Flight Operations Department Introduction


The safe conduct of air operations is achieved by an operator and an CCAA working in harmony towards a common aim. The functions of the two bodies are different, well defined, but complementary. In essence, the operator complies with the standards set through putting in place a sound and competent management structure. The CCAA working within a framework of law (statutes), sets and monitors the standards expected from operators. The responsibilities of management related to current national regulations covering commercial operations should include at least the following five main functions: a. Determination of the operators flight safety policy; b. Allocation of responsibilities and duties and issuing instructions to individuals, sufficient for implementation of company policy and the maintenance of safety standards; c. Monitoring of flight safety standards; d. Recording and analysis of any deviations from company standards and ensuring corrective action; e. Evaluating the safety record of the company in order to avoid the development of undesirable trends. Nominated post holders should, in the normal way, be expected to satisfy the CCAA that they possess the appropriate experience and licensing requirements which are specified below. In particular cases, and exceptionally, the CCAA may accept a nomination which does not meet the requirements in full but, in this circumstance, the nominee should be able to demonstrate experience which the CCAA will accept as being comparable and also the ability to perform effectively the functions associated with the post and with the scale of the operation.

General Requirements for all Post Holders


All post holders should posses practical experience and expertise in the application of aviation safety standards and safe operating practices: 1. Comprehensive knowledge of: a. Croatian Aeronautical regulations; b. Current national regulations covering commercial operations and any associated requirements and procedures; c. The AOC holder's Operations Specifications; d. The need for, and content of, the relevant parts of the AOC holder's Operations Manual; 2. Familiarity with Quality & Safety Systems; 3. Appropriate management experience in a comparable organization; and 4. Five years relevant work experience of which at least two years should be from the aeronautical industry in an appropriate position.

Specific requirements for Post Holders


Flight Operations The nominated post holder or his deputy should hold a valid Flight Crew License appropriate to the type of operation conducted under the AOC in accordance with the following: 1. If the AOC includes airplanes certificated for a minimum crew of 2 pilots - An Airline Transport Pilot's License issued or validated by a JAA Member State: 2. If the AOC is limited to airplanes certificated for a minimum crew of 1 pilot - A Commercial Pilot's License, and if appropriate to the operation, an Instrument Rating issued or validated by a JAA Member

State. Maintenance System The nominated post holder should possess the following: 1. Relevant engineering degree - Aeronautical, Mechanical, Electrical, Electronic, Avionic or other studies relevant to the maintenance of aircraft/aircraft components, or 2. Aircraft maintenance technician with additional education acceptable to the Authority 3. Thorough familiarity with the organisation's Maintenance Management Exposition. 4. Knowledge of the relevant type(s) of aircraft. 5. Knowledge of maintenance methods. Crew Training 1. The nominated post holder or his deputy should be a current Type Rating Instructor on at least one type/class operated under the AOC. 2. The nominated post holder should have a thorough knowledge of the AOC holders crew training concept for Flight Crew and for Cabin Crew when relevant. Ground Operations The nominated post holder should have a thorough knowledge of the AOC holders ground operations concept.

Holding more than one Post


The acceptability of a single person holding several posts, possibly in combination with being the Accountable manager as well will depend upon the nature and scale of the operation. The two main areas of concern are: - Competence candidate must fulfill all requirements for all posts that operator applies for no credits are allowed; - An individuals capacity to meet his/her responsibilities each operator must declare minimum working hours for each post. Working hours shall be dependent upon the scale of the operation. Suggested working hours shall be elaborated in written and presented to CCAA for acceptance (together with application). If minimum working hours dedicated to each post allow single person to holding several posts, that will be acceptable to CCAA under following conditions: - The capacity of an individual to meet his responsibilities; - Sum of working hours shall not exceed 40 hours per week per person; - For operators who employ 21 or more full time staff, a minimum of two persons are required to cover the four areas of responsibility. - For operators who employ 20 or less full-time staff, one or more of the nominated posts may be filled by the accountable manager. - The complexity of the organization or of the operation may prevent, or limit, combinations of posts that may be acceptable in other circumstances.

Holding Post in more than one AOC holder


A person nominated as a post holder by the holder of an AOC must not be nominated as a post holder by the holder of any other AOC, unless acceptable to the Authorities concerned. Holding Post in more than one AOC is acceptable under following conditions: - The operator must make arrangements to ensure continuity of supervision in the absence of nominated

post holders to have nominated deputy. Persons nominated as post holders must be contracted to work sufficient hours to fulfill the management functions associated with the scale and scope of the operation. An individuals capacity to meet his/her responsibilities each operator must declare minimum working hours for each post. Working hours shall be dependent upon the scale of the operation. Suggested working hours shall be elaborated in written and presented to CCAA for acceptance. A person having been accepted as a post holder in one AOC holder is not automatically acceptable for the same post with another AOC holder. Acceptance is always dependable on type of operation, area of operation, operation complexity, AOC holder size and CCAA holds the exclusive discretion for acceptance of each nominated post holder. On the other hand, a person having a history of a post holder in one AOC holder and nominated for the same post with another AOC holder may benefit from the previous experience and be accepted in the shortened acceptance procedure, if CCAA considers it appropriate.

Application
The operator shall submit in written request for acceptance of the Post Holder. Request shall contain: - Form 4 - Candidate's detail CV - Applicable diplomas and certificates to support Form 4 and CV - Any other document proving candidates experience and expertise - Non-criminal record

Evaluation
CCAA acceptance will be based on: - Fulfilling basic and specific requirements evaluation of received documents - Background check non criminal record - Interview - understanding of the role, duties and responsibilities as post holder - Written examination - demonstrated knowledge of the applicable regulations and procedures (if applicable) The CCAA shall invite the candidate for the position of post holder to an interview to allow CCAA to make a decision on his or her acceptability for the role. The interview will aim to confirm that the nominee has: - Appropriate seniority in the organization - Appropriate knowledge and understanding of the documents that prescribe safety standards - Appropriate knowledge and understanding of the requirements for competence of management personnel - Appropriate knowledge and understanding of quality systems, related principles and practices, and the role of the post holder in quality systems

Comprehensive knowledge and understanding of safety management systems or accident prevention and flight safety program, related principles and practices, and the role of the post holder in such systems. Comprehensive understanding of Croatian regulations Comprehensive understanding of current national regulations covering commercial operations, and Comprehensive understanding of EASA part M

Written examination (if deemed necessary) Candidate for post holder shall undergo written examination which consists of open text questions reflecting regulations knowledge and in depth knowledge regarding area of responsibility. CCAA has the right to call additional evidence of candidate suitability before deciding upon his acceptability, including back-ground check.

Acceptance
If the candidate satisfied all requirements and CCAA decides that he/she is suitable candidate for the position, CCAA shall sign Form 4 and inform Operator by sending the original Form 4, stamped and signed.
