DANCING WITH SYSTEMIC CORRUPTION KURT ZELLERS, SPEAKER OF THE MINNESOTA HOUSE

In Public School, we were all indoctrinated with the moral standard of absolute right & wrong. [e.g. Washington I cannot tell a lie, I chopped down the cherry tree] And, we are led to believe that the vast majority of Americans, Especially our political leaders and Judges subscribe to that same high moral standard. However, unless you have made repeated trips to the belly of the beast, you really cant understand how our Government works (or doesnt work). You only know politicians from handshaking, baby kissing, campaign ads and waving in parades. And of course, from what you were taught in public school. Based on this, rank and file Americans assume that most politicians are good people with the best interests of WE THE PEOPLE at heart. And so, what this author is about to tell you may be hard to accept. When you go into the belly of the beast and push an agenda or issue the politicians dont like, you soon see another side of politicians. Politicians to not subscribe to, nor practice a moral standard of absolute right and wrong; Instead they practice a moral standard of Plausibly Deniabiliyt. In essence, if you cant prove it, they didnt do it. After a long wait, a sequence of events has occurred which is easy to understand and serve as proofs to various assertions this writer has made in this article and in previous articles. Among these are that the Minnesota Judiciary and Legislature are systemically corrupt. SEQUENCE OF EVENTS For 20 years, this writer has pursued an agenda of Judicial TAR (Transparency, Accountability and Reform) Over the past 7 years, with the rising popularity of the internet; hundreds of Minnesotans have found other like minded individuals. We have become organized. For these past coming on 8 years, these hundreds of Minnesotans have demanded to exercise their constitutional 1st Amendment Right to petition the Government for redress of grievances. We have wanted to give testimony and evidence of corruption in the Minnesota Judiciary. The Minnesota State House and Senate Judiciary Committee chairpersons for the now coming on 8 years have denied hundreds of Minnesotans said hearings. Having identified this writer as one of the Leaders of the Minnesota Judicial TAR movement, various Legislatures and judges determined to engage in unlawful and unconstitutional reprisal. There intent was to demonize and discredit this writer in a

similar manner of the FBIs operation COINTELPRO against Rev. Dr. Martin Luther King, Jr.: FINAL REPORT OF THE SELECT COMMITTEE TO STUDY GOVERNMENTAL OPERATIONS WITH RESPECT TO INTELLIGENCE ACTIVITIES TO UNITED STATES SENATE From December 1963 until his death in 1968, Martin Luther King, Jr. was the target of an intensive campaign by the Federal Bureau of Investigation to "neutralize" him as an effective civil rights leader. In the words of the man in charge of the FBI's "war" against Dr. King: No holds were barred. We have used [similar] techniques against Soviet agents. [The same methods were] brought home against any organization against which we were targeted. We did not differentiate. This is a rough, tough business. On or about March 19, 2012 this writer sent the following document to Speaker of the Minnesota House Kurt Zellers and every member of the Minnesota State Legislature by email and/or fax. NOTICE AND DEMAND TO IMPEACH JUDGE MARY YUNKER AND FOR THE ARREST AND PROSECUTION OF LAWYER LEE WOLFGRAM You can read that document here http://bit.ly/HsXZTD or here http://bit.ly/IeYDEA Only after this writer posted those documents on the internet, did Representative Zellers office give some kind of substantive response. On or about April 2, 2012, Representative Zellers staffer Margaret informed this writer that John Hultquist would address the issue. On or about April 2, 2012, John Hultquist assertively told this writer that the Minnesota Constitution does not provide for the Legislature to be able to Impeach Minnesota Judges. During this phone call, Mr. Hultquist stated that recently a hearing to allow folks to talk about the problems with the Minnesota Judiciary was held by the MN House and Senate Judiciary Committees. Mr. Hultquist could provide no specifics as to when and where this hearing occurred. Mr. Hultquist had no explanation of why, given the high

profile of this writer in these issues, this writer was not advised of any such alleged hearing. This writer then asked Mr. Hultquist to reduce that position to writing under Mr. Zellerss signature. Mr. Hultquist said that would not be happening because that was not Representative Zellerss job. When this writer asked Mr. Hultquist to send him a letter under Mr. Hultquists signature, Mr. Hultquist became agitated. Shortly thereafter, Mr. Hultquist hung up on this writer. For the rest of the day, Representative Zellerss office phone went directly to voice mail. In the meantime, this writer researched and found the following from Article VIII Sections 1-5 of the Minnesota Constitution:

