CONDITIONS OF APPLICATION AND RESIDENCY (Residents Copy)
A. QUALIFYING CRITERIA Only full-time students of Kolej Tunku Abdul Rahman will be accepted. B. POLICY ON APPLICATION FOR RESIDENCE IN THE HOSTEL 1. An application must have the approval of the Student Affairs Department. A complete application consists of four (4) copies of the form together with 2 photographs. 2. The College and the Hostel Management do not guarantee a place of stay, even though payment may have been forwarded to the College. 3. The College and Hostel Management reserve the right to reject any hostel application. 4. A booking is defined as an application submitted, approved, fee paid and registered (checked-in) within the time stipulated. 5. A booking, whether checked-in (registered) or otherwise, is not transferable. (A non-registered boarder is as an illegal) C. PAYMENT 1. Residency and fees are on a per semester basis. 2. A payment of the hostel fee can only be accepted after the College academic fees have been paid. 3. Payment for each semester is to be made by Public Bank Cards / Bankdraft , payable to Kolej Tunku Abdul Rahman and submitted to the Bursary Department. 4. A security deposit of RM50.00 for the standard room and RM400.00 for the studio-apartment (inclusive of RM200.00 for electricity for the air-conditioner) is imposed and refunded on check-out after deductions for loss and damage of hostel property. There will be no refund of this deposit when a resident does not check out properly within the time period. 5. Payment by mail is allowed only for scholarship holders, the handicapped and residents of Sabah and Sarawak. All other applicants are to pay at the Bursary Department. D. SEMESTER HOLIDAYS 1. Residents are allowed to stay through the holidays that are included in their hostel semester. 2. For security reasons, residents are to inform the Hostel Management of any long absence from the Hostel . 3. Unoccupied rooms may be opened up for maintenance or to be used for Management/College activities, especially during the semester breaks. E. RATES. The current monthly room charge per resident is all-inclusive of RM179.00 for the standard room and RM280.00 (excluded electricity for airconditioner) for the studio-apartment and is payable on a semester basis. The charge for each semester will be as in the prescribed Application Form. F. HOUSE-KEEPING 1. Rooms are on a twin-sharing basis. 2. Rooms are completed with hard-furnishing and mattress. Pillow, bed-sheet, and toiletries are not provided. 3. Residents are responsible to keep their room tidy and clean while ablutions (excluding for studio-apartments) and other common-user areas and facilities are maintained by the Hostel Management. G. CHECK-IN (REGISTRATION) 1. The Earliest Check-in Date is in Section II of the Application Form. 2. There will be no advance or early check-in (registration) before the Earliest Check-in Date. 3. The Hostel Application Form and 2 passport size photographs are to be presented. 4. A check-in should be by the applicant personally; however a check-in by a parent / guardian or adult sibling may be allowed. 5. Checking-in on the first day carries no advantage as there is no choice of room; check-in on later days to avoid long wait. H. CHECK-OUT 1. The Latest Check-out Date is in Section II of the Application Form. A resident who does not check out by the Latest Check-out Date may be forcibly removed. 2. A resident who had overstayed or did not check-out by the Latest Check-out Date will have to pay an accommodation charge of RM44.75 for the standard room or RM70.00 for the studio-apartment per week from the Latest Check-out Date and thereafter for each seven (7) days and part thereof as one week at RM44.75 or RM70.00 per week. A proper check-out is defined as the actual complete handover of the Room which includes inventory in good order, Hand Book, Room-key, ID and Vehicle Sticker (if any) to the Hostel Office within the stipulated time. 3. The room deposit sum will be returned only to the resident or another when so authorised in writing by the resident after a proper checkout is completed. This deposit will be forfeited when a proper check-out is not made. I. ROOM ALLOCATION 1. The allocation of the room is according to a schedule. A request for a choice of room will not be entertained; only the next room as allocated will be made available. There is NO CHOICE of room. 2. Two persons can request to share a room. This will be possible only when these persons check-in together and the empty room is available. 3. A room change request will not be entertained on initial check-in. The resident may request later in the semester by writing officially. J. NON-SINGLE OCCUPATION POLICY. A resident will not be allowed to occupy a room as a single occupant. When a single occupancy state occurs, the occupant will be required to relocate to share room. A choice of room is allowed but a relocation move will be mandated after seven days of notice. K. POLICY ON REFUND AND REBATE 1. Full-Refund a) Early Cancellation/Withdrawal. To be eligible for a full refund, a cancellation/withdrawal (from seniors and freshmen) must be received in writing by the last working day before the first day of the Semester Orientation and or the Withdrawal and Rebate Date. To be considered, a refund application must be supported by these documents and dated as received by the Student Affairs Department or the Hostel Management. An applicant who has checked in (registered) will be charged a minimum administration fee of RM50.00 and an additional minimum accommodation charge of RM41.30 for the standard room or RM64.62 for the studioapartment. The accommodation charge will be RM41.30 or RM64.62 for each subsequent week (7 days) and part thereof as a full week. An applicant who has not checked in will be charged only an administration fee of RM 50.00. b) Late Applicant. A Late Applicant category is defined as an application which was received, approved and fully paid only after the first day of the Semester Orientation and or the Withdrawal and Rebate Date. The following are conditions for a refund: 1) The applicant is not a former resident who has not checked out properly. 2) The applicant did not check in / register (non - occupation after the check-in is not material). 3) The cancellation / withdrawal notification was received not later than three (3) days after the payment of the fee.

