Cebuano Youth Ambassadors Constitution and By Laws ARTICLE I. Name, Slogan and Motto Sec. A.

The name of this organization shall be Cebuano Youth Ambassadors. Sec. B. Its slogan shall be: The Youth is not the leaders of tomorrow but the leaders of today. Sec. C. Its motto shall be: We serve, we lead and we make change happen. ARTICLE II. Objectives The objectives of the organization are: A. To create and foster spirit of understanding. B. To promote the principles of good government and good citizenship. C. To take an active interest in the civic, cultural, social and moral welfare of the community. D. To unite the members in the bonds of friendship, good fellowship and mutual understanding. E. To provide a forum for the open discussion of all matters of public interest; provided, however, that partisan politics and sectarian religion shall not be debated by members of the organization F. To encourage service-minded people to serve their community without personal financial reward, and to encourage efficiency and promote high ethical standards in commerce, industry, professions, public works and private endeavors. ARTICLE III. Membership Sec. A. Basic Requirements: Subject to the provisions of Sec. B hereinafter, any person of legal majority and good moral character and good reputation in his/her community, may be granted membership in this Cebuano Youth Ambassadors. Wherever the male gender or pronoun presently appears in this Constitution and By-Laws, it shall be interpreted to mean both male and female persons. Sec. B. Membership in Cebuano Youth Ambassadors shall be as follows: (1) ACTIVE: A member entitled to all rights and privileges and subject to all obligations which membership in a Cebuano Youth Ambassadors confers or implies. Without limiting such rights and obligations, such rights shall include eligibility to seek, if otherwise qualified, any office in this organization, and the right to vote on all matters requiring a vote of the membership. Such obligations shall include regular attendance, prompt payment of dues, participation in organizations activities and conduct reflecting a favorable image of this Cebuano Youth Ambassadors in the community. (2) MEMBER-AT-LARGE: A member of this organization, who has moved from the community, or because of health or other legitimate reason, is unable regularly to attend meetings and desires to retain membership in this organization, and upon whom the Board

of Directors of this organization desires to confer this status. This status shall be reviewed each six months by the Board of Directors of this organization. A Member-at-Large shall not be eligible to hold office or to vote in organizations meetings or conventions, but shall pay the membership dues. (3) HONORARY: An individual, not a member of Cebuano Youth Ambassadors, having performed outstanding service for the community or this organization, upon whom this organization desires to confer special distinction. ARTICLE V. Fees and Dues Sec. A. Fees & Dues: Each member shall pay an annual membership fee of Php100.00 and quarterly dues of 20 pesos. The Executive Board shall identify the timeline of the collection of the membership fee and quarterly dues. ARTICLE VII. Forfeiture of Membership Sec. A. Member Indebtedness: The secretary shall submit to the Board of Directors the name of any member who fails to pay any indebtedness due this organization within 180 days after receipt from the secretary of written notice thereof. The board shall thereafter decide whether the member shall be dropped from or retained on the roster. Sec. B. Expulsion: Any member may be expelled from the organization for cause by a twothirds vote of the entire Board of Directors. Sec. C. Member Absence: The organization shall encourage regular attendance at organization meetings and activities. Where a member misses consecutive meetings or activities, the organization will make every effort to contact the member to encourage and promote regular attendance. ARTICLE VIII. Executive Board Sec. Sec. B. Officer Eligibility: No person shall be eligible to hold office in this organization unless he/she is an active member in good standing. Sec. C Officer Compensation: No officer shall receive any compensation for any service rendered to this organization in his/her official capacity unless otherwise decided by the board. Sec.D Duties and Responsibilities (1) EXECUTIVE DIRECTOR He/she shall preside at all meetings of the Board of Directors and this organization; issue the call for regular and special meetings of the Board of Directors and the organization; appoint the standing and special committees of this organization and cooperate with chairmen thereof to effect regular functioning and reporting of such committees; see that regular elections are duly called, noticed and held; alliance and partnership with other organization and international relations. (2) ASST. EXECUTIVE DIRECTOR If the executive director is unable to perform the duties of his/her office for any reason, the asst. executive director next in rank shall occupy his/her position and perform his/her duties with the same authority as the executive director Asst. Executive Director shall, under the direction of the Executive Director, oversee the functioning of such committees of this organization as the executive director shall designate. (3)SECRETARY GENERAL He/she shall be under the supervision and direction of the executive director and the Board of Directors and shall act as the liaison officer between the parent organization and the CYA Branch. (a) Submit regular monthly and other reports to the executive board and website provided by it containing such information as may be called for therein and otherwise by the Board of Directors of the organization; (b) Have custody and keep and maintain general records of this organization, including records of minutes of organization and board meetings; attendance; committee