ARTICLE VIII IMPEACHMENT AND REMOVAL FROM OFFICE Section 1. IMPEACHMENT POWERS. The house of representatives has the sole power of impeachment through a concurrence of a majority of all its members. All impeachments shall be tried by the senate. When sitting for that purpose, senators shall be upon oath or affirmation to do justice according to law and evidence. No person shall be convicted without the concurrence of two-thirds of the senators present. Sec. 2. OFFICERS SUBJECT TO IMPEACHMENT; GROUNDS; JUDGMENT. The governor, secretary of state, auditor, attorney general and the judges of the supreme court, court of appeals and district courts may be impeached for corrupt conduct in office or for crimes and misdemeanors; but judgment shall not extend further than to removal from office and disqualification to hold and enjoy any office of honor, trust or profit in this state. The party convicted shall also be subject to indictment, trial, judgment and punishment according to law. [Amended, November 2, 1982; November 3, 1998] NOTE: The office of the state treasurer will be abolished on the first Monday in January 2003. Laws 1998, chapter 387, article 1, section 2. Sec. 3. SUSPENSION. No officer shall exercise the duties of his office after he has been impeached and before his acquittal. Sec. 4. SERVICE OF IMPEACHMENT PAPERS. No person shall be tried on impeachment before he has been served with a copy thereof at least 20 days previous to the day set for trial.

Sec. 5. REMOVAL OF INFERIOR OFFICERS. The legislature of this state may provide for the removal of inferior officers for malfeasance or nonfeasance in the performance of their duties. http://bit.ly/H84bCw
Representative Zellerss, Senate Majority Leader Senjem as will as the minority leaders of both houses, as well as all members of the Minnesota Legislature

have been advised of this outrage. Representative Zellerss office refuses to have Mr. Hultquist fired for lying to a citizen. Mr. Zellerss staffer Margaret says there is nothing else Representative Zellers, the Majority Leader of the Minnesota House, can do with regard to this matter.
And with this sequence of events, this writer asserts that the Minnesota Legislature and the Minnesota Judiciary are systemically corrupt. THE PLAUSIBLE DENIABILITY DANCE The average Minnesota Citizen is likely outraged over the elected officials lying so boldly to a fellow citizen. And, the average Minnesota Citizen is likely outraged over the elected officials refusing to fire a bureaucrat who lied to a fellow citizen with impunity over such a fundamental cornerstone our Representative Republic. Mr. Zellers is the most powerful leader of the Minnesota House. He appoints the Chairs. He determines what issues will and wont be heard. If committee chairs dont do what Mr. Zellers desires, he can replace them. He is the elected leader of the Republicans, who are the current majority of the Minnesota House and Senate. What the casual observer of politics might not understand and appreciate is the dynamics and brilliance of the corrupt incumbent ruling class elite in maintaining their plausible deniability through this elaborate dance. 1) This writer has been informed that most faxes and all emails constituents send are not individually read unless the writer follows up with a phone call. Instead, at best an automated system or low level staffer, at best, just sends a standard form letter when they get to it. Your legislators utilize a philosophy of ignoring WE THE PEOPLE until you make your self not ignorable. They do not look at themselves as Public Servants; they look at constituents as annoyances. Only when this writer published his complaint online did he receive any response; 2) Please note, this writer never got to speak to Representative Zellers, only his assistant Margaret. Until now, Mr. Zellers can assert he knew nothing about this issue. And he can even assert that his staffers did not act in a manner

consistent with his wishes. This is a standard plausible deniability measure of elected officials; have subordinates or someone who is not elected to office do the dirty deeds and if it all goes bad, you can blame the staffer; 3) Please note, Representative Zellerss assistant Margaret, also wanted to be able to plausibly deny any involvement in lying to this writer. She diverted this writer to Mr. Hultquist. (This writer has discovered that Mr. Hultquists

