This standard, prepared by Committee PL/35, Plastics Garbage Bins, was approved on
behalf of the Council of the Standards Association of Australia on 12 July 1974.

PREFACE

This standard was prepared by the Association’s Committee on Plastics Garbage Bins
under the direction of the Plastics Standards Board, in response to requests from
consumer interests and from the Health Commission of New South Wales.
The committee acknowledges the assistance received from a study of the draft
requirements of the British Standards Institution’s document DC 72/50201, Draft
British Standard Specification for Moulded Plastics Dustbins (subsequently published
as BS 4998).
A classification clause distinguishes two classes of can on the basis of resistance to
impact at low temperatures. The cans for cold climate use are tested for impact
resistance at −10 to −14°C whereas the cans for use in more temperate climates are
tested at −2 to 0°C.
Also specified are material requirements and certain design parameters. In the
composition clause there are requirements ensuring adequate protection against
degradation by ultraviolet light. Design and material proving tests (type tests) and
quality control tests are described to ensure the quality of the product.

1 SCOPE. This specification applies to moulded plastics household garbage cans of


capacity not exceeding 0.085 m 3, intended for the retention of household garbage.

2 DEFINITION. For the purposes of this specification the following definition


applies:
Household garbage — includes waste food and the material used for wrapping waste
food, food containers and waste material regularly generated within a house.

3 CLASSIFICATION. Plastics household garbage cans shall be classified on the


basis of resistance to impact at low temperatures as follows:
Class Normal Use — suitable for use in areas where temperatures below 0°C are not
normally encountered.
Class Cold Climate — suitable for use in areas where temperatures below 0° are
normally encountered.

4 COMPOSITION.
4.1 Material. The garbage can shall be composed of a plastics material, together with
such additives as may be necessary (see Clause 4.2), which has been formulated and
processed in accordance with good practice for that material. The use of the
manufacturer’s own rework material resulting from the garbage can manufacturing
process, up to a maximum of 10 percent, shall be permitted, except that for blow-
moulded cans a maximum of 35 percent shall be permitted; no other rework material
shall be used.
4.2 Additives. The material may contain such additives as are required as processing
aids or to improve the material properties. In particular, additives which act as
ultraviolet light stabilizers shall be used in the material at a loading of 0.30 ±0.03
percent by mass of synthesized ultraviolet stabilizers, or 2.5 ±0.5 percent by mass of
carbon black, so as to ensure satisfactory protection against exposure to the
environment within a temperature range of −10°C to +40°C. The type of synthesized
