SOULARDNEIGHBORHOODHISTORICDISTRICT REHABILITATIONANDNEWCONSTRUCTIONSTANDARDS

ARTICLE1:INTRODUCTION
Thecharacter,sizeandquantityoftherelativelyunalteredhistoricbuildingscontained withintheSoulardHistoricDistrict(the"District")maketheSoulardHistoricDistrict unique.Itisdistinctforthemannerinwhichitshistoricbuildingsrelatetooneanother andtothestreet,foritscrosssectionofarchitecturalstylesandforitsuniformityof construction.Thecombinationofthesephysicalcharacteristicsandtheimportanceof theSoulardHistoricDistrictinthehistoricaldevelopmentoftheCityofSt.Louisserveas acompellingreasonforpreservingtheSoulardHistoricDistrict. Theestablishmentandenforcementofcontrolsoverexteriorarchitecturalfeatures withintheSoulardHistoricDistrictwillensuretheongoinghistoricalvalueofthe SoulardHistoricDistrict.Atthesametime,suchcontrolsmustreasonablyaccommodate contemporarydesignandlifestylesinordertomaintainandimprovethequalityoflife ofthoseresidingwithintheSoulardHistoricDistrict. TheseSoulardHistoricDistrictStandards(the"Standards")havebeendevelopedto establishaclearandconsistentsetofstandardstogoverntheexteriorarchitectural featureswithintheSoulardHistoricDistrict.TheseStandardssupplementtheBuilding CodeoftheCityofSt.Louis(the"BuildingCode")andanyapplicableordinances establishingstandardspertainingtotheconstruction,maintenanceandrepairof buildingslocatedwithintheSoulardHistoricDistrict,andtheareassurroundingsuch buildings.TheseStandardsshouldnotbeinterpretedasgivinganyrelieffrom,oras constitutinganabandonmentoftheBuildingCodeoranysuchordinances. PursuanttoOrdinanceNo.57986oftheCityofSt.Louis(codifiedasChapters895 through898),asmaybeamendedfromtimetotime,theprimaryresponsibilityfor enforcing,waivingenforcementof,and,wherenecessary,interpretingand supplementingtheprovisionsoftheseStandardsrestsintheCommissiononHeritage andUrbanDesign(hereafter,togetherwithanylegallyauthorizedsuccessorentity,the "Commission").Accordingly,allquestionsregardingsuchmattersshouldbedirectedto theCommission. TherearetwobasicconceptsinherentintheseStandards.Theyareembodiedinthe definitionsofPublic,SemiPublic,andPrivatefacadesandtherequirementforModel Examples;

Establishingdefinitionsforthreetypesofbuildingfacadesservestorecognizethefact thatcertainportionsofabuildingarcmorecriticaltotheSoulardHistoricDistrict's characterthanothers,Accordingly,theregulationscontainedhereinaremorestringent forthePublicelementsOfbuildingsthanarcthoseforSemiPublicandPrivateelements. MakingthesubmissionofaModelExampleaprerequisitetoobtainingapprovalofplans toconstructorreconstructbuildingelementsortoconstructnewbuildingshastwo importantadvantages.First,itensuresthatbuildingelementswillbecompatiblewith thebuildingforwhichtheyaretobeconstructedandthatnewbuildingswillbe appropriateintheirarchitecturalenvironment.Second,itenablesthoseseekingsuch approvaltoclearlycommunicatetheirplanstotheCommission. Asafinalmatter,manyprovisionsoftheseStandardsspecifythecompositionof buildingmaterialswhichmaybeusedinconstructingandreconstructingbuildingsand buildingelements.Itisrecognized,however,thattechnologicaladvancesinthe manufactureofbuildingmaterialsmayalreadyhaveresulted,ormayinthefutureresult inbuildingmaterialswhich,whileofcompositiondifferentthanthatspecifiedherein, performidentically,orsufficientlysimilarlyinfunctionandappearance.Thefactthat provisionsoftheseStandardsspecifythecompositionofbuildingmaterialswhichmay beusedshouldnotbeinterpretedasforeverforeclosingthepossibilitythatbuilding materialsofadifferentcompositionmaybeapprovedforuse.However,thedecisionto allowtheuseofsuchbuildingmaterialsrestswhollywithinthediscretionofthe Commission.