position is Committee Staff Administrator of MN House Public Safety and Crime Prevention Policy and Finance Committee 651-296-4283) So Mr.
Zellers will attempt to pin the blame on someone outside his office and staff; 4) Please note, everyone refused to reduce their position to writing period let alone under their signature. Plausible Deniability Mr. Hultquist will now say this writer misunderstood him 5) Please note, Mr. Hultquist will not be fired or severely repremanded. Lying to constituents is not considered unacceptable to elected officials; in fact, Lying is considered an asset and a talent. If elected officials do not have staffers willing to lie to their constituents, elected officials would have to do lie themselves. And if they cant plausibly deny their lies and duplicity, it makes it harder for elected officials to get reelected; 6) Manipulation of Public Input You have already heard how for 7 years, the Minnesota House and Senate Judiciary Committees refused to have a hearing to allow hundreds of Minnesotans to give evidence and testimony of systemic corruption in the Minnesota Judiciary. Committee Chairman have final say on what does and does not get discussed, for 5 years the Republicans blamed the Democrats, because the Democrats had the majority and controlled the chairmanships. Now that the Republicans have been in the majority for 2 years, they have continued the policy of the 1 and only 1 ruling class elite to protect the systemically Corrupt Minnesota Judiciary from transparency, accountability and reform (TAR) 7) More Manipulation of Public input If a Minnesota Legislative Committee is forced to have a hearing, they manipulate turn out by the extent of the announcement and timing. Want low turnout, schedule it at 8am Monday Morning. Want high turn out, schedule the hearing at 1p or in the evening. Want low public input, schedule the hearing for 2 hours and limit individuals to 2 minutes. Want high public input, schedule and/or continue hearing for days and let your favorites talk as long as they want to. Too many undesirables show up, cancel the hearing at last minute. People have traveled hundreds of miles to give testimony and committee chairs have cancelled the hearings with the specific intent to inconvenience and/or to avoid the testimony of those who traveled long distances. They then give the excuse of scheduling conflicts.

8) No Response has been received from Democrat Minnesota Attorney General Lori Swanson; 9) Gotcha Apparently this alleged opportunity to give input on the Minnesota Judiciary happened sometime after this writer sent the NOTICE AND DEMAND TO IMPEACH to every member of the State Legislature, including all members of the House and Senate Judiciary Committees. Yet somehow, not one person thought to enter that document into the evidence at that hearing nor to call this writer and invite him to give testimony. Especially not Senator Limmer nor Representative Shimanski, the current chairs of the Minnesota Senate and House Judiciary Committees respectively. Again, Gotcha They both have this writers name and number. On a related note, various sources who desire to remain anonymous have provided ominous insight into Senator Newman. Many persons in the Judicial TAR movement have indicated that they feel Republican Senator Newman just offered to carry their bills for the purpose of gutting or killing them. Emails to Senator Newman to clarify these matters have not been returned. These same people have said Senator Limmer, Chair of the Senate Judiciary Committee, refuses to advance any bills of the various factions of the Judicial TAR movement yet again this year. Next year will make 8 years of Republicans and Democrats alike protecting the Systemically Corrupt Minnesota Judiciary. Does any of this sound like the acts of Public Servants? Or does it sound like the actions of elected officials acting as tyrants pretending to be Public Servants?

Your failure or refusal to respond may be deemed an admission that any truthful response you might provide would be detrimental to your position. From what has transpired, we know that Minnesota Republicans and Democrats: 1) Subscribe to a morality of plausible deniability instead of absolute right and wrong; 2) Approve of and provide cover for the Systemically Corrupt Minnesota judiciary; 3) Do not believe in the Rule of Law;

4) Condone and Promote the fixing of Court cases against the voices of political dissent; 5) Condone witness tampering and death threats; 6) Condone wrongful repossessions by financial institutions; 7) Believe the Minnesota Courts should be unaccountable; 8) Dont believe Legislative staff should have to speak the truth to constituents; 9) Dont believe Legislative staff should be punished for lying to constituents; 10)Are themselves, systemically corrupt; 11)Have no fear of criminal prosecution for their acts by any Government Prosecutor or agency; 12)Have no fear of retribution for their acts and behaviors from any God they may believe in; This fall, if you believe that the systemically corrupt Minnesota Legislature and Judiciary should be reformed and made transparent and accountable to WE THE PEOPLE, the citizens of Minnesota, please VOTE AGAINST the following persons this fall: Kurt Zellers, Republican 32B; House Majority Leader David Senjem, Republican 29; Senate Majority Leader Warren Limmer Republican 32, Chair Senate Judiciary Committee Scott Newman, Republican 18; Member Senate Judiciary Committee (Lawyer) Steve Smith Democrat 33A; member of the House Judiciary Committee(Lawyer) Joe Mullery, Democrat 58A; for chair House Judiciary Committee (Lawyer) Steve Simon, Democrat 44A; member House Civil Law Committee (Lawyer) This writer believes that the facts detailed here evidence that regardless of political party, Minnesota politicians are not acting in the best interest of WE THE PEOPLE. UPDATE At the April 14, 2012 Minnesota Republican CD6 Convention, this writer (and delegate) had a chance meeting with Representative Zellers. Mr. Zellers expressed concern and understanding that no one had contacted me since April 2, 2012. Mr. Zellers told this writer to just stop by his office the next week without appointment. This write did so and was told that Mr. Zellers did not have time to meet with him. No follow up from Mr. Zellers office has been received. Ergo, the CD6 pleasantries were merely an public incident avoidance protocol ruse. Those were my thoughts.
