value over time. When upper and middle classes buy a home, they expect it to appreciate in value. That is not the case with social housing. This is important because housing subsidies are a direct transfer of public funds to poor families which could be potentially be used by them to ask for loans or get micro credits to start small businesses.

36 m2 = 1/2 GOOD HOUSE INSTEAD OF A SMALL HOUSE

36m2 are treated by the market and designed as if they were a small house. Instead, we thought that 36m2 can be considered as half of a good house, 1/2 of a middle income standard house. When available money can pay for just half of the house, the key question is, which half do we do? We decided to provide the half that families will never be able to achieve on their own, something that is almost by definition what a public policy should do, concentrating the funds in what is more strategic and leaving space for people afterwards to intervene. We identified a set of parameters that because of technical complexity of difficulty of spontaneous coordination are very unlikely to be done efficiently and with quality by families themselves, which are the starting point of an incremental process of construction, that can then be performed individually adding value to the neighborhood and the family property.

DENSE ENOUGH WITHOUT OVERCROWDED INCREMENTAL PROJECTS

One of the elements that explain value appreciation is location. It also is highly desirable from a social point of view, because integrating the families into the networks of opportunities that cities offer instead of displacing them to the periphery, is essential. The problem here is that land is expensive. We developed high density projects without overcrowding in low rise designs that avoid the expensive maintenance costs of the buildings (like elevators or artificially illuminated corridors). These denser typologies (between 450 to 900 inhabitants per hectare) allow us to prorate the acquisition of well located lots and still allow each single unit to expand.

PARTICIPATORY / CUSTOMIZABLE DESIGNS

Given that this a progressive scheme, our projects have included the communities in participatory processes, where information and communication of constraints are the starting point. We know that in socially fragile environments, the collective dimension is very key, so we also empower and encourage the coordinated community level of decision making. This is translated in a design operation by introducing the collective space in between the public and the private to allow the extensive family to develop and the social network to flourish.

Example: We accepted Chilean housing policys set of rules: A $7,500 dollar subsidy with which land, infrastructure and construction had to be paid; in the best of the cases that meant around 36 m2. The market understands 36m2 as a small house. We thought that it was better to consider 36m2 as half of a good house. When there is money for just 1/2 House, the key question is, which half do we do?