TheseSoulardHistoricDistrictStandards(the"Standards")havebeendevelopedto establishaclearandconsistentsetofstandardstogoverntheexteriorarchitectural featureswithintheSoulardHistoricDistrict.TheseStandardssupplementtheBuilding CodeoftheCityofSt.Louis(the"BuildingCode")andanyapplicableordinances establishingstandardspertainingtotheconstruction,maintenanceandrepairof buildingslocatedwithintheSoulardHistoricDistrict,andtheareassurroundingsuch buildings.TheseStandardsshouldnotbeinterpretedasgivinganyrelieffrom,oras constitutinganabandonmentoftheBuildingCodeoranysuchordinances. PursuanttoOrdinanceNo.57986oftheCityofSt.Louis(codifiedasChapters895 through898),asmaybeamendedfromtimetotime,theprimaryresponsibilityfor enforcing,waivingenforcementof,and,wherenecessary,interpretingand supplementingtheprovisionsoftheseStandardsrestsintheCommissiononHeritage andUrbanDesign(hereafter,togetherwithanylegallyauthorizedsuccessorentity,the "Commission").Accordingly,allquestionsregardingsuchmattersshouldbedirectedto theCommission. TherearetwobasicconceptsinherentintheseStandards.Theyareembodiedinthe definitionsofPublic,SemiPublic,andPrivatefacadesandtherequirementforModel Examples; Establishingdefinitionsforthreetypesofbuildingfacadesservestorecognizethefact thatcertainportionsofabuildingarcmorecriticaltotheSoulardHistoricDistrict's characterthanothers,Accordingly,theregulationscontainedhereinaremorestringent forthePublicelementsOfbuildingsthanarcthoseforSemiPublicandPrivateelements. MakingthesubmissionofaModelExampleaprerequisitetoobtainingapprovalofplans toconstructorreconstructbuildingelementsortoconstructnewbuildingshastwo importantadvantages.First,itensuresthatbuildingelementswillbecompatiblewith thebuildingforwhichtheyaretobeconstructedandthatnewbuildingswillbe appropriateintheirarchitecturalenvironment.Second,itenablesthoseseekingsuch approvaltoclearlycommunicatetheirplanstotheCommission. Asafinalmatter,manyprovisionsoftheseStandardsspecifythecompositionof buildingmaterialswhichmaybeusedinconstructingandreconstructingbuildingsand buildingelements.Itisrecognized,however,thattechnologicaladvancesinthe manufactureofbuildingmaterialsmayalreadyhaveresulted,ormayinthefutureresult inbuildingmaterialswhich,whileofcompositiondifferentthanthatspecifiedherein, performidentically,orsufficientlysimilarlyinfunctionandappearance.Thefactthat provisionsoftheseStandardsspecifythecompositionofbuildingmaterialswhichmay beusedshouldnotbeinterpretedasforeverforeclosingthepossibilitythatbuilding