4) RM50.00 administration fee is charged. Late Registration. A Late Registration category is defined as an application which was received, approved and fully paid but only allowed for checking-in (registration) when room vacancy is made available on a specific designated date. The following are conditions for a refund: 1)The applicant must be a full time student at the time of cancellation and refund being processed. 2)The applicant did not check-in/register. (non-occupation after the check-in is not material). 3)The cancellation/withdrawal notification was received not later than 3days after the specific designated date for registration. 4)An administration fee of RM50.00 is charged. There is no partial refund for an application which failed to qualify in this category.

Part-Refund a) Campus/UTAR Transfer A cancellation because of a course transfer to a Branch or UTAR and received in writing, is eligible for a partial refund. An applicant who has checked in (registered) will be charged a minimum administration fee of RM50.00 and an additional minimum tenancy charge of one week. The accommodation charge will be RM41.30 or RM64.62 for Studio Apartment for each week (7 days) and part thereof as a full week. b) Change of Course A cancellation/advice received in writing because of a change of course to another with a shorter academic semester will be eligible for a partial refund. The amount of refund shall only be the difference in the total hostel fee payable and paid. A transfer to any another institution is deemed as a withdrawal and will not qualify.

Rebate For Late Registration. A rebate is allowable to a student who checked-in (registered) after the designated Withdrawal and Rebate Date for the semester. The rebate is RM41.30 for the standard room or RM64.62 for the studio apartment for every full week commencing from the day after the Withdrawal and Rebate Date. Other Cases. An application for a refund or rebate for a reason or situation not included here will be considered, on appeal, on a merit basis by the Delta Pride (M) Sdn. Bhd. Board of Directors. Documentary Proof a) The complete set of forms of the Hostel Application received by the College and Hostel and duly certified by the Director, Student Affairs Department or the Hostel Manager is proof of the dates of booking, check-in (registration) and check-out. b) The semester dates, commencement date of the orientation programme, earliest check-in date and the Withdrawal and Rebate Date will be as stated in the Hostel Application Form. c) The acknowledged date of a cancellation / withdrawal will be the date received by the College or the Hostel Office and not as dated by the originator or by the postal/courier service. Time Bar a) A request for a refund shall not be considered when it is received 30 days after the Withdrawal and Rebate Date. b) The room deposit will be forfeited when it is not collected within 30 days of the day of check-out date or when the resident has failed to complete a proper check-out. Payment of Refund/Rebate. A qualified application will be reimbursed by cheque to the registrant (student) except when otherwise requested in writing by a parent, guardian or sponsor. Allow at least two (2) months to process payment. Appeals. The decision of the Delta Pride (M) Sdn. Bhd. Board of Directors will be final.

Tenancy Period. These rules apply to every tenancy period which is equivalent and complementary to each academic semester / term of the College. GENERAL INFORMATION FACILITIES AND SERVICES 1. Accommodation a) There are 10 blocks of 5-storey hostel with a total of 1,000 standard rooms. All rooms are twin-sharing with separate male and female blocks. Each floor has its own bathrooms, toilets, pantry, water dispenser and drying area. b) Every room is furnished with window mosquito netting, ceiling fan, lights, book-case, curtains, wardrobe, single bed with mattress, dustbin, study table and chair for each resident. c) Four twin-sharing, furnished and air-conditioned studio-apartments with ensuite ablutions are available for female students. Security a) The hostel is a fenced complex with 24 hours security. Residents have identification tags and outsiders are only allowed in with approval. There is no restriction on the movement of residents but they are not allowed in the dormitory of the opposite sex. b) Each resident is required, on checking-in, to apply for a Hostel ID and a (optional) vehicle sticker. Location. The hostel complex is within the College campus and linked to faculty buildings by covered canopy walkway for pedestrian and bicycle. House-Rules. These rules which are complementary to College Rules and cover general conduct, etiquette for communal living and social behaviour are in the Hostel Resident Hand-book issued to each resident.