appointments; elections; classifications (if any); addresses and telephone numbers of members; members organization accounts; (c) Issue quarterly or semi-annual statements to each member for dues and other financial obligations owed to this organization, collect and deposit the same in a timely manner, giving the deposit receipt to the Treasurer and keeping a copy on file. (4) DEPUTY SECRETARY GENERAL shall assist the secretary general in all of his or hers tasks. (5) FINANCE OFFICER a) Have custody of the general fund and all other funds of the CYA and know the exact amount of such funds at all times; b) Deposit in the name of CYA the general fund and all other funds of the CYA in the office of the Treasurer of the Cebu Institute of Technology or in any local bank of good reputation; c) Disburse the general fund in accordance with the provisions of the Constitution; d) Take charge of the collection of such other funds or fees as authorized by the Congress; e) Receive and keep all receipts issued for the account of CYA; f) Sign all the financial transactions of the CYA together with the President; g) Submit a report to the President and the Congress of the receipts and expenditures of the CYA every last session of the month, copy furnished to the President of the Institution; h) Submit a financial report of the CYA to the CYA Exec Director and Auditor i) Submit for publication to the CYA Newsletter j) Deliver to the Secretary-General all receipts, statements and other papers in his possession at the end of each semester; k) Perform such other duties, which the President may assign him from time to time. (6) AUDITOR The Auditor shall have the following powers and functions: a. examine, audit and settle all accounts, funds, and/or properties of the CYA and promulgate accounting and auditing rules and regulations, including those for the prevention of the irregular, unnecessary, excessive or extravagant expenditure or use of funds and/or properties; decide or resolve any financial and/or auditing case brought before it within fifteen (15) days from the date of its submission for decision or resolution; record the financial account of the CYA in the proper books of journal, and report to the Exec Director of the CYA and the Congress any anomaly or irregularity in the disbursement of the student fund or use of properties;

submit to the CYA President, the Congress and the studentry a semestral financial report on the expenditures of the organization. A copy should also be furnished to the President of the institution. It shall submit additional reports as may be required by the CYA law; and perform such other powers and functions as may be provided by the CYA law.

(7) MEMBERSHIP DIRECTOR Membership Director is responsible for regulating the membership of existing and incoming members of CYA. He or she is responsible in creating avenue for interested individuals to join the organization. He must submit a monthly report to the Executive Director about the status of the members. (8) YOUTH AMBASSADORS They are responsible of the following: 1. Create activities and sustainable projects related to their assigned fields. 2. Represents the organization in local, regional, national and international linkages related to their assigned advocacies (9) COMMISSIONERS Commissioners represent the different branches of CYA in all executive sessions. XIV. EFFECTIVITY AND AMMENDMENTS Section 1. This Constitution shall take effect immediately upon its ratification by a majority of the votes cast by the Executive Board. Section 2. Any amendment to, or revision of, this Constitution may be proposed by the Executive Board by a vote of two-thirds (2/3) of all its members or by Constitutional Convention. Any amendment to, or revision of, this Constitution may be done only one year after the ratification of the existing Constitution.