materialsofadifferentcompositionmaybeapprovedforuse.However,thedecisionto allowtheuseofsuchbuildingmaterialsrestswhollywithinthediscretionofthe Commission. 101DEFINITIONS 101.1AlleyHouse Residentialstructurelocatedimmediatelyadjacenttoanalleyandoriginally behindanotherresidentialstructureonthesamelot.Duetodemolition,analley housemaybetheonlyremainingstructureonabuildinglot. 101.2Appendages Steps,stoops,porchesanddecksattachedorimmediatelyadjacenttothe primarybuilding. 101.3CarriageHouses Abuildingoriginallyusedtoprotectcarriagesandhorses,andoftencontaining livingquartersforhiredhands.Typically,theyaretwostorystructuresandare locatedattherearofthebuildinglotimmediatetothealley. 101.4Castiron Amethodofmanufacturingironpartsorcertainbuildingelements.Theironis heatedtoamoltenstateandpouredintomolds.Decorativetipsandtierod starsaretwocommonexamplesofcastiron. 101.5Cornice Thedecorativeportionofabuildinglocatedwhereanexteriorwallmeetsthe roof.Inadditiontobeingdecorative,thecorniceoftencamouflagesthegutter andsupportstheroofoverhang.IntheSoulardHistoricDistrict,cornicesare madeofavarietyofmaterialsanddesignsincorporatingbrackets,dentil moldings,andogeemoldings.Cornicesaretypicallyconstructedofbrick,builtup piecesofwood,sheetmetalorcombinationsofallthree.Asusedherein, cornicesincludestopcornicesandcrownmoldings.(SeeSection101.24). 101.6TheSoulardHistoricDistrict ThatportionoftheCityofSt.LouisdescribedinAppendix:LegalDescriptionof theSoulardHistoricDistrict. 101.7Dormer Astructureprojectingfromaslopingrooformansardtoprovideawindowinto theatticstory. 101.8Facade Anexteriorwallofabuilding.Thestreetfaadeisthewallofabuildingwhich facesthestreet.

AModelExampleshallbeevidencedbyaseriesofphotographsor photographicreproductionsatleast3"x5"insizeandeitherblack andwhiteorcolor,whichshallincludethefollowing: Inthecaseofproposedconstructionorreconstructionofbuilding elements: Photographsorphotographicreproductionsclearly showingtheModelExamplebuildingelementsindetail, andwherepossible,takenfromatleasttwodifferent angles;and

TheModelExampleconceptisnotintendedtoprecludecontemporarydesigns, buttoassurethattheyarecompatiblewiththeirenvironment. 33StormerDoors Outerdoors,historicallymadeofwood,whichprotectthevestibuleandthe primarydoorofthebuilding. 34.Toothin Amasonrytechniqueusedtoformanewopeningorcloseupanexisting openinginanexistingmasonrywall.Inthecaseofanewopeninginabrickwall, theedgesofthenewopeningarefirstnotchedbeyondtheactualwidth dimensionsoftheopening.Thisnotchingwouldallowfortheinsertionofhalf bricksaligningwiththeendsofthefullbricks.Theresultisanopeningjamb whichissmooth,neatlyaligned,andhasthehardsurfaceofthebricksproperly exposedatthejambedges.Thereverseprocesswouldbeusedtobrickinan openinginanattempttoblendthenewbrickswiththeexisting. Comment:Thisreverseprocessisnotarecommendedmethodofinfillinga windowwithintheSoulardHistoricDistrict.Recommendedmethodsare describedinSection203.2. 101.24TopCornicesorCrownMoldings Ornamentalmoldingofwoodwithsheetmetalflashingorentirelyofsheetmetal whichdefinesthetopedgeofthefinishmaterialofamansardroofandwhich coverstheseambetweenthismaterialandthatoftheroof.Cornicesare typicallyconstructedofbrick,builtuppiecesofwood,sheetmetalor combinationsofallthree.Asusedherein,cornicesincludetopcornicesand crownmoldings. 101.25Transom Thewindowoverthetopofadoor;eitherfixedoroperable. 101.26Tuckpointing Aprocessofrepairingmortarjointsinamasonrywall,whereinexistingmortaris removedtoaprescribeddepthfromthefaceofthemasonry.Afterwhich,new mortarispressedintothejointsandthenproperlytooled. 101.27VisuallyDominant Anelementisvisuallydominantifitcommands,controls,orprevailsthevisual perceptionofabuildingbecauseofitssize,shape,material,orcolor.Itisvisually dominantif: Itssizeoccupiesmorethan10percentofthevisualplaneofthebuilding fromastreetor; Itssizeoccupiesmorethan2percentofthevisualplaneofthebuilding fromastreetand Itsshapeisnotalignedwiththenaturallinesofthebuildingto whichitisattached;or Itsmaterialsareadistinctlydifferentappearanceortexturethan thosetowhichitisattached;or

Itscolorisofabrightness,hue,ortonewhichcontrastswiththe brightness,hue,ortoneofthebuilding. Comment:Thisconceptisonlyappliedtoselected,notall,elementstobeadded toabuilding.Itisnotintendedtoimplythatnothingshouldbevisuallydominant. Somethings,suchasMansards,shouldbevisuallydominant. 39WroughtIron Amethodofmanufacturingironpartsorcertainbuildingelements.Theironis heatedinaforgeandshapedwhilesoft,eitherbybendingorhammering.Fences andgatesoftenincorporatewroughtironelements. 38Wythe Atermusedinmasonryconstructiontodescribethethicknessofawall.A2 wythebrickwallisonewhichis2bricksthick.Mostbrickwallsinhistoric residentialconstructionare3wythewalls,or3bricksthick(approximately13").

200GENERALLAW: Ifdocumentedevidencecanbeprovidedwhichverifiesthatanelementofanexisting buildinghasbeenaltered,itmaybereconstructedtoitsoriginalconfiguration. Ifabuilding,additiontoabuilding,orelementofabuildingwasconstructedafter January1,1929,itmaybealteredinaccordancewiththerequirementsforNew Construction.Evidencethatthebuilding,additionorelementwasconstructedafter January1,1929mustbeprovided. Comment:January1,1929waschosenbecauseatthetimeofwritingofthese Standards,allbuildingscontributingtothehistoriccharacteroftheneighborhoodwere builtbeforethatdate.however,thatwhichistodaycurrentwillonedaybehistoric. Therefore,thisdateshouldbereviewedatleastonceevery10yearsandbrought forward,asnecessary,toreflectthedatebeforewhichbuildingscontributetothe historiccharacteroftheneighborhoodatthattime.Allotherreferencestothatdate shouldbechangedsimultaneously. Unlessspecificallystatedotherwise,allregulationshereinapplytoPublicFacadesonly. ThoseforSemiPublicandPrivateFacadesarespecificallynoted. WhenachoiceofsolutionsisgiveninthisOrdinance,thesolutionsarepresentedin orderofpreference. TheseStandardsdonotrequirethecorrectionofanyconditionpredatingtheir enactmentexceptthestabilizationofvacantbuildingsasdescribedinSection212. 201ROOFS Comment:Roofsareaprominentpartofanybuilding,andinconjunctionwiththewalls determineabuilding'sformandscale.Roofstyles,theconditionoftheroofandits detailsgreatlyinfluencethevisualcharacteroftheSoulardHistoricDistrict. MostoftheroofstylesintheSoulardHistoricDistrictfallintooneofthefollowing categories: Mansard; Gable; Singleslopetooneside; Flat.

Repairofaroof,replacementofaflatroof,oroverlaymentofaslopedroofwiththe existingmaterialandrepairorreplacementofguttersordownspoutsisgeneral maintenanceanddoesnotrequireapermitexceptasprovidedinCityBuildingCodes. Referenceshereinareadvisory. 201.1RoofLinesAndDormerConfigurationAtPublic&IntermediateFacades Therooflinesanddormerconfigurationofbuildingsshallnotbealteredexceptas specificallyprovidedherein.Rooflinesincludetheroof'sslope,height,locationand structure.

201.2ReconstructedRoofs Reconstructedroofsshallbeconstructedbasedontheoriginalroofdesign.Wherethe originalslopeoftheroofcannotbeverifiedthroughreasonableresearchorexisting evidence,reconstructionshallbebasedonaModelExample. 201.3RoofingMaterialsonFlatRoofs Roofingmaterialsonflatroofsshallbeoneofthefollowing: Amaterialwhichcanbedocumentedasbeingoriginaltothebuilding; Rolledroofingorroofingfelt. 201.4RoofingMaterialsOnSlopingRoofs Comment:Slopingroofsincludeallrooftypesexceptmansardandflatroofs(addressed elsewherewithinthisdocument.).
